  • Lessons of the annual confrontation with russia and new opportunities for
           the Ukrainian defense industry

      Abstract: Purpose: is an expert analysis of the experience of the year-long military confrontation between Ukraine and the Russian Federation for the defense industry of partner countries and to formulate practical recommendations for the implementation of new opportunities for the Ukrainian defense industry. Method: is a theoretical-empirical and expert evaluation method. Findings: The trends in the use of various types of weapons and military equipment on the battlefield are revealed, their impact on the result of the arms confrontation is analyzed. An analysis of the challenges of the defense industry of the EU and the United States to provide their own Armed Forces with weapons and ammunition in the conditions of providing military-technical assistance to Ukraine, which manifested itself after a full-scale Russian invasion, is carried out. Based on the experience of Ukraineʼs annual resistance to Russian aggression, the main tasks and directions of development of the defense industry of the EU and the USA, as well as related new opportunities for the development of the Ukrainian defense industry. Theoretical implications (if applicable): on a systematic basis, a list and content of specific factors characterizing the strengths and weaknesses of the defense industry products of partner countries, which manifested themselves in the context of the military confrontation between Ukraine and the Russian Federation, as well as opportunities and threats for the Ukrainian defense industry, have been determined. Practical consequences. The necessity of economic support for the creation of advantages for a country that suffers / can be attacked by an aggressor (due to the availability of strategic stocks of high-tech weapons  and military equipment (including robotic systems) is revealed; strategic stocks of weapons and military equipment of the generation that the aggressor country mainly possesses; the widespread use of modern information and telecommunication systems and technologies; creation of a broad international coalition of countries opposing the aggressor).   • A model for assessing the risk of cargo delivery by Logistics Forces

      Abstract: Purpose: the purpose of the article is to define a prospective model of cargo risk assessment by units of the Logistics Forces based on the theory of fuzzy logic. Method: the main research method is the method of synthesis of the risk assessment model of cargo delivery by units of the Logistics Forces. Findings: the main theoretical aspects of the implementation of the synthesized model of fuzzy logical conclusion regarding the assessment of the risks of cargo delivery by the units of the Logistics Forces are formed in the work.   • Analysis of the implementation of tasks related to the organization of

      Abstract: Purpose: coverage of modern problems that arise during the performance of engineering support tasks for the technical cover of military roads of defensive importance, a vivid example of which is the experience of engineering support for the conduct of the Russian-Ukrainian war throughout the territory of our country. Method: the main research methods are methods of decomposition, system analysis, mathematical modeling and forecasting methods, theoretical research. Theoretical implications: the analysis of the implementation of tasks related to the organization of preparation, operation, technical cover and restoration of military roads and roads of defensive importance gives us the opportunity to take measures to counter the enemy, however, the experience of conducting hostilities during a large-scale invasion of the Russian Federation indicates a number of problems that require immediate attention solutions, among which will be the timely and high-quality performance of the tasks of supporting the mobility of troops, namely the technical cover of VAD and ADOZ. Practical implications: the practical consequences arising from the implementation of tasks related to the organization of preparation, operation, technical cover and restoration of military roads and roads of defense significance have been established.   • Analysis of the 155 mm howitzer М777 operation during its combat use by
           units of the Armed Force of Ukraine in the Russian-Ukraine war in 2022

      Abstract: The use of weapons and military equipment in the course of hostilities, their technical condition and the degree of compliance with modern technology development largely characterize the technical level of development of the Armed Forces of Ukraine. The technical condition of weapons and military equipment is characterized by its physical and moral wear and tear. From the first days of the Russo-Ukrainian war, the units of the Armed Forces of Ukraine received a variety of international technical assistance, which due to its technical condition does not always meet all the requirements of technical operation and readiness for combat use. However, obsolete, but physically usable weapons and military equipment can be modernized by carrying out structural changes or replacing individual components and parts, that is, its moral wear and tear is eliminated. In this case, the technical and economic indicators of the weapon improve and its service life increases. But in order to carry out the modernization of one or another model of weapons, it is necessary to carry out its technical supervision and analysis of the technical condition of the sample with the determination of the characteristic causes of their malfunctions at the entrance to all stages of operation. The article analyzes the operation of 155 mm M777 howitzers, which were supplied to Ukraine as part of international technical assistance during the Russian-Ukrainian war in the period from February 24 to July 1, 2022. The main problems faced by repair and recovery units and artillery units during the restoration of these systems and their combat use are revealed. The study was conducted to determine the typical problematic issues that arose in the units and led to a decrease in the level of combat effectiveness of the troops in order to prevent and prevent the identified problems in the future.

