  • Monitoreo de Niveles de Agua en Embalses Utilizando Altimetría Satelital:
           Estudio de Caso en Cochabamba, Bolivia

    • Abstract: Resumen: Este artículo es el resultado de uno de los subproyectos del proyecto "Mejora de la conservación y gestión de la biodiversidad mediante el monitoreo de los impactos ecológicos y sociales de los megaproyectos hidroeléctricos en Bolivia", llevado a cabo en los años 2020 a 2023 por la Universidad Mayor de San Simón, la Universidad Católica Boliviana y la Universidad de Bonn en Alemania. En este estudio, se destaca la importancia de utilizar imágenes de la misión satelital Sentinel-1, que emplea tecnología de radar de apertura sintética (SAR) para la observación de la Tierra. Esta tecnología permite obtener información continua de los cuerpos de agua durante el día y la noche, así como bajo diversas condiciones ambientales, como la presencia de nubes. Para analizar y mejorar los resultados, se utiliza la diferencia de fase entre las señales de radar, proporcionando información topográfica y de deformación en diferentes modos de polarización (VV y HH). También se utilizan técnicas de correlación y visualización de datos, como mapas y gráficos en color, para facilitar la interpretación de los resultados. El monitoreo de los niveles de agua en embalses se realiza mediante la interferometría de radar (InSAR), una técnica utilizada por Sentinel-1 para medir los cambios en la superficie de la Tierra. Esta técnica combina imágenes SAR tomadas en diferentes momentos sobre la misma área para crear un interferograma, el cual proporciona mediciones precisas de los cambios en el nivel del lago. Al analizar las series temporales de estos datos, se pueden identificar tendencias a largo plazo y variaciones estacionales, lo que ayuda a comprender la dinámica espacial y temporal de los embalses. En este artículo se presentan dos casos de estudio de embalses: Corani y Misicuni en Cochabamba, Bolivia. Se dispone de información de monitoreo de niveles de embalses obtenida en el sitio, la cual se correlaciona con los resultados obtenidos mediante la interferometría por radar, mostrando buenos resultados en la comparación de estos datos.Abstract: This article is the result of one of the sub-projects of the project "Improving the conservation and management of biodiversity by monitoring the ecological and social impacts of hydroelectric megaprojects in Bolivia", carried out in the years 2020 to 2023 by the Universidad Mayor de San Simón, the Bolivian Catholic University, and the University of Bonn in Germany. In this study, the importance of using images from the Sentinel- 1 satellite mission, which employs Synthetic Aperture Radar (SAR) technology for Earth observation, is highlighted. This technology allows continuous information to be obtained from bodies of water during the day and night, as well as under various environmental conditions, such as the presence of clouds. To analyze and improve the results, the phase difference between the radar signals is used, providing topographic and deformation information in different polarization modes (VV and HH). Data correlation and visualization techniques, such as maps and color graphs, are also used to facilitate interpretation of the results. Monitoring of water levels in reservoirs is done using radar interferometry (InSAR), a technique used by Sentinel-1 to measure changes in the Earth's surface. This technique combines SAR images taken at different times over the same area to create an interferogram, which provides precise measurements of lake level changes. By analyzing the time series of these data, long- term trends and seasonal variations can be identified, helping to understand the spatial and temporal dynamics of reservoirs. In this article, two case studies of reservoirs are presented: Corani and Misicuni in Cochabamba, Bolivia. Reservoir level monitoring information obtained at the site is available, which is correlated with the results obtained by radar interferometry, showing good results in the comparison of these data.
       
  • Área de influencia aguas abajo de la presa La Cañada mediante series de
           tiempo de índices espectrales de vegetación (Periodo de estiaje 1990 -
           2022)

