  • Letter from the Editors: Conflict in The Fifth Domain

    • Free pre-print version: Loading...

Abstract: "The fifth domain," the Pentagonʼs term for cyberspace, is the primary frontier of technological competition. Beginning with the Stuxnet attacks against Iranian nuclear facilities in 2010, the US government has acquired cutting-edge cyber operation capabilities. However, over the past several years, other state, state-nexus, and non-state actors have also learned to harness increasingly sophisticated cyber capabilities, harming public and private sector interests worldwide. In 2015, the US government discovered that Chinese state-sponsored hacking groups had breached its Office of Personnel Management records, stealing sensitive personal information of millions of federal employees. In 2017, the Russian malware ... Read More

  • Virtually Defenseless: Americaʼs Struggle to Defend Itself in Cyberspace
and What Can Be Done About It

    • Free pre-print version: Loading...

Abstract: In 1998, President Clinton issued Presidential Decision Directive 63 (PDD-63), marking the first White House effort to raise the alarm about the risks posed to the United States from its dependence on cyberspace. Over the ensuing two decades, national security leaders and major media outlets issued warnings about the threat to US national security from cyberspace. In 1999, The New York Times painted a vision of the "specter of simultaneous computer network attacks against banking, transportation, commerce, and utility targets—as well as against the military—[that] conjures up the fear of an electronic Pearl Harbor in which the nation is paralyzed without a single bullet ever being fired."1 In 2008, former ... • Re-Framing the Problem: Applying Strategic Thinking to the Cyber Threat
           Environment

    • Free pre-print version: Loading...

Abstract: At the end of the Cold War, the collapse of the Soviet Union gave rise to a geopolitical environment that former CIA director Woolsey famously likened to a jungle filled with poisonous snakes.1 Around the same time, the internet was emerging from its relatively cloistered academic research environment into what would become the world wide web, linking populations, governments, economic entities, and nearly every other aspect of the modern world together on networked information technology. It is no coincidence that our struggle to formulate an effective strategy to bring order to a post-Cold War geopolitical environment has also deeply affected our ability to deal with the rise in cyber threats. We have fielded ... Read More

  • The Military Instrument in Cyber Strategy

    • Free pre-print version: Loading...

Abstract: Bad actors in cyberspace, be they criminal gangs or state actors, have not been deterred from continuously exploiting cyberspace vulnerabilities.Malware that encrypts a victim's information for ransom is the latest tactic for exploiting the abundant vulnerabilities of cyberspace for nefarious purposes. It demonstrates the ingenuity and determination of states and non-state actors to exploit technical, organizational, policy, and legal seams in the existing defenses of democratic states. Its prevalence also suggests that adversaries will eventually design around "redlines" drawn to deter them. On May 16, 2011, President Barack Obama sought to bolster the efficacy of US deterrence by telling the world that the United ... Read More

  • What is the Future of Cyber Deterrence'

    • Free pre-print version: Loading...

Abstract: The question of the applicability of deterrence frameworks to cyberspace is an enduring debate among scholars and practitioners. Deterrence is a strategy to prevent a target from taking an action that the deterrer finds undesirable through manipulating the target's perception of the costs, benefits, and risks of cooperating versus defecting.1 Deterrence is often associated with the threat of punishment (e.g., threatening to impose significant costs on a target to dissuade them from acting). US nuclear deterrence strategy during the Cold War is associated with this form of deterrence. However, deterrence could also take other forms, such as denial, by making it more difficult for a target to carry out an action ... Read More

  • Can States Deter with Covert Capabilities' Transparency as Responsible
           Behavior

    • Free pre-print version: Loading...

Abstract: In 2014, the UN Secretary-General tasked a group of fifteen experts to study existing and potential threats in cyberspace and to provide recommendations to address them. This UN Group of Governmental Experts (GGE) on Developments in the Field of Information and Telecommunications in the Context of International Security, the fourth iteration of a process that started in 2004, has already yielded two consensus reports on the issue. The report this GGE released in 2015 changed the landscape for discussions about responsible behavior in cyberspace, famously introducing eleven voluntary, non-binding norms "aimed at promoting an open, secure, stable, accessible and peaceful ICT environment."1 These norms revolve around ... • China's Digital Colonialism: Espionage and Repression Along the Digital
           Silk Road

    • Free pre-print version: Loading...

Abstract: China's global digital dominance is developing through a program called the Digital Silk Road Initiative (DSR), part of the more widely known Belt and Road Initiative (BRI). Launched in 2015, the DSR is a private-sector agenda that aims to extend China's digital presence abroad, enhancing its commercial and political influence.3 The DSR receives heavy support from the state. In its initial stages, Chinese companies have answered demands for digital infrastructure and connectivity in Asia, Africa, and Latin America. Data centers, underwater and underground fiber-optic cable, telecommunications networks, smart education, cloud storage, and online surveillance have been constructed, creating a backbone for the flow ... • Cyberconflict: Geopolitics of the 21st Century

    • Free pre-print version: Loading...

Abstract: Cybersecurity threats dominate global headlines in 2021, but this phenomenon is hardly new. As early as 1995, the United States National Counterintelligence Center reported that "the largest portion of economic and industrial information lost by US corporations" is due to "computer intrusions, telecommunications targeting and intercept."1 One year later, the 1996 Moonlight Maze incident, involving the Russian theft of vast amounts of classified information from government agencies and private sector entities, ushered in the age of state-sponsored cyberattacks.2The situation in cyberspace has not improved since. For some time now, cyberattacks have increased in scale and sophistication, frequently spreading beyond ... Read More

  • Prescient Warnings for a Post-Stuxnet World

    • Free pre-print version: Loading...

Abstract: The US-Israeli cyberattack against Iranʼs Natanz nuclear facility in 2010 had an escalatory effect on cyberwarfare between state actors.Alex Gibneyʼs 2016 documentary Zero Days is worth revisiting as an introduction to the inner workings and attendant dangers of international cyberwarfare. Zero Days examines the 2010 US-Israeli covert cyberattack Operation Olympic Games, which destroyed Iranian nuclear centrifuges using the Stuxnet computer virus. The film explores the attackʼs implications for cyberwarfare, with many of its subjects arguing that the potentially fatal risks of state actors employing physically destructive cyberweapons necessitate greater transparency and international regulation. Five years after ... Read More

           More Relevant Than Ever

    • Free pre-print version: Loading...

Abstract: The Great Hack, Netflix's 2019 award-nominated documentary on the Cambridge Analytica scandal, is a call to action on data privacy reform. Regrettably, the current controversy around big tech companies like Facebook suggests we've done little to heed its warnings."Most people are not well-informed on what the costs, the personal costs, of having their data sold are," testified Frances Haugen before the Senate on October 5, 2021.1 A data scientist-turned-whistleblower who originally worked for Facebook to prevent election interference, Haugen enumerated practices and policies that she said allow Facebook to wreak disaster for "our children, our public safety, our privacy, and for our democracy."2 These revelations ...
