  • From the Philippines to the Atacama Coasts. The case of the Changuita.
           Representation and iconographic migration in the photography of indigenous
           peoples

    • Abstract: Resumen: En el siguiente trabajo se analiza una fotografía incluida en un libro sobre las Fuerzas Armadas de Chile (1928), en la que supuestamente se retrata a una mujer de la etnia chango. Sin embargo, corresponde a una indígena filipina, imagen que fue publicada en un texto de 1906 y después en 1913. Por todo lo anterior, estamos frente a un caso de migración iconográfica, es decir, cuando una representación sobre un determinado pueblo indígena presenta diferentes adscripciones culturales dependiendo del contexto iconográfico en el cual sea incorporada. El artículo presentará el recorrido de esta investigación, que comienza con la comparación entre esta fotografía e iconografía previa asociada a los changos (grabados y dibujos), pasando por un proceso de apropiación museográfica, hasta llegar a la “imagen original”, realizada en el marco de un estudio etnográfico, en un momento en que Filipinas se convertía en colonia de Estados Unidos de Norteamérica (EUA).Abstract: In the following work, a photograph included in a book on the Chilean Armed Forces (1928) is analyzed, in which a woman from the Chango ethnic group is allegedly portrayed. However, it corresponds to an indigenous woman from the Philippines, an image that was published in a text from 1906 and later in 1913. For all of the above, we are facing a case of iconographic migration, that is, when a representation of a certain indigenous people presents different cultural ascriptions depending on the iconographic context in which it is incorporated. The article will present the route of this research, which begins with the comparison between this photograph and previous iconography associated with the chango (engravings and drawings), going through a museum appropriation process, until reaching the “original image”, made in the framework of an ethnographic study, at a time when the Philippines became a colony of the USA.
       
  • The commitment to infrastructure: Public investment and the reproduction
           of water scarcity in contexts of large mining in Peru and Colombia

    • Abstract: Resumen: Las políticas públicas y privadas típicamente consideran la construcción de infraestructuras como la respuesta más apropiada a los problemas de escasez y disputas por el agua en contextos de minería a gran escala. Sin embargo, la infraestructura en sí misma no siempre trae soluciones. En este contexto, nos preguntamos: ¿Cuáles son las lógicas que gobiernan la construcción e implementación de infraestructuras hídricas en contextos mineros' ¿Por qué las infraestructuras hídricas por sí solas no constituyen una solución al estrés y la escasez hídrica' ¿Qué efectos tienen las infraestructuras en la reducción o exacerbación de desigualdades en el acceso al agua en contextos extractivos' Para contestar a estas preguntas, el presente artículo argumenta que las infraestructuras hídricas responden a proyectos técnico-políticos de control territorial y expansión minera basados en modelos extractivistas ubicados en áreas de influencia minera que más que resolver el problema de acceso y abastecimiento terminan por profundizar las desigualdades en el acceso local al agua. El artículo compara infraestructuras construidas en el contexto de proyectos mineros a gran escala en Espinar, Perú, y La Guajira, Colombia. La información presentada fue recogida siguiendo métodos cualitativos (entrevistas semiestructuradas y etnografías situadas). Asimismo, se sistematizó información secundaria cuantitativa y cualitativa provista por las instituciones gubernamentales relacionadas con el agua y la minería y, de los Estudios de Impacto Ambiental y publicaciones web de los proyectos mineros Tintaya-Antapaccay y Cerrejón.Abstract: Public and private policies typically consider the construction of infrastructure the most appropriate response to the problems of water scarcity and water disputes. However, infrastructure in itself not always is the solution. In this context we have the following questions: What are the logics behind the construction and implementation of water infrastructure' Why water infrastructures are not alone a solution to water stress and scarcity' How does infrastructure construction reduce or deepen inequalities in access to water' This article answers these questions by arguing that water infrastructures respond to technical-political projects of territorial control and mining expansion located in areas of mining influence, rather than aiming to solve water access and supply problems. In doing so, they ended up deepening inequalities in local water access. This article compares infrastructures constructed in the context of large-scale mining projects in Espinar, Peru and La Guajira, Colombia. The information presented was collected following qualitative methods (semi-structured interviews and situated ethnographies). Likewise, the article systematizes secondary quantitative and qualitative data provided by government institutions related to water and mining, and the Environmental Impact Studies and web publications regarding the Tintaya-Antapaccay and Cerrejón mining projects.
       
