Authors:Seval Cömertler Abstract: In the context of the quality and norm studies for theplanning education, the Association of Planning Schools of Turkey (TUPOB)developed certain measures, which were essential for Cityand Regional Planning (CRP) departments. A recent and comparative study, which shows the impact of TUPOB criteria - developed in2011 - in structuring the CRP departments, and reveals whether the existing CRPdepartments provide the TUPOB measures or not, has not entered into the literature. In the direction of such a deficiency, the aim of thisarticle was to investigate the CRP departments in terms of the TUPOB criteriain the context of the teaching staff adequacy. The research contained 21 CRPdepartments which were categorized in 3 groups. In the study, the adequacy ofthe teaching staff were examined in terms of the number of teaching staffs, thediversity of teaching staff, and the number of first year students per teachingstaff. Data was obtained from 2016-OSYS Higher Education Programs and QuotaGuide. Descriptive statistical analysis techniques were applied to thevariables. Analysis findings were first presented on groups’ basis, followed bycomparative evaluations between groups.Analysis showed the absence of any group which met allcriteria of TUPOB, moreover that of any planning school. Consequently, theteaching staffs of CRP departments were inadequate according to the TUPOBcriteria. However, the degrees of inadequacy were different. The third groupCRP departments were the most disadvantaged group according to all criteria. Results indicate that the TUPOB’s measures, which were a common mind study, have been not decisive in structuring the teaching staffs of the planningschools. Authors:Mutlu Kaya; Cevdet Yılmaz Abstract: Ayancık is one of the developed districts of Sinop province on the coastal belt of the Black Sea Region. Today's Ayancık which is the district center now, was either a township center and a small village look like in the first years of the Republic. In 1929, the forest management system established on the district lands with the link to the rich vegetation in the region and the timber factory built in Ayancık, which constitutes the central part of it, changed the destiny of this small settlement and Ayancık became one of the first functional industrial cities in sense of Republican Turkey.ZİNGAL T.A.Ş. was established as a foreign-capital funded company in Ayancık district center and soon it showed its impact on the region with more than 600 workers working in the factory apart from 3,000 workers working in the forest business, and more than half of the living people, compared to their current population, started to make their living from industrial activity. Ayancık's economic, social and cultural structure has changed rapidly from the beginning of the 1930's, and now it is a functional industrial city. Ayancık, which has modern sports fields, cinema, hospital, public house, veterinary, tennis courts, etc. became one of the earliest settlements in Turkey having electricity thanks to this factory and business. In the study, the development of an industrial town and the innovations brought about by the influence of the timber factory due to the large and productive forests which are the main factor in the formation and development of the urban settlement in the region have been tried to be explained the reasons that differed from the other cities in the first years of the Republic in Ayancık example. In this research, the study area is limited to the Ayancık district center and the rural area is not included. PubDate: Fri, 27 Apr 2018 00:00:00 +030

The sample group of this research which was conductedaccording to the cross-sectional model as one of the survey-research models, consists of 557 science pre-teachers who were studying their 1styear in 10 different universities around Turkey. General Chemistry LaboratoryClass Environment Perception Scale was used to designate the pre-teachers'perceptions of laboratory. In addition to the distribution of pre-teachers'perceptions in each dimension, it was also examined whether the distributiondiffers based on the universities in which those pre-teachers study, and thelecturing instructors' areas of expertise. The distribution in theirperceptions was indicated by frequency and percentage values, and thedifference in the distribution was analyzed by Kruskal-Wallis, IndependentSamples T Test and Mann-Whitney U test. While in perceptions oflaboratory there was a significant difference in each dimension based on theuniversities the pre-teachers are studying in, there was a difference in onlydimensions of open-endedness and integration based on the lecturinginstructors' areas of expertise. The acquired findings were related to theLiterature, discussed and some suggestions were made. PubDate: Fri, 27 Apr 2018 00:00:00 +030