    • Abstract: Resumen: La interrupción y regulación del flujo del agua en un río por efecto de la construcción de una presa, puede disminuir la humedad tanto del suelo como de las hojas de las plantas de la ribera del río, o, por otro lado, puede favorecer la presencia de nueva vegetación. La dinámica de cambio de la vegetación puede ser monitoreada a partir de su reflectancia, utilizando índices espectrales. Este estudio estima el área de influencia sobre la vegetación, aguas abajo de la presa La Cañada, empleando series de tiempo de imágenes Landsat (1990 - 2022), con fines de delimitación de área de influencia y de monitoreo. La presencia de vegetación fue evaluada mediante cuatro índices espectrales: NDVI, NDWI, MSI y el índice de verdor de Tasseled Cap (Greeness); este último índice demostró una mayor capacidad para discriminar la presencia de vegetación de otras coberturas. Los análisis de tendencias y homogeneidad reflejan que previo a la construcción de la presa, las áreas vegetación mostraban mayor variabilidad y dispersión, con marcada ausencia de vegetación; sin embargo, tras la construcción de la presa, se evidencia una tendencia positiva y un notable incremento en la presencia de vegetación en la zona. Se demostró que la presa tiene un impacto favorable aguas abajo, ya que las áreas de vegetación aumentaron en un 30% y los valores de verdor que indican presencia de vegetación aumentaron en un 27,5%. 82 % de la superficie estudiada, presentó un cambio positivo en la presencia de vegetación cercana al río principal.Abstract: The construction of a dam that disrupts the water flow in a river can decrease both soil and leaf moisture in plants, or alternatively, it can positively alter the dynamics of vegetation along the riverbank. Vegetation can be estimated based on its reflectance using spectral indices. This study estimates the influence area on downstream vegetation of La Cañada Dam, utilizing time series of vegetation spectral indices during the low- flow period (June, July, and August), for purposes of delimitation of area of influence and monitoring. The presence of vegetation was evaluated using four spectral indices: NDVI, NDWI, MSI, and the Tasseled Cap greenness index; the latter index demonstrated a greater ability to accurately discriminate the presence of vegetation. Trend and homogeneity analyses reflect that prior to the construction of the dam, the data exhibited higher variability and a noticeable absence of vegetation; however, post-dam construction, a positive trend, and a significant increase in vegetation presence in the area are evident. It was demonstrated that the dam has a favorable impact downstream, with a 30% increase in vegetation areas and a 27,5% increase in greenness values indicating vegetation presence. 82 % of the area studied, presented a positive change in the presence of vegetation near the main river.
       
  • Evaluación de los métodos y procesos de elaboración de los estudios de
           Evaluación de Impacto Ambiental (EEIAs) de proyectos hidroeléctricos en
           Bolivia

    • Abstract: Resumen: El EEIA en Bolivia es un instrumento que no mide los impactos negativos, positivos, directos e indirectos reales, este hecho preocupa sabiendo que el Plan del Estado Plurinacional de Bolivia al 2025, considera 44 proyectos hidroeléctricos. En el presente proyecto se evaluó los métodos y procesos de elaboración de los EEIAs de proyectos hidroeléctricos en Bolivia, para lo cual se solicitó a las autoridades competentes los EEIAs y documentos ambientales de todos los proyectos hidroeléctricos, los que fueron revisados, analizados e interpretados de manera integral en talleres con expertos. Fueron 5 proyectos hidroeléctricos que se analizaron con la ayuda de matrices comparativas y se verificó en campo a dos de ellas. Se determinó que 4 de los proyectos usan el mismo método que, si bien cumplen la normativa ambiental, no identifican los impactos reales, presentan información superficial, fusionan las etapas de operación y mantenimiento, el 100% de los EEIAs no mencionan índices de biodiversidad ni cuantifican el impacto real a los mismos, sus medidas de mitigación son casi nulas. La Gestión de riesgos está centralizada como todos los impactos a la obra y dentro de ella, no consideran las posibles amenazas y vulnerabilidades de impactos directos e indirectos, a las comunidades involucradas en las etapas del proyecto, dejando un vacío para la prevención y mitigación de posibles amenazas que podrían suceder a corto, mediano y/o largo plazo. El EEIA necesita una normativa clara y específica, considerando indicadores y/o bioindicadores que evalúen y cuantifiquen los impactos reales a nivel ecosistémico.Abstract: The EEIA in Bolivia is an instrument that does not measure the real negative, positive, direct, and indirect impacts. This fact is worrying knowing that the Plan of the Plurinational State of Bolivia to 2025 considers 44 hydroelectric projects. In this project, the methods, and processes for preparing the EEIAs of hydroelectric projects in Bolivia were evaluated, for which the competent authorities were requested the EEIAs and environmental documents of all hydroelectric projects, which were reviewed, analyzed, and interpreted holistically in workshops with experts. There were 5 hydroelectric projects that were analyzed with the help of comparative matrices and two of them were verified in the field. It was determined that 4 of the projects use the same method that, although they comply with environmental regulations, do not identify the real impacts, present superficial information, merge the operation and maintenance stages, 100% of the EEIAs do not mention biodiversity indices, they also do not quantify the real impact on them, their mitigation measures are almost null. Risk management is centralized like all impacts to the work and within it, they do not consider the possible threats and vulnerabilities of direct and indirect impacts, to the communities involved in the stages of the project, leaving a void for the prevention and mitigation of possible threats that could occur in the short, medium and/or long term. The EEIA needs clear and specific regulations, considering indicators and/or bioindicators that evaluate and quantify the real impacts at the ecosystem level.
       
