Most of the books or textbooks in Thailand are likely to use such model and approach in explaining the public policy to cause understanding to the policy by lacking in-depth awareness of the model and approach in using the public policy. This article aims to criticize the institutional model and top-down approach for the purpose of in-depth understanding, including awareness of the institutional model and top-down approach for explaining the public policy in a variety of dimensions. According to the Study, the institutional model and top-down approach should take into account certain considerations in explaining the public policy; for instance, the institutional model cannot be explained about definition and institutionalization in an express manner until it is viewed that it is the ideal model and explains every issue of public policy without limitation. Also, the top-down approach is viewed that it is the model lacking public policy guarantee from concentrating on public policy driven by the executive and legislative branches via election. Authors:ธนัชชา คงสง Pages: 23 - 49 Abstract: The research entitled “The Comparison of Factors Affecting the Success of State Higher Education Institutions in Thailand” aimed at 1) studying the confidence, leadership, and success factors of the state higher education institutions in Thailand; 2) finding the correlation coefficient between the confidence and leadership factors and the success of the state higher education institutions in Thailand; and 3) comparing the success factors of the state higher education institutions in Thailand in different categories of personal information, which were gender, age, status, education level, work experiences, and the university where the teachers worked. The sample group included 1,100 university teachers. Descriptive statistics were used to analyze the general data of the respondents. The hypotheses were tested and analyzed using the t-test and one-way ANOVA analysis. The obtained data were then complexly compared using the Sheffé method and further calculated with the Pearson Correlation to find their correlation coefficient values. Such statistical analyses were completely performed on the SPSS program. The research findings were shown below: 1. The university teachers agreed with the confidence, leadership, and success factors of the state higher education institutions in Thailand at the high level. 2. Leadership and confidence also had a positive correlation with the success of the state higher education institutions in Thailand. 3. The comparative results of the success of the state higher education institutions when considering the personal information, including gender, age, education level, work experiences, academic positions, and monthly income, were not different, except in the category of the university where the teachers worked, the finding suggested a significant difference at the 0.05 probability level. Authors:สายใจ ศรีนวลนัด Pages: 50 - 77 Abstract: This Survey Research aims to study 1) the level of Schools Organizational Health, 2) the level of Academic Management of Schools and 3) the Organizational Health affecting Academic Management of Schools. The population was 18 schools under the Office of the Secondary Educational Service Area 3, Nonthaburi Province. The data distributors were 340 government teachers collected through Stratified Random Sampling method specified by school size. The tool of this research was 5 – points Likert scale questionnaires with the reliability of 0.974. Data was analyzed and processed by statistical package program. Statistical processes used for data analysis were Frequency, Percentage, Mean, Standard Deviation, Maximum Value, Lowest Value, Pearson’s Simple Correlation Coefficient Statistics, Tolerance Value, VIF Value, Stepwise Multiple Regression Analysis Statistics, which specified the statistical significance value at 0.05. The research results were found that 1) the overall and individual aspects of the organizational health of schools were considered to be at high level, first and the highest was the academic focus followed by the strength and the influence of school administrators respectively, 2) the overall and individual aspects of the academic management of schools were found to be at high level, first and the highest was the learning management followed by the research and the educational quality assurance respectively and 3) the organizational health affecting academic management of schools were the academic focus (X6), the leadership of school administrators (X2), the resource support (X4), the strength (X1), and the influence of school administrators (X3). The organizational health pattern affecting academic management of schools by raw score, ŷ = 0.528 + 0.321 X6 + 0.107 X2 + 0.162 X4 + 0.174 X1 + 0.099 X3, standard score, zŷ = 0.373zX6 + 0.138zX2 + 0.192zX4 + 0.173zX1 + 0.114zX3 and the expectancy of the academic management of schools was 66.9 percent and the Multiple Correlation Coefficient value was 0.821. This research caused the knowledge for school administrators in enhancing the academic focus using for academic management of schools development plan and promoting the government teachers to develop learning process emphasizing on learners which would result in sustainable efficiency development of learners and organizations. Secondly, to analyze the factors in military leadership characteristics of battalion commanders, good governance affecting to effectiveness of the battalion in TTAA. Thirdly, to develop and present appropriately effectiveness administration of the battalion in TTAA. Data in this study received from sample arm force commissioned officers and noncommissioned officers were 723 persons Questionnaires from 19,007 persons in TTAA. Data were analyzed by computing means, standard deviation, one-sample t-test and Stepwise Multiple- Regression Analysis. The research found that: 1) Level characteristics of military leader, good governance and effectiveness of the battalion in TTAA overall high (P < .05). 