  • A free toolkit to foster open access agreements

    • Abstract: In November 2021, with the support of the Association of Learned and Professional Society Publishers (ALPSP) and cOAlition S, four ‘task and finish’ working groups were established. The authors facilitated and supported these groups. Each group was responsible for producing tools that will enable library consortia and small independent publishers to negotiate transformative agreements, which is to say, agreements that will enable the publisher to fully transition to open access. The first task and finish group developed shared principles for transformative agreements. The second developed a data template to enable smaller independent publishers to reach agreements with library consortia and libraries, while the third developed example licence agreements. These groups recognized that the implementation of a transformative agreement crosses a complex ecosystem of technology, processes, policies, automated functions and manual functions that relate to contract management, article submission and peer review, content hosting and dissemination as well as financial management. For this reason, a fourth group produced a workflow framework that describes the process in all its phases. The members of these four groups were volunteers from stakeholder communities including libraries, library consortia, smaller independent publishers and intermediaries. This article explains why these tools are needed and the process behind their creation. The authors have combined these tools into a freely available toolkit, available under a CC BY licence.   • Ethical acquisitions in academic libraries: a simple idea without a simple
           solution

    • Abstract: The acquisition of content for academic libraries has traditionally focused on achieving value for money within the realities of the existing markets. However, increasingly libraries are looking beyond this to use their position to effect a transformation of academic publishing towards an open, inclusive and sustainable future. This article explores the challenges of putting these principles into practice through the lens of the University of Sheffield Library’s Comprehensive Content Strategy. It argues that librarians should guard against moral superiority and complacency whilst working within colonized and marketized institutions, and advocates for considered, reflective action that appreciates the complicity of the acquisitions librarian’s position. Strategies for taking action are then explored, considering the balance between pragmatic gains and the limitations of a dysfunctional, commercial marketplace. The article concludes the drive for ethical acquisitions within libraries will not have a finite destination and the solution lies partly in taking compromised, pragmatic action but mainly in the encouragement of radical and progressive initiatives outside of existing power structures.   • The Twitter accounts of scientific journals: a dataset

    • Abstract: Twitter harbours dense networks of academics, but to what extent do scientific journals use that platform' This article introduces a dataset of 3,485 Twitter accounts pertaining to a sample of 13,821 journals listed in Web of Science’s three major indices (SCIE, SSCI and AHCI). The summary statistics indicate that 25.2% of the journals have a dedicated Twitter presence. This number is likely to grow, as, on average, every one and a half days sees yet another journal setting up a new profile. The share of Twitter presence, however, varies strongly by publisher and discipline. The most active discipline is political science, which has almost 75% of its journals on Twitter, while other research categories have zero. The median account issues 116 messages a year and it interacts with distinct other users once in two to three Tweets. Approximately 600 journals refer to themselves as ‘peer-reviewed’, while 263 journals refer to their citation-based impact (like the impact factor) in their profile description. All in all, the data convey immense heterogeneity with respect to the Twitter behaviour of scientific journals. As there are numerous deceptive Twitter profile names established by predatory publishers, it is recommended that journals establish their official accounts lest bogus journals mislead the public about scientific findings.   • The status of the digital preservation policies and plans of the
           institutional repositories of selected public universities in Kenya

    • Abstract: Institutional repositories (IRs) have a leading role in providing long-term access to the research output of universities. This study assessed the capabilities of institutional repositories in Kenya to support long-term preservation of digital content by reviewing digital preservation policies and plans. Data was collected through face-to-face interviews from 19 respondents drawn from three public universities that were identified by their registration in OpenDOAR, ROARMAP and the number of items in their repositories. Additional data was acquired through analysis of documents such as open access policies and mandates, as well as institutional websites. Findings revealed that the organizations were poorly prepared to support long-term digital preservation. Policies were inadequate and plans to support the implementation of the policies were lacking. The study concluded that although the IRs were to undertake digital preservation, they lacked clearly defined actions from plans and policy. This article offers recommendations, including identifying digital preservation goals that will guide policy formulation and multi-stakeholder involvement in the policy-making process.   • Accountability in the knowledge commons: lessons from Next Generation
           Library Publishing and the 2022 Values and Principles Summit