  • What Strategic Leadership Means in the Military Human Resource
           Management’s Strategy Development Throughout Capabilities-Based Defence
           Planning Process'

      Abstract: Purpose: The purpose of this paper is to examine what strategic leader’s attributes, such as qualities, capabilities and behaviours matter for development and implementation of the military human resource management’s strategy throughout capabilities-based defence planning process. Exploring the strategy algorithm presented may offer new insight to military leaders into effective applying their characteristics in human resource management activities. Methods: theoretical, systematic and functional research methods were used during the work. The results of the study: during the research it was established that strategic leadership play a key role in a human resource management’s strategy development process with the main strategic leader’s qualities, capabilities and behaviours. In this sense, the strategic leaders’ ability to formulate, make, coordinate and implement strategy as a consistent combination of end-state, strategic goals, consistent actions and resources to achieve them (interrelated combination of ends, ways and means) is of high-priority importance for defence institution building. Practical implications:  a review of the available literature found little evidence of the study of a possible algorithm for the development of a personnel management strategy in connection with the specifics of strategic leaders. In this article, each of the defined stages of the strategy is presented along with the corresponding attributes and gives readers an opportunity to think about their practical application.

The two countries have deepened their collaboration in a wide range of areas, including defence, space, energy, and technology which also impacted their cultural relations. This research provides an analysis of the strategic cooperation between India and France in the post-2014 period, with a focus on the achievements, challenges, and prospects for future collaboration. The data is drawn from a range of primary and secondary sources, including official statements, reports, and media coverage. It begins with an overview of the historical context of India-France relations and the evolution of the strategic partnership in recent years. It then examines the key areas of cooperation between the two countries, highlighting the progress made in each of these areas. Finally, the research explores the future prospects for the India-France partnership, particularly in the context of the changing global order and the growing importance of the Indo-Pacific region. It concludes that the India-France partnership has the potential to be a significant force for stability, prosperity, and security in the region, but will require sustained efforts from both countries to overcome the challenges and capitalize on the opportunities.

  • A methodical approach to assessing the level of the stateʼs current
           defense adequacy

      Abstract: Purpose: consists in characterization those components of the national economy that are directly involved in needs satisfaction of the security and defense sector of the state and, based on the obtained results, not only to provide a possible algorithm for assessing the current level of defense sufficiency, but also to inform the readers about basic definitions of its calculation. Method: the main research methods are the empirical method (observation) and elementary theoretical analysis and synopsis. Findings: this paper presents a possible approach to defense sufficiency of the state level assessing, taking into account the parts of the national economy that are directly involved in determining the possibilities of meeting the needs of the country's security and defense sector, and, in the authors' opinion, an appropriate algorithm is presented to systematize the data on the current defense sufficiency of the state level assessing and its components.   • Prevention of occupational risks and reduction of harmful effects on the
           occupational health of workers of metallurgical waste components

      Abstract: Purpose: is identification and analysis of risks from harmful factors associated with the generation and storage of man-made waste, as well as ways to eliminate them. Approach: a risk-oriented approach was used as the main research approach. Findings: identified and analyzed risks for employees of metallurgical enterprises and residents of nearby territories from harmful factors associated with the generation and storage of man-made waste from metallurgical production. It is determined how it is possible to avoid harmful factors or reduce their effect. Practical implications: measures for the storage and processing of man-made metallurgical waste aimed at minimizing the risk of their harmful effects are proposed. Value: a complex graphic diagram of the cause-and-effect relationship between the methods of handling man-made metallurgical waste of various types and the risks of exposure to harmful factors was built, with the indication of the most rational ways of handling.   • Multifactorial model of underwater detonation of the explosive object by
           divers-sappers of the State Emergency Service of Ukraine

      Abstract: Purpose: the construction of a multifactorial model of underwater detonation of an explosive object (EO), which should become the basis for the justification of operational and technical recommendations.. Design/Method/Approach: mixed research methods were used to achieve the goal: qualitative for choosing a plan for conducting a multivariate experiment; the method of direct expert evaluations for obtaining and evaluating raw data; quantitative for determining the parameters of the model, checking its reliability and analyzing it. Verification of reliability during real underwater explosions of EO. Findings: for the first time, a model of EO undermining was obtained in the form of a three-factor quadratic polynomial, the coefficients of which establish a quantitative relationship between the level of preparedness of personnel, external conditions and rescuers' equipment. Theoretical implications: the method of substantiating operational and technical recommendations to rescuers by taking into account the features that are inherent in the process of underwater detonation of EO has gained further development. Practical value of the research: during the organization of work on the underwater detonation of the EO, the main attention should be paid to the level of preparedness of divers-sappers and the conditions for conducting humanitarian underwater demining. It is also necessary to take into account the type of equipment and the effects of interaction between the level of training of personnel and working conditions. Originality/Value of the research: for the first time, the indicators that characterize the process of underwater detonation of the GNP as the functioning of the ergotechnical system "diver-sapper - an emergency situation related to the underwater location of the EO, which requires detonation at the location - personnel equipment" have been determined. In accordance with these indicators, operational and technical recommendations are substantiated. Research Limitations/Future Research: the need to obtain new input data to build a new model of underwater blasting of EO, in the event that sapper divers will work at a depth of more than 10 m or use rebreathers. During further research, increased attention should be paid to the development of proposals for operational planning. Paper type: calculation-analytical.

