Abstract: The principles of equality and non-discrimination are the foundation of the system of protection of human rights, enshrined in every domestic and international instrument. As a visible symbol of national unity for the achievement of defence and security prerogatives, the armed forces can act as a positive force. By successfully implementing inclusive models and integrating recommendations on the fundamental rights and freedoms of military personnel, the armed forces must ensure societal linguistic, cultural, ethnic and gender-specific respect. In this way, the armed forces achieve group cohesion and achieve the common goal of achieving national defence. PubDate: Wed, 11 Jan 2023 00:00:00 GMT
Abstract: Cybersecurity leaders are not adequately developed to guide the re-engineering of quality customer service (QCS) workflows, designed with automation and AI, that interrelate with people through customers' perceptions. Realizing re-engineering processes should be a team effort with well-versed leadership and stakeholders guiding the successful design through a follow-up process. Leaders must shape compelling and straightforward needs to learn and teach employees and chat boxes indispensable customer service skills demonstrating patience, self-discipline, flexibility, and resourcefulness in communication with irritated customers or difficult circumstances. Whether the analysis, design, development, and implementation struggles are vacuums in cybersecurity knowledge, skill, and abilities or a dearth of budget and resource limits, creating thorough QSC workflows and training requires time and purpose. This knowledge must be proactively, not reactively built. QSC re-engineering epitomizes a shift from reactionary behaviors to proactively preparing a well-defined collection of intends, activities, and aims delineating how organizations will contend through products and services. This article should benefit respondents absorbed in the success of updating and implementing QCS actions and workflows, practitioners who guide direct customer services initiatives, enterprise governance strategists, QCS and machine learning trainers, and learners who want to know more about QCS swathed in cybersecurity. Abstract: In the context of the last turbulent three years, the energy industry in Romania had to face additional problems, due to the liberalization of the energy market. Despite pursuing profit as the immediate goal of a company, obtaining and maintaining the financial equilibrium becomes more and more important for the survival and the development of a company. The existence and maintenance of a positive Net Treasury over several successive years reflects the success of the company, proofing a good strategic position in relation to its competitors. Its lack is a permanent source of risks for the enterprise, of which long-term persistence can be considered a symptom of the risk of bankruptcy. PubDate: Wed, 11 Jan 2023 00:00:00 GMT

Abstract: In the accounting profession, continuous professional development and lifelong learning are essential if we consider the increasingly advanced demands of internal and external users of financial and accounting information. It is certain that professionals who do not have and do not constantly update their necessary general and specialized knowledge will no longer find their place in an increasingly competitive market. The paper highlights, based on bibliographic resources, the fact that national and international professional bodies implement training and professional development programs in accordance with the “International Education Standards” issued by the “International Accounting Education Standards Board”, an independent organization within the “International Federation of Accountants”. Using the selective research, we analyzed the interest of accounting professionals to develop professionally considering the need for continuous training in the conditions where accounting information is indispensable in the decision making process and the financial – accounting field is one that is constantly changing. Abstract: In an armed conflict the respect for international humanitarian law is the essential element to reduce its destructive effects. The application of international humanitarian law is, however, not always taken into account by states and members of the armed forces. When this obligation is seriously violated, the international community, through the UN, must intervene to restore international peace and security. Unfortunately, current armed conflicts have proven that this system is not effective, especially when it has to be activated against a permanent veto-wielding member of the Security Council, such as Russia. To make this system effective and to make such a state to apply correctly international humanitarian law, the UN must be reformed. But all these reform proposals do not take into account the efficiency of the measures in Chapter VII of the Charter and the strengthening of international authority. Abstract: Against the background of a major insecurity event with strong economic and social repercussions, more and more analyses, simulations and attempts are being made to identify possible developments and consequences. The experience of previous conflicts and the results of the models and scenarios used to estimate the trajectories and disruptions caused by conflicts help with the decision-making process, but the variables in the peace equation are numerous and increase the degree of uncertainty in what regards the impact of the economic, social and security policies adopted. Through the prism of developments in the current geopolitical and security environment, with prospects of profound change after the end of the conflict between Russia and Ukraine, the paper highlights some of the economic effects of the Russia – Ukraine war and highlights its possible influences on economic growth at regional and global level, and also analyses growth in the states directly involved in the war or that are connected in various forms (economically-wise, neighbouring countries, etc.) with the two states. Abstract: Currently, the Romanian military students are part of a military organization that is transparent and open to knowledge, innovation and cooperation, where intercultural mediation and interaction with different cultures is fostered. Interculturality brings with it a new matrix of communication, which implies an opening from interpersonal and social communication to intercultural communication. And the military educational environment must have the capacity to develop and refine intercultural communication competence and to overcome the communication barriers that the young soldier encounters. A paradigm shift is needed in which the Self and