  • ENVIRONMENTAL SUSTAINABILITY REPORTING PRACTICES IN NIGERIA: ARE CLOUDS
           DARKER OR FAIRER IN THE MANUFACTURING INDUSTRY'

      Abstract: This study assesses the popularity and the extent of environmental sustainabilityreporting practices among quoted manufacturing firms in Nigeria and its effectson their financial performances. The study employs survey research using paneldata (data of different firms from 2010 to 2015). This study adopts contentanalysis, descriptive, and inferential statistics as methods of analysis. Theevidence provided in this study, based on the empirical findings, shows a fairrepresentation of the popularity of environmental sustainability reporting amongmanufacturing firms in Nigeria, though majority of the manufacturing firmsreported very low levels of environmental disclosures. Environmentalsustainability reporting indeces have positive effects on the measures of financialperformance (earning per share, revenue growth, and return on assets). The studyconcludes that management of companies should understand that improvingenvironmental sustainability practices is as important as improving financialperformance. Management should, therefore, build environmental sustainabilitypractices and reporting into their policies. Also, shareholders should know thatenvironmental issues affecting local communities can affect the social contractbetween the community and organizations, thereby affecting survival. This studyrecommends that at annual general meetings, shareholders should compel themanagement of their companies to have well-structured environmental practices.Finally, government should be concerned about the great environmental impacts manufacturing firms have in terms of emissions, wastes, effluents, and resourceconsumption. To ensure a sustainable environment, government should back upregulatory bodies in improving environmental sustainability practices in firmsthrough mandatory reporting requirements.

  • SUSTAINABLE INDEPENDENT POWER PRODUCTION IN MIDDLE-INCOME AFRICAN
           COUNTRIES

      Abstract: The energy sector in many African countries faces challenges such assupplying electricity to the public in a sustainable manner, demandand supply challenges, institutional and governance challenges,private investment obstacles, unequal supply of energy, rollingblackouts, and grid maintenance and infrastructure challenges. Thesechallenges are coupled with and linked to other social and basicservice delivery challenges in a developmental context. Newrenewable delivery modes through independent power production(IPP) present a window of opportunity for massive investments inAfrica. The aim of this paper is to determine the potential for IPP, aswell as the barriers for the sustainable management thereof in selectedupper middle-income countries in Africa. A cross-case study methodis used. Content analysis was used to analyse 13 middle-incomeAfrican countries. Country case studies were conducted on uppermiddle-income African economies. Country profiles compriseAngola, Botswana, Gabon, Ghana, Kenya, Lesotho, Mozambique,Namibia, Nigeria, Rwanda, Tanzania, Uganda, and Zambia. Thefollowing criteria were used to identify barriers: energy technology,investment, socioeconomic development risk, sovereign risk, policydrivers, policy content, legislative basis for IPP, management ofstakeholders, and governance risk. Barriers include economic,political, and sovereign risk, as well as maintenance and gridexpansion challenges. The need to help the environment, as a driver,is not strong. The strongest current drivers are pricing, cost, andmarket incentives. The benefits of managing natural resources andfacilitating sustainable development exist but are implicit.

  • SOCIO-ECONOMIC FACTORS INFLUENCING THE EDUCATION OF THE GIRL CHILD IN
           ZOMBA, MALAWI

      Abstract: Dealing with poverty and economic hardships in developing countries has been aprimary theme for many international organisations. There have been calls toapply greater attention towards girl child education to ensure that futuregenerations do not experience the traditional gender disparities in which maleshave been regarded as better than females in almost all aspects of life. Indeveloping countries such as Malawi, indications are that girls still lag behindboys, despite the implementation of several interventions to reverse this trend.This study examined the socio-economic factors that influence the participation ofthe girl child in educational activities in Zomba, Malawi. The focus was mainlyon household and school-related factors such as distance to school and theavailability of resources at school level. The study used descriptive analyses, crosstabulations and binary logistic regression to examine the gender disparities thatexist between girls and boys in education. The results showed that a higherpercentage of girls, unlike boys, were out of school and that there was a higherpercentage of girls that dropped out of school. In the regression results, distance toschool as well as water points, and a host of other household characteristicsincluding household income emerged as significant determinants of girls’education participation.

  • STUDENTS’ PERCEPTIONS OF THE SOUTH AFRICAN POLICE SERVICE IN DURBAN,
           SOUTH AFRICA: A NON-JUDGMENTAL ASSESSMENT

      Abstract: Public trust in the police is an important indicator of effective policing in ademocratic system. While this assertion holds true for most police research,hardly any prior studies in this field explored university students’ perceptions ofthe police. In light of this gap, the study on which this paper is based sought toelucidate students’ perceptions of the South African Police Service. A quantitativeapproach was adopted and a sample of 682 (n=682) participants was drawn at oneof the largest universities in South Africa for a cross-sectional survey of students’perceptions. The specific goal was to assess whether students’ trust in the policewas shaped by their perceptions of the Police Service in general, and policeofficers’ behaviour in particular. The findings indicated that students generallyhad an unfavourable disposition towards the police and that this dispositionaffected their trust in police officials. The findings also suggested that malestudents’ perceptions of the police differed a great deal from those of femalestudents. In general, it was found that university students viewed the police asunfair and corrupt and that these negative perceptions consistently engenderedmistrust in the police. These findings corroborate broader assertions that therelationship between the police and the public in South Africa is poor and thatpolice brutality, corruption, and a range of other police misconducts erode publictrust in the South African Police Service. It was concluded that, if students’perceptions have to be changed, the contributory factors to police misconductmust be addressed as a matter of urgency. Moreover, programs that will aid and sustain positive student–police relationships should be introduced andencouraged.

  • DEVELOPING A MONITORING AND EVALUATION (M&E) CLASSIFICATION SYSTEM TO
           IMPROVE DEMOCRATIC GOOD GOVERNANCE

      Abstract: This article explains the relationship between democratic societies’ needs andevaluation approaches in terms of various paradigms, methods and values ofevaluation and develops a classification in terms of the types of evaluation neededto meet the needs of a democratic society. The article also underscores theimportance of M&E as a mechanism to measure the effectiveness of servicedelivery, so that the public sector can facilitate better democratic governanceoutcomes in terms of its programmes, policies, interventions, projects, democracymodels and the type of evaluation required. The methodology entails a desktopanalysis of literature and official documents to conceptualise and contextualisethe area of investigation. The methodological approach focused on specificdimensions of unobtrusive research techniques, such as conceptual and documentanalysis. Generally, unobtrusive research techniques investigate social behaviourto remove bias and encourage conceptual analysis. To attribute meaning to thedata, the information generated is examined through an in-depth process ofintellectual analysis, integration, classification, reflection and synthesis. Thearticle found that merely having a clear knowledge base of the history and ‘stateof the art’ evaluation or programme evaluation theory is not a clear-cut way toensure successful evaluation practice. Furthermore, every theory of practice islikely to be more effective in certain settings than in others. The ultimate goal is tointroduce improvements to the services they provide, based on a classification ofM&E findings.
