  • Quality, Performance, Excellence: The Harmonious Organizational Triad

    • Abstract: The main purpose of this paper is to introduce a conceptual model of the triad Quality - Performance - Excellence (QPE); call it the Harmonious Organizational Triad. The method is qualitative, based on literature survey (secondary research), analyzing the interdependencies between these pairs of concepts (quality-performance, quality-excellence, and performance-excellence) within organizations. In this regard, an analysis of the existing literature on the concepts of quality, performance and excellence was carried out, highlighting relevant theories, models, and approaches to studying these concepts. Several studies exploring the interactions between quality and performance, quality and excellence, and performance and excellence were identified. The objective was to identify how each two concepts (i.e., quality and performance; quality and excellence; performance and excellence) are interconnected in an organizational context. Based on the literature analysis and the relationships identified between the concepts, a conceptual triadic model (QPE Triad) was developed. The QPE Triad illustrates the connections between the three concepts and their interdependencies. The implications are important for both scholars and practitioners – managers of organizations active in various industries – either goods manufacturing or service providers.

  • Unleashing the potential: harnessing generative artificial intelligence
           for empowering model training

    • Abstract: Recent strides in generative artificial intelligence, particularly large language models, have been propelled by foundation models – learning algorithms trained on extensive and diverse datasets encompassing various subjects. This technology, inspired by the complexity of the human brain, unveils a new frontier in generative Artificial Intelligence (AI), showing its potential in creativity by generating innovative content based on absorbed data and user prompts. It is forecasted that the conversational AI and virtual assistant segment is experiencing the highest growth rate within the contact center industry, projected to fuel a 24% increase in the market during 2024. In spite of all remarkable performances, the incipient stage of generative AI calls for a careful consideration, as technological and ethical challenges demand attention and awareness. This research delves into the base principle which empowers users to build personalized chatbots trained on your data. This stand-alone footprint can further exemplify the transformative potential of generative artificial intelligence, extending its reach beyond professionals to individuals and tremendously remodeling the landscape of chatbots.Text generation lies at the intersection of computational linguistics and artificial intelligence, forming a specialized area within natural language processing. It implies a thorough procedure where a model is trained to be able to recognize and interpret the context of specific input data, subsequently generating text that pertains to the input’s subject matter. We have identified gap areas that require in-depth research. For instance, a broader number of papers relies solely on architecture optimization, performance comparison or application-specific studies. Therefore, this paper gives a bird’s eye view of the effective algorithm flow of a traditional generative model, using Long Short-Term Memory networks – part of the recurrent neural networks part family. The purpose of the current study focuses to enrich the existing body of knowledge on how a response generation-based model operates, therefore paving the way for chatbots development and deployment.

  • The Economic Profitability of Garlic Cultivation through the Application
of the ”De Minimis” Aid Scheme, Estimates for the Year 2024 in Romania

    • Abstract: The culture of Romanian garlic has a high potential from an economic point of view, being in great demand on the market, Romanians preferring its taste and aroma. However, ..garlic cultivation does not have an easy technology and the Romanian seed is hard to find, so many of the producers are discouraged and prefer to cultivate other, safer crops. Massive imports of garlic led to measures from the state. Underscoring the importance of garlic cultivation for the Romanian economy, the state met agricultural producers with a “de minimis” support to support garlic production. The present paper, in order to contribute to making the necessary decisions for the future production cycle as well as to support farmers who want to cultivate this crop, analyzes the economic efficiency with the help of profitability indicators (profit, profitability rates, breackeven point, etc.), for two possible situations: with financial support granted through the Garlic Production Support Program and without taking into account this “de minimis” support. In this context, it is aimed to evaluate the economic viability in terms of the use of the production framework technology of garlic culture and the rational use of both the raw materials used and the human and financial resources to produce garlic of high quality but at low costs. Agricultural activities are always determined by the profitability of the crop. The findings of the study can have a positive impact on farmers, allowing them to adjust their material resources and current farm capacities for higher productivity, while highlighting the importance of implementing the garlic crop support program.

