  • Introduction to the Special ACPR Issue on State Fragility and
           Fragmentation in Africa

    • Free pre-print version: Loading...

Abstract: State fragility and fragmentation are highly prevalent across Africa, affecting many countries in the region. Nearly half of the states on the continent are classified as fragile or at risk of becoming fragile (Fund for Peace 2023; Cilliers, Schünemann, and Moyer 2015). This prevalence is evident in the frequent occurrence of internal conflicts, the widespread inability of governments to deliver basic public services, and the persistent challenges in maintaining territorial integrity and political stability. In many cases, these fragile states are characterized by weak institutions, pervasive corruption, economic underdevelopment, and a lack of effective governance (OECD 2018). The fragmentation of these states ... Read More

  • Colonialism and Mimicry: A Literary Lens into Governance in Africa

    • Free pre-print version: Loading...

Abstract: Writers have delved into poor governance in Africa because of neocolonialism, defined by “radical Marxist” intellectuals as continued political and economic dominance by colonial masters in independent African nations (Uzoigwe 2019, 70). Pioneer African literary writers such as Ngũgĩ wa Thiong’o, Nuruddin Farah, and Francis Imbuga perpetually condemn the extension of colonialism in post-independent Africa. Despite this criticism, most African nations experienced one-party dictatorships that accentuated sycophancy, cronyism, and myriad forms of corruption. The advent of Western democracy in the 90s has largely not changed governance in Africa. The incumbent leaders often rig elections and manipulate instruments of ... Read More

  • Persisting Challenges of International Relations Analysis: Big Men
Politics, State Fragmentation, and Local Power in the Horn of Africa

    • Free pre-print version: Loading...

Abstract: The Horn of Africa is a very culturally diverse and resource-rich region. Narrowly defined, it consists of Ethiopia, Somalia, Eritrea, and Djibouti, but broader definitions often include the countries directly neighboring these core states, namely Sudan, South Sudan, and Kenya. According to various indexes, the Horn contains mainly authoritarian and some of the most fragile states in the world (Fund for Peace, n.d.; Economist Intelligence Unit 2023; Freedom House 2023). In the Horn of Africa, authoritarian rule based on a narrow framing of exclusionary identity politics and competing ethnic, clan, and cultural societal formation has persisted as two contrasting forces related to states and their internal political ... • Resource Dynamics, Secession, and State Fragmentation: The Cases of Congo
           and South Sudan

    • Free pre-print version: Loading...

Abstract: Since African states were colonial constructs, the notion of post-independence secession was an existential threat to many new states. The Organisation of African Unity (OAU) formed in 1963 moved fast to declare the inviolability of the colonial borders. This stance has largely empowered states to effectively resist secessionist movements. In cases where states fail to do so, as in Somalia, breakaway regions like Somaliland remain internationally unrecognized. Yet, there have been two rare instances of successful secession: Eritrea breaking free from Ethiopia and South Sudan’s independence from Sudan (Bereketeab 2014). Further still, secessionist movements have remained rampant, and of particular interest is the ... Read More

  • Building Peace in a Shadow State: The Case of the Democratic Republic of
           the Congo

    • Free pre-print version: Loading...

Abstract: For nearly two decades, efforts to establish peace and consolidate state capacity across Africa have been ongoing. Yet, countries like the Central African Republic, Sudan, South Sudan, Somalia, and the Democratic Republic of Congo (DRC) continue to grapple with significant instability. Their frequent appearances as the top five on the Fragile States Index underscore the ongoing instability they face. In the context of DRC, the legacy of Mobutu’s patrimonial rule, combined with the impacts of prolonged civil wars, continues to shape the political and economic landscape in DRC, especially in its eastern provinces. Mobutu’s regime, characterized by an unparalleled capacity to institutionalize kleptocracy and ... Read More

  • Collaboration Between States and Militias and State Fragmentation: The
Cases of Sudan and Sierra Leone

    • Free pre-print version: Loading...

Abstract: In New and Old Wars: Organised Violence in a Global Era, Mary Kaldor (2012) examines the historical evolution of conflicts and underscores the increasing significance of violent non-state actors such as rebel groups, militias, and terrorist organizations in contemporary conflicts. Furthermore, she analyzes how these new actors and types of conflict have reshaped organized violence, highlighting phenomena like the privatization of violence, the fragmentation of actors, the involvement of civilian populations, and the utilization of modern technologies. This evolution toward more complex and diffuse conflict poses significant challenges for understanding and resolving conflicts in our contemporary global era.The ... Read More

  • Glocalities of Jihad: AQIM and Postcolonial States Resilience in West
           Africa

    • Free pre-print version: Loading...

Abstract: On January 24, 2007, the Algerian Salafi Group for Preaching and Fighting (GSPC henceforth, as per the French acronym) declared its allegiance to Al-Qā’idah (henceforth AQ) and changed its name to Al-Qā’idah in the Lands of the Islamic Maghreb (Al-Qā’idah fī Bilād al-Maghrib al-Islāmīyy, henceforth AQIM; Bencherif 2021, 341). This change entailed the bay’ah (oath of allegiance and submission) to Usama bin Laden, which signaled the GSPC joining the fold of global jihadism. It supposedly stood for a radical and decisive shift in its discourse and ideology as well as strategies and practices. AQIM managed to extend its reach beyond its Algerian home base, breaching into southern Saharan states like Mauritania, Niger ... Read More
