- Conditions for the sustainability of democracy according to Aristotle

Abstract: Purpose: to present the national security environment from the perspective of the main assumptions formulated by Aristotle. This was he, who examined 158 constitutions of states, and he also undertook the work of describing the known regimes in detail. He can be considered the first thinker to approach the entire spectrum of political and social issues in a scientific manner. Method: the research was conducted using the following general scientific and special methods: the historical method during the study of the examination of constitutions by Aristotle; the method of analysis and synthesis related to the functioning of the state by Aristotle, abstract-logical method – for formulating theoretical generalizations and research conclusions. The results of the study: are related to Aristotleʼs indications, that a democratic system can be a matrix for other forms of government and of utmost importance is to preserve sustainability. The intention was not to develop or to reject the existing theories, but it was possible to formulate the assumption, that democracy, as we know it, has been a specific system whose durability depends on specific virtues and goods, most often called liberal. Theoretical implications: the practitioners can learn from the paper, that following Aristotle, the virtue of moderation should be incorporated into the cross-section of liberal political values for the benefit of the sustainability of democracy and the citizens who participate in its achievements. In this respect, the relationship between politics and ethics was revealed, which is characteristic of the classically understood philosophy of politics. Practical implications: the findings could serve as the research streams related to deeper analysis of the democratic systems, and the relations with the essence of the democracy of ancient Athens and looking for inspiration and parallel solutions for the political culture of current liberal democratic societies. - An improved mathematical model of fire damage to enemy artillery units by
missile forces and artillery in operations

Abstract: Purpose: improvement of the existing mathematical model of the fire damage of the enemy's artillery units, which are integrated into the reconnaissance-fire system, taking into account the peculiarities of the functioning of the elements of its subsystems and the relationships between them. Design/Method/Approach: the main methods of research are the method of system analysis and the method of average dynamics. Findings: the proposed improved mathematical model allows to determine the numerical values of the indicators of the effectiveness of fire damage of the enemy's artillery units by missile troops and artillery in the operation, as well as to estimate the forecast damage caused to the enemy as a result of their damage, taking into account the allocated resource of fire means and ammunition. Theoretical implications: the main results of the research on the topic of the article are the improvement of the scientific and methodological apparatus for evaluating the effectiveness of fire damage to enemy artillery units by missile troops and artillery in a defensive operation. This model can be used to improve the methodology for assessing the effectiveness of fire damage to enemy artillery units by means of missile troops and artillery in operations. - Peculiarities of the organization of operational and service activities of
the State Border Guard Service of Ukraine

Abstract: Purpose: provide recommendations on the use of forces and means of the State Border Service of Ukraine in new conditions. Design/Method/Approach (only for empirical papers): the recommendations are based on an analytical method based on the analysis of the state of the State Border Guard Service of Ukraine in accordance with modern conditions. Findings: recommendations were made to the management bodies of the State Border Service of Ukraine regarding the formation of new forces and means, the order of their use together with other components of the security and defense sector. Theoretical implications (if applicable): the recommendations allow with sufficient adequacy to present the most essential aspects of the work process of management bodies during the planning of operational and service activities and to ensure a rational sequence of management procedures. Originality/Value: the novelty of the recommendations is to bring units and subdivisions to a single structure that is compatible with other components of the security and defense sector, which will allow to improve the quality of the performance of tasks in the border areas. Future research: in the course of further research, it is expedient to improve the models of actions of forces and means of the State Border Service of Ukraine during the stabilization operation and defense operation.

- The method of organizing the work of the management bodies of the State
Border Guard Service of Ukraine regarding the planning of operational and
service activities

Abstract: Purpose: improvement of the methodology of the management bodies of the State Border Guard Service of Ukraine regarding the planning of operational and service activities. Design/Method/Approach (only for empirical papers): The methodology is based on an approach based on the construction of a network model, the nodes of which are the state of completion of planning procedures, and the arcs are the process of performing these actions or procedures. The methodology is developed on the basis of the method of network planning and management. Findings: the methodology of the management bodies of the State Border Guard Service of Ukraine regarding the planning of operational and service activities in modern conditions has been improved. Theoretical implications (if applicable): the technique allows with sufficient adequacy to present the most essential aspects of the work process of management bodies during the planning of operational and service activities and ensures a rational sequence of management procedures. Originality/Value: the novelty of the methodology lies in the formation of new procedures for the management of the State Border Guard Service of Ukraine and the sequence of their implementation in the process of planning operational-service activities for the next calendar year or other period. Unlike the existing methods, the method takes into account additional planning procedures, namely: assessment of the general level of risks and assessment of the effectiveness of operational and service activities. Future research: in the course of further research, it is expedient to create a database of typical work procedures of management bodies, including with the use of automation tools, as a component of a complex model of the decision support system regarding operational and service activities for the protection of the state border. - Analysis of the theory and practice of defining, justifying and evaluating
the defense adequacy of the state

