  • Potret Pelayanan Publik Dalam Perspektif Good Governance Pada Pemerintahan

      Abstract: The essence of decentralization and regional autonomy is basically how to bring the government closer to its people, in which the implementation of regional autonomy provides space for local governments to accelerate the realization of the welfare of the community through improving services, empowerment and community participation, and enhancing regional competitiveness. Providing a service that meets the established standards is a part to be observed. the existing service in the city government of Denpasar to achieve good governance of the city government must have to do the service by using the strategy so that people are satisfied with the services provided, this is done so that the realization of good governance is by nine principles: (1) Community Participation, (2 ) Enhanced Legal Supremacy, (3) Transparency, (4) Caring for Stakeholders, (5) Consensus-Oriented, (6) Equity, (7) Effectiveness and Efficiency, (8) Accountability, (9) Strategic Vision.

  • Separatisme Catalan: Symbolization of FC Barcelona, Nationalism and
           Political Identity

      Abstract: The Catalans fight to gain their rights from Spanish Government through a political struggle. This is a long-standing struggle with long historical roots to face against pressure and domination and gave birth to the Catalans separatist movement. At first, this movement wanted a full independence separate from Spain and because Catalans experiencing a strong pressure, so the spirit of independence embedded within the people of Catalan itself. Not just through the form of political struggle, restrictions to the Catalan’s Identity gave an impact to sport like football. FC Barcelona, the football club based in the capital city of Barcelona, Catalonia became a symbol of Catalans resistance and also the tools to expressing their hatred to the Spain. With this ways, the Catalans then gave birth to a view of their nationalism and their identity as a different entity from Spain. Their resistance to protect the Catalans identity can be seen in football activities. Although there is several difference point of view between the new vast autonomy and the full independence, their expressions in supporting Catalans rights still practiced in every FC Barcelona’s match, especially in the duel counter Real Madrid. Despite of the influence of separatism, FC Barcelona transform as a means of unity where the images of separatism still take place on the competition. Political struggle and football becomes an instrument in voicing aspirations and symbolization of FC Barcelona is an embodiment from the spirit of nationalism and identity of the Catalans.

  • Diplomasi Perbatasan Negara

      Abstract: The Unitary State of the Republic of Indonesia has very wide and strategic area coverage. With an area of 1,919,440 km2, with a total of over 17,000 islands where about 6000 uninhabited islands extend from Sabang to Merauke. The Indonesian archipelago is surrounded by two oceans, the Indian Ocean and the Pacific Ocean. The territory of the Unitary State of the Republic of Indonesia is bordered by several neighboring countries. At the tip of the island of Sumatra, it borders Malaysia, bordering Singapore on the island of Batam, on the island of Borneo bordering Malaysia and Brunei Darussalam, at the end of North Sulawesi bordering the Philippines while Papua is bordered by Papua New Guinea. There must be a development priority, empowerment and supervision of the inhabitants of remote islands closer to the border, the centers of government and the neighboring settlements as they use foreign currency and the language of their neighboring countries in economic transactions. They listen more and watch foreign radio or TV broadcasts. The inhabitants of the remote islands need to get help like allowances / subsidies, the costly price of basic necessities that are difficult to obtain and very expensive.

  • Developing A More Effective Corruption Eradication Commission

      Abstract: The KPK (Corruption Eradication Commission) is one of Indonesian state institutions established after the reformation of the passage of Law Number 30 Year 2002 on the Corruption Eradication Commission. In the course of time, since the establishment of the KPK many cases of great corruption have been revealed. Various breakthroughs that have been done the KPK psychologically certainly can create a deterrent effect for the perpetrators of crimes and also give effect to the fear of unscrupulous public officials who have not been caught. The burden on the shoulders of the KPK to combat corruption is not an easy task, not only taking all the personnel time, but it can even be life threatening. However, the people's expectation below is still very great to the KPK, because until today the people only trust it. Although the soul is betting the personnel of the institution, it is grateful for anyone who can be trusted to join a member institution named KPK.

  • Filsafat Perenial Sebagai Upaya Mencegah Radikalisme Di Indonesia

      Abstract: Perenial philosophy can be interpreted as a philosophy about the value and the essence of an eternal truth or about immortality itself. Perennial philosophy shows the value of divine value in human life. The divine value provides a variety of sociological and psychological impacts to determine the actual pattern of action, nature, and purpose of life for humans. Perennial philosophy in the context of religious life seeks to find the common ground of different understandings so that there is a common platform that shows that diversity is necessary and precisely gives meaning to unity and togetherness. Perennial philosophy using mysticism is seen to explain the essential issues concerning the necessary wisdom in living the righteous life, which is the essence of all religious teachings and human traditions. The teachings of Hinduism view that however the path taken by man in the effort to worship God Almighty is valid, as long as it is not contrary to the values of humanity itself.

