  • Social informatics and use of ICT-based applications in the COVID-19 era

    • Free pre-print version: Loading...

Authors: Janet Oghenekevwe Adekannbi, Bernard Ijesunor Akhigbe, Rufus Olusoji Adisa
      Pages: 1 - 22
Abstract: The COVID-19 pandemic has changed the lives of people all over the world. This paper discusses some ICT initiatives by African governments in coping with the pandemic, specifically in the areas of work, entertainment, banking, health, education and judiciary. It also examines the considerable digital divide that still exists in access to ICT infrastructure in Africa as revealed by the pandemic and the implications of this for recovery and resilience. The paper concludes with the need for African governments to take innovative steps in strengthening the ICT sector and ultimately making broadband infrastructure accessible and affordable for use.

  • Charting new paths for the tourism industry and post COVID-19 adaptation
           strategies in hotel operations

Authors: Olumuyiwa Abimbola Akande, Feyisade Charles Adeyemi, Oyinkansola Christiana Kevin-Israel

Abstract: The Coronavirus pandemic challenged businesses around the world, forcing everyone to review their business models and seek new adaptations for survival. The hospitality industry was one of the earliest industries affected as travel bans were imposed. Hotels and events centres were subsequently shut down. However, some hotels later re-emerged as quarantine centres and make-shift hospitals. Others adapted by providing food retail services amongst other innovations. The COVID-19 experience has had the cumulative effect of expanding the duty of care of hotels and imposing the need for more flexibility. These new realities are in turn likely to affect the hospitality market in such a way that hotels will increasingly become more „hybridised‟ in the post-COVID-19 era. In contemplating new pathways for hotels in the post-COVID-19 era, this paper reviewed and re-interpreted the five stages of emergency preparedness for the hotel industry. The paper recommended that hotel owners/managers should consider the post-covid paths and embrace a more flexible approach to hospitality business, increase partnerships with hospitals, diversify to food retail services, take inspiration from the health spas and become more health oriented.

  • Review of sustainable agriculture and food systems in Africa

    • Free pre-print version: Loading...

Authors: Desalegn Yayeh Ayal, Ife-Oluwa Olawale Caleb, Olawale Emmanuel Olayide
      Pages: 37 - 52
Abstract: Although Africa has the world’s largest arable land; the farming system is dominated by smallholder farmers. Africa's agriculture performance is characterized by poor technological inputs, low production, a traditional farming system, inadequate credit services and facilities, poor infrastructure, and market instability. In addition to frequent hydro-meteorological and biological hazards, the encroachment of the rangeland by invasive species, and currently COVID-19 has become a serious challenge to African agriculture and its food system. Sustainable agriculture is considered a remedy for land degradation, water scarcity and pollution, market fluctuation, and food insecurity. Hence, African nations should introduce and promote sustainable agriculture to improve the performance of the sector and reduce its side effect on the environment. Therefore, Africa nations should implement various types of sustainable agriculture practices such as permaculture, biodynamic, hydroponics and aquaponics, urban agriculture, agroforestry, and food forests, natural pest management, etc depending on their ecological, economic, and social settings and minimize the application of synthetic chemicals to increase production.

  • Sustainable forestry and fisheries resources management in the context of
           Coronavirus pandemic in Africa

    • Free pre-print version: Loading...

Authors: Ismail Olabisi Azeez, Siyanbola Adewumi Omitoyin
      Pages: 53 - 72
Abstract: Apart from serving as veritable sources of livelihood, forest and fisheries resources are central to the provision of nutritious food and raw materials, most especially in Africa. However, the global impact of Coronavirus (COVID-19) has negative implication for sustainable exploitation and use of these resources in sub-Saharan Africa. Sustainable natural resources management had been submitted as key to overcoming covid-19 pandemic effect without suffering any loss in Africa. This chapter therefore reviewed the extant economic and social hardships, which the pandemic is provoking in the aquaculture, fisheries and forestry sectors with the view to formulating and maintaining sustainable natural resources and ecosystems protection agenda within the whims of Africa countries. The paper reported forest and fisheries resources as safety nets for meeting food shortages, essential health products, clean water and other natural products, most especially in rural Africa. It identified the nature nurturing services and utilities derived from forest products as under threat from Covid-19 induced pressure from urban residents’ reliance on forests as food safety nets. impacts of the pandemic on Africa’s fisheries and aquaculture sector were also reported to include reduction in the demand for her products from the hospitality, restaurant and catering (HORECA) sector; stagnant activity in the fish export market, price hike in the local fish markets and contamination of marine resources through human infection. The paper therefore recommends the application of sustainable aquaculture, fisheries and forest resources management tools for resilience and recovery from the Covid-19 pandemic in Africa. Such tools, it emphasized must tap from policy recommendations based on in-depth understanding of the multi-stakeholder nature of the sector and make use of available financial and human resources efficiently.

