  • ZISWAF Literation: Fundamental Strategies in Enhancing Zakah and Waqf
           Realization

      Abstract: Zakah is an important instrument in life because it not only sees the side of divine worship but also has a close relationship with social and economic values. Zakah can be an alternative to eradicate poverty by helping each other in need in the form of infaq, shadaqah and waqaf. Thus, the large number of Muslims in Indonesia is also a sign that the potential for ZISWAF to be collected in Indonesia is also very large. However, the realization of the collection and distribution of Zakah, Infak, Shadaqah and Wakaf (ZISWAF) funds in Indonesia is still relatively low compared to its potential. One of the factors influencing the low level of public literacy regarding Zakah and Waqf. The purpose of this research is to identify and provide input in the form of strategies that can be implemented to increase Zakah and Waqf literacy in society. This study uses a qualitative approach combined with literature study methods. The results of this study were found in 20 scientific journals consisting of a Strategy for Increasing Content or Promotion and Dissemination of Sustainable Zakah and Waqf, Strategies for Conducting Zakah and Waqf Education for Young Generation in Families and Education, Strategies for Collaborating Zakah and Waqf Institutions with E- commerce and Strategy to Strengthen Zakah and Waqf institutions in Indonesia. With the strategy of increasing Zakah and Waqf literacy, it is hoped that the government can implement this strategy so that Zakah and Waqf literacy in society increases and the acquisition of Zakah and waqf funds also increases. Thus, the collection and management of Zakah and waqf can be more optimal and achieve the expected potential.

  • The Architecture of Zakat Institutions in Indonesia: A SWOT Analysis

      Abstract: Indonesia, as the country with the largest Muslim population in the world, certainly has a zakat system managed by the Amil Zakat Agency (BAZNAS) and the Amil Zakat Institution (LAZ) which is regulated in Law Number 23 of 2011 concerning Zakat Management. In practice, the management of zakat has not been carried out properly because there are still many people who pay zakat, not through amil institutions but directly hand it over to the community. So, zakat funds collected in institutions are not optimal and have an impact on the gaps that arise between the potential and the realization of zakat. This study aims to determine the management of zakat institutions in Indonesia and educate the public to pay zakat through institutions. This research is qualitative with a literature review model based on SWOT analysis. In the results of the analysis, it was found that there is a need for an appropriate strategy to correct deficiencies and fend off threats that exist in zakat institutions. These strategies include: (1) increasing the professionalism of zakat management through increasing incentives both material and non-material, then providing training and amil certification in collaboration with BNSP; (2) adapting information technology for efficient and effective governance as a means of transparency of zakat institutions and; (3) encouraging the literacy level of zakat awareness to the public by outreach, creating interesting educational content about zakat fiqh and collaborating with Islamic boarding schools and schools to form a zakat curriculum.

  • Intensifying Zakat Al-Fitr Payment with Rice Instead of Money: Aiming for
           Sustainable Socio-economic Growth

      Abstract: This study aims to analyze the economic opportunities of paying zakat al-fitr with rice instead of money. As known, the school of Maliki, Shafi’i and Hanbali states that zakat al-fitr can only be paid in the form of staple foods for the local community, in contrast to Imam Hanafi who allows zakat al-fitr with money. This study applies an exploratory method. The results show that based on the rice supply chain, zakat al-fitr with rice creates economic opportunity namely potential of zakat al-fitr rice procurement, rice supply chain added value, selling special package of zakat al-fitr rice, farm worker empowerment, engagement of supply chain support, application of salam contracts and collection of zakat on agricultural products. These results imply that loss of economic opportunities occurs when Muslims pay zakat al-fitr with money instead of rice. This study recommends that paying zakat with staple food can enhance the sustainable socio-economic growth of the ummah.