  • Modelos de estimación de emisiones de GEIs en embalses hidroeléctricos y
           aplicación a tres proyectos hidroeléctricos en Bolivia para obtener
           indicadores de sostenibilidad aplicables a la Evaluación de Impacto
           Ambiental

    • Abstract: Resumen: En respuesta a la crisis climática, Bolivia ha adoptado la transición energética mediante el aprovechamiento de la energía hidroeléctrica como principal fuente. Gracias a sus condiciones climáticas y topográficas, el país cuenta con un potencial aproximado de 40 GW, aunque su capacidad actual de generación hidroeléctrica es de tan solo 0,75 GW. Este artículo presenta los resultados de una investigación sobre diferentes modelos de estimación de emisiones de GEI en proyectos hidroeléctricos que permitan la estimación de estas emisiones en diferentes contextos biogeográficos y permitan establecer las condiciones del embalse y las condiciones climáticas que inciden en las emisiones de GEI. Se identificaron como principales variables indicadoras de sostenibilidad la densidad de potencia (potencia generada por unidad de superficie inundada) y las emisiones específicas (emisiones de GEI por energía generada). Entre los modelos empleados, se seleccionó el modelo G-res Tool para estimar las emisiones de gases de efecto invernadero (GEI) en tres proyectos hidroeléctricos en Bolivia: Ivirizu, Miguillas y Misicuni en un ciclo de vida de 100 años. El Proyecto Hidroeléctrico Ivirizu genera 374 t CO2eq año-1 de las fuentes biogénicas y emite aproximadamente 664.664 t CO2eq durante su fase de construcción, lo que resulta en una huella neta de GEI de 711.506 t CO2eq.y una emisión específica de 6,13 g CO2eq kWh-1. En el caso de Miguillas, se estimaron emisiones biogénicas del embalse de 239 t CO2eq año-1, mientras que las emisiones asociadas a la construcción se estimaron en 412.654 t CO2eq. Las emisiones específicas son 4,14 g CO2eq kWh-1. Para el Proyecto Múltiple Misicuni se estimaron 299 t CO2eq año-1 en emisiones biogénicas, para la etapa de construcción se estimaron 974.448 t CO2eq, resultando en una huella neta de GEI de 974.747 t CO2eq, las emisiones específicas serían 6,95 g CO2eq kWh-1. Estos resultados muestran de manera evidente que las emisiones de GEI durante las actividades de construcción superan significativamente las emisiones biogénicas de GEI por la inundación de los embalses de los tres proyectos hidroeléctricos. Además, es importante destacar que existe variabilidad en los valores debido a las condiciones ambientales específicas de cada lugar. Ivirizu presenta mayor cantidad de emisiones biogénicas de GEI porque se ubica en una zona templada, con épocas de altas temperaturas y alberga un bosque denso en el sitio del embalse. En el caso de Miguillas, la zona es templada y la cobertura del suelo se compone de bofedales. En cuanto a Misicuni, su ubicación en un clima frío de montaña, donde previamente predominaba un área de pajonal. Por sus emisiones específicas menores a los 80 g CO2eq kWh-1, todos estos proyectos se consideran como ambientalmente sostenibles.Summary: In response to the climate crisis, Bolivia has adopted the energy transition by harnessing hydroelectric energy as the main source. Thanks to its climatic and topographic conditions, the country has an approximate potential of 40 GW, although its current hydroelectric generation capacity is only 0.75 GW. This article presents the results of a research on different models for estimating GHG emissions in hydroelectric projects that allow the estimation of these emissions in different biogeographic contexts and allow establishing the conditions of the reservoir and the climatic conditions that affect GHG emissions. Power density (power generated per unit of flooded area) and specific emissions (GHG emissions per energy generated) were identified as the main sustainability indicator variables. Among the models used, the G-res Tool model was selected to estimate greenhouse gas (GHG) emissions in three hydroelectric projects in Bolivia: Ivirizu, Miguillas and Misicuni in a 100-year life cycle. The Ivirizu Hydroelectric Project generates 374 t CO2eq year-1 from biogenic sources and emits approximately 664,664 t CO2eq during its construction phase, resulting in a net GHG footprint of 711,506 t CO2eq and a specific emission of 6.13 g CO2eq kWh-1. In the case of Miguillas, biogenic emissions from the reservoir were estimated at 239 t CO2eq year-1, while the emissions associated with the construction were estimated at 412,654 t CO2eq, the specific emissions being 4.14 g CO2eq kWh-1. For the Misicuni Multiple Project, 299 t CO2eq year-1 were estimated in biogenic emissions, for the construction stage 974,448 t CO2eq were estimated, resulting in a net GHG footprint of 974,747 t CO2eq, the specific emissions would be 6.95 g CO2eq kWh-1. These results clearly show that GHG emissions during construction activities significantly exceed biogenic GHG emissions from flooding of the reservoirs of the three hydropower projects. Furthermore, it is important to highlight that there is variability in the values due to the specific environmental conditions of each location. Ivirizu has a greater amount of biogenic GHG emissions because it is in a temperate zone, with periods of elevated temperatures and is home to a dense forest at the reservoir site. In the case of Miguillas, the area is temperate, and the soil cover is made up of wetlands. As for Misicuni, its location in a cold mountain climate, where previously an area of grassland predominated. Due to their specific emissions of less than 80 g CO2eq kWh-1, all of these projects are considered environmentally sustainable.
       