  • Partnership and multilateralism in health and social service delivery
           during COVID-19 era in Africa

    • Free pre-print version: Loading...

Authors: Victoria Saji Nyabam, Olawale Emmanuel Olayide
      Pages: 73 - 84
Abstract: The COVID-19 pandemic has significantly affected the delivery of public health systems, especially in African countries. This, in turn, has exacerbated the challenges faced in encouraging health professionals and the healthcare systems. Similarly, the pandemic has highlighted a strong need for sustainable investment in healthcare systems, and the need for developing resilient healthcare systems in Africa. This paper provides insights and expectations on partnerships and multilateralism as well as opportunities in post COVID-19 in Africa. It discusses how nations can strengthen both local and regional collaborations, while leveraging on already existing international collaborations. The pandemic has made friends of foes as competing nations have now engaged in deep collaborations to better serve and save their citizens and countries.

  • Assessing health and education in the context of COVID-19 pandemic

    • Free pre-print version: Loading...

Authors: Oladapo Titus Okareh, Isaac Oluwafemi Dipeolu, Olufunke Alaba, Clare Kyomuhendo
      Pages: 85 - 116
Abstract: The COVID-19 pandemic has impacted Africa and the global communities in various ways. This article looked into the impact of the pandemic on healthcare and education in Africa, especially countries with limited technology for education and weak healthcare systems, highlights the emergency and preparedness in the health and education sector. The COVID-19 pandemic has disrupted learning activities in the educational systems globally, especially in Africa. This has led to increase in out-of-school in many countries. In addition to the loss of learning activities, school closures will deprive many children of protection from home-related hazards such as domestic violence and child abuse. Others will lose access to the only nutritious meal of their day, and many will miss immunisations often given at school.
However, much of the situation has created an opportunity for the governments to catch up with the technological way of learning in the 21st century, thereby bridging the digital and education/literacy gap. The article emphasises the particular concerns for care for persons with disabilities in preventing the spread of the virus.

  • Pandemic within pandemics: racism, hunger, and insecurity in Africa

    • Free pre-print version: Loading...

Authors: Rasheed Oyewole Olaniyi, Saadatou Alkassoum Sangare, Senayon Olaoluwa, John Peter Okoro
      Pages: 118 - 138
Abstract: The paper reveals that strengthening the social protection system is an essential prerequisite for increasing the resilience of populations against COVID-19, racism, hunger and insecurity. Basic social safety net programmes designed to fight poverty and chronic vulnerability must therefore be popularised on a larger scale and be more targeted. At the continental level, covid-19 racism has manifested mostly as the articulation of scepticism and condescension by the West against Africa and Africans in a fashion that blurs the artificial geographic fissures between North and African countries. The pandemic has had a direct and indirect impact on the protection situation of the most vulnerable populations and an exacerbation of the number of people with nutritional deficiencies. With COVID, populations face a physical (closure of markets, disruption of distribution chains, etc.) and/or financial (loss of income, rise in food prices) inability to access healthy and diverse food. Vulnerable populations are more affected in terms of access because they are more dependent on the market for their supplies to meet food and nutritional needs. Security forces, including police and the army, were deployed to enforce the restrictions, sparking deadly confrontations in some parts of Africa. The restrictions of movement during the COVID-19 resulted in the upsurge in cases of rape and other sexual and gender-based violence in
Nigeria. It emphasized further that, while it has become crucial for governments to enforce lockdown measures during the pandemic, the rights of citizens must be guaranteed in accordance with national laws and international human rights conventions. Insecurity involved extra-judicial killings, Boko Haram and ISWAP insurgency, cult-related clashes and farmers-herdsmen clashes. Many security personnel were also lost to the pandemic and terrorist attacks. Security forces should be more proactive in taming the scourge of terrorism, banditry and kidnappings that has threatened many vulnerable communities. Conflict resolution processes and peacekeeping should be re-prioritised in order to achieve sustainable development. To this end, different official documents, research articles, archives, and other online reportages related to COVID-19, racism, hunger, and insecurity in Africa were reviewed to achieve the objective of this paper. Priority must be given to actions that would ensure renaissance, recovery and resilience in post-coronavirus era.

