  • Bolivian Challenge: Compliance with the Sustainable Development Goals from
           the Indigenous Peasant Agrifood System

    • Abstract: Resumen Bolivia ha atravesado en la última década un prolongado periodo de estabilidad social, auge en el precio de sus exportables y espacios de democracia; los resultados, a la vista de todos, son progreso, aumento en la construcción, mejora en las vías de comunicación, mayor cantidad de vehículos nuevos y una marcada tendencia al consumismo, sobre todo de productos alimenticios transformados y naturales importados. La pandemia de la COVID-19, vino a mostrar las bases endebles de estos avances: el empleo urbano cayó especialmente en los sectores informales que acogen a los migrantes rurales (construcción, comercio, transporte público) el sistema de salud colapsó, el sistema educativo se detuvo, los mercados se cerraron, haciendo que miles de familias retornaran a sus comunidades rurales donde había techo, comida y hierbas medicinales; aunque las condiciones de bienestar habían mejorado muy poco, pues la agricultura familiar estaba en retroceso ante importaciones y contrabando, mientras la agroindustria avanzaba hacia biocombustible y uso de transgénicos. El desafío es avanzar en el cumplimiento de la Agenda 2030 para el Desarrollo Sostenible. Si el sistema alimentario de la agricultura familiar avanza mediante apoyo en innovación, asistencia técnica, transformación, entre otros, Bolivia avanzará en el cumplimiento de varios ODS, entre ellos el ODS 1: Fin de la pobreza, ODS 2: Hambre cero, ODS 5: Igualdad de género y ODS 10: Reducción de las desigualdades. Clasificación JEL: I31, R13, Q15Abstract Bolivia has been through a protracted period of social stability combined with a boom of the prices of its main exports. This resulted in an increase in construction, improvement of transport links, and more consumerism, particularly of imported food products. The COVID-19 pandemic showed the weaknesses of these advances: urban employment fell, particularly in the informal sector, affecting rural immigrants; the health system collapsed, the education system had to stop, and markets closed, forcing thousands of families to return to rural communities in search of a roof, food, and medicinal herbs. Nevertheless, conditions in these areas have not improved as family farming is losing ground to food import and contraband, while agribusiness moves towards biofuel production and the use of genetically modified crops. The challenge is to achieve the 2030 Agenda for Sustainable Development: if family farming can move forward, through support in innovation, technical assistance, transformation, among others, Bolivia will move towards the achievement of several SDGs, including SDG 1: End of poverty, SDG 2: Zero Hunger, SDG 5: Gender Equality and SDG 10: Reduction of inequalities.   • Food, Territory and Integral Development: Enhancing Integral Food Systems

    • Abstract: Resumen Los sistemas alimentarios se constituyen a partir de la suma de múltiples factores, actores, interacciones y transacciones que hacen posible alimentar a las personas, todos los días, a lo largo de los años, en todas las regiones del mundo. Frente a una población mundial en crecimiento, el acceso a los alimentos dependerá, sin duda, de la capacidad de garantizar el funcionamiento y la sostenibilidad de los sistemas alimentarios; así como de la mitigación de las desigualdades socioeconómicas y territoriales que impiden a millones de personas acceder a alimentos en el día a día. En este marco y con miras a generar empleo, reducir las vulnerabilidades ante el desabastecimiento y garantizar sostenibilidad a largo plazo, desarrollar sistemas alimentarios integrales se presenta como una oportunidad para generar múltiples beneficios sociales y económicos, que además irá repercutiendo en una mayor articulación entre lo urbano y lo rural, así como entre regiones. Sin duda, existen grandes potenciales de desarrollo en torno a cadenas alimentarias, tanto de alimentos frescos como secos; especialmente de aquéllas que ya se encuentran presentes en un territorio.Abstract Food systems are the result of the sum of many factors, actors, interactions and transactions which allow millions of people to access food on a daily basis, year after year, in every region of the world. In the face of a growing world population, the availability of food will certainly depend on the capacity to guarantee functioning and sustainable food systems, as well as the ability to mitigate socio-economic and territorial inequalities that currently impede millions of people from accessing food on a daily basis. To this end and in an effort to generate employment, reduce food shortage vulnerabilities and guarantee long term sustainability, designing sustainable food systems presents itself as an opportunity to generate multiple social and economic benefits that carry a potential to additionally foster greater regional and urban-rural linkages. Without a doubt, developing food chains, for fresh and dry foods alike, especially those that already exist within our different regions, becomes a vehicle to drive integral development processes.
  • To what extent can Food Systems be Sustainable and Equitable without the
           full Inclusion of Women's Work'

