The author sees that only a few technology-based minor business development themes have shown the effectiveness of economic governance with the help of technology. We searched our data electronically in several journals, which included several publications, including Emerald Group Publishing, Elsevier publication, Pearson, UK, Willy online library, Taylors & Francis publications, Springers publications, IEEE publications, and several publications that discuss issues of economic development based on technology. After a series of data analyses involving several data analysis techniques under a phenomenological approach, we can finally conclude that the effectiveness of digital-based economic governance is an essential strategy and approach in developing a sustainable and profitable small business enterprise. The reason is that technology with innovative capabilities and transformation can provide convenience for business implementers to run their businesses effectively and efficiently toward being productive.

Abstract: ABSTRACT The study aimed to analyze the organizational capabilities of the Jasinga District, Bogor Regency, in fostering the administration of village government with a broader scope of tasks and extensive budget management. The method is a descriptive qualitative approach with data collection techniques using interviews, observation, and literature studies. The analytical knife used is the concept of organizational capability put forward by Neo and Chan. The study's results stated that there were obstacles in the aspects of able people and agile processes, including limited staff, barriers to competency development, team member recruitment that could have used the merit system, substandard educational qualifications, and limited resources. This condition results in flawed thinking ahead, thinking again, and thinking across, which must be developed within the organization. The recommendations proposed are improving able people and agile processes by increasing educational qualifications, competency development programs, and merit system-based recruitment. Districts must also apply thinking ahead, thinking again, and thinking across in building dynamic organizational capabilities. Meanwhile, in the context of optimizing the development of village government administration, it is necessary to develop competence in the field of village administration for sub-district officials.

This is motivated by the lives of people who are experiencing various problems, such as shifting farmers' livelihoods, the number of poor farmers, and also the low education of farmers who are not yet empowered and not independent. The research method used is a descriptive method with a qualitative approach. The subjects in this study were program managers, farmers and program participants, as well as the government. The results of this study can be seen that the beginning of the establishment of the Pondok Pesantren Petani Nusantara program in 2004 was the idea and aspiration of the farmers in the village of Pangandaran who wanted to advance their potential to be more advanced and prosperous. This is proven by the three excellent programs that continue to develop until now, namely the Prosperous Farmers Group (KTS), Women's Farmer Group (KWT), and Youth Farmer Training (PATRA). In implementing programs such as the farmers' program, they are less concerned and do not support the program, farmers who have other activities cannot be carried out in the meeting program, and there are also disputes that cause a lack of farmer participation. The benefits of farmers are an increase in the economy, an increase in the number of farmers, a stronger sense of solidarity in farming, an increase in knowledge and skills, and an increase in livelihoods or urbanization. The government actively supports the program by providing various facilities and infrastructure, as well as conducting monitoring and evaluation.
