  • FLEGT License in Indonesia-European Union Cooperation: Norm Life Cycle

      Abstract: Artikel ini membahas tentang FLEGT-VPA antara Indonesia dan Uni Eropa setelah mencapai implementasi penuh pada 2016. Kedua pihak menyimpulkan proses akhir dengan penyesuaian V-legal sebagai Lisensi FLEGT untuk produk- produk Kehutanan yang diekspor ke negara anggota Uni Eropa pada November 2016. Hal ini menimbulkan pertanyaan mengenai bagaimana FLEGT License sebagai bagian dari norma internasional dapat digunakan dan diadopsi di Indonesia, meskipun Indonesia telah mengembangkan Sistem Jaminan Legalitas Kayu di bawah SVLK. Menggunakan metodologi content analysis, tulisan ini menelusuri proses adopsi norma dari 2007 hingga 2017. Hasilnya menunjukkan bahwa adaptasi norma melalui penyesuaian V-legal sebagai Lisensi FLEGT dapat dipahami melalui tiga tahapan dari Norm Life Cycle. Lewat pendekatan ini, Uni Eropa mengambil peran sebagai Norm Entrepreneur dan menggunakan FLEGT Action Plan, khususnya skema FLEGT-VPA sebagai organizational platform untuk mempromosikan dan menyosialisasikan norma- norma FLEGT ke pelaku bisnis berbasis kehutanan di Indonesia.Kata-kata kunci: FLEGT License; FLEGT-VPA; Norm Life Cycle; SVLKThis paper discusses the FLEGT-VPA between Indonesia and the European Union after completing its full implementation in 2016. The two-party concluded the final process by adjusting V-legal as FLEGT License for Forestry products exported to European Union member states in November 2016. This paper raised a question regarding the process of how the FLEGT License, as a part of the international norm, can be utilized and adopted in Indonesia, given that Indonesia has already developed its Timber Legality Assurances System under SVLK. This paper employs the content analysis method to trace the process of norm adoption from 2007 to 2017. The result shows that the adaptation of norm through the adjustment of V-legal as FLEGT License reflected the three stages of the Norm Life Cycle. According to this approach, European Union is acting as Norm Entrepreneurs and using the FLEGT Action Plan, especially the scheme of FLEGT-VPA, as its organizational platforms to promote and socialize FLEGT norms to forestry-based businesses in Indonesia.Keywords: FLEGT License; FLEGT-VPA; Norm Life Cycle; SVLK

      Abstract: Pada Desember 2004, sebuah tsunami menerjang Aceh, Nias, dan sebagian Sumatera Utara pasca terjadinya gempa berkekuatan 9.0 SR, memberikan dampak yang melampaui kapasitas pemerintah Indonesia untuk menanggulanginya sehingga Indonesia harus membuka dirinya terhadap bantuan kemanusiaan internasional. Tetapi, ketiadaan peraturan perundangan yang mengatur segala hal mengenai kebencanaan dan penerimaan bantuan internasional di Indonesia semakin memperkeruh keadaan. Dengan adanya Resolusi Majelis Umum PBB No. 46/182 Tahun 1991 sebagai salah satu wujud rezim internasional, pada tahun 2004 Indonesia dapat menerima bantuan kemanusiaan internasional dengan baik. Tulisan ini bertujuan untuk menelaah perkembangan peraturan perundangan kebencanaan di Indonesia yang terjadi pasca gempa dan tsunami yang menyerang Aceh pada tahun 2004, menggunakan metode kualitatif dengan teknik pengumpulan data berbasis dokumen dan internet serta mewawancarai beberapa ahli. Penemuan menunjukkan adanya perkembangan peraturan perundangan kebencanaan Indonesia yang sejalan dengan hal-hal yang termuat dalam Resolusi Majelis Umum PBB No. 46/182 Tahun 1991, sebagai salah satu wujud partisipasi aktif Indonesia sebagai aktor di dunia internasional. Walau demikian, masih ada beberapa hal yang harus terus dikembangkan Indonesia untuk mencapai hasil yang optimal dalam menanggulangi bencana alam di wilayahnya.Kata-Kata Kunci: Bantuan Kemanusiaan Internasional, Gempa dan Tsunami Aceh 2004, Peraturan Perundangan Kebencanaan Indonesia, Rezim InternasionalIn December 2004, a tsunami struck Aceh, Nias, and part of North Sumatra following the 9.0 SR magnitude earthquake, of which its impact overwhelmed the Indonesian government’s capability and required Indonesia to open itself for international humanitarian assistance. However, the absence of Indonesian disaster regulations and the lack of acceptance for international assistance had worsened the situation. With the UNGA Resolution No. 46/182 of 1991 as a manifestation of the international regime, Indonesia could finally accept international humanitarian assistance in 2004. This article aims to examine the development of Indonesian disaster regulations after the 2004 Aceh earthquake and tsunami, using qualitative methods complimented with document-based and internet-based data as well as interview results with several experts. Findings shows that the development of Indonesian disaster regulations is in line with the matters contained in the resolution, further exhibiting Indonesia’s active participation as an actor in the international world.   • Reimaging Post COVID-19 Global Value Chain: Case Study of Automotive and
           Electronic Companies in China