  • Model Prediction XGBoost for Perspective of Closing Cernavoda Reactor 1
and the Impact on the Romanian Energy System

    • Abstract: Employing artificial intelligence (AI) and machine learning (ML) technologies to analyze the progression of energy markets is imperative, as these methodologies facilitate the modeling of diverse domain-specific data to forecast developments in an exceedingly volatile market. Utilizing machine learning algorithms to model data concerning the Romanian energy sector proves beneficial, particularly in circumstances where significant changes necessitate adaptation to internal consumption demands, while mitigating substantial fluctuations in electricity prices. Such fluctuations can profoundly impact crucial national economic indicators.. In this paper, we aim to simulate such a situation for the moment when Romania will be obliged to shut down and modernize Reactor 1 at Cernavodă due to reaching the standard operating time for the CANDU model. We will use an XGBoost for Regression algorithm in which we will input data about the national energy system (consumption, energy quantities according to the energy system's production structure by resource types) from the period 2020-2023, and then we will simulate the shutdown of the reactor to analyze how the national energy market is influenced. Our findings not only reveal the indispensable role of predictive analysis through ML/AI models in anticipating market changes, but also provide practical insights for decision-makers aiming to optimize the national energy system so that when Reactor 1 at Cernavodă is shut down, the domestic market is affected as little as possible, considering that this reactor has supplied the national system with approximately 700 MWe/h over the past 20 years.

  • Rules as Code in Telecommunication Industry: Routing in Fiber Optics
           Networks

    • Abstract: Rules as Code refers to the idea of creating and ratifying laws which can be easily encoded and accepted by computing systems, ensuring a truly digital mode of governance. Through this methodology of integrating machine-readable legislation into the governance process, all systems that involve the usage of laws can be transfigured into more agile forms, eliminating the degrees of separation that appear when normal legislation must be adapted into serviceable formats for various industries. In the context of engineering, the need to translate laws into actionable instructions is enhanced, especially with the advent of AI-tools, machine learning and large language models, which require proper, concise and relevant input data to ensure the output comes out as requested. The concept is extremely new - its research started a few years ago and currently; a number of states and universities are exploring methodologies to employ the concept of Rules as Code in both the lawmaking and project-making processes. In this scientific paper we endeavor to study the case of applying Rules as Code in the field of fiber-optic network design, in particular looking at the legislation which governs this process in Romania, and to interpret it through the aforementioned Rules as Code lens. Special interest will be given to practical implementations of the concept in this field, as the constraints that can be extracted through the implementation have an important impact in how network projects are developed. The results can lead to improved efficiency in the development of projects, considering the fact that interpreting the legislation and evaluating the network in regards to legislation compliance is one the most time and resource consuming parts of the overall process. The progress of Rules as Code ensures digital compatibility for citizen-centered services, governance and jurisdiction, being an essential step in the Digital Transformation.

  • The Applicability of Some Machine Learning Algorithms in the Prediction of
           Type 2 Diabetes

    • Abstract: Type 2 diabetes is a metabolic disease that causes abnormal high levels of glucose in the blood. The pancreas is healthy, but the body doesn’t respond properly to its own insulin. The principal culprit is obesity, too much high fat tissue. So, measuring the body mass index or the waist circumference is a step to estimate the risk for this disease. Many people have no symptoms and the disease develops silently, causing serious problems with eyes, feet, heart and nerves. The prediction of diabetes is a very topical problem. In addition to medical guides, more and more machine learning models appear, trained on different databases. The purpose of these models is to predict diabetes, based on different parameters, not all of them coming from medical analyses. In the paper we present four diabetes prediction models, respectively based on the decision tree, support vector machine, logistic regression and k-nearest neighbors’ algorithms. All models are trained and tested on a database with approximately 65,000 records (divided into 70% for training and 30% for testing), which contains two blood markers (haemoglobin A1c and glucose), an anthropometric parameter (body mass index), age, gender and three categorical parameters (smoking status, hypertension, heart disease). We identify that Haemoglobin A1C and glucose are the most influential predictors. The models are evaluated in terms of accuracy score and confusion matrix and a ranking is presented at the end. The results obtained are very encouraging for all the presented models.

  • Impact and Challenges of SAPS on Romanian Agricultural Competitiveness

    • Abstract: This study investigates the influence of the Single Area Payment Scheme on the competitiveness of the agriculture sector in Romania. It also evaluates the impact of SAPS on farm productivity by examining data collected from a thorough survey of Romanian farmers. The survey employed quantitative methodologies to examine a wide array of agricultural enterprises, aiming to offer a comprehensive perspective on the impacts of SAPS. The findings provide vital insights into how SAPS influences agricultural practices and economic outcomes in Romania. The study used statistical analysis to evaluate the impact of SAPS on important factors such as productivity, market positioning, and economic viability. It used the sample size formula n = (Z^2 * p * (1-p)) / E^2 to determine the sample size for the survey, where we estimated the proportion of the population with a certain characteristic (p) based on data collected from the Payments and Intervention Agency for Agriculture and the Z-score corresponding to the desired level of confidence. In this case, for a confidence level of 95% (Z = 1.96), a standard deviation of 0.5 and a margin of error of +/- 5% (E = 0.05), I estimated p at 0.5 (the characteristics of the researched population being quite heterogeneous, even if the size of the holding translates into the amount of the collected amount, nominal differences do not exist).Evidence suggests that Romania possesses one of the most extensive agricultural regions inside the European Union. However, the agricultural sector is marked by a fragmented organization, consisting predominantly of small-scale farms returning poor levels of productivity.