  • Impacts of COVID-19 on sustainable development in Africa

    • Free pre-print version: Loading...

Authors: Gboluwaga Olaomo, Oludele Folarin, Omobolaji Obisesan, Olawale Emmanuel Olayide
      Pages: 140 - 148
Abstract: The COVID-19 pandemic affected all countries in the world, including high-income countries in Europe and North America, and low-income countries in Africa and South America. It led to the partial closure of most economic and social activities. The pandemic created disruptions that led to significant economic loss. In 2020, huge amounts, unbudgeted expenses, were invested globally as epidemic control expenses. The spending was targeted at returning normalcy to the world as quick as possible. This paper reviews the sustainable development goals and presents implications in the context of the coronavirus pandemic. The evidence emanating from the review informed the recommendation that the sustainable development goals shape and inform recovery plans from COVID-19. It emphasizes that lingering issues around climate change induced by anthropogenic activities such as greenhouse gas emission and deforestation place a demand on countries to bring the solutions to issues addressing biodiversity crises and income inequalities. The paper concludes that the coronavirus pandemic demonstrates that countries will only be able to protect themselves from global pandemics if health systems are strengthened through adequate funding.

  • Impacts of COVID-19 on Migration and Intra-African Trade

    • Free pre-print version: Loading...

Authors: Ademola Oluseyi Onafowokan, James Osoata, Blessing Oni
      Pages: 149 - 160
Abstract: Migration, the movement either of persons or services across borders, dates back as the inception of the African Continent. Movement from the African Continent has continually been aided by several factors such as improved economy, better rights to life and livelihood, availability of basic amenities of life and infrastructure. These have pulled many young Africans to other continents as provision of these amenities is not relatively available in their home countries. Some, in an extreme bid to migrate, have had to go through unexplainable processes and ordeals, including loss of lives. The continuous movement and exchange of services have led to deliberate attempts to promote trading activities within the continent. A recent approach was the initiative of the Africa Union on Boosting Intra-African Trade (BIAT) with the inauguration of the Africa Continental Free Trade Area (AfCTA). This will support tariff reduction and easy access to information. Migration and Trading were severely affected by the outbreak of the Covid-19 pandemic with many countries enforcing lockdown except for essential services and products. Preventive measures to curtail the spread were implemented and there were several disruptions in trading causing economic meltdown and increased vulnerability. The outbreak also showed the vulnerability of the health and food systems in the continent. There is therefore an urgent need for the rejuvenation of the African continent through the development of a viable policy framework that will bolster the economy, provide financial support for trading, and reduce the effects of the pandemic.

  • Effects of COVID-19 on Trade, Industrialization and Globalization in
           Africa

    • Free pre-print version: Loading...

      Authors: I.M.B. Shinyekwa, T. Kumeka, A. Adedeji, O. Adeniyi
      Pages: 162 - 186
Abstract: This paper examined the potential effects of the global Corona Virus (COVID-19) pandemic on the paths of international trade, industrial development and economic globalization on the African continent. Deploying a purely descriptive analytical approach, a number of submissions are made. One, the pandemic significantly disrupted African trade -on both import and export sides – particularly owing to the closures of ports and other external trade infrastructure in China which is the largest trading partner for most African countries. Two, and somewhat related to the first point, the manufacturing sector that is meant to propel industrialization on the continent was also hard hit especially due to the huge shock to the supply chains of intermediate inputs. Third, since globalizations -on both the economic and cultural fronts- has led to greater interconnectedness, spillovers of the negative shock from China to other parts of the world including Africa is more palpable than otherwise. On the basis of the foregoing, some propositions on the key efforts that should be pursued and intensified are highlighted.