      Abstract: The outbreak of the COVID-19 pandemic at the end of 2019 caused various problems for the international community, especially China as the outbreak’s epicenter. With the enactment of a lockdown policy in China, various activities involving human interactions, especially economic activities, are limited and can potentially disrupt the global value chain as China is the world’s factory. In this paper, we examine the impact of the pandemic on the Global Value Chain (GVC) in China. The authors argue that the pandemic has forced the companies that integrated with GVC to rethink their strategy on keeping the production process running well. This paper analyzes the impact of pandemics on the GVC in China by comparing the historical trajectories, actor’s strategies, and regulations before and after the pandemic. We compare these indicators before and after the pandemic to determine how they affect the GVC system and how companies adapt to the disruption by rethinking and readjusting their strategies. Thus, the analysis can conclude whether the fragmented GVC system is still relevant or needs an entirely new system with more resistance to phenomena like the COVID-19 pandemic.Keywords: The COVID-19 pandemic, Lockdown, Fragmented Global Value Chain, Companies Operated in ChinaMerebaknya pandemi COVID-19 di penghujung tahun 2019 menimbulkan berbagai permasalahan bagi dunia internasional khususnya Tiongkok sebagai episentrum penyebaran virus. Dengan diberlakukannya kebijakan lockdown di Tiongkok, berbagai aktivitas yang melibatkan interaksi manusia, khususnya aktivitas ekonomi, menjadi terbatas dan berpotensi mengganggu rantai nilai global karena Tiongkok adalah pabrik dunia. Dalam tulisan ini kami membahas dampak pandemi pada Global Value Chain (GVC) di Tiongkok. Penulis berpendapat bahwa pandemi telah memaksa perusahaan yang terintegrasi dengan GVC untuk memikirkan kembali strategi mereka dalam menjaga agar proses produksi tetap berjalan dengan baik. Tulisan ini menganalisis dampak pandemi terhadap GVC di Tiongkok dengan membandingkan lintasan historis, strategi aktor dan regulasi sebelum dan sesudah pandemi. Dengan membandingkan indikator-indikator tersebut di masa sebelum dan setelah pandemi, akan membantu untuk mengetahui bagaimana pandemi memengaruhi sistem GVC dan bagaimana perusahaan beradaptasi terhadap gangguan dengan memikirkan dan menyesuaikan kembali strategi mereka. Dengan demikian, analisis tersebut dapat digunakan untuk menyimpulkan apakah sistem GVC yang terfragmentasi masih relevan atau ternyata diperlukan sistem yang benar-benar baru yang lebih tahan terhadap fenomena pandemi COVID-19 tersebut.Kata-kata Kunci: Pandemi COVID-19, Lockdown, Global Value Chain Terfragmentasi, Perusahaan yang beroperasi di Tiongkok

  • Public Awareness Campaigns Model of Global Civil Society at the Local
           Level: Case of Earth Hour Malang

