  • An analytical exposition of the European policies on maritime economy from
           their inception to present day

      Abstract: Since the establishment of the European Union, both European transport and maritime policies suffered from numerous ups and downs. Both of them came to be addressed on a continuous basis by the Council of the European Union, when the European Commission presented the 1985 Communication on the completion of the internal market where acknowledged that transport played an important role in the European economy. Since then and until today, numerous communications have been released to the extent that the transport infrastructure policy was split from transport policy, and today maritime transport falls within the scope of a broad integrated maritime policy. The present research work aims at investigating European transport and maritime policies from their inception to the very present day and at analysing their impact on the European maritime economy. The outcome of the paper shows that both transport and maritime policies increased their complexity due to the numerous background areas that they address today such as energy, environment and labour issues. Also, the present maritime policy contributes to devise a new maritime economy structure that can help the Europe Union to sustain its maritime role in the world economy.

  • A critical evaluation of EU maritime policy (1957, 1986-2010)

      Abstract: We stress the basic pillars of EU's Maritime Policy: 'competition, quality ships, and short sea shipping'. EU expressed its dissatisfaction with IMO, destined, by shipping community, to safeguard safety. This emerged after 1985, when national flags created parallel registries. The common maritime policy was absent from 1957 till 1986, due to the unanimity principle, as argued. The qualified majority adopted, but unfortunately, for decisions in maritime matters, it remained as it was when the Union was established. This paper found it fair to propose a new allocation of votes among MS, when maritime matters are decided, based on fleet owned under national flag. Great achievement for the Union in 1986 was the four regulations, 4055-4058, reinforcing competition and recognised as the foundation of EU Maritime Policy. Flagging-out during the crisis of 1981-1987 remained. In 1989, EU proposed the so called 'positive measures', one of which was to establish an EU Register of ships, which failed twice. EU Maritime Policy was driven by marine accidents and quality shipping thereafter to this day.

  • The Common Marine Policy of the European Union since 2005

      Abstract: In this study we establish and clarify a distinction between 'maritime' and 'marine'. Using this distinction, we propose the establishment of a DG of Marine Clusters in the EU, to integrate marine sectors. Drawing upon the evidence of the 2006 EU Green Paper, the consultation conducted in 2007, and the 2011 white paper, we examine the network of seven EU marine clusters and calculate their contribution to GDP as equal to €242 billion. We also examine the EU's five areas of intervention, including the management of the EU coastal zone. This study emphasises the elusive term 'quality of life', and the importance of the EU in the sustainable development of maritime activities. The challenge of creating a coherent EU vision is also discussed in this study. This vision, however, has become less significant after the EU's budget was fixed at €129.1 billion for 2012 following the deepening crisis that started at the end of 2008. Moreover, the vision of an integrated marine policy lacked quantification – an important characteristic. This has made the implementation of that vision seriously unstable.

  • Linking theory with practice in port performance and benchmarking

      Abstract: This paper reviews the main approaches and techniques for port performance and efficiency, highlights several shortcomings of the contemporary literature on the subject, and emphasises the need to bridge the gap between theory and port practice. By laying the emphasis on the technology variations in port equipment and handling systems, the procedural differences in terminal operations, the network structure of port and terminal systems, and the interplay between controllable and uncontrollable factors, we demonstrate why such aspects must be taken into account when conducting empirical studies on port benchmarking and efficiency. In this paper, we review the literature on port performance and point out its shortcomings with a view to link theory with port practice. The focus of the discussion is on the potential distortions stemming from both the limitations of the selected methodology and the difficulty to incorporate port practice into performance benchmarking models.

  • The maritime shipment of LNG to Europe: dynamics in markets, ships and
           terminal projects

      Abstract: The aim of this paper is to explore how the maritime shipment of liquefied natural gas (LNG) to Europe has developed over the last decade, given the growing usage of natural gas and increasing seaborne trade volume of LNG over the world. This paper presents the current situation of the LNG trade flows in Europe and also investigates the dynamics of the LNG shipping market, fleet development and import terminal projects in Europe, which are all indispensable to transport LNG to the European market. It is found that Europe increases LNG imports largely in recent years in order to secure its gas supply for seasonal fluctuations. Responding to such rising import volume, many new facilities are being built and planned in the region, including the ordering of new ships and the construction of new regasification terminals.

  • European policies on short sea shipping and their impact on 'private
           operators'

      Abstract: The environmental damages caused by road transport led European Commission to present a series of measures to promote the use of environmentally friendly transport modes or a combination of such modes, where the role and the impact of road transport could be minimised. Short sea shipping was identified as one of the transport modes that offered this potential. Since 1992, the commission embarked on a promotion programme, which was further sustained by the development of the 'trans-European transport networks' and by what was called an 'integrated maritime policy'. This paper analyses the impact of European policies on short sea shipping private operators. The findings suggest that the final and desired development of the short sea shipping industry may be delayed given the numerous issues that the industry needs to meet to fulfil the policies in the area of: transport, maritime, short sea shipping and intermodal given the present European bad economic and financial situation.

  • The competitiveness of short sea shipping taking into account
           environmental, infrastructure and oil costs. A case study of the
           Tallinn-Warsaw Route

      Abstract: The economic growth of the former East European countries has been remarkable in recent decades. This has been mainly fuelled by transport, with a significantly growing use of road. This is true mostly for Poland and the three selected Baltic States (Latvia, Lithuania and Estonia) for the purposes of this paper. A weak competition against road found to have been created from 'short sea shipping' in the main leg and in the hinterland destinations. However, we saw that near future holds major changes in horizon like: planned new environmental and infrastructure payments/tolls as well as a seriously increasing price of oil (something we see to continue in future). In this paper, we present these forthcoming changes found in existing literature and knowledge, and portray changes in terms of cost implications in particular on the general cargo transported between Tallinn (Estonia) and Warsaw (Poland). Our results show that both analysed transport options – road and short sea shipping are going to face serious cost increases, and most probably the road transport will be weaker in its competitiveness in future. Mostly, the changes are explained by assuming an increasing price of oil.

  • European motorways of the sea: lessons from the Spanish experience

      Abstract: Several motorways of the sea (MoS) linking Spain with nearby states have developed over recent years. These services have succeeded in shifting freight from road to sea. Services evolved through private enterprise, albeit now receiving public support to help level the playing field with road subsidies. Other services are assisted through public tenders and financial incentives. This study investigates development of three MoS services, their impacts, characteristics, and challenges competing against road transport. MoS services now link both the Mediterranean and Atlantic coasts of Spain with neighbouring states. Learning from experiences of MoS services in Spain holds important lessons for MoS start-ups elsewhere in Europe and further afield. Findings contribute to the literature not least in presenting a new definition of MoS, this considered even more relevant given the effects of the economic crisis. Results should assist policymakers refine and improve policies with respect to MoS development.

  • A new strategy for yacht ports in Greece under present austerity
           programmes

      Abstract: The paper shows that yacht ports in Greece are characterised by their excessive number and their expensive construction. Moreover, these ports are scattered all along Greek coast. Admittedly, the locations selected are good. The research we have undertaken has asserted that the current exclusive focus of government on constructing new yacht ports is a waste of resources and this does not suit the style, the size and the psycho-synthesis of the people of this country. The paper, in addition, focuses on how suitably equipped 'zones' have to be formed within the existing harbour installations so that to serve ultimately and effectively leisure crafts. This is the innovative element we have contributed as these zones represent a new strategy in the development of a truly National System of Yacht Ports, traditionally called Marinas. Under present austerity programmes, privatisation of yacht ports is considered by this paper as both optimistic and effective in economic terms.
