  • Crisis or opportunity: Impact of Venezuelan migration on Colombian
           productivity

    • Abstract: Resumen La migración venezolana a Colombia ha movilizado alrededor de 1,8 millones de venezolanos y colombianos retornados a Colombia. Mediante un panel de datos, empleando efectos fijos, estimamos la diferencia del aporte a la productividad de la población migrante con la no migrante para dos periodos, 2013-2019 y 2015-2019, considerando nivel educativo, departamento y sector. Durante 2015-2019 la población migrante con nivel educativo alto tendría mayores contribuciones a la productividad que la población no migrante con nivel educativo bajo. Existe un sesgo de autoselección dado que los migrantes buscaron ocuparse en departamentos con mayor productividad. Este sesgo se corrige con una variable instrumental que explota la variación regional de las redes de migrantes existentes en 2005 y el momento e intensidad de la crisis económica venezolana. Este análisis evidencia que la migración venezolana afecta positivamente la productividad laboral colombiana a corto plazo y sirve como insumo para estructurar políticas migratorias. Clasificación JEL: F22, J15, J24Abstract Venezuelan migration to Colombia has mobilized nearly 1.8 million Venezuelans and Colombian returnees to Colombia. Using a data panel with fixed effects, we estimate the difference in the contribution to productivity of the migrant and non-migrant population for two periods, 2013-2019 and 2015- 2019, considering educational level, geographic department, and economic sector. In 2015-2019, migrant with a higher level of education contributed more to productivity than the non-migrant population with a low level of education. There is a self-selection bias given that migrants sought to work in departments with the higher levels of productivity. This bias is corrected with an instrumental variable that exploits the regional variation of the migrant networks existing in 2005 and the timing and intensity of the Venezuelan economic crisis. This analysis shows that Venezuelan migration positively affects Colombian labor productivity in the short term and works as an input to develop migratory policies.   • The usual suspects' Effects of irregular immigration on crime

    • Abstract: Resumen Investigaciones previas señalan que los flujos de migración irregular pueden empeorar la percepción de seguridad de la ciudadanía. Sin embargo, se des conoce si este fenómeno efectivamente tiene algún efecto sobre los niveles reales de criminalidad. En este documento se analiza el efecto de un choque de migrantes irregulares sobre algunos tipos comunes de delitos en el país receptor. Para esto, se construye una base de datos panel para los municipios de Colombia a partir de estadísticas de criminalidad y de migración irregular de venezolanos entre 2016 y 2018. Para identificar el efecto causal se utili zan variables instrumentales y se encuentra que la migración irregular produjo un aumento pequeño de las tasas de hurto a personas y hurto a comercio en el corto plazo y ningún efecto significativo sobre los delitos violentos. Estos resultados son robustos a diferentes tipos de estimación. Clasificación JEL: F22, H12, J15, K42.Abstract Previous research shows that irregular immigration can worsen perceptions of security. However, the real effect of irregular immigration on crime rates remains unknown. In this paper, we analyze the effect of irregular immigration inflows on crime in the recipient country. For this, we build a dataset of Venezuelan irregular immigration in Colombia and crime rates at municipal level between 2016 and 2018. Our specification is based on an IV strategy using the exogenous variation in distance to the borderline as an instrument for immigration. We find that the immigration shock caused a slight increase in two types of theft in the short run and no significative changes in violent crime. These results are robust when using different instrumental variables, applying special autocorrelation corrections, and including controls for police capacity.   • Return migration, entrepreneurship, and assets

    • Abstract: Abstract International migrants return to their home countries in high proportions. This research analyzes the relationship between return migration and entrepreneurship in the case of Mexico. Using past community migration as an instrument, we find that return migrants become entrepreneurs more often than non-migrants, but only in recent periods. Return migrants also tend to accumulate more assets than non-migrants. However, the businesses owned by return migrants tend to have fewer than four employees, and thus do not have much potential for job creation. Policy supporting bigger enterprises is recommended. JEL Classification: J24, M13, O15Resumen Los migrantes internacionales regresan a sus países de origen en altas proporciones. Este artículo analiza la relación entre la migración de retorno y el emprendimiento en el caso de México. Utilizando la migración rezagada en la comunidad de origen como instrumento, encontramos que los migrantes de retorno llevan a cabo emprendimientos con más frecuencia que los no migrantes, pero solo en períodos recientes. Además, los migrantes de retorno tienden a acumular más activos que los no migrantes. Sin embargo, las empresas propiedad de los migrantes de retorno tienden a tener menos de cuatro empleados y, por tanto, no tienen mucho potencial para la creación de empleo. Se recomienda una política de apoyo para la creación de empresas de mayor tamaño. Clasificación JEL: J24, M13, O15
       