      Abstract: The purpose of this research is to elaborate the model of public awareness campaigns conducted by global civil society actors at the local level, with studies of Earth Hour Malang. Earth Hour Malang’s public awareness campaigns are related to efforts to fight for environmental issues to gain attention with the society and stakeholders. This research used the global civil society framework, specifically the public awareness campaigns (PAC), conducted through interviews and documentation studies on Earth Hour Malang Social media. Social media data is analyzed using the NCapture feature in the NVivo 12 Plus. The results showed that Earth Hour Malang integrates offline and online approaches through various instruments in conducting campaigns. The goal is to raise public, business, and government awareness of environmental issues, encourage changes in green lifestyle-oriented behavior, changes in business activity and orientation, and pro-environmental policy changes.Keywords: Earth Hour, environmental issues, global civil society, public awareness campaignsTujuan penelitian ini adalah mengelaborasi model kampanye kesadaran publik yang dilakukan oleh aktor global civil society di level lokal, dengan studi pada Earth Hour Malang. Kampanye kesadaran publik yang dilakukan Earth Hour Malang berkaitan dengan usaha memperjuangkan isu lingkungan agar dapat memperoleh perhatian bersama masyarakat dan pemangku kepentingan. Dengan menggunakan konsep global civil society dan public awareness campaigns, penelitian dilakukan melalui wawancara dan studi dokumentasi pada media sosial Earth Hour Malang. Data media sosial dianalisis menggunakan fitur NCapture pada aplikasi NVivo 12 Plus. Adapun hasil penelitian menunjukkan bahwa Earth Hour Malang mengintegrasikan pendekatan luring dan daring melalui beragam instrumen dalam melakukan kampanye. Tujuannya adalah menumbuhkan kesadaran masyarakat, sektor bisnis, dan pemerintah terhadap isu dan persoalan lingkungan sehingga mendorong perubahan perilaku masyarakat berorientasi gaya hidup hijau, perubahan aktivitas dan orientasi bisnis, serta perubahan kebijakan yang pro-lingkungan.Kata-kata Kunci: Earth Hour, global civil society, isu lingkungan, kampanye kesadaran publik

      Abstract: Makalah ini berupaya mengkontekstualisasikan fenomena terorisme Involuntary Celibacy (Incel) atau selibasi tak sukarela dalam evolusi aksi terorisme. Pertanyaan yang akan dijawab oleh makalah ini adalah “apakah fenomena Incel merupakan salah satu keberlanjutan dari ideologi ekstremis yang termasuk ke dalam 4th Wave of Terrorism menurut Rapoport atau merupakan suatu bentuk ideologi ekstremis jenis baru' Untuk membahasnya makalah ini menggunakan kerangka analisis Four Wave of Terrorism dari David C. Rapoport. Makalah ini mengisyaratkan bahwa fenomena Incel merupakan fenomena mutakhir karena, secara ideologis fenomena ini memuat ideologi yang berbeda dari empat gelombang terorisme sebelumnya (anarkisme, anti-kolonial, kiri, dan religius). Incel juga merupakan satu-satunya ideologi teror yang tidak memiliki tujuan untuk menjatuhkan sebuah entitas besar seperti agama dan negara sejauh ini.Kata-kata Kunci: Involuntary Celibacy, Terorisme, Wave of Terrorism.This paper attempts to contextualize the Involuntary Celibacy or Incel phenomenon on a larger terrorism phenomenon. This paper seeks to answer “Whether Incel Phenomenon is a novel form of terrorism'” To answer the above-mentioned question, this paper utilizes David C. Rapoport Wave of Terrorism concept. This paper finds that Incel Phenomenon is a novel phenomenon because, ideologically, it bears no resemblance with the older wave of terrorism –anarchist, anti-colonial, left, and religious – and moreover, this paper also finds that Incel Phenomenon is the only form of terrorism which does not antagonize the state entity.Keywords: Involuntary Celibacy, Terrorism, Wave of Terrorism.

