    • Abstract: Since the beginning of my doctoral program in 1980, I have been consumed by the debate on whether “deafness” should be considered a disability or a natural condition. In light of my bilateral profound hearing loss and use of a hearing aid—at that time—I had a personal interest in this debate. A majority of U.S. deaf education teacher preparation programs self-identify as preparing future teachers using a comprehensive philosophy (Deaf Education Teacher Preparation Programs, 2012).     • Abstract: Although there are concerns that students who are deaf or hard of hearing do not always meet their potential in reading achievement (Mayer & Trezek, 2015; Paul, Wang, & Williams, 2013; Qi & Mitchell, 2012; Traxler, 2000), many deaf readers have been reported to achieve comparably to hearing peers. For example, in a study on standardized assessment records, Easterbrooks and Beal-Alvarez (2012) reviewed the reading outcomes of deaf and hard of hearing students in seven different states during 2006–2009 and found that many such students were reading above the fourth-grade level.
