  • Mapping collaboration and impact of library and information science
           research in sub-Saharan Africa, from 1995 to 2016

      Purpose The purpose of this paper is to map and visualise collaboration patterns and citation impact of the library and information science research in sub-Saharan Africa between 1995 and 2016. Design/methodology/approach Data were extracted from the Thomson Reuters’ citation indexes using the name of the country in an advanced search platform. The search was limited to documents designated as articles. Data were analysed using the VosViewer software to obtain network maps and frequencies of occurrence. Findings The findings reveal that publication and citation impact of LIS research in sub-Saharan Africa has continued to grow since 1995; foreign countries have immensely contributed to the evolution and development of LIS research in the region; research collaboration occurs both regionally and internationally, with the latter being the most prominent; South Africa, Nigeria and Kenya are the most active participants in LIS research collaboration in the region; and that on average, international collaboration in LIS research in sub-Saharan Africa attracts more citations than other types of collaboration. Research limitations/implications The study was limited to the data indexed in the Web of Science citation indexes and focused on sub-Saharan African countries only. Practical implications Collaboration is said to lead to increased research output and impact, hence the need for sub-Saharan African researchers and institutions to initiate strategies that will create conducive environments for research collaboration. There is need for collaborative ventures between LIS practitioners and educators as well as increased cooperation among LIS schools within and outside of sub-Saharan African countries. Partnerships involving students and programmes such as research fellowship, post-doctoral researchers as well as visiting researchers may complement any existing strategies that can be pursued to increase collaborative research in LIS in the region. Originality/value The paper, while drawing lessons from previous papers, adopted a variety of techniques to examine collaboration patterns and impact of LIS research over a longer period of publication time, i.e. 1995 to 2016, and a larger geographic scope.

  • The evolving role of public libraries in South Africa in addressing
           information poverty

      Purpose The purpose of this paper is to provide an overview of the historical development of libraries in South Africa against a backdrop of poverty and social inequality. In particular, this paper illustrates how the development of libraries in South Africa both reflected and influenced information poverty and has as its goal to increase awareness of the role of libraries in the alleviation of information poverty. Design/methodology/approach The information in this paper is based on doctoral research completed by the author who investigated the role of libraries in the alleviation of information poverty in South Africa. The methodology for the research included two case studies, interviews, examination of library records, and observation. An extensive review of the professional literature and recorded histories provided imperative context for that research and this paper. Findings Findings indicate that libraries can play an important role in the alleviation of information poverty in South Africa. Libraries are underutilized in this role and in order to increase their capacity in addressing information poverty, one should consider the historical circumstances behind the dispossession of library services. Understanding the development of libraries in South Africa and sociopolitical ramifications of this development can encourage and inform greater participation of libraries in the alleviation of information poverty in the future. Originality/value This paper compiles the work and findings of previous studies on the history of South African libraries. The information provided here offers an accessible and efficient history of libraries in South Africa. In so doing, it provides context that is invaluable to the understanding of how the development of libraries throughout time can have sociopolitical effects on the people and their circumstances. The paper also encourages increased understanding of the value and purpose of libraries in combating information poverty in South Africa.

  • Copyright and information service provision in public university libraries
           in Kenya

      Purpose Copyright law supposedly brings a balance between copyright owners and information users as a way of creating a harmonious relationship. The purpose of this paper is to examine the relationship between Kenya’s Copyright Act and the provision of information services in public university libraries in Kenya. Design/methodology/approach The study was informed by both the organization theory and the social systems theory which, respectively, provided a base for discussion on the library and its basic functions, and an interdisciplinary approach that accommodate library services and law. Data were collected from a sample of 77 librarians from public universities libraries, and analyzed using the qualitative method. Findings The study established that librarians were reasonably aware of the copyright Act. However, they were apprehensive and uncertain about copyright effect on the library. Evidence from the study showed that librarians needed to extend their knowledge and understanding of the copyright law for the effective provision of information services. The paper concludes that there is scope for librarians, using their wealth of knowledge and expertise, to make relevant and useful suggestions on copyright. Such contribution would assist in bringing harmony in the use of copyrighted materials. Originality/value These findings are original and will be useful in giving general direction on copyright. The study highlights the important issue of universities as parent institutions providing needed leadership in the copyright area.