    • Abstract: Resumen Los sistemas alimentarios comprenden una red de elementos y actividades necesarias, tales como la producción, comercialización y consumo, entre muchas otras, en la cual la participación y el trabajo de las mujeres es fundamental. Sin embargo, mientras en los datos y políticas no se consideren actoras principales, difícilmente se puede garantizar la sostenibilidad de los sistemas alimentarios. En el presente documento se busca visibilizar el aporte de las mujeres en la producción, intermediación, provisión y consumo de alimentos, así como el trabajo reproductivo y de cuidado, que son vitales para los sistemas alimentarios, y que al obviar su participación difícilmente se puede garantizar que los sistemas alimentarios puedan ser sostenibles y equitativos.Abstract Food systems comprise a network of necessary elements and activities such as production, marketing and consumption, among many others, where the participation and work ofwomen is fundamental. However, as long as they are not considered main actors by data and policies, it is difficult to guarantee the sustainability of food systems. This document seeks to make the contribution of women in production, intermediation, provision and consumption of food visible, as well as reproductive and care work, which are vital for food systems. By avoiding their participation, the sustainability and equity offood systems can hardly be guaranteed.
  • An Exploratory Study on the Role of Women in Family Farming in Bolivia

    • Abstract: Resumen Partiendo de la tipificación de la unidad productiva agropecuaria familiar -propuesta por Tito-Velarde y Wanderley (2021)- se realiza un análisis sobre los roles que desempeñan las mujeres en su participación de las diferentes actividades que demanda el proceso de producción agropecuaria y en su participación en la toma de decisiones sobre estas actividades. Previo a este análisis se consideran las características laborales en que se sitúan las mujeres en el mercado laboral boliviano, resaltando indicadores clave de su participación. Este estudio pretende ser el punto de partida para crear una discusión sobre los avances que han existido en equidad de género en la agricultura familiar.Abstract Starting from the typification of the family agricultural productive unit -proposed by Tito- Velarde and Wanderley (2021)- an analysis is carried out on the roles that women play in their participation in the different activities demanded by the agricultural production process and in their participation in making decisions about these activities. Prior to this analysis, the labor characteristics of women in the Bolivian labor market are considered, highlighting key indicators of their participation. This study aims to be the starting point to create a discussion on the progress that has occurred in gender equality in family farming.
  • Access and Availability in the Potato Food Chain. Case Study in Rural
           Communities of the Batallas Municipality- La Paz Department (Bolivia)