  • Strengthening The Noble Values of Pancasila in Counteracting The Issues of
           Extremism and Radicalism

      Abstract: Talking about the future is usually depicted through two contrasting faces. The first is a dark, gloomy and pessimistic face. The second is a full of hope, bright and optimistic face. Extremism is a term used to describe a doctrine or attitude both political and religious in calling for action in all ways to achieve its objectives. Radicalism is the understanding or ideology that demands change and renewal of social and political systems by means of violence. The problem is not whether we are extremists, but what kind of extremism are we' Will we be extremists for hatred or love' Are we going to become extremists because we preserve injustice or because we fight for justice' All components of the nation must develop and strengthen the character of the nation, and are ready to face various challenges that come from within and outside our environment. If people and especially youth as the backbone of the nation no longer care about the noble values of Pancasila and are unable to uphold or implement them in daily life, then not only young people will receive the consequences, but the destruction of the nation will be at stake.

  • The Role of The Ombudsman of The Republic of Indonesia, The Representative
           of Bali Province, in Organizing Educational Services in SMPN 2 Gianyar

      Abstract: To achieve maximum education services to the community, a strict supervision system is required. To strengthen the existence of this external supervisory institution, an independent institution called the ombudsman was formed. The purpose of this study was to determine the role of the ombudsman of the Republic of Indonesia in Bali Province Representative in organizing educational services in SMPN 2 (Public Middle School 2) of Gianyar. This type of research is qualitative research. Data collection was done by applying interviews, observation, and documentation methods. The size population in this study were 85 people consisting of 60 teachers and 25 Ombudsman staff. The samples of this study were 6 people, including 4 teachers and 2 ombudsman staff. The results showed that the Ombudsman has a very important role in realizing educational services that are in accordance with the laws and regulations and avoids acts of maladministration from educational institutions.

      Abstract: DPRD as an institution that oversees local regulations and bupati decisions meant that the DPRD oversees local regulations and regent regulations. The purpose of this study is to find out how the implementation of DPRD supervision as a supervisory body against the implementation of Regional Regulations and Regents Regulations in the District of West Sumba and to find out the obstacles faced by the DPRD in conducting supervision on the implementation of Local Regulations and Regulations of the Regent. To answer the problems mentioned above, in this study the authors decided this paper concentrated on the supervision of the DPRD on the implementation of Regional Regulations. The research location of the Secretariat of West Sumba Regency DPRD with a sample of 24 members from 6 Political Parties located in West Sumba. Methods of data collection using Interview method. From the results of the analysis that has been done can be concluded that the DPRD officials have performed its function and position in overseeing local government in West Sumba Regency respondent answer 83.3%. The local regulations issued by the West Sumba Regency DPRD have not been properly monitored (83.3%). The regional regulations made by the West Sumba Regency DPRD are based on Board committee meetings (66.7%). The obstacles in implementing DPRD oversight are the level of education of House members and the different backgrounds of each member of the council.

      Abstract: The basic fundamentals of the Balinese social system are based on four main foundations, namely kinship, territory, agrarian, and special interests. In Bali, there are two definitions of the village, Desa Dinas or Desa Administrative 'and Desa Adat or Desa Pakraman. Subak in Bali seems to get out of the banjar and have their own head. The research type is descriptive research with qualitative approach. The sampling technique was done by purposive sampling. Based on the potential that has developed in the field of work area of ​​each supporting element involved in building the city of Denpasar to realize Denpasar Creative Cultural Insight in harmony, harmony, balance to harmony is a matter that is in the realm of komplikatif seen from the condition of the people of Denpasar, heterogeneous. To open the role of the community in the development planning in Denpasar City then the City Government formally issued a policy through the Decree of the Mayor of Denpasar Number: 188.45 / 1104 / HK / 2013 About Sabha Upadesa Denpasar. The role of Sabha Upadesa in establishing synergy of programs and activities between Desa Dinas, Kelurahan, Desa Adat / Pakraman, Subak and Bendega in Denpasar City already exist but not yet optimal.

  • Peranan Inovasi Lurah Dan Partisipasi Masyarakat Terhadap Keberhasilan
           Pembangunan Di Kelurahan Penatih Kecamatan Denpasar Timur

      Abstract: Kelurahan Penatih which is located in East Denpasar district previously less prominent in terms of achievement, but in 2016 won the first level National Champion of Village Governance. This success is inseparable from the role of Lurah’s innovation and community participation. Conceptional definitions used to support this research include the concepts of role, innovation, lurah, participation, development success. Further formulated the definition of operational with indicators of the role of Lurah’s innovation and community participation to the success of development in Kelurahan Penatih. The data were collected by observation, interview and questionnaire distribution, qualitative data analysis. Based on data analysis that the Service Trainer System (SIPENA) is one of the innovations from Kelurahan Penatih that helps the service in taking care of the letters. Banjar Hijau Innovation where every residential house has medicinal plants, upakara and rare plants, there is also a way of processing waste with self-managed system and there must be garbage bank for every home. the last innovation of the Environment Task Force that is Empowerment and Family Welfare (PKK) which succeeded in realizing Clean and Healthy Behavior (PHBS). The active participation of the community in the planning, implementation and evaluation of the programs and activities plays a role in building the Kelurahan Penatih. With the synergy of program innovation and activity in Kelurahan Penatih with active participation of community managed to build Penatih Urban Village in all fields. This can be proven by the achievement the first level National Champion of Village Governance in 2016.