Abstract: Purpose: consists in the analysis of existing views regarding the theoretical content of the concept of “defense sufficiency” of the country, highlighting approaches to assessing the level of defense sufficiency and presenting one's own vision of the theoretical essence of this concept in the modern realities of the development of the state and its scientific sphere. Method: the main research methods are the empirical method (comparison) and the complex method (elementary-theoretical analysis and synthesis). Findings: the existing theoretical base on defining, substantiating and evaluating the state's defense sufficiency has been formed. Theoretical implications: consists in conveying to a wide range of scientists the importance of taking into account the role and strengthening of ties between the security and defense sector and the spheres of the national economy, due to which the level of defense sufficiency of the country can be increased. Abstract: Purpose: the purpose of the article is to determine the theoretical aspects of the formation of the outline (perspective model) of the Armed Forces of Ukraine based on the main theories of process-oriented management. - Improvement of the methodical approach to assessing the quality of
internal audit based on the formulated principle of conformity of
indicators of the performance of audit tasks by external and internal
audit subjects

Abstract: Purpose: is to improve the methodical approach to the external (internal) assessment of the quality of internal audit in state bodies based on the improvement of the system of internal audit principles. Method: to realize the purpose of the research, its decomposition was carried out and the theoretical necessity of compliance of the indicators of the performance of audit tasks with the indicators of external evaluation was investigated. Methods of analysis and synthesis became the methodical tools of the conducted research. The results of the study: the methodological approach to the external (internal) assessment of the quality of internal audit in state bodies has been improved based on the improvement of the system of internal audit principles. Theoretical implications: consists in improving the system of principles on which internal audit is based, namely the formulation and justification of the principle of the necessary identity of external and internal audit results based on the results of completed audit tasks in an ideal environment. Value: original sources were used during the research, including the Program for assessing the functioning of the internal audit system (external assessment of the quality of internal audit) developed by the Ministry of Finance of Ukraine together with foreign partners. The value of the study lies in the improvement of theoretical provisions and methodological approaches to evaluating the functioning of the internal audit system. - Essential characteristic and necessity of normative and legal regulation

Abstract: Purpose: is to reveal the essence of the definitions “defense resources” and “defense resources management”; highlighting the main problems in the theoretical plane and directions for their solution. Method: the main research methods are methods of analysis and synthesis, induction and deduction, and structural analysis. The results of the study: In the conditions of limitation and lack of defense resources, a number of issues arise that relate to the system of their management, optimal distribution and effective use. In order for all the decisions made by the country's leadership to be effectively implemented, it is first necessary to allocate all types of resources that are necessary for this, to standardize the provisions in the governing documents that apply to them, and to highlight problems in the scientific and theoretical apparatus that subsequently affect the effectiveness of the system management of defense resources. - Management of an age-diverse workforce in the company

Abstract: Purpose: is the issue of managing an age-diverse workforce in a company or enterprise. Method: the article used the method of empirical calculations. The results of the study: during the research it was established that teams are most productive when they are not made up of the same people, people in the team must be able to work together and respect each other, but at the same time, they should represent different qualities, experiences, and skills that will complement each other for the benefit of the whole team. Практична цінність дослідження: Cooperation within age-diverse teams increases the value of group or team IQ. It has been empirically proven that the element which most significantly affects group IQ is not the average IQ of individual group members, but rather the level of their emotional intelligence. The key to a high group IQ is harmony in the relationships of group members, communication skills and receptivity. Papertype: practical.

- Review of partial analitical management models in capability-based systems

Abstract: Purpose: is to demonstrate the coherence of a set of models for management in systems based on capabilities within the framework of known theories (theory of systems, theory of subjective analysis). Method: the research used elements of graph theory, probability theory, optimality theory, scenario approach, success model and the concept of “active system” from the theory of subjective analysis. The results of the study: the article formulated a problematic situation regarding the development of the country's defense system; the task of reforming the defense system is formulated as measures to transfer the system from a state with unsatisfactory indicators to a state with satisfactory indicators; a formal notation of capacity estimation through conditional probability decomposition of total capacity is provided; a description of the formal definition of tasks within typical defense planning scenarios is given; the relationship between known models of management in systems based on capabilities within known theories (theory of systems, theory of subjective analysis) is shown. Theoretical implications: the article showed that management models based on capabilities are a harmonious part of classical systems theory models. Practical implications: the results of the work allow a significant amount of qualitative research in the direction of defense planning based on capabilities to be presented using formal analysis tools. Future research: the article considered the presentation of a part of management tasks based on capabilities based on only a small part of the most well-known classical models of systems theory. Further development of this direction of research is related to the formalization of practical examples of planning and assessment of capabilities using the proposed models. - To the problem of food safety in the Armed Forces under the threat of
radiation contamination