Aktivitas mereka berhadapan dengan adat budaya Bali yang patriarki. Dengan menggunakan metode kualitatif berjenis fenomenologi, penelitian menggambarkan pengalaman aktivis perempuan di Bali dalam ruang transnasionalisme. Penelitian ini menemukan bahwa upaya untuk mendifusikan norma dari ranah global ke ranah domestik dan lokal, tidak terjadi secara linear. Ratifikasi Konvensi mengenai Penghapusan segala Bentuk Diskriminasi terhadap Perempuan oleh Pemerintah Indonesia pada tahun 1984, tidak berarti bahwa norma kesetaraan gender dapat menyebar dan terinternalisasi dalam masyarakat secara otomatis. Aktivis dalam gerakan perempuan memiliki peran yang penting dalam mempromosikan pentingnya hak-hak perempuan. Mereka melakukan adaptasi agar norma kesetaraan gender pada level global, mendapatkan penerimaan di segmen tertentu dari budaya Bali. Pilihan strategi dalam difusi norma oleh para aktivis perempuan di Bali adalah hasil interaksi antara identitas pemahaman mereka terhadap budaya lokal, interaksi dalam jaringan advokasi internasional serta penggunaan kesempatan politik baik yang berasal dari ranah internasional maupun domestik. Pengalaman berinteraksi langsung dengan aktivis gender di negara Barat menimbulkan gagasan kreatif untuk mengadopsi praktik perjuangan gender yang telah berhasil di luar negeri untuk diterapkan di level lokal.Kata-kata kunci: norma global, difusi, glokalisasi, gerakan gender, transnasionalismeThis article aims to analyze the approach of women activists in Bali in diffusing global norms of gender equality. Their activities deal with patriarchal Balinese cultural tradition. Using a qualitative method of phenomenology, the study describes the experiences of women activists in Bali in the space of transnationalism. This study finds that efforts to diffuse norms from the global to the domestic and local domains do not occur in a linear fashion. Ratification of the Convention on the Elimination of All Forms of Discrimination against Women by the Government of Indonesia in 1984 does not mean that gender equality norms can spread and be internalized in society automatically. Activists in the women’s movement have an important role in promoting the importance of women’s rights. They make adaptations so that the norms of gender equality at the global level gain acceptance in certain segments of Balinese culture. The strategy choices in the diffusion of norms by women activists in Bali are the result of the interaction between their identity and understanding of local culture, interaction in international advocacy networks and the use of political opportunities both from the international and domestic spheres. The experiences of interacting directly with gender activists in Western countries give rise to creative ideas to adopt the practice of gender movement that has been successful abroad to be applied at the local level.Keywords: global norms, diffusion, glocalization, gender movement, transnationalism

  • Alternative Für Deutschland Strategy in 2017 Germany Legislative

      Abstract: Paham Populisme-Ekstrem Sayap Kanan mengalami kenaikan di Eropa utamanya pascakrisis pengungsi 2014-2015. Krisis ini menjadi momentum bagi partai populis ekstrem sayap kanan untuk memobilisasi suara masyarakat. Di Jerman, partai Alternative für Deutschland (AfD) mendapat dukungan yang masif ketika partai memutuskan untuk berfokus pada ideologi dan kritiknya mengenai krisis pengungsi Eropa pada pemilihan legislatif tahun 2017. Salah satu cara strategi yang digunakan oleh partai adalah dengan kampanye melalui poster. Oleh karena itu, untuk menjawab pertanyaan bagaimana karakter populis ekstrem sayap kanan direpresentasikan dalam poster kampanye partai AfD, penelitian ini menggunakan konsep Populisme Sayap Kanan dan teori Strategic Political Communication yang dianalisis dengan menggunakan metode CDA untuk dapat menganalisis poster secara spesifik. Penelitian ini menyimpulkan bahwa partai AfD lebih menunjukkan karakter rasis pada poster-poster kampanyenya yang ditunjukkan oleh atribut-atribut budaya yang digunakan. Kata-kata kunci: Populisme-ekstrem sayap kanan; Alternative Für Deutschland; Krisis Pengungsi Eropa Right-wing populism-extreme views have increased in Europe, especially after the 2014-2015 refugee crisis. This crisis has become a momentum for extreme right-wing populist parties to mobilize people’s voices. In Germany, the Alternative für Deutschland (AfD) party received massive support when it decided to focus on its ideology and criticism of the European refugee crisis in the 2017 legislative elections. One of the strategies used by the party was through poster campaigns. Therefore, to answer how the extreme right-wing populist character is represented in the AfD party’s campaign poster, this study uses the concept of Right-wing Populism and the theory of Strategic Political Communication, which is analyzed using the CDA method be able to analyze the poster specifically. This study concludes that the AfD party shows more of a racist character on its campaign posters which is indicated by the cultural attributes used.       Abstract: Perkembangan hubungan ekonomi dan keuangan antara Indonesia dan Jepang telah berkembang di berbagai bidang dalam satu dekade terakhir. Lebih dari itu, kerja sama keduanya selalu menarik untuk dipahami mengingat tidak hanya melibatkan kepentingan ekonomi semata, namun juga aspek lain seperti pertimbangan politik dan sosial. Tulisan ini akan mencoba menjelaskan kerja sama ekonomi dan keuangan antara Indonesia dan Jepang. Berfokus pada sudut pandang Indonesia, analisis dalam tulisan ini menjelaskan mengenai bantuan pembangunan luar negeri, dukungan keuangan, investasi, dan hubungan perdagangan. Studi ini menemukan bahwa meskipun secara umum kerja sama ekonomi dan keuangan antara Indonesia dan Jepang telah relatif kuat, terdapat beberapa masalah terkait dengan investasi dan perdagangan, yang perlu ditangani.Kata-kata kunci: Hubungan Indonesia-Jepang, bantuan luar negeri untuk pembangunan, kerja sama keuangan, perdagangan bilateral, investasi Economic and financial ties between Indonesia and Japan have flourished in the recent decade covering many areas of cooperation. The cooperation between the two is interesting to explore since it involves economic interests and other aspects such as politics and social dynamics. From Indonesia point of view, this study attempts to shed light on recent economic-financial cooperation between Indonesia and Japan, particularly on overseas development assistance, financial supports, investment, and trade relations.   • The Dynamics And Vicissitudes of China- India Relations in The Post-2017
           Border Conflict