2) The variables characteristics of military leadership affecting the effectiveness of the administration of the battalion in TTAA were 13 variables and 13 variables could predict the effectiveness in TTAA at 78.10% at the significant level of .05. The variability of good governance that affect the effectiveness in TTAA are 16 variables. and 16 variables could predict the effectiveness in TTAA at 87.20% at the .05 level. And 3) There are nine approaches were development of effectiveness administration of battalion in the Third Army Area were as follows. 1) Vision Development 2) Administration development 3) Competency development 4) Good role model development 5) Public service development 6) Participation development 7) Development of operation focused on stakeholders 8) Creative Thinking Development and 9) Arm forces development. The samples in this study consisted of 24 experts divided into 2 groups. The first were academicians and government officers concerned in policy and operation of herbal management pattern for sustainability in watershed and coastal zone of Pattani while another group were the experts who were based on domicile, career, knowledge, and stake concerning in herbal management for sustainability in watershed and coastal zone of Pattani. Interview and questionnaire were used as research tools in this study in order to find the most likely tendency and conceptual congruence between expert groups for summarizing and visualizing in the future. The model was examined by connoisseurship with 12 experts of stakeholders. The tendency is very corresponding and there is a conceptual consensus. The results showed that the proper model should support the establishment of intergovernmental organization between government and public to be countable for cooperative sustainability management by applying concept and process of equilibrium of environmental, social, and economic factors on basis of conservation, utilization, promotion of propagation and encouraging career for the community with the philosophy of Sufficiency Economy. Informants are administrators/library heads, librarians and library users from 28 Army libraries. Research tools were the conceptual framework evaluation form and the questionnaire. Statistics used were frequency, percentage, mean, standard deviation and content analysis. The research found that: 1. The Conceptual framework of the Army Library Administration consists of 4 tasks: 1) Administrative work 2) Technical work 3) Service work and 4) Public relations 2. Research results on current conditions and desired conditions are divided into two areas: administrative and strategic aspects. Administrative aspect: at present, there is a high level of administrative work in all four tasks according to the administrative framework, and there is a need for the library to perform at this level in the future as well. Strategic aspect: both current and desired conditions give priority to the strategy of protection and upholding monarchy rather than any other strategy. On the other hand, the strategy of strengthening military cooperation with foreign countries has received the least attention. This research reflects that protecting and upholding the monarchy is an important part of the army, even in the submission of the army, such as library administration, both now and in the future. By being quantitative research, the samples used in the study, the researcher used a convenient random method from 225 Emergency Medical Technician Basic (EMT-B) and they have been registered in Bangkok Emergency Medical Service System. Data were collected by questionnaires. The statistics used to analyze data were frequency, percentage mean, standard derivation pearson’s correlation coefficient and partial correlation. Authors:ฐนัส มานุวงศ์ Pages: 232 - 263 Abstract: This research for development had two objectives: 1) to study the factors affecting the learning process development of cadets and 2) to develop Instruction for the learning process of the cadets through proactive teaching management based on the education for sustainable development concept. The present research employed a classroom action research design. The study participants consisted of senior cadets who were enrolled in an elective course entitled Social and Cultural Changes and a course entitled Special Topics in Sociology and Anthropology: Sufficiency Thinking for Sustainable Development in the academic years 2016-2018 The findings of this study revealed that the factors affecting the development of the learning process of cadets included the following: 1) interest in learning and enthusiasm in classroom activities, 2) work experience or experience with participation in creative extracurricular activities, 3) open-mindedness to accept learning of new things, 4) the assumptions regarding beliefs and self-development, 5) levels of understanding of learning processes leading to learning, 6) instructors with understanding and ability to simulate continuous learning, and 7) educational environment consistent with the teaching and learning management resulting in the self-learning process. In this regard, proactive teaching management that contributes to the sustainable learning process in self-development includes the teaching and learning with various learning activities, reflection on the exchange of learning and potential of learners, links to clear future goals and consistent with social context. In addition, it was found that the participants possessed the ability to adapt themselves and engaged in different learning processes at different levels, yet they were able to learn together as proactive learning helps learners realize the values of education, owing to their understanding and the realization of success in developing learning outcomes, hence meaningful learning.