  • The governance and management of public library services in Nigeria

      Purpose The purpose of this paper is to explore the managerial and governance issues that impact on service delivery in public libraries in Nigeria. Within many countries this seems to be a challenge often resulting in an ineffective service delivery resulting in underutilisation thereof. This study was conducted among administrators and managers of public libraries in Nigeria to establish the current status quo concerning governance and management issues impacting on service delivery. Design/methodology/approach A qualitative study using interviews was used to illicit data from three permanent secretaries, six public library directors, and six heads of rural community libraries, purposively selected for the study. Findings The findings show that variables such as relevant academic qualifications, years of experience, and designation of the administrators and managers of public libraries affect service delivery. A huge dependency on government bodies for decision making and funding was established. Impediments to good management of the libraries were found to be inadequate funding; lack of involvement of stakeholders in public library administration; and inappropriate public library legislation. Practical implications The study recommends the promulgation of a public library-specific act in order to regulate the administration and management of this public unit, involve stakeholders in public library administration, as well as the provision of alternative forms of funding in order to alleviate the dependence on governmental budgets. Originality/value With very little research available on these issues in Nigeria, this paper will create awareness among all stakeholders of specific governance and managerial issues impacting on effective service delivery to public library users so that it can be addressed.

  • The effectiveness of leadership styles among academic and research
           librarians in Eastern and Southern Africa

      Purpose The purpose of this paper is to investigate the leadership styles that academic and research librarians apply as well as their effectiveness in meeting their institutions’ strategic objectives. The study also compared and contrasted the leadership styles and their corresponding impact in the effective delivery of academic and research library services in Kenya and South Africa. Design/methodology/approach The study applied a survey research technique to garner the opinions of the librarians about the leadership styles of their leaders. Primary data were collected through key informant interviews with academic and research librarians. Additional data were collected through documentary analysis. The data were analysed and processed through content analysis. Findings The findings indicate that most academic and research library leaders in South Africa and Kenya embrace a democratic leadership style. The results also show that most academic and research librarians hold the view that the leadership styles of their managers have a great impact on their individual performance and overall organisational effectiveness. Practical implications The results of the study can be used to recommend or adopt leadership styles which have a higher potential of making a greater impact in Kenyan and South African academic and research libraries. The results can also be used as the basis for relevant curricula and policy development. Originality/value The role of university librarians as leaders and the determinants of the effectiveness of academic and research library leaders, including leadership styles, have received minimal attention from scholars, particularly those in Africa. This study addresses the gap as it investigated the impact of the leadership styles of academic and research librarians on the effectiveness of their institutions, compared the academic and research library leadership scenarios in South Africa with Kenya, and makes recommendations on how to enhance leadership effectiveness.

  • Restructuring for relevance: a paradigm shift for academic libraries

      Purpose The purpose of this paper is to report on the development of a flexible and robust academic library structure that meets the demands of an ever changing user community and remains relevant and fit for purpose in a technology-driven age. The new structure makes provision for the delivery of new and innovative services responding to the need for a paradigm shift in twenty-first century academic librarianship. The move away from subject librarianship, which has been the bastion of South African academic librarianship, is significant. Design/methodology/approach This paper used the exploratory method to gain new insights into library structures that have restructured for the twenty-first century. The exploratory study was used to gain new insights into functional librarianship. Despite the short comings of the exploratory method, the method was deemed most appropriate as UCT Libraries was not seeking definitive answers but a process that would provide opportunities to explore possibilities for subsequent processes. Findings The move from subject librarianship to functional librarianship has given the library the opportunity to restructure. The restructured library can now offer new and/or radically expanded services to meet the demands of a twenty-first century academic library. Practical implications The development of new and future roles and responsibilities commensurate with a robust and “future-driven” structure will consolidate the library’s role as a collaborator in the teaching and learning, and research agendas of a higher education institution. Originality/value This paper will be of interest and value to library managers and staff wanting to develop a library structure that responds positively to the redefinition of the professional roles and functions of the library and to strategically position the academic library for the future. It will also be of interest to library and information science academics who may want to re-examine their curricula for the incorporation of new trends.

