  • “An Ocean of Noise”: H.E. Reilley and the Making of a Legitimate
           Social Problem, 1911–45
    • Abstract: On 28 March 1931, McGill physics professor Herschel Edward Reilley told Montreal radio listeners that they needed to rethink the social meaning of noise in their city. It was “utterly wrong” to believe the popular idea that noise was indicative of activity and therefore commendable (Montreal Gazette 1931, 6). According to Reilley, noise was nothing but waste, and worse, the growing cacophony of rumbling trucks and incessant car horns was dangerous to the hearing, vitality, and nerves of urban dwellers.     • Abstract: When water systems off-reserve fail, as they did in Walkerton in 2000, the public reacts with outrage, and governments with increased regulation. As a result of a widely shared commitment to providing potable water to citizens, most non-Indigenous people in Canada take access to safe tap water for granted and “cannot imagine what it would be like to have to resort to drinking untreated lake water, substandard tap water, or expensive bottled water to meet their daily needs” (Harden and Levaillant 2008, 23).   • Changing the Subject: The TRC, Its National Events, and the Displacement
           of Substantive Reconciliation in Canadian Media Representations
    • Abstract: In 2015, Canada’s residential schools Truth and Reconciliation Commission (TRC) concluded its seven-year mandate of healing, witnessing, investigation, and public education. Its final report (TRC 2015b) indicts Canada’s century-long residential school policy as part of a program of cultural genocide. As the report explains, the overriding purpose of residential schooling was to attack Indigenous social reproduction and thus to destroy self-determining nations by forcibly separating generations of children from their families, languages, and cultures.     • Abstract: Bill C-18, the Agricultural Growth Act, amended several key pieces of Canadian agriculture and agri-food legislation: the Plant Breeder’s Rights Act, Feeds Act, Fertilizer Act, Seeds Act, and five others.1 Many of these amendments were identical across multiple acts, in an effort to bring the legislation up to date. In short, the bill is said to “streamline legislation in the agricultural sector, increase access to new crop varieties, enhance trade opportunities and food safety, and reduce administrative red tape” (Thacker and Healey 2014, 14).
