  • Quasi una fantasia: autobiographical milestones of Celso Furtado’s
           economic formation.

    • Abstract: Resumo O artigo discute a formação de Celso Furtado como historiador e economista do desenvolvimento e subdesenvolvimento, destacando a importância das fontes autobiográficas para a análise do seu pensamento e ação. Seguindo de perto a trajetória dos seus Diários Intermitentes (1937-2002), são apresentados momentos cruciais de um percurso marcado pela vida universitária ativa, pela participação em organizações internacionais, pela ação política ao serviço de governos do seu país. Especial atenção é atribuída às permanências em ambientes universitários internacionais (designadamente nas Universidades de Paris, Cambridge e Yale), que pontuaram a sua reflexão sobre as questões do desequilíbrio económico e da desigualdade social.Abstract The article discusses the formation of Celso Furtado as a historian and economist of development and underdevelopment, highlighting the importance of autobiographical sources for the analysis of his thought and action. Following closely the trajectory of his Diários Intermitentes (Intermittent Diaries) (1937-2002), the article presents crucial moments of a journey marked by an active university life, participation in international organizations and political action at the service of different governments of Brazil. Special attention is given to his stays in international university environments (namely at the Universities of Paris, Cambridge and Yale), which punctuated his reflection on the issues of economic imbalance and social inequalities.
       
  • Reading books in Portugal and Europe. Recent trends from a comparative
           perspective.

    • Abstract: Resumo Este artigo pretende trazer novos contributos para a análise sociológica da leitura de livros em Portugal. Através de uma pesquisa extensiva, recorrendo a dados do Eurobarómetro (2007, 2013) e do IEFA (2007, 2011 e 2016), procurou-se, num primeiro momento, situar Portugal no contexto da UE e, posteriormente, aprofundar a análise da evolução das práticas de leitura de livros no país. Os resultados revelam que Portugal apresenta uma das mais baixas taxas no quadro europeu, a qual se inscreve numa evidente tendência de decréscimo, invertendo-se assim o crescimento que vinha sendo assinalado em estudos anteriores. Conclui-se, ainda, que esse decréscimo atinge sobretudo a população mais jovem e com escolaridade elevada, o que evidencia diferenças entre as várias coortes geracionais que importa continuar a acompanhar em futuras pesquisas.Abstract This article intends to bring new contributions to the sociological analysis of book reading in Portugal. Through extensive research, using data from Eurobarometer (2007, 2013) and IEFA (2007, 2011 and 2016), we have sought to situate Portugal in the EU context and, subsequently, to deepen the analysis of the evolution of book reading practices in the country. The results show that Portugal has one of the lowest rates in the European framework, which is part of a clear downward trend, thus reversing the growth that had been noted in previous studies. It can also be concluded that this decrease mainly affects the younger population with a high level of education, which shows differences between the various generational cohorts that should continue to be monitored in future research.
       
  • Configuration of a public experience: the case of fairs at the
           Brazil-Bolivia border.

    • Abstract: Resumo Tendo a sociologia contemporânea dos problemas públicos como fundamento, apresentamos uma reflexão sobre a importância da experiência pública nas cidades. Descrevemos, em especial, a dinâmica conflituosa referente à comercialização de diferentes produtos e à participação dos bolivianos nas feiras em Corumbá, na fronteira Brasil-Bolívia. Resgatando as contribuições pragmatistas, em especial as de John Dewey e Daniel Cefaï, foi possível compreender o processo de associação, discussão e procrastinação do problema. Neste caso, a experiência de não apenas atravessar as fronteiras, mas também de viver nas fronteiras, onde as controvérsias fazem os atores agir em diferentes ações coletivas, cada qual justificando a sua problematização.Abstract Having the contemporary sociology of public problems as our basis, we present a reflection on the importance of public experience in cities. This ambition led us to consider the public as the center of political analysis and modality of experience, through which we study, empirically, controversies and conflicts around the functioning of free markets in Corumbá, on the Brazil-Bolivia border. Rescuing the pragmatic contributions, it was possible to understand the process of association, discussion, and procrastination of the problem. In this case, the experience of not only crossing borders, but also of living on the borders, where controversies make the actors operate in different collective actions, each one justifying its problematization.

  • Equity, pardon, and pluralism in the liberal administration' Towards a
           history of the flexibilities of law (Brazilian Council of State,
           1841-1889).

    • Abstract: Resumo O século XIX foi a era do legalismo, e geralmente pensa-se o direito administrativo como se estivesse fundado na legalidade. Entretanto, o direito administrativo oitocentista tinha à disposição um amplo arsenal de mecanismos de flexibilização. O nosso objetivo é abordar aqueles presentes na atividade do Conselho de Estado brasileiro, órgão de cúpula da administração durante o Império, mostrando como tais mecanismos funcionavam e por que existiam. Identificámos, na nossa análise, os seguintes: o uso da equidade, para corrigir insuficiências da legislação sobre funcionários públicos; a graça, para corrigir defeitos das leis punitivas e erros de julgamento; e a atividade interpretativa num cenário de pluralismo normativo e jurisdicional, para mitigar as incertezas da administração eclesiástica.Abstract The 19th century was the age of legalism, and it is generally thought that administrative law was founded upon legality. Nevertheless, 19th-century administrative law had several mechanisms of flexibility at its disposal. Our objective is to address those present in the activity of the Brazilian Council of State, the highest administrative body during the Empire, showing how these mechanisms worked and why they existed. In our analysis, we identified the following: equity, to correct insufficiencies of the legislation on public servants; pardon, to correct the malfunctioning of punitive laws and miscarriages of justice; and the interpretative activity in a scenario of normative and jurisdictional pluralism, to mitigate the uncertainties of ecclesiastical administration.

Os seus fundamentos radicavam, sobretudo, na moral e na ética, no direito e na tradição, nos sentimentos da amizade e do amor, nas virtudes cristãs da prodigalidade e gratidão. Esta potestas extraordinária do príncipe distinguia-se, por este modo, da potestas ordinária. Este texto aborda os aspetos burocráticos, administrativos e a tributação para enfatizar a sua dimensão política e financeira que induz efeitos substantivos na apreciação graciosa.Abstract The economy of “grace” in the “Old Regime” constituted a mechanism for political regulation and social ascension, as well as a powerful device for the exercise of royal power. Its foundations were mainly rooted in morals and ethics, in law and tradition, in the feelings of friendship and love, in the Christians virtues of prodigality and gratitude. This extraordinary potestas of the prince was thus distinguished from the ordinary potestas. This text addresses the bureaucratic, administrative and tax aspects to emphasize its political and financial dimension that induces substantive effects in the graceful assessment.

Esta potestas extraordinária do príncipe distinguia-se, por este modo, da potestas ordinária. Este texto aborda os aspetos burocráticos, administrativos e a tributação para enfatizar a sua dimensão política e financeira que induz efeitos substantivos na apreciação graciosa.Abstract The economy of “grace” in the “Old Regime” constituted a mechanism for political regulation and social ascension, as well as a powerful device for the exercise of royal power. Its foundations were mainly rooted in morals and ethics, in law and tradition, in the feelings of friendship and love, in the Christians virtues of prodigality and gratitude. This extraordinary potestas of the prince was thus distinguished from the ordinary potestas. This text addresses the bureaucratic, administrative and tax aspects to emphasize its political and financial dimension that induces substantive effects in the graceful assessment.