  • Diffusion of open source integrated library systems in academic libraries
           in Africa

      Purpose Libraries globally automate their operations and services using integrated library systems (ILS) to increase operational efficiency and meet the ever-evolving demands of their users. Open source ILS (OS ILS) has become more popular globally. The purpose of this paper is to better understand the diffusion of OS ILS in academic libraries in Uganda. Design/methodology/approach Rogers’ diffusion of innovation (DoI) supplemented by the fit-viability theory was used as a theoretical framework. A questionnaire was developed based on extant literature and distributed electronically to representative members of a Ugandan university library association. Findings The diffusion of OS ILS in Ugandan academic libraries approximates the S-curve expected based on DoI. Ugandan academic libraries are adopting OS ILS for more flexibility to meet changing needs at what is perceived as an affordable cost but not all are fully satisfied. Koha is the most adopted OS ILS and is also being considered by all libraries without any ILS or a proprietary ILS. The information and communication technology (ICT) infrastructure, organizational procurement policies and national procurement legislation, human resource capacity and limited finances are barriers to diffusion. The total cost of ownership and technical skills required are of particular concern for OS ILS. Research limitations/implications The research was limited to a single African country and the recommendations may not be transferable to other African countries. Future research can expand the survey, the countries studied and/or address the methodological limitations of this study. Practical implications When embarking upon library automation using OS ILS or migrating to an OS ILS solution libraries should consider their ICT infrastructure, local support community, available training and be realistic about the costs. Local library associations should provide guidance on OS ILS selection, ongoing training, and opportunities for knowledge sharing. LIS schools should consider expanding their curriculum to include library automation and, in Uganda incorporate training on Koha as OS ILS. Libraries and library associations should advocate to reduce restrictive organizational procurement policies and national procurement legislation. Originality/value Studies on country-level diffusion of ILS are comparatively few, particularly in African countries. This is the first country-level study of OS ILS diffusion in Uganda. This study can positively impact future patterns of diffusion for optimal deployment of OS ILS software by informing academic libraries, university management, library association, LIS schools, and policymakers in Uganda and across the African continent, and encouraging academics and researchers to teach and study library automation using OS ILS.

  • In vogue: demand for scholarly publications among academic librarians

      Purpose The lack of a country-wide data on the extent to which academic librarians in Ghana publish combined with perceived publishing challenges as indicated by a number of scholars including Opoku (2012) leaves much to be desired. Therefore, the purpose of this paper is to seek the views of professional librarians in Ghana on the subject. Design/methodology/approach Using a sample size of 45 out of 50 academic librarians who make up the membership of the Consortium of Academic and Research Libraries, the study employed the descriptive survey research strategy in identifying the prospects and challenges associated with academic publications among librarians in Ghana. Findings Opportunities for growth, institutional encouragement, requirements for promotion, and opportunities for research training are some of the factors that motivated academic librarians to publish in scholarly journals notwithstanding the pressures to perform their professional duties. Challenges often encountered included lack of research grants, high rejection rate of publishing agencies, lack of research skills and difficulty in getting access to research journals. Practical implications On the basis of the above, the establishment of research fund and an award scheme for persons or units with the highest number of publications among others are recommended. Originality/value With the exception of cited works, all other forms of this research output are the handiwork of the researchers and have neither been a reproduction of existing research nor ever published in any other journal.

