  • Refusing To Concede The Election: Defending Democracy By Expanding The G7
           Rapid Response Mechanism

      Abstract: The past decade is rife with examples of actions by nefarious groups to improperly interfere in democratic elections around the world, and it is time that democratic nations band together to effectively combat these interference efforts. More than two dozen nations around the world have fallen victim to some form of election interference. The United States and its allies have traced many of these interference campaigns to state actors, particularly the Russian government.In 2018, the Group of Seven (G7) announced the creation of a Rapid Response Mechanism (G7 RRM). The aim of the G7 RRM is to limit the impact of election interference through collecting and sharing information about interference campaigns. Most G7 nations have generally complied with the requirements for the G7 RRM, but, by limiting the institution to only G7 nations, the G7 RRM will not have a broad enough membership base to have the necessary impact to protect elections.The United States should take a prominent role in the development and expansion of election security expertise by leading the creation of an Election Security Centre of Excellence (ESCOE) accredited by the North Atlantic Treaty Organization (NATO). The knowledge gained from the ESCOE should then be operationalized and incorporated into U.S. election laws. NATO is well positioned to host an “expanded-G7 RRM,” or ESCOE. NATO has more than four-times as many member nations as the G7, has a history of countering Russian influence, has developed expertise relevant to election security, and its “center for excellence” (COE) organization model would be effective to create an ESCOE. With the knowledge gained from an ESCOE, democracies around the world can better defend their elections.

  • An Evaluation of The Water-Energy-Food Nexus and Its Alignment With The
           Sustainable Development Goals

      Abstract: Since 2011, the water–energy–food (WEF) nexus has become a popular term, widely deliberated upon by policymakers and scholars alike around the world. It has been referred to with different acronyms, depending upon their foci of interest: WEF for hydro-centric researchers; EFW for energy securitization policy researchers; and FEW for agrarian-based policy frameworks. By contrast, environmentalists, who like to include the variable of climate change within the nexus to use it as a primary element of research, prefer to call it the CLEW (climate–land–energy–water) nexus. This paper is an attempt to explain the WEF nexus in relation to the varied interpretations given by writers. The intricate task of unraveling the nexus and interdependency of the three variables has been taken up in this paper by delving in great detail into the criticism hurled at the term. In the process, it goes so far as to question whether the term adds anything substantial and novel to the existing literature in the field of resource securitization. Moreover, as one of the foremost criticisms of the WEF nexus, this paper will investigate the selection of elements (water, energy and food) employed, and test whether climate change, environmental concerns, livelihood issues, and population growth can be included in the nexus approach to find sustainable answers for future generations. Moreover, the relevant Sustainable Development Goals (SDGs) associated with the nexus are also explored. The paper gauges the potential interconnectedness between the WEF nexus and the SDGs to assist in achieving its goals and targets, while deliberating on experts’ ideas on the subject. To enhance our understanding of this domain, Pakistan’s commitment to the SDGs and nexus will be fleetingly touched upon through a brief analysis of the Climate Change Act 2017. Furthermore, the paper investigates whether the WEF nexus is of any value considering that population, livelihood, and environmental concerns—as essential elements—have not been included. Finally, this paper will try to recommend concepts through which the WEF nexus can be improved.

  • "UFO": When the American Doctrine of Ripeness Visited Israel

      Abstract: As part of the gradual preparation for the incorporation of the American ripeness doctrine into Israeli law, it has been justified on a number of grounds. A fundamental discussion of the scope of the doctrine may be found in three important legal cases, which coined the term “the ripeness doctrine, Israel style.” A review of these cases reveals that while there is widespread consensus among the Israeli Supreme Court justices regarding the actual adoption of the ripeness doctrine, there is disagreement – and even confusion – regarding the manner of its implementation. In this article, I would like to present a principled position that opposes the adoption of the American ripeness doctrine in Israeli constitutional law. This position rests on four main arguments: (1) no methodology whatsoever has been employed to incorporate the American ripeness doctrine into Israeli constitutional law; (2) the objectives underlying the ripeness doctrine, as presented by the Court, even if worthy and correct in themselves, do not compel the incorporation of the American doctrine into Israeli law; (3) the adoption of the ripeness doctrine in Israeli law, including its development in terms of scope and application is ambiguous, replete with inconsistencies, and creates legal uncertainty; and, (4) it seems that the incorporation of the ripeness doctrine into Israeli law is motivated by the judiciary’s desire to avoid conflict with the political authorities, principally the legislature, particularly in light of ongoing political threats to curtail the Court’s powers.