  • Exploratory archaeometric study of the ochers present in Calama cemeteries
           during the Middle Formative period (500 BC-100 AD), northern Chile

    • Abstract: Resumen: Aquí se presentan los resultados de los análisis de espectroscopía Raman e Infrarroja de pigmentos rojos provenientes de dos contextos fúnebres del cementerio de Topater-1, además de otras dos muestras, una del sector San Salvador y otra sin referencia como muestra de control. Todos los pigmentos fueron hallados en el área de Calama, norte de Chile (ca. 500 AC - 100 DC). El cromóforo rojo identificado en todos los casos fue hematita, además de distintos tipos de arcilla y cantidades variables de materia orgánica. Los contenidos de arcillas se relacionan con diversas fuentes de aprovisionamiento, mientras que la presencia de materia orgánica sugiere procesos tecnológicos. Luego, el contraste de estos resultados con la evidencia arqueológica local permite explorar prácticas tecnológicas donde es importante la relación individuo-paisaje o medio ambiente. Esta evidencia es significativa porque confluye con prácticas fúnebres donde se depositan estos pigmentos en valvas de Concholepas concholepas. La realización en la región de estudios de largo alcance bajo esta óptica permitiría: i) dar fundamento estadístico a estas nociones preliminares, ii) proponer acciones analítico-instrumentales posteriores, y iii) inferir sobre el manejo y la circulación local de la hematita y las prácticas asociadas.Abstract: Here we present the results of the Raman and Infrared spectroscopy analysis of red pigments from two funeral contexts from the Topater-1 cemetery, in addition to two other samples, one from the San Salvador sector, and another without reference as a control sample. All pigments were found in the Calama area, northern Chile (ca. 500 BC - 100 AD). The red chromophore identified in all cases was hematite, as well as different types of clay and variable amounts of organic matter. The clay contents are related to various sources of supply, while the presence of organic matter suggests technological processes. Then, the contrast of these results with the local archaeological evidence allows us to explore technological practices where the individual-landscape or environment relationship is important. This evidence is significant because they converge with funeral practices where these pigments are deposited in valves of Concholepas concholepas. Carrying out long-range studies in the region from this perspective would allow: i) to give a statistical basis to these preliminary notions, ii) to propose subsequent analytical-instrumental actions, and iii) to infer on the management and local circulation of hematite and the associated practices.
       
  • The municipal chemical laboratory of Antofagasta. Food hygiene and local
           government in the nitrate north. Chile, 1894-1906

    • Abstract: Resumen: El artículo estudia el Laboratorio Químico Municipal de Antofagasta, en el norte minero chileno, entre 1894 y 1906. A través de documentos del Archivo Municipal de la ciudad, de la prensa local y de revistas de higiene nacionales, analiza algunas particularidades de la nueva política alimentaria inaugurada por la institución en la provincia y su aporte sanitario en un territorio incorporado recientemente al país. Propone que la temprana creación del laboratorio, que respondió a necesidades relevantes de la zona salitrera, le otorgó a esta institución características especiales, y también lo integró con procesos más generales de control alimentario a nivel nacional. En este contexto, el laboratorio funcionó como instancia emergente que estableció estándares de higiene y seguridad alimentaria, así como políticas y prácticas científicas específicas, con limitaciones vinculadas con la precariedad de la intervención sanitaria y con los problemas sociopolíticos más estructurales enfrentados por la sociedad pampina.Abstract: This article studies the Antofagasta Municipal Chemical Laboratory in northern Chile between 1894 and 1906. Throughout the documents of the Municipal Archive, local press and national journals of hygiene, it analyzes some features of this new food policy and its sanitary contribution, in a region recently incorporated to the country. The study suggests that the early creation of the laboratory, which answered critical needs of the nitrate area, gave this institution special features, and integrated with more general processes of food control at a national level. In this context, the laboratory worked as an emergent agency who established food hygiene and safety standards, as well as specific scientific policies and practices. Its scope diminished because of the precariousness of the sanitary intervention and the more structural socio-political problems faced by the population.
       
  • Mutualist trajectory in northern Chile: Expansion of mutual aid during the
           liberal dominance (1862-1922)

    • Abstract: Resumen: El objetivo de este artículo es realizar un análisis de la trayectoria del mutualismo en el Norte Grande y Norte Chico chilenos desde 1862 hasta 1922. Sostenemos que, durante este período, el mutualismo se transformó en una idea asociativa que traspasó los límites de las llamadas organizaciones de socorros mutuos, para proyectarse sobre diversos tipos de colectividades, que fueron sumando un conjunto de objetivos adicionales, expandiéndose sobre el creciente tejido social en conformación, aunque la solidaridad fue el espíritu central. Esto lo llevó a comprometerse en variados aspectos que, además de la protección social, consideraron la ilustración, el esparcimiento y la resistencia contra el capital. A partir de información generada por la Oficina del Trabajo, analizaremos sus propósitos, composición social, relación con el Estado, los subsidios y jubilación, además de las escuelas, conferencias y bibliotecas que sostuvieron.Abstract: The objective of this article is to perform an analysis of the trajectory of mutualism in the far north and Near north of Chile from 1862 to 1922. It is argued that during this period, mutualism became an associative idea that went beyond the limits of the so-called mutual aid organizations to project itself on various types of collectivities. These started to add a set of additional objectives, being expanded on the growing social fabric in formation, although solidarity was the central essence. This led the organization to commit itself in various aspects which, in addition to social protection, considered enlightenment, recreation, and resistance against capital. From the information generated by the Work Office, its purposes, social composition, association with the State, subsidies and retirement will be analyzed. As well as the schools, conferences and libraries that were held.