    • Abstract: Values and principles provide a scaffold for community governance of the knowledge commons, engaging stakeholders in the construction of a system that encourages participants to adhere to a shared set of ethical and functional practices. This article introduces the FOREST Framework for Values-Driven Scholarly Communication, a toolkit and approach developed by the Next Generation Library Publishing project to assess a community or organization’s alignment with scholarly values and principles. The article situates the FOREST Framework within the context of other initiatives advancing values-based scholarly communication and explains the importance of assessment mechanisms as a core element in governing an equitable and sustainable knowledge commons. It also synthesizes the findings of a half-day summit hosted in February 2022 that convened representatives of values-and-principles-based frameworks and initiatives in scholarly communication to strategize a collective future for these efforts.   • Perspectives on e-books and digital textbooks and the way ahead

    • Abstract: This article presents a range of perspectives on current issues around e-book and textbook supply and consumption in libraries and universities. It is an attempt to provide an analysis of the often-contentious issues arising and also offers an insight into the positions of all the various parties involved. Whilst there might not be agreement or consensus on the causes of issues and the way to proceed, the article attempts to coalesce various perspectives, in the hope of achieving a greater understanding of different stakeholders. Much of the debate in recent years has focused on the situation in the United Kingdom, but similar issues exist in many other countries and an insight into the international perspective is provided.   • An AI toolkit for libraries

    • Abstract: Now that artificial intelligence (AI) tools are being widely used across academic publishing, how can we make informed assessments of these utilities' There is a need for a set of skills for evaluating new tools and measuring existing ones, which should enable anyone commissioning or managing AI utilities to understand what questions to ask, what parameters to measure and possible pitfalls to avoid when introducing a new utility. The skills required are not technical. Potential problems include bias in the corpus, a poor training set or poor use of metrics for evaluation. This article gives a quick overview of some of areas where AI tools are being used and how they work. It then provides a checklist for assessment.   • Five ways to optimize open access uptake after a signed read and publish
           contract: lessons learned from the Dutch UKB consortium

    • Abstract: Consortia and publishers invest a lot of time and expertise in the negotiation process. A well-drafted read and publish contract is, however, not enough to guarantee an optimal open access publishing service. The Dutch UKB consortium uses several tools and practices to actively monitor and manage open access uptake during an agreement. Library help desks are provided with a knowledge base covering most frequently asked questions from authors. A journal list gives an integral overview of the more than 11,000 journals that are part of 16 consortium deals. Because researchers wanted to know about open access publishing possibilities from a journal perspective, a journal browser was developed. Workflow improvement and retrospective open access are regular topics in mid-term meetings with publishers, resulting in increased open access uptake. A purpose-built datahub provides the consortium and libraries with publication data that helps monitoring and managing output on both article and deal level. Finally, licence choice including funder compliance is taken into account, resulting in an increasing percentage of CC BY versus the more restricted CC BY-NC and CC BY-NC-ND options.   • Transparency versus anonymity: which is better to eliminate bias in peer
           review'

    • Abstract: Peer review is a critical component of the scientific process. When conducted properly by dedicated and competent reviewers, it helps to safeguard the quality, validity, authority and rigour of academic work. However, bias in peer review is well documented and can skew objectivity of the review and hinder fair assessment of research. To mitigate against bias and enhance accountability, IOP Publishing has introduced two different, but complementary, approaches to all their peer-reviewed, open access (OA) journals: double-anonymous peer review and transparent peer review. Double-anonymous peer review, where the reviewer and author identities are concealed, is designed to tackle inequality in the scholarly publishing process as it reduces bias with respect to gender, race, country of origin or affiliation. Transparent peer review shows readers the full peer review history, including reviewer reports, editor decision letters and the authors’ responses alongside the published article. Making this process visible to the community increases accountability, allows reviewers to be recognized more for their work and can aid the training of aspiring reviewers. IOP Publishing is the first physics publisher to adopt both of these approaches portfolio wide. In this article we discuss how applying these methods has altered different elements of the publishing process.   • Journals preserved or how to turn Diamond into JASPER

    • Abstract: The increase in the number of digital journals has redefined the respective roles of libraries and publishers in the selection, provision and preservation of this content. A new player has emerged, i.e. the archiving agency specializing in long-term digital preservation. Open access journals are poorly preserved, as shown by two recent studies based on an analysis of titles indexed by DOAJ. This worrying finding has motivated DOAJ, CLOCKSS, Keepers Registry, Internet Archive and Public Knowledge Project to join forces to propose an archiving solution for journals without article processing charges. The JASPER project resulted in the creation of a tool and a workflow allowing the preservation of a dozen journals.