  • Modelo multivariado de impactos socio- ambientales en proyectos
           hidroeléctricos en zonas de montaña

    • Abstract: Resumen: Como efecto del cambio climático y la escasez de recursos finitos de combustibles fósiles del mundo, la explotación del recurso agua para la generación de electricidad toma relevancia por medio de la planificación de proyectos hidroeléctricos como fuente de energía renovable. Si bien los estudios de investigación relacionados a la viabilidad ambiental cuestionan la construcción de proyectos hidroeléctricos de embalse, existe un escaso registro de experiencias concretas en Bolivia sobre la implementación de proyectos Hidroeléctricos en zonas de montaña, situación que se aborda a través del concepto de Desarrollo Sostenible (DS). El desarrollo del estudio, parte de una evaluación de los componentes físicos bióticos/abióticos y socioeconómico de un proyecto hidroeléctrico en zona de montaña, valora los impactos ambientales con base a una metodología de EIA combinada, que emplea herramientas informáticas como la Plataforma de Jerarquización GIS WEB y software EABACO, que permiten el desarrollo de funciones de transformación y posibilitan la jerarquización de los componentes de medio afectado, entre ellos la Biodiversidad. La aplicación de la técnica de Análisis Multicriterio (AMC) se realiza a través del método NAIADE, que involucra e integra múltiples perspectivas para modelar: i) el comportamiento de los elementos del medio en una misma cuenca o zona geográfica y ii) los componentes del medio entre proyectos hidroeléctricos de embalse emplazados en diferentes zonas geográficas, que representan las variables del modelo en relación a alternativas de ubicación. Producto de la modelación, se presenta un ordenamiento ambiental que determina que el uso de métodos de AMC responde con mayor precisión a determinar el impacto ambiental generado por proyectos hidroeléctricos en zonas de montaña, conforme a sus características técnicas-ecosistémicas.Abstract: As an effect of climate change and the scarcity of the world's finite fossil fuel resources, the exploitation of water resources for the generation of electricity becomes relevant through the planning of hydroelectric projects as a source of renewable energy. Although research studies related to environmental viability question the construction of reservoir hydroelectric projects, there is little record of concrete experiences in Bolivia on the implementation of Hydroelectric projects in mountain areas, a situation that is addressed through the concept of Development. Sustainable (DS). The development of the study, part of an evaluation of the physical biotic/abiotic and socioeconomic components of a hydroelectric project in a mountain area, assesses the environmental impacts based on a combined EIA methodology, which uses computer tools such as the GIS Hierarchization Platform EABACO WEB and software, which allow the development of transformation functions and makes it possible to prioritize the components of the affected environment, including Biodiversity. The application of the Multicriteria Analysis (MCA) technique is carried out through the NAIADE method, which involves and integrates multiple perspectives to model: i) the behavior of environmental elements in the same basin or geographical area and ii) the components of the average between hydroelectric reservoir projects located in different geographical areas, which represent the variables of the model in relation to alternatives and/or possible locations. As a result of the modeling, an environmental ordering is presented that determines that the use of AMC methods responds more precisely to determining the environmental impact generated by hydroelectric projects in mountain areas, according to their technical-ecosystem characteristics.
       