the other are complementary. The research presents on the basis of literature the concept of intercultural culture and communication as well as the defining elements for communication competence and intercultural communication competence. To achieve the proposed objectives empirical research based on observation and analysis will be conducted. The development of intercultural communication competence in the military environment implies the ability to negotiate cultural meanings and value system, the cultivation of a tolerant, open and permissive attitude to diversity. Abstract: Modelling and simulation is a major area of interest for states and international organizations in the context of the operational environment characterized by complexity, dynamism and unpredictability. At the moment, in NATO, the standard architecture for the field of modelling and simulation is High Level Architecture (HLA), but lately the concept of Service Oriented Architecture (SOA) has aroused the interest of specialists within the Alliance. In this paper, a comparative analysis is performed between the two types of architectures in order to determine the optimal variant for the field of military modelling and simulation. Following the analysis, it was concluded that a combined approach of the two types of architectures is needed to maximize the efficiency of modelling and simulation applications. Abstract: As organizations raced to leverage cloud computing to capitalize on its economic and flexible computing capacity, misconfiguration errors ascended to unprecedented levels. One security expert noted observing over 230 million misconfigurations daily. Cloud misconfiguration errors are problematic as malicious actors continually pursue missteps to gain unauthorized access. The complexity of cloud computing coupled with increased cloud usage and the lack of cloud expertise result in misconfiguration errors which are human errors. Leveraging the human factors analysis and classification system (HFACS) provides a framework for identifying and preventing causal pathways for misconfiguration errors. In cloud computing, practitioners can explore the linkages of the hierarchical levels and decision-making at each level that influences and enable the misconfigurations. Human errors in cybersecurity are rampant, and HFACS could provide comprehensive analyses to highlight how errors, mistakes, and violations propagate misconfiguration errors – a current blind spot in cloud computing. Abstract: In the current politico-military context, the digitalization of processes and the use of automated tools for data collection, analysis and dissemination have an important contribution during the planning and decision-making process. In this paper, my intention is to analyze the operational forces deployment planning and executing processes, and to identify how the digitalization and the use of dedicated computer applications can enhance these activities. In order to achieve these goals, in addition to analyzing relevant documents in the field, I chose to apply the case study research method. Thus, my attention focused on the study of military operations executed by modern armies, to identify important lessons in the stated field of interest. Even though the studied operations (Iraqi Freedom and Desert Shield / Storm) were performed two, respectively three decades ago, their relevance in the field of deployment is still valuable, fact highlighted by the actual applicability of the lessons depicted from these two events. Abstract: The telemedicine and telehealth industry regenerates to fast-track the COVID-19 pandemic. Preliminary 2020 data suggests a 2,532 % surge in healthcare aid provided equated to the 2019 March through June timeframe. While telemedicine technology offers a variety of benefits, it is vulnerable to cyber threats. Countrywide stay-put mandates swiftly intensified telemedicine/telehealth from an auspicious novelty to becoming fundamental precedence. The industry is consistently besieged by a deluge of convalescents, restrained supplies, allotting, and additional encounters because of COVID-19. Cybersecurity leaders and healthcare establishments had to promptly change their IT resources, timetables, and work ranges to leverage prevailing technologies and propel healthcare providers and convalescents, adapted to the novel healthcare delivery services and enhanced changes. Telehealth, an integral part of delivering convalescent care, has multiplied healthcare offerorsʼ digital traces and cybersecurity hacks, as evidenced through endpoint security and the amplification of conclusions per telemedicine/telehealth sphere. COVID-19 reveals the junctions of cybersecurity and telehealth as a worst-case scenario for modernistic interpretations regarding healthcares’ cybersecurity guidance. The findings of this research provides awareness to understand if leaders at all levels aid in preventing cyber-attacks, thwarting ransom attacks, and indicating that healthcare organizations must adopt a cyber resilience plan. Abstract: This paper attempts to analyze the impact of some Algerian companies’ characteristics (size, activity sector, property, listing, and nature of financial statements) on the level of earnings management. The research employed 117 observations for 26 Algerian companies from 2016 to 2020 and used a multiple linear regression model and discretionary accounting accruals to measure earnings management. According to the findings, earnings management in Algeria is explained by the companies’ sizes, activity sectors, and stock market listing. However, the nature of financial statements and the ownership of the companies do not affect earnings management. These results are beneficial for regulators and auditors since they provide empirical evidence about the characteristics of companies that manipulate earnings. Consequently, they can enable them to take appropriate actions to enhance the quality of financial reports, whether when developing and reviewing accounting standards by regulators or when examining financial information by auditors. Abstract: The experience of recent years shows us in very clear terms that in areas where small or large-scale military conflicts have taken place, a wide variety of standardized or improvised explosive devices are discovered and continue to be used. Due to their predominantly improvised nature, the methods and techniques of countering the authorities are extremely difficult, with a high degree of complexity and not without risks. The paper should be a concrete and scientifically based support for the efforts to find the best solutions for individual protection against explosions, through the contribution of knowledge in the field of the effect of the explosion on a metal pipe.