      Abstract: This study argued that one of the primary reasons China-India renewed diplomatic intercourse after the border conflict of 2017 was the fear of emergent cross-border terrorism in the Southern Asia region. It also argued that, although both nations have different approaches to terrorism, there was a need for a collective fight against the emerging cross-border terrorist groups believed to have been strengthened by ISIS affiliation. Furthermore, the study revealed that India and China’s rising economic posture contributed to the renewed diplomatic ties. On these premises, this study is posed to examine the reasons and benefits of China-India’s renewed economic, diplomatic intercourse after the border conflict of 2017.Keywords: China-India, Economic Relations, Diplomatic Relations, Cross- border terrorismTulisan ini berargumen bahwa salah satu alasan utama China-India memperbarui hubungan diplomatik setelah konflik perbatasan tahun 2017adalah karena ketakutan akan terorisme lintas batas yang muncul di kawasan Asia Selatan. Tulisan ini juga berpendapat bahwa, meskipun kedua negara memiliki pendekatan berbeda terhadap terorisme, ada kebutuhan untuk perjuangan kolektif melawan kelompok teroris lintas batas yang diyakini telah diperkuat oleh afiliasi ISIS.       Abstract: Paradiplomacy as an instrument of local governments to develop international cooperation in the era of industrial revolution 4.0 requires some thoughts and policies relevant to information technology. Website constitutes an important platform for local governments to exercise their Paradiplomacy as a regional practice of conducting international relations. The website becomes a world window for local governments to communicate and cooperate with local government partners and institutions abroad. This article conducts an evaluation study towards local government websites in Indonesia related to the readiness to face the industrial revolution 4.0 in the issue of international cooperation through digital diplomacy means. The preferred research method is to analyze the content of website structure of the Indonesian local government, be it from front-line, content, and/or backline. This article found that the platform of Indonesian local government websites is fairly fragile in the institutionalization of paradiplomacy using website as the instrument. Artikel ini melakukan kajian evaluasi terhadap website pemerintah daerah di Indonesia terkait kesiapan menghadapi revolusi industri 4.0 dalam isu kerja sama internasional melalui sarana diplomasi digital. Metode penelitian yang dipilih adalah dengan menganalisis isi dari struktur website pemerintah daerah Indonesia, baik dari front-line, content, dan/atau backline. Artikel ini menemukan bahwa platform website pemerintah daerah Indonesia cukup rapuh dalam pelembagaan paradiplomasi dengan menggunakan website sebagai instrumennya. Kebijakan yang komprehensif dari pemerintah pusat dan daerah pada akhirnya menjadi sangat diperlukan agar praktik diplomasi digital oleh pemerintah daerah di Indonesia semakin produktif.Kata-kata kunci: Paradiplomasi, Diplomasi Digital, e-Government