  • Access to electronic and print information resources by people with visual
           impairments in university libraries

      Purpose The purpose of this paper is to discuss the implication of copyright on access to electronic and print information resources by people with visual impairments in university libraries. The paper examines the extent to which electronic and print information resources in university libraries are accessible to people with visual impairments; the extent to which existing national/international copyright laws facilitate or hamper access to electronic and print information resources by people with visual impairments; examine challenges facing people with visual impairments in accessing electronic and print information resources; and how these challenges can be ameliorated. Design/methodology/approach The paper is based on review of empirical and theoretical literature and is underpinned by Oliver’s (1990) social model of disability. Findings The findings reveal that many university libraries the world over lack the capacity to offer an effective information service to people with visual impairments. Furthermore, the stringent copyright laws and licensing regimes for purchasing or transcribing content from one format to another make provision of information services to people with visual impairments difficult. In-university libraries are faced with various challenges in accessing electronic and print information that include among others copyright and licensing restrictions, and system design issues. Assistive technologies (ATs), enabling policies, skilled staff and facilitative copyright regimes can help ameliorate some of these barriers. Practical implications ATs, enabling policies, skilled staff and facilitative copyright regimes are key to unlocking the barriers that hinder people with visual impairments from effectively accessing print and electronic resources in university libraries. Protection of the basic rights of persons with disabilities including visual impairments, the elimination of social discrimination and bridging the accessibility gap are integral to social inclusion. This paper provides the basic information to university libraries for addressing challenges associated with access to electronic and print resources by people with visual impairments. Social implications Access to information to all including people with visual impairments in society is a basic human and moral right that every human being must enjoy. The Sustainable Development Goals’ 2030 agenda for sustainable development envisages a world of universal respect for human rights and human dignity […] equality and non-discrimination, an equitable, tolerant, open and socially inclusive world in which the needs of the most vulnerable are met (United Nations, 2015), and inclusive rights such as education, access to services (including information) and employment for people with disabilities. Originality/value This paper builds on existing literature and contributes to the growing body of knowledge on access by people with disabilities predicating on World Summit on Information Society principle and agenda 2030 on sustainable development goals.

  • A comparison of the cataloguing and classification curriculum and job
           requirements

      Purpose The purpose of this paper is to compare the cataloguing and classification curriculum offered in South African LIS schools and the job market requirement for cataloguers in South Africa (SA). It was instigated by the changes that have occurred in the LIS field over the past decade, especially in cataloguing and classification. Design/methodology/approach An interpretive, qualitative approach was used, and content analysis was used as a research and data analysis method. Data were obtained from 3 sources: cataloguing and classification course outlines obtained from 6 LIS schools, 18 interviews conducted with professional cataloguers and 10 job advertisements obtained through newspaper scanning and from the LIASA listserv. Findings The results indicate that LIS schools teach basic and advanced cataloguing and classification theory and practical topics. The main objective of the courses is to teach students knowledge organisation. The subjects are offered at bachelor’s degree and postgraduate diploma levels. Tools such as AACR2, RDA, MARC21, DDC and LCSH are mainly used to teach the courses. Professional cataloguers and job advertisements indicate that employers require the knowledge and skills to use the above-mentioned tools. Job advertisements also indicate that a national diploma and two years’ work experience are the minimum requirements for employing cataloguers. Practical implications This paper will inform academics whether they are teaching the relevant curriculum. If not, they will have to implement changes or improvements to the current curriculum. It will also help employers get a picture of what is offered in LIS schools and make judgements on whether it is relevant in the job market or not. Originality/value This paper has compared what is offered in LIS schools and what is required in the job market and found that there is match between what is offered and required, although there are areas to be improved. This is the first paper to establish that link in SA.

  • Professional development in private university libraries in Ghana

      Purpose There has been a significant change in the provision of library services due to the application of technology to every aspect of library services. This has posed a major challenge to library staff as they need to be abreast with current technologies and their application to library services. One means by which a librarian can overcome this challenge is through professional development (PD) programs. The purpose of this paper is to determine PD opportunities in private university libraries in Ghana. Design/methodology/approach A cross-sectional survey of 61 staff and interviews with 20 heads of libraries was conducted to collect data from 25 private universities in Ghana. Findings The study revealed that not all library staff in the private universities were allowed to attend PD programs. None of the private universities studied had a policy on PD and only three institutions made budgetary allocation to PD programs. Majority of the private universities did not have in-house PD programs and there were no means of knowledge sharing in most of the libraries studied. Originality/value In this paper, the researchers identified the major challenges encountered by library staff in private universities in Ghana and propose that librarians should see PD as a part of their own responsibility while, libraries should have a PD policy and make budgetary allocation toward PD.
