  • Perdamaian Negatif dalam Kegagalan Resolusi Dewan Keamanan PBB dalam
           Konflik Suriah 2011-2019

      Abstract: Since the first shot fired over a decade ago, there has been no comprehensive
      solution to the Syrian Conflict. Despite countless efforts and interventions
      carried out by the international community, perpetual peace still seems to be a
      distant dream. This includes resolutions and initiatives passed by the United
      Nations Security Council (UNSC). This article would explain further on why
      these actions has minimum impact, therefore failed to attain stability in Syria.
      Utilizing the principle of Peace By Peaceful Means by Johan Galtung, along with
      concepts related to International Conflict Resolutions, the results find that the
      UNSC has given the wrong diagnosis, prognosis, and treatment to the Syrian
      Conflict. This is reflected within narratives found in resolutions passed by the
      UNSC that are laden with nuance of negative peace. A lot of stress has been put
      upon ‘resolving’ the Syrian Conflict to bring peace. Meanwhile, conflict is not a
      negation of peace. The author thus suggest that stability in Syria is more likely
      to be attainable if resolutions reflect more upon the positive peace paradigm; by
      means of ‘managing’ and ‘transforming’ the Syrian conflict to restore the peace.

  • Diplomasi Publik Indonesia terhadap Sustainable Tourism Kompleks Candi
           Borobudur dan Prambanan

      Abstract: This paper aimed to provide an overview of Indonesia’s public diplomacy
      through the World Heritage Twin Programme on developing sustainable
      tourism and preserving the Borobudur and Prambanan Temple Compounds.
      Every World Heritage Sites in the world should apply the concept of sustainable
      tourism. We should maintain it, so its identity and value do not disappear. From
      the given background, this paper focuses on how Indonesia’s public diplomacy
      could help develop sustainable tourism and preserve the Borobudur and
      Prambanan Temple Compounds. The author uses the qualitative research
      method to examine the issue with primary and secondary data sources from
      interviews with the expert and study of literature. The author’s analysis
      shows some aspects, both from sustainable tourism and preservation, that the
      manager does not fulfill yet. However, as one of the forms of Indonesia’s public
      diplomacy, World Heritage Twin Programme can help achieve those aspects
      and help develop sustainable tourism and preservation of Borobudur and
      Prambanan Temple Compounds.

  • Indonesia-Australia Cooperation in Handling Environmental Issues through
           the IAFCP Program (Indonesia-Australia Forest Carbon Partnership)

      Abstract: Global environmental issue is a matter of concern and no longer underestimated,
      humans must strive to maintain environmental sustainability and safety,
      namely in regards to carbon emissions increase. REDD+ is a mechanism that
      offers reduced carbon emissions by focusing on reducing deforestation and
      forest degradation. Limited budget for the environment, pushes Indonesia forge
      partnerships with Australia in 2008 through Australia on Indonesia-Australia
      Forest Carbon Partnership (IAFCP). IAFCP is an example of a partnership that
      significantly supports the achievement of GHG emission reductions in Indonesia
      by reducing deforestation and improving sustainable forest management. This
      research focuses on Indonesia’s national interest to maintain the sustainability
      in the environmental sector by reducing emissions through the IAFCP. The
      research method uses descriptive analysis, also Green Theory and bilateral
      cooperation concept. The purpose of this article is to find out the contribution of
      Indonesia-Australia collaboration through the IAFCP program in the success of
      overcoming environmental issues that occur in Indonesia.

  • Implementasi Budaya Strategis Prancis melalui Prinsip Anti-Terroriste
           dalam Operasi Serval (2013-2014)

      Abstract: Each country has its own Strategic Culture in maintaining its national defense
      and security. In French case, its Strategic Culture emphasizes national grandeur
      or glory. Departing from de Gaulle’s vision in the past, France is a country that
      remains actively involved in maintaining global peace and plays role as an intermediary,
      mediator, and critic within the dynamics of international relations.
      France also has the principle of “Anti-Terroriste” which sees that terrorism as a
      major threat to its national defense and security. It should be noted that France
      has a long history of war on terror, as it had faced in the 1970, 1985, and 1990s.
      In today’s world, acts of terrorism is even more sophisticated, complex, and globalized.
      Through Operation Serval in 2013, it could be interpreted as France’s
      consistency in combating terrorism in Mali, West Africa. By using the concept of
      Strategic Culture and four analysis variables, which is identity, values, norms,
      and perceptive lens, this paper intends to analyze the basic foundation and direction
      of France’s Strategic Culture and the accompanying interests.

