  • A Little East of Eden: Re-Placing Canada’s Public Health History
    • Abstract: Like hockey and the CBC, Canada’s public health care system often features prominently in narratives crafted to delineate the country’s distinctive national identity. The universal and comprehensive natures of public health care in Canada are held up as emblems of a liberal democracy spread evenly across the entire country. When regions or provinces feature in this narrative, it is often only as birthing grounds for health care policies, which then spread outward, transcending the unique features of the specific region or birthplace to emerge in an abstract and universal form. This perspective is apparent in the standard life history of universal Medicare, which begins with its “difficult birth” in 1960s ... Read More

  • The Disposition of the Ladies: Mi’kmaw Women and the Removal of the
King’s Road Reserve, Sydney, Nova Scotia
    • Abstract: In 1926, following a decades-long process, a small Mi’kmaw reserve on King’s Road in Sydney, Nova Scotia, was relocated to a site outside of city limits. Removal was precipitated at the start of the twentieth century by petitions from prominent city residents who found support from the Department of Indian Affairs (DIA), the federal agency responsible since its founding in 1880 for the administration of First Nations people and land. This relocation was initially frustrated by an Indian Act, that required all land surrenders to be approved by the majority of men aged 21 or older in a band; in the case of the King’s Road Reserve, “band” referred not just to the residents of the community but to all Mi’kmaq in Cape ... • Low-Income Dynamics in Canadian Society: Debates on Low-Income Measures
           and New Empirical Evidence
    • Abstract: This study reviews the interdisciplinary literature on measures of poverty/low income1 and examines low-income dynamics in Canadian society from 1999 to 2007 using various low-income thresholds. In the recent literature on Canadian low-income studies, two new initiatives have emerged. One uses multiple low-income thresholds, to identify low income (see, e.g., Ren and Xu 2011; Murphy, Zhang, and Dionne 2012). The other goes beyond low income in one single year to identify persistent low income over multiple years, (e.g., Morissette and Zhang 2001; Finnie and Sweetman 2003; Ren and Xu 2011; Murphy, Zhang, and Dionne 2012).The literature prior to these emerging initiatives often examines the annual incidence of low ... • Scholarship on Moroccan Jews in Canada: Multidisciplinary, Multilingual,
           and Diasporic
    • Abstract: The study of Moroccan Jews in Canada is part of a broader and burgeoning field of Sephardic, Mizrahi, and Arab Jewish studies. Within two decades of the establishment of the state of Israel in 1948, nearly the entire population of Jews (around 800,000) left their homes in North Africa, the Middle East, Iran, and Turkey and migrated to Israel, France, the United States, and Canada. In Jewish studies, the diverse histories of these Jews have generally been overshadowed by those of Ashkenazi (Eastern European) Jews. At the same time, Jewish histories in general are marginal to national histories such as that of Morocco, though this has begun to change with works such as those by Kenbib (1994), Abitbol (2009), Miller ...
• In Search of Monkey Girl: Disability, Child Welfare, and the Freak Show in
           Ontario in the 1970s
    • Abstract: In this article, we examine the brief public debate over “The Monkey Girl” exhibit at the intersection of the freak show, disability, and child welfare in the 1960s and 1970s. The critical moment was triggered by the limited but still powerful outcry against the exhibition of a five-year-old girl (identified only as Pookie) as The Monkey Girl at the Canadian National Exhibition (CNE) in 1973. Pookie was exhibited wearing nothing but underwear. Her brother brought her onto the stage, where she crawled for the audience; her mother consented to the display and was at the exhibit. Within a day of Pookie’s first and only appearance at the CNE, complaints were made to the police, child welfare authorities were called ... Read More

  • Turning Point: The Origins of Canadian Content Requirements for Commercial
           Radio
    • Abstract: Since the 1970s, radio listeners in Canada have received a steady stream of Canadian music through their radio stations. Citizens of other countries might not perceive this situation as being unusual. After all, what could be more normal than hearing American music on American radio or Indian songs on Indian radio'1 In Canada, however, this situation has required government intervention. Indeed, during the first few decades of radio’s existence, Canadian musicians struggled to find a place on playlists dominated by musical imports, primarily from the United States. In this context, the government’s implementation of Canadian content requirements for radio in the early 1970s had a strong impact on the practice of ... Read More

  • Real Canadians: Exclusion, Participation, Belonging, and Male Military
           Mobilization in Wartime Canada, 1939-45
    • Abstract: If we want to do one thing that would bring together people in the country of all origins, give them the opportunity and privilege of calling themselves Canadians. In the first months of the total war effort of the Second World War, the Department of National War Services, which had been charged with the task of mobilizing all available men into the Armed Forces, issued its first secret circular. Although the need for men was significant, and the Canadian Army was pressuring the government to conscript more men, this, their very first communication to their staff, instructed them not to call all, men to service. The circular outlined in no uncertain terms that no men of Chinese heritage anywhere in Canada would be ... Read More

  • Governing Indigenous Sports and Recreation, 1972–2008: Citizenship
Regimes, Nation-Building, and the Politics of Ambivalence
    • Abstract: In 1981, the federally funded and administered Native Sport and Recreation Program (NSRP) was unceremoniously terminated. The program had not gone as the federal government had planned. While this nine-year experiment was initially intended as a means of integrating marginalized youth into the mainstream Euro-Canadian sports system, it seems the Indigenous participants had other plans: “The need for Indian control of Indian sport and recreation programs became evident and vociferous,” one participant declared (Paraschak 1995, 13). This could be seen in everything from discussions of funding guidelines to choosing a head office location. The federal minister of state for Fitness and Amateur Sport responded with a ... Read More

  • Oil, Democracy, and Political Ecology in Alberta’s Tar Sands
    • Abstract: One of the greatest and most divisive issues in contemporary Canadian politics concerns the future of Alberta’s tar sands. A period of high oil prices, a federal ally in Stephen Harper, and the long reign of the Progressive Conservative Party in Alberta produced a rapid expansion of bitumen projects amid curtailed environmental protections. The bitumen boom increased the political power of Western Canada and, as the authors of the reviewed books claim, resulted in declining democracy in both Alberta and Canada. Oil prices then crashed in the fall of 2014 and remained low. Two general elections in 2015 brought Rachel Notley’s New Democratic Party (NDP) to power in Alberta and Justin Trudeau’s Liberals to power at ... Read More

  • Archives Digital and Otherwise: Recent Books on Archiving Canadian Writing
    • Abstract: References to various turns—digital, spatial, archival, affective—have become commonplace in humanities scholarship. We might consider the notion of an archivalturn, curious in disciplines in which archival work has always played a significant role. Archival work may have waned in the humanities during the ascension of continental theory—post-structuralism, in particular—due to a perception of positivism in archival research; through that same moment, however, the new historicism maintained archival work as a key practice within literary studies. But the archival turn might be read less as involving a return to archival research than a transformative reconsideration of the archive and what constitutes archival ... Read More