  • Analysis of the Zakat Potential for the National Board of Zakat Republic
           of Indonesia

      Abstract: One of the important aspects in increasing zakat management is regarding the accuracy of the implementation of zakat collection strategies. As stated within the BAZNAS RI Strategic Plan Year 2020-2025, the main priority program to achieve the collection targets is through mapping the zakat potential based on the respective areas starting from the District/City levels, to the Provincial and finally National levels. Through utilizing the IPPZ measurement method, the zakat potential of BAZNAS RI which has been mapped in this study covers the following zakat objects: zakat on income of civil workers from ministries and government institutions, zakat on income of national corporate employees, zakat on income of TNI (the national army) and national police, zakat on income of BI and OJK employees, zakat on income of State-Owned Enterprises employees, ans zakat on income of DPR RI (House of People Representatives) members. The results of the measurement show that the total zakat potential of BAZNAS RI sums up to Rp 5,8 trillion.

  • Solution for Unclaimed Funds in Banks: An Islamic Economic Perspective

      Abstract: Natural disasters that have occurred and resulted in quite a large number of victims include Aceh (2004) and Palu Sigi Donggala (2018). The inevitable loss of life in the event of a disaster causes unclaimed funds to settle in the bank because the owner of the account balance and their heirs are victims of a natural disaster, or their whereabouts are unknown. In previous studies, the handling of unclaimed funds in the banking system was carried out in three ways: left alone, resolved by returning to the owner, and becoming bank income. Meanwhile, according to the Fatwa contained in the Compilation of Sharia Economic Law, a custodian of property/muwaddi' funds or the custodian of assets/funds is not known, then the mustaudi' or those entrusted with the assets/funds shall keep the object of the assets/funds until it is known and/or proven that the muwaddi' has passed away. This study uses a literacy study method to solve the problem of unclaimed funds' property rights. Therefore, it is necessary to clarify the concept of property rights of unclaimed funds so that they can be managed by parties or institutions authorized to manage them and used for the benefit of the people.

  • The Roles of Zakat Towards Maqasid Al-Shariah and Sustainable Development
           Goals (SDGs): A Case Study of Zakat Institutions in East Malaysia

      Abstract: Purification of wealth, eradication of poverty, and socio-economic development are among zakat’s frequently claimed ultimate purposes. A sound zakat management system is goal-oriented and works to achieve those goals. Zakat collection and distribution activities must materialise zakat objectives by applying objectives-driven techniques. This study examines how zakat management, collection, and distribution are consistent with Maqasid Al-Shariah and the Sustainable Development Goals (SDGs). This qualitative study in nature analyses secondary data from East Malaysian zakat institutions. The study’s findings indicate that both zakat institutions in East Malaysia, namely the Bahagian Zakat dan Fitrah of the Sabah Islamic Religious Council (MUIS) and the Tabung Baitulmal Sarawak of the Sarawak Islamic Council (MIS), are operating following the Maqasid Al-Shariah objectives and several Sustainable Development Goals (SDGs) agenda. Both zakat institutions should strive for continuous improvement.

  • Zakat Utilization Model Canvas: Alleviating Poverty through Stockbreeding
           Program

      Abstract: One of the poverty alleviation programs mostly carried out by zakat institutions is the mustahiq utilization program through stockbreeding empowerment. Geographical conditions, demographics, and the enormous potential for qurban’s meat are a few factors that support zakat-based stockbreeding programs. This study aims to determine whether the stockbreeding programs run by the zakat institution positively impact mustahik. The impact measurement was carried out using mixed methods, namely the BAZNAS Welfare Index (BWI) and the poverty indicator approach to determine the number of mustahik farmers lifted out of poverty. The results show that in 2021 the BWI value of the BAZNAS stockbreeding program is classified under the Good category (0.78) and managed to transform 81% of mustahiq into muzaki. Furthermore, this study will be the first to explain the business process of stockbreeding programs by using a modification of the Business Model Canvas, the Zakat Utilization Model Canvas (ZUMC). We recommend ZUMC to be implemented by zakat institutions to help them design stockbreeding programs to improve the quality of life of mustahiq.