  • Diplomasi Publik Baru Jakarta International Java Jazz Festival 2020 dalam
           Mempromosikan Brand Kota “Enjoy Jakarta”

      Abstract: The state and non-state actors are competing with each other to make the
      region as a destination for local and foreign tourists. Efforts to achieve this are
      carried out through various international activities, including culture event. The
      study aims to describe the practice of new public diplomacy through Jakarta
      International Java Jazz Festival 2020, organized by PT Java Festival
      Production, in promoting “Enjoy Jakarta” city brand. This new public
      diplomacy practice is analyzed through qualitative research methods through
      literature studies by using Nicholas J. Cull’s theory of new public diplomacy.
      The festival is analyzed by dividing the event period into two stages,
      pre-event and main event. The results showed that the public got the impression
      of city brand’s promotion as a tourist destination during the pre-event and
      main event. The collaboration with the government also made it easier for the
      organizer to achieve the purpose of the festival as a means of promoting
      Jakarta tourism to a wider foreign public.

      Abstract: The Office of the UN High Commissioner of Human Rights is an intergovernmental
      human rights organization that provides advisory services and technical
      cooperation at both the national and regional levels. OHCHR will get involved
      if a country experiences obstacles related to human rights. This paper aims to
      analyze and describe the role of OHCHR in cases of extrajudicial killings since
      the enactment of the War on Drugs Policy in the Philippines. The author uses a
      qualitative approach with descriptive methods. The author obtains the required
      data through literature studies and interviews. The results showed that OHCHR
      has several roles in its involvement, namely as an actor to communicate with
      the government, victims’ families, and other international organizations; as a
      forum to discuss human rights cases in the regular sessions of the UN Human
      Rights Council; also as a political resource where countries fight over what the
      OHCHR have to do to support their positions.

  • Kompetisi Diplomasi: Taiwan (ROC) versus Tiongkok (PRC) di Kepulauan
           Solomon tahun 2016-2019

      Abstract: The relationship between China and Taiwan is on enduring rivalry for the last
      five decades regarding their identity, territory, and national sovereignty. From
      China’s perspective, Taiwan is an inseparable part of Mainland China, therefore
      every forms of self independence are not accepted. Meanwhile from Taiwan’s
      perspective, it is a sovereign state that doesn’t abide to “One China, Two System”
      principle. The competition of those two often involves diplomacy to obtain formal
      recognition from other countries to maintain its legitimacy and rights as a
      state. On September 2019, Solomon Island, which had been in relationship for
      36 years with Taiwan, decided to change its formal recognition and supported
      China. The author uses Joseph Nye Jr’s Soft Power Theory with library research
      data collection methods and congruent data analysis methods. This paper aims
      to analyze the form of Taiwan and China policies through the concept of soft
      power and understanding the influence of those two countries’ policies to the
      decision of the Solomon Island. The results proves that China’s soft power is superior
      to Taiwan’s soft power from the perspective of Solomon Islands.

      Abstract: The outbreak of Coronavirus Disease 2019 (COVID-19) has swept everybody in
      the international system off their feet. With high chances of contractibility and
      soaring number of cases then urges every government to take action and impose
      new policies to minimize the spread of the virus and to suppress the damages
      that the virus may bring. The world then take steps into a limbo period with
      every economic activities stopped for great measures, accordingly governments
      and people started to feel the blow from the crisis. The realization that a global
      health crisis need to be taken care of globally, prompts the society to take responsibilities
      and stand in solidarity to resolve the crisis. Globalization—and it’s
      innovations—succeeded in forming a new pattern of identity in society. Each individual
      and each communities started to intertwine into one single network and
      one single identity as a global society, then started to carry out their mission to
      create social movements and take solidarity actions to support global collective
      action in response to the COVID-19 pandemic.

  • Japanese Polytechnic Diplomacy in Indonesia: Establishing Electrical
           Engineering Polytechnic Institute of Surabaya (EEPIS) as Japan’s Higher
           Vocational Ambassador to Developing Countries through Triangular
           Development Cooperation

      Abstract: This paper aims to examine implications of Japan’s ‘polytechnic diplomacy’
      approach as its international development strategy towards Indonesia. Utilizing
      concepts and framework related to international development assistance,
      triangular development cooperation (TDC), and public diplomacy, this paper
      argues that development fund disbursement affects interactions among actors,
      not only in bilateral context but also multilaterally. Mainly, on how this activity
      transform an aid recipient into a potential partner for the donor’s future
      international development programs. It is occurred due to the facilitation of
      donor’s triangular development cooperation (TDC). The aid recipient’s success
      story thus prompted the donor to perceive them as its development ambassador.
      the pattern continues as the donor attempts to disseminate the formula to other
      developing countries. The Electrical Engineering Polytechnic of Surabaya
      (EEPIS) exemplifies the case on how a specific foreign aid approach raises global
      multiplier effects to both aid provider and recipient.