Abstract: Purpose: is devoted to the analysis of the possibilities of preventive measures that can minimize the risks of food contamination as a result of man-made disasters associated with the shelling of nuclear power plants and other critical infrastructure facilities by a terrorist state, or the use of “dirty bombs” by Russia. Method: historical method, method of comparison. The results of the study: it was determined that the addition of radionuclides to food intended for the Armed Forces is a time-consuming and inefficient process. Given this, the probability of its use is minimal. Radioactive contamination due to the explosion of a nuclear bomb will have a complex nature, as a result of which food decontamination in the radioactive zone will not have any effective result. Value: Food services of the Armed Forces should know how to carry out preventive measures aimed at preventing radionuclides from entering food products in the event of a man-made disaster, as well as cleaning contaminated food. - Improved methodology for evaluating the effectiveness of chemical,
biological, radiological, and nuclear protection

Abstract: Purpose: improvement of the methodology for evaluating the effectiveness of the protection of troops in conditions of radiation and chemical contamination due to the use of indicators and criteria adopted by NATO. Design/Method/Approach: method of system analysis, method of expert evaluation and risk-oriented method. Findings: it is proposed to improve the existing methodology at the expense of such indicators as the probability of falling into the zone of radiation and/or chemical contamination, the indicator of the mathematical expectation of damage (loss of life and health of the personnel in the conditions of RC contamination) and the indicator of the probable risk of loss of life and health of the individual composition under conditions of RH infection. Also, in contrast to existing methods, the method offers a choice of the option of performing tasks based on the minimum cost indicator, which will increase the economic effect of the planned measures. Theoretical implications: the improved methodology will allow solving the tasks of changing the probable risk within the limits of the permissible due to the fulfillment of the tasks of the CBRN protection, which ensures the balance of risks and the successful execution of tasks, which corresponds to the planning procedure according to the NATO standards on issues of risk management. - Aspection of directions for improving in the area of government

Abstract: Purpose: aspection of directions of increasing the effectiveness of government regulation in the area of high-risk objects and high-risk works, as well as the direction of reforming the social insurance system in the area of occupational safety and health to encourage the employer to develop the state of professional safety at the enterprise. Design/Method/Approach: Analysis of scientific and technical literature and regulations on occupational safety and health in the area of government regulation, high risk objects expertise and social insurance. Findings: are development, within the framework of methods of expertise of these objects, algorithm of actions of expert and criteria of compliance of documentation with occupational safety and health requirements; establishment of requirements for conducting compulsory personal examination of such objects and psychophysiological examination of executor of high-risk works. Theoretical implications: The analysis of the main problems in government regulation in the area of high-risk objects, as well as social insurance are carried out. Practical implications: The results of the study can be used by the relevant authorities to prepare proposals for improving the area of government regulation of high-risk objects and social insurance. Originality/Value: The main directions for improving the procedure of government expertise of high-risk objects and high risk works and the area of compulsory social insurance in Ukraine are defined. - Increasing the performance of the work safety management system at the
industrial enterprise

Abstract: Purpose: The aim of this work is study of the influence of errors and inconsistencies on the effectiveness of the management of the Occupational Health and Safety System in the conditions of an industrial enterprise. Method: to use the method - "Functional Resonance Analysis Method" ("FRAM" method). Theoretical value of research: The main functions of the Occupational Health and Safety System at an industrial enterprise are determined, which depend on the analysis of working conditions, substantiation of performance indicators, verification of adequacy and features of occupational risk assessment, taking into account input data, time of the production process, possible prerequisites, necessary resources and the appropriate level of control. In order to describe the variability of functions, it is proposed to consider four scenarios of the development of events, based on their timely and accurate execution, which made it possible to present possible errors in the Occupational Safety and Health System and their consequences for the effectiveness of employee protection in view of the development of several possible positive and negative results of its implementation. Considered possible reasons for the deterioration of the efficiency of the Occupational Health and Safety System, caused by errors and dictated by the variability of functions, which made it possible to justify steps to reduce the likelihood of occupational risks. Practical value of research: Proposed scales for determining the variability of procedures, the timeliness of their implementation, and evaluating the effectiveness of the occupational health and safety management system at an industrial enterprise. Value of research: It is proposed to determine the effectiveness of the management of the labor protection management system at an industrial enterprise as a product of the quality of the procedure execution, taking into account the input aspects (availability of control, resources and prerequisites) with their variability and timeliness of execution.