    • Abstract: Resumen Aunque en la última década en Bolivia se han reducido los niveles de desnutrición, una proporción importante de la población rural presenta altos niveles de vulnerabilidad a la inseguridad alimentaria. Estos hechos se acompañan por un fuerte aumento de la importación de alimentos agrícolas, que implica una disminución de la producción, y la comercialización de productos campesinos. El propósito de este estudio es caracterizar la cadena de valor (producción y comercialización) de papa a nivel familiar; es decir, analizar las unidades familiares productivas y comprender la influencia de éstas sobre la seguridad alimentaria. Se ha aplicado una encuesta elaborada en función al contexto social y cultural de las familias consideradas (102 familias productoras de papa en 5 comunidades del municipio de Batallas). Se realizó un análisis de componentes principales, análisis de correlación (Kendall) y pruebas inferenciales para identificar indicadores económico-productivos clave y establecer su relación con elementos de acceso y disponibilidad de alimento. Los resultados evidenciaron la influencia de la cantidad de papa producida sobre la asignación al consumo y al comercio. Se muestra que, a mayor cantidad de papa producida, mayor es la papa consumida y menor el gasto en alimento, incidiendo de manera positiva en la disponibilidad de alimento de producción propia. Igualmente, a mayores cantidades de papa vendida, mayores los ingresos que servirían para satisfacer las necesidades de adquirir otro tipo de alimentos además de la papa. Sin embargo, la inversión en mano de obra familiar en tareas de producción y comercialización no mejora la rentabilidad, y por tanto no contribuye a la disponibilidad ni al acceso de alimentos. Este estudio evidencia que compensaciones entre elementos de la seguridad alimentaria guían la lógica de la familia productora en cuanto a producción comercialización y consumo. Se muestra la importancia del rendimiento, la rentabilidad y el rol central que juegan la mano de obra de la familia productora y el consumo responsable de los actores de la cadena, sugiriendo su potencial para mejorar la seguridad alimentaria en un momento de transformación del sistema agroalimentario en Bolivia.Abstract Malnutrition levels have reduced in the last decade in Bolivia, even though an important proportion of the rural population has high levels of vulnerability to food insecurity. These events are accompanied by a significant increase in agricultural food importations that imply a decrease in the production and commercialization of local peasant products. The purpose of this study is to characterize the potato value chain (production and commercialization) at family unit scale, in order to understand its influence on food security. A survey has been carried out based in social and cultural family context of the respondents (102 potato- producing families belonging to 5 communities in the municipality of Batallas). A Principal Component Analysis, correlation analysis (Kendall) and inferential tests were carried out to identify key economic-productive indicators and establish their relationship with elements of access and food availability. The results showed the influence of the amount of potato produced on the allocation to consumption and trade. It is shown that, the greater the quantity of potato produced, the greater the amount of potato consumed and the lower the expenditure on food, having a positive impact on the availability of self-produced food. Likewise, the greater the quantities of potatoes sold, the greater the income that would serve to satisfy the needs of acquiring other types of food (besides potatoes). However, investment in family labor in production and commercialization tasks does not improve profitability and therefore does not contribute to the availability or access of food. This study shows that trade-offs between elements of food security guide the logic of the producer family in terms of production, commercialization and consumption, it reveals the importance of performance, profitability and the central role played by the labor of the producer family and the responsible consumption of the actors in the chain, suggesting its potential to improve food security in a time of agri-food system transformation in Bolivia.
  • Calibration and Validation of the APEX Model for three Potato Cultivars
           Produced in the Bolivian Andean Region

    • Abstract: Resumen El presente estudio busca calibrar y validar el modelo de simulación APEX para el estudio de los factores que inciden en los bajos rendimientos de tres genotipos de papa de alta importancia para la seguridad alimentaria de la región andina boliviana. Se realizó un análisis de sensibilidad, y se calibró y validó el modelo en base a datos secundarios de las localidades de Toralapa (Cochabamba) y Patacamaya (La Paz). Además, se evaluó el potencial del modelo para la toma de decisiones hacia una producción sostenible de papa. Los resultados muestran que el modelo simula adecuadamente el crecimiento de los tres cultivares en las condiciones agroecológicas de la región andina de Bolivia. Por lo tanto, puede ser empleado para estudiar el impacto en la producción de proyectos productivos, tecnologías, prácticas de manejo y cambio climático, y así poder diseñar estrategias que mejoren la productividad de papa.Abstract The purpose of this study is to calibrate and validate the APEX simulation model for the study of three potato genotypes highly important for the economy and food security of the Bolivian Andean region. An automatic sensitivity analysis was performed, and the model calibration and validation were based on secondary data from studies carried out in Toralapa (Cochabamba) and Patacamaya (La Paz) communities. In addition, the potential ofthe model for decision-making towards sustainable production of potato was evaluated. The results obtained indicate that the model simulates adequately the growth ofthe three cultivars under the Andean agroecological conditions. Consequently, it can be used to study the impact on potato production of productive projects, technologies, management practices, and climate change, and thus, design strategies to improve potato productivity.