Authors:Önder Canveren; Çağlar Öztürk Abstract: The European Union (EU), which wasestablished for the restoration of peace and prosperity after the Second World War,increased its members to 15 after the 1973, 1981, 1986 and 1995 enlargements. The EU, which included Central and Eastern European (CEE) countries in 2004 and2007 through the political conditionality and external incentive model, following the collapse of the Berlin Wall, became a regional and global actor, including 28 countries following the Croatia's membership in 2013. After thedisintegration of Yugoslavia, the Union commenced some initiatives, such as theestablishment of peace making and stability in the Balkans, reconstruction and confrontthe past for the region. The EU initiated the candidacy perspective to theWestern Balkan countries at the 2003 Thessaloniki Summit. In this article, weexamined which discourses, for what causes, and which legitimization tools wereused by the Union in its enlargement policy comparatively for the WesternBalkans and CEE cases. For this purpose, content analysis of the EnlargementStrategy Papers, Summit Declarations, and Parliamentary Decisions are conductedthrough the pragmatic, political-ethical and moral approaches, modelled bySjursen in a deductive method. It is observed that pragmatic discourses havebeen dominated over the possible gains of enlargement for both regions. Nevertheless,CEE enlargement is framed by a historical and political responsibility thatwould end the division; Western Balkan enlargement is legitimized as the way tocreate peace and stability through the spread of European norms & valuesand opportunities originated from the geographical location. Authors:Özkan Adilhan; Levent Ünverdi Abstract: It is a fact acceptedby different circles that our country could not make much progress in thesubject of urbanization and that the process could not be managed much in adesired manner. Limited effect of our existing laws and regulations, especiallythe Construction Law numbered 3194 and the related regulations, on the spatialchange and transformation has revealed the necessity for including differenttools in the process. However, the urbandesign concept takes the most fundamental and central place among thesetools. Departing from evaluation of thelong-established and still ongoing-irregular urbanization which have stronglinks with the urban renewal processes in our country, this study dwells uponthe necessity to adopt urban renewal strategies in urban design, The works carried out by the Municipality ofSöke have been selected as a unique case where urban design concepts are usedas effective tools in the planning process and contribute for directing andmanaging the entire process. In works ofSöke Municipality, considering that solving the social and technicalinfrastructure and environmental problems must be evaluated primarily togetherwith the existing structural problems and that plan amendments on parcel scalecannot be of any remedy in planning decisions, the main strategy has been toobtain urban renewal-based development plans ranging from urban design scale toupper scales and the method in this strategy is through competition. In thisrespect, case of Söke appears unique in terms of strategy and method both. In line with this, specific to the workscarried out by the Municipality of Söke, the ways of how urban renewal, urban design, and the related planning processes are managed has been explained and the concludingsuggestions address to not only on the problems occurred in this process, butalso possible ways of alternative solutions. Authors:Oğuzhan Ergün Abstract: Therecent discussions on the narrow and broad definition of terror that havebecome a current issue in Turkey-EU relations and consequently created a friction effect in Turkey’s foreignpolicy development process have problematized a parallax between the parties that lacks solution in theinternational area. Changes in the position of the observer or facts sufferingvirtual slip by an uniaxial view are imposed with an interpretation madeaccording to that point of view. Terrorism, as an indirect behavior strategyimplemented throughout history by societies (relatively weak groups) that livein negative asymmetry, has turned into a dominant strategic behavior which thestrong groups resort to in the current hybridized war environment. Developmentsall around the globe have begun to be called as endless Global Civil Warstrategy. An important place in the emergence of a parallax in the view to anddefinitions of terrorism is held by not only partial strategic standing, butalso the issue being framed bypartial media as well as abstractions in legal and academic conceptualizationsor generalizations. In this paper, the ontology of Terror and Terrorism as aconcept is discussed in the context of strategy. PubDate: Fri, 27 Apr 2018 00:00:00 +030