  • The relationship between remittances and inequality: A review to the case
           of Mexico

    • Abstract: Resumen Si bien se ha estudiado la asociación de las remesas con la desigualdad en México, no hay un consenso sobre el tema y poco se analiza a escala municipal. El objetivo de la investigación fue analizar la asociación entre la recepción de remesas en México y la desigualdad a nivel municipal en 2015. Se realizó un estudio cuantitativo, descriptivo y transversal con información de la Encuesta Intercensal de 2015 del Instituto Nacional de Estadística y Geografía (INEGI). Se estimó una regresión cuantílica para analizar la relación entre la recepción de remesas y la desigualdad del ingreso a nivel municipal. La recepción de remesas se asoció con la desigualdad del ingreso, después de controlar el efecto de diversas características de los municipios. Esto es probable que suceda debido a que quienes migran no necesariamente provienen de los sectores más desfavorecidos, lo cual produce diferenciaciones sociales al interior de las comunidades entre quienes pueden migrar y quienes no pueden hacerlo. Clasificación JEL: F22, F24, D63Abstract Although the association of remittances with inequality in Mexico has been previously studied, there is no consensus on the subject and it is seldom analyzed at municipal level. The objective of this study was to analyze the association between remittance reception in Mexico and inequality at municipal scale in 2015. We conducted a quantitative, descriptive, and cross-sectional study with data from the 2015 INEGI Intercensus Survey. We estimated a quantile regression to examine the relationship between household remittance reception and income inequality in all municipalities. Remittance reception was found to be associated with income inequality at municipal level after controlling for several characteristics of the municipalities. This is likely to occur because those that migrate do not necessarily come from the most disadvantaged sectors of the population, which produces social differences within communities between those who are able to migrate and those who are not.   • Silent discrimination: Venezuelan migrants’ perception of
           discrimination in Colombia

    • Abstract: Resumen Recientes encuestas de opinión evidencian un aumento de actitudes discriminatorias o xenófobas hacia la población venezolana en Colombia en el marco de la crisis migratoria venezolana. Este artículo revisa la literatura sobre migración-discriminación y propone un marco conceptual que permite entender el fenómeno migratorio sin acudir a las categorías de raza e idioma. Posteriormente, utilizando metodologías cualitativas, estudia las percepciones sobre discriminación que tienen los migrantes. El estudio concluye que, aunque los migrantes entrevistados no expresan discriminación directa de manera generalizada, sí son sujetos constantes de discriminación indirecta. Esta discriminación suele estar mediada por la clase social y los recursos económicos, y se evidencia en particular en las interacciones con el Estado y los estereotipos promovidos por medios de comunicación. En términos sencillos, esto quiere decir que normas o procesos que en principio son neutrales y legítimos les resultan más difíciles de cumplir por el simple hecho de ser venezolanos. Clasificación JEL: F22, J15, O15Abstract In the context of the Venezuelan migratory crisis, recent opinion polls show an increase in discriminatory or xenophobic attitudes towards the Venezuelan population in Colombia. This paper presents an adjusted conceptual framework to understand the Venezuelan migrant crisis without appealing to the traditional concepts of race or language. Using a qualitative approach, we also study migrants’ perceptions of discrimination, in their interaction with host communities and the Colombian state. Evidence suggests that while Venezuelan migrants interviewed do not express suffering direct discrimination generally, they or their fellow conational constantly encounter indirect discrimination. This type of discrimination is highly mediated by social status and economic resources and is observed when interacting with the state or by stereotypes pushed forward by the media. Simply put, this means that apparently neutral norms or processes, involve more difficulties for Venezuelans simply because they are Venezuelan. JEL Classification: F22, J15, O15