  • A probabilistic method of hazard analysis and calculation of the degree of
           risk

      Abstract: Purpose: development of new methods of analysis and modeling of the conditional probability of the occurrence of an industrial injury, acceptable for practical engineering calculations based on potentiation under the combined influence of professional and non-professional factors. Method: to realize the purpose of the study, an assessment of the probability of an accident and the development of various options for dangerous situations was carried out. Methods of analysis and synthesis, game theory became the methodical tools of the conducted research. The results of the study: an improved mathematical model for simulating the conditional probability of injury to an employee when performing technological operations. Theoretical implications: consists in the possibility of determining and realistically assessing the health risk of those contingents of the population that are exposed to risk factors with the help of an improved methodology for conducting analysis and modeling of the conditional probability of occurrence of an industrial injury. Value: in the course of the study, it was determined that a real health risk assessment is impossible without a sufficient information base on the quantitative and qualitative characteristics of risk factors, data on the health status of those contingents of the population that are affected by these factors, and a tool for conducting conditional probability analysis and modeling the occurrence of an industrial injury. The value of the research lies in the improvement of theoretical provisions and methodological approaches to risk assessment of the probability of occurrence of an industrial injury. Limitations of the study: the limitation of the study is the use of freely available information. Papertype: theoretical.

  • Prevention of occupational risks of the harmful effects of sulfur dioxide
           on the health of workers and the development of environmental safety
           during the purification of industrial gases

      Abstract: Purpose: prevention of occupational risks and reduction of harmful effects on the health of workers of industrial flue gases, together with improvement of environmental safety thanks to mathematical modeling regarding the optimization of technological indicators of desulfurization at metallurgical enterprises. Approach: regression analysis was used as the main research method. Findings: the multifactorial mathematical model of the dependence of the degree of desulfurization on the technological parameters of the flue gas filtration process at the metallurgical enterprise was built on the basis of industrial data. This makes it possible to optimize technological indicators with further regulation of the desulfurization process to increase its efficiency. Achieving a reduction in flue gas pollution with sulfur dioxide contributes to the prevention of occupational risks and the reduction of harmful effects on the health of employees, as well as to the improvement of the level of environmental safety. Practical implications: the dependence on the basis of industrial data was determined, which allows adjusting the value of the degree of desulfurization of flue gases when changing the technological parameters of filtration with the establishment of the most rational indicators. The obtained results can be taken into account in the adjustment of the production process of both the metallurgical industry and other industrial enterprises, for example, thermal power plants. Value: the mathematical model of the dependence of the degree of desulfurization on the technological parameters of the flue gas filtration process in industrial conditions was built. The obtained results are presented in the form of a multivariate regression equation. For greater visibility, based on the obtained dependence, three-dimensional graphs are constructed and graphically shown in accordance with some of the considered technological parameters. Future research: the development of future research is possible in the direction of optimization of the constructed mathematical model. Paper type: calculation-practical and analytical.

Method: the main methods of research are methods of analysis and synthesis, methods of military-economic theory, methods of operations research, the method of military-economic analysis. Findings: The article presents the main theoretical views of the authors regarding the definition of military-economic criteria for the justification of the choice of rational complex models of weapons and military equipment (aircraft, tank, ship, etc.) from the available alternative proposals for the purpose of their further serial production. Also, the article outlines the basic requirements for military-economic criteria, provides an approach to their classification, and discloses the specifics of their application. On the basis of the theoretical aspects of the military-economic analysis method, during the justification of technical solutions, the order of formation of the sequence of hierarchical optimization according to the selected criteria, taking into account the peculiarities of their application, is proposed. Theoretical implications: the main results of research on the topic of the article are: determined theoretical features of the application of military-economic criteria in the field of technical decision-making regarding the selection of complex samples of weapons and military equipment; basic requirements for military and economic criteria have been formed; an approach to their classification is provided; the features of their application are disclosed. Findings: The main results of the article are: analysis of the main problematic issues regarding taking into account the dynamic factor of the cost of complex samples of weapons and military equipment during the assessment of the full (combined) cost of their life cycle; the proposed order (logic) of the formation of the indicator of the total cost of a complex sample (system) of OVT; proposed approach to take into account the influence of the dynamism factor on indicators of the total cost of complex samples of weapons and military equipment.   • Analysis of the current state of defense planning in ukraine and the main
           problems related to its further development

      Abstract: Purpose: to analyze and summarize the main achievements of the Ministry of Defense of Ukraine on the way to effective implementation of capability-based defense planning and to identify the problematic issues that need to be addressed along the way. Method: decomposition, analysis, generalization, forecasting, authors' own considerations. Findings: the current state of development of capability-based defense planning is analyzed and the problems that need to be solved quickly in the short term are identified. Theoretical implications: this research was aimed at discovering the possibilities of capability-based defense planning for a country at war with a much more powerful enemy and forced to seek ways to resist under conditions of limited resources. Practical implications: This work can serve as a basis for further research on the development of defense planning in the conditions of full-scale aggression and limited resources.