  • A Bibliometric Analysis of Knowledge Dynamics and Open Innovation Process

    • Abstract: The article investigates from an analytical perspective the relationship between knowledge dynamics and open innovation and their influence on today's business environment. The present study starts from the premise that the development of a fluid and constant flow of knowledge exchange outside the organization influences the processes of open innovation. Allowing the rapid adaptation of organizations to the new effervescent demands of the market and consumers. The addition brought by this paper represents a conceptual expansion of the need to understand the possible implications of external and internal knowledge, of a rational, emotional, or spiritual nature, on the processes of development of new strategies, products, and services. There is no substantial information available in the specialized literature about the two concepts, which highlights the need to develop more qualitative and quantitative research in this direction. Using the bibliometric analysis with VOSviewer software, the paper presents a series of results that can be further developed and analyzed. The first perspective highlighted by this study is the potential of emotional, rational, and spiritual knowledge to improve relationships with consumers as a result of implementing a constant flow of communication. This fact is supported by the symbiotic relationship between the role of knowledge dynamics in encouraging the exchange of knowledge between consumers and organizations that stimulates an open, transparent communication environment focused on continuous learning. The study also emphasizes the involvement of collaboration, adaptability, and dynamic capabilities to explore how knowledge dynamics influence and stimulate innovative culture.

  • How Artificial Intelligence Can Influence Elections: Analyzing the Large
           Language Models (LLMs) Political Bias

    • Abstract: The rise of large language models (LLMs) such as ChatGPT and Gemini has raised concerns about their potential political biases and the implications for information dissemination and user influence. This study aims to measure the degree of political bias inherent in major LLMs by analyzing their responses to a standardized set of questions rating the quality and bias of popular news websites. Employing a systematic methodology, we queried both free and paid versions of ChatGPT and Gemini to rate news outlets on criteria such as authority, credibility, and objectivity. Results revealed that while all LLMs displayed a tendency to score left-leaning news sources higher, there was a notable difference between free and premium models in their assessment of subjectivity and bias. Furthermore, a comparison between the models indicated that premium versions offered more nuanced responses, suggesting a greater awareness of bias. The findings suggest that LLMs, despite their objective façade, are influenced by biases that can shape public opinion, underlining the necessity for efforts to mitigate these biases. This research highlights the importance of transparency and the potential impact of LLMs on the political landscape.

  • Triadic Models as a Complex Model:

    • Abstract: The triadic models share interesting features as well as deeper investigation potential. The relationships between triad’s elements are not only conceptual but operational as well. Three examples are given, as the fourth case is further analysed in depth. The paper aims to reveal the research potential of triadic models by examining the triad Technology-Entrepreneurship-Art of Film at the conceptual level. The analysis potential of triadic models is emphasized, by systematic investigation of the two-by-two inter-relationships, in a triple S holistic approach (synthetic, systemic, and synergic). This paper focus is on the last triad case (technology-entrepreneurship-art of film) – which is both a novel approach and new integrative analysis. Trying to bridge the literature gap, the authors propose a discussion exploring the possible inter-links between the three elements of the triad.Trying to bridge the literature gap, the authors propose a discussion exploring the possible inter-links between the three elements of the triad. The results of this endeavour are twofold encouraging: (i) by underlying the investigation potential of triadic models, in general, and (in particular) the potential of the triadic model technology-entrepreneurship-art of film; and (ii) by implications for business managers, in general, and (in this particular case), for company managers while making strategic decisions, considering criteria linked to different business sectors and resources.Opening a discussion on triad-type models is worthy – as the above examples (selected from diverse business areas) demonstrate a solid research potential, bringing up new notions (as technopreneurship, technowledgepreneurship, triple S holistic approach) or deepening the study of existing concepts. This study of the triad of technology – entrepreneurship – art of film, as an explorative essay, has its inherent limitations. The most serious one is the integrated approach of the triad’s elements – which is also opening further research paths.