  • Aprovechamiento parcial de la superficie dei embalse Corani (Cochabamba,
           Bolivia) y propuestas de indicadores de sustentabilidad

    • Abstract: Abstract: During the dry season, part of the surface of the artificial Corani hydroelectric reservoir in Cochabamba, Bolivia, is dry and is used by farmers to grow mainly "potatoes" (Solanum tuberosum). Images from the 1990-2021 period were studied and it was estimated that the cultivated areas range from 6.18% to 43.52% of the total lake. The cultural practices applied are adapted to the short time available. The activity does not affect electricity production. The farmers are descendants of the former owners of the land, exercising a kind of factual hereditary right over the land. Under these conditions, it is concluded that the negative environmental impact "loss of flooded land" (Irreversible), can acquire the character of Mitigable. Temporary occupation of the reservoir is proposed as a mitigation measure for artificial reservoirs. To evaluate the sustainability of an artificial hydroelectric reservoir, two indicators are proposed: the temporary availability of dry land suitable for agriculture and the Power Density average of the hydroelectric project, for full and partially dry reservoir scenarios.Resumen: En época de estiaje queda seca una parte de la superficie del embalse artificial hidroeléctrico Corani, en Cochabamba - Bolivia, la cual es aprovechada por agricultores para cultivar principalmente "papa" (Solanum tuberosum). Se estudiaron imágenes del periodo 1990-2021 y se estimaron que las superficies cultivadas van del 6,18% al 43,52% del total del lago. Las prácticas culturales aplicadas están adaptadas al corto tiempo disponible. La actividad no afecta a la producción de electricidad. Los agricultores son descendientes de los antiguos propietarios de los terrenos, ejerciendo una forma de Derecho hereditario factico sobre los terrenos. En estas condiciones, se concluye que el impacto ambiental negativo "pérdida de terrenos inundados" (Irreversible), puede adquirir el carácter de Mitigable. Se plantea la Ocupación temporal del embalse como una medida de mitigación para embalses artificiales. Para evaluar la sustentabilidad de un embalse artificial hidroeléctrico se proponen dos indicadores: la disponibilidad temporal de superficie seca para agricultura y la Densidad de Potencia promedio del proyecto hidroeléctrico, de los escenarios embalse lleno y parcialmente seco.
       
  • Aplicación de herramienta reactivas para el análisis de la biodiversidad
           en las cuencas de Misicuni, Miguillas e Ivirizu en Bolivia

    • Abstract: Resumen: El análisis de la biodiversidad en regiones donde se emplazan proyectos antrópicos de media a gran envergadura resulta un factor crucial para determinar, en primera instancia, la evaluación de posibles impactos negativos en los ecosistemas y las relaciones entre especies con el fin de establecer estrategias de conservación efectivas a la región afectada y de igual forma, monitorizar a largo plazo los resultados de dichas estrategias o acciones. En segunda instancia, el análisis de la biodiversidad toma su importancia en la toma de decisiones de manera informada en relación a la viabilidad y diseño de las obras dentro de los proyectos con el fin de adoptar prácticas de minimización de impactos negativos. Para esta toma de decisiones resulta necesario y trascendental el uso de nuevas herramientas que permitan tanto un manejo de información mucho más fluido como una visualización más amigable para los tomadores de decisiones, es por eso, que las herramientas de visualización reactivas, como ser aplicaciones en línea, pueden apoyar a la gestión de los proyectos, vistos desde una perspectiva basada en el análisis de biodiversidad. Dentro del proyecto MIBIO se ha realizado un análisis de la biodiversidad en tres cuencas que corresponden a sitios de emplazamiento de obras civiles donde los resultados se incorporaron a aplicaciones reactivas tanto para su socialización como para, eventualmente, el manejo de dichos resultados.Abstract: The analysis of biodiversity in regions where medium to large-scale anthropic projects are located is a crucial factor in determining, in the first instance, the assessment of possible negative impacts on ecosystems and species relationships. This is done to establish effective conservation strategies for the affected region and, likewise, to monitor the long-term outcomes of such strategies or actions. In the second instance, biodiversity analysis becomes important in making informed decisions regarding the feasibility and design of works within projects to adopt practices that minimize negative impacts. For this decision-making process, the use of new tools that allow for smoother information management and a more user-friendly visualization for decision-makers is necessary and significant. Therefore, reactive visualization tools such as online applications can support project management from a biodiversity analysis perspective. Within the MIBIO project, a biodiversity analysis has been conducted in three basins corresponding to sites of civil works, where the results have been incorporated into reactive applications for both socialization and, eventually, the management of these results.
       
  • Análisis multicriterio para la evaluación integrada de impactos sociales
           y ambientales en proyectos hidroeléctricos en Bolivia: bases conceptuales
           y metodológicas

    • Abstract: Resumen: Este artículo establece las bases teóricas y metodológicas para un modelo de Análisis Multicriterio (AMC) en la Evaluación Integrada de Impactos Sociales y Ambientales (EISA) en proyectos hidroeléctricos en Bolivia. Frente a la complejidad de los impactos ambientales, se destaca el AMC como un enfoque integrado, considerando criterios sociales, económicos y ambientales sin reducirlos a una sola métrica. La falta de una metodología estandarizada para evaluar proyectos hidroeléctricos en Bolivia se aborda mediante la revisión de la literatura y la consulta a expertos, identificando modelos como AHP, PROMETEE, ELECTRE y TOPSIS. Se destacan criterios clave como la biodiversidad, uso del suelo, ruido, reducción de gases de efecto invernadero, área de influencia, consulta previa y pueblos indígenas. La metodología se basa en la revisión bibliográfica, entrevistas a expertos y talleres colaborativos. El enfoque AMC proporciona una herramienta adaptable y estructurada para evaluar proyectos hidroeléctricos, considerando su viabilidad económica, impacto ambiental y aceptación social.Abstract: This article establishes the theoretical and methodological foundations for a Multicriteria Analysis (MCA) model in the Integrated Assessment of Social and Environmental Impacts (EISA) in hydroelectric projects in Bolivia. Confronting the intricacies of environmental impacts, MCA emerges as a holistic approach, incorporating social, economic, and environmental criteria without reducing them to a singular metric. Addressing the absence of a standardized methodology for evaluating hydroelectric projects in Bolivia, the study conducts a thorough literature review and expert consultations, identifying models such as AHP, PROMETEE, ELECTRE, and TOPSIS. Key criteria, including biodiversity, land use, noise, greenhouse gas reduction, area of influence, prior consultation, and indigenous peoples, are emphasized. The methodology is grounded in a bibliographic review, expert interviews, and collaborative workshops. The MCA approach furnishes an adaptable and structured tool for appraising hydropower projects, encompassing considerations of economic viability, environmental impact, and social acceptance.
       
  • Evaluación de Impacto Ambiental y Salvaguardas en Proyectos
           Hidroeléctricos de Bolivia: Un Enfoque hacia la Sostenibilidad Ambiental
           y Social

    • Abstract: Resumen: Este ensayo aborda la evolución de la Evaluación de Impacto Ambiental (EIA) en Bolivia, con especial atención al ámbito hidroeléctrico, y su armonización con las políticas de salvaguarda ambiental y social impuestas por instituciones de financiación internacional, como el Banco Interamericano de Desarrollo (BID). Se resalta que el procedimiento de EIA en Bolivia se ajusta a las regulaciones nacionales que clasifican los proyectos en cuatro niveles en función de su repercusión ambiental y social, lo que a su vez determina la necesidad de desarrollar Instrumentos de Regulación de Alcance Particular (IRAPs). Estos IRAPs abarcan desde estudios pormenorizados de impacto ambiental hasta programas de prevención y mitigación, y conceden las autorizaciones ambientales correspondientes. Además, se analiza la inclusión por parte del BID de políticas como la Política de Medio Ambiente y Cumplimiento de Salvaguardas (OP-703) en proyectos hidroeléctricos. El ensayo subraya la importancia de asegurar la sostenibilidad ambiental y social en la planificación y ejecución de estos proyectos.Abstract: This essay addresses the evolution of Environmental Impact Assessment (EIA) in Bolivia, with particular attention to the hydroelectric sector, and its harmonization with environmental and social safeguard policies imposed by international financing institutions, such as the Inter-American Development Bank (IDB). It is emphasized that the EIA procedure in Bolivia conforms to national regulations that categorize projects into four levels based on their environmental and social impact, thereby necessitating the development of Project- Specific Regulatory Instruments (PSRIs). These PSRIs encompass detailed environmental impact studies to prevention and mitigation programs and grant corresponding environmental authorizations. Additionally, the inclusion by the IDB of policies such as the Environmental and Safeguard Compliance Policy (OP- 703) in hydroelectric projects is analyzed. The essay underscores the importance of ensuring environmental and social sustainability in the planning and execution of these projects.
