  • Rising China’s Multipolar Diplomacy towards Latin America and the
           Caribbean: Challenges Ahead

    • Abstract: Rising China has become an important promoter of changes for Latin America and the Caribbean (LAC) since the late of 1990s, and it continues on doing so particularly after the global recession in 2008. From the Chinese perspective the world is in an irreversible transition towards ‘multipolarity’, and LAC is not an exception. In this regard, this article makes a comprehensive analysis of the recent China’s engagement with LAC and examination of China’s diplomacy in LAC, studies the case of China’s relationship with Venezuela, and claims that the opportunities, complexities and challenges existing in China’s multipolar diplomacy towards LAC in general. The expected result is to have a representative picture of these interactions of the countries involved, and grasp how to develop better relationship between LAC and China based on the multipolar diplomacy.Resumen China se ha convertido en actor promotor de cambios en Latinoamérica y el Caribe desde finales de los años noventa y ha asumido un papel más significativo en esta región sobre todo después de la recesión económica de 2008. Desde el punto de vista de la nación asiática, el mundo se encuentra en una transición irreversible hacia un orden multipolar y Latinoamérica es parte de este proceso. En este artículo se hace un análisis del reciente involucramiento de China con países de la región, la diplomacia que se ha implementado, además se detiene a examinar con mayor detalle la relación que existe con Venezuela; de la misma manera asevera que la presencia de China ha traído oportunidades, complejidades y retos para el área, pero también podríamos estar hablando de la transición de Latinoamérica y el Caribe hacia un mundo multipolar. El resultado esperado es tener una mejor fotografía de estas interacciones e interpretar las posibles direcciones en que los acontecimientos están guiando.
       
  • Panda Diplomacy and the case of Mexico

    • Abstract: Resumen En este artículo se analiza la figura de la diplomacia pública denominada “diplomacia panda” que es exclusiva de China y cómo ha servido a este país este vehículo del llamado poder blando. Empleando el método de análisis de datos, se examinan cuestiones teóricas respecto de la diplomacia pública; se revisa la diplomacia panda como vertiente de la diplomacia pública china y su utilización en la época contemporánea y, finalmente, se analiza el ejercicio de la diplomacia panda en el caso de México, concluyendo que se aplicó bajo el supuesto de que este país serviría de punta de lanza para el reconocimiento de otros países de la región, lo que necesariamente no ocurrió, y que la actual administración china ha retomado esta herramienta para lograr el acercamiento y eventuales concesiones de parte de los países interesados en obtener y ostentar pandas. This article analyzes the tool of public diplomacy called “panda diplomacy”, exclusive of China and how this piece of what is called soft power has served to this country. Using the method of data analysis, examines theoretical issues regarding public diplomacy; reviews panda diplomacy as an aspect of Chinese public diplomacy and its current use and, finally, analyzes the case of diplomacy panda with respect to Mexico. It concludes that this country would be of spearhead for recognition of other countries in the region, which necessarily did not take place. Another conclusion is that Chinese administration has resumed this tool to achieve rapprochement and to get possible concessions from countries interested in having pandas.
       
  • The Conflict in Xinjiang (2013-2018): The Belt and Road Initiative and the
           Human Rights Crisis

    • Abstract: Resumen La región de Xinjiang es estratégica para la implementación de la “Iniciativa Franja y Ruta” por los recursos naturales con los que cuenta y por el nexo geográfico, político y económico con los países de Asia Central. En este artículo se argumenta que las políticas del gobierno chino para detonar el desarrollo económico en la región han traído de manera paralela mayor represión y exclusión de la comunidad uigur en un intento gubernamental de acelerar la asimilación cultural, política y económica de las minorías étnicas con la cultura han. Se presenta en la actualidad una crisis de derechos humanos en la región, misma que se caracteriza por un acentuado deterioro de libertades civiles y religiosas, vigilancia extrema, detenciones arbitrarias, multiplicación de campos de reeducación, restricciones a la libertad de expresión y asociación, etcétera. The Xinjiang region is strategic for the implementation of the Belt and Road Initiative due to the natural resources it has and the geographic, political and economic nexus with the countries of Central Asia. This article argues that the policies of the Chinese Government to trigger economic development in the region have brought in parallel, greater repression and exclusion of the Uyghur community in a government attempt to accelerate the cultural, political and economic assimilation of ethnic minorities with the Han culture. There is currently a human rights crisis in the region, which is characterized by a marked deterioration of civil and religious liberties, extreme vigilance, arbitrary detentions, multiplication of reeducation camps, restrictions on freedom of expression and association, etc.
       
  • Knowledge Transfer in the Automotive Industry: The Case of JICA’s
           Project for Automotive Supply Chain Development in Mexico

    • Abstract: The automotive industry is considered a source for economic development in both developed and developing countries. However, endogenous firms in developing countries may not reap the positive externalities of entering global production chains due to their technological and knowledge deficiencies. This is particularly noticeable for Japanese production chains that demand high-quality parts and components and favors the procurement from companies from the same business group, limiting the opportunities for local firms. Training may help reduce this gap by transferring both tacit and explicit knowledge. This analysis provides evidence that institutions such as government agencies may affect the transfer of knowledge to local firms at the micro-level via training. The results from qualitative case studies show benefits from a training project carried out by the Japan International Cooperation Agency (JICA) in Mexico. Participating firms experienced overall growth and improvements in their quality and productivity indicators, allowing them to obtain certifications, increase their customer base and diversify to new markets. The knowledge acquired was internalized and diffused throughout the firms and in certain cases spilled-over to other production lines and other companies.Resumen La industria automotriz es considerada una fuente para el desarrollo económico tanto en países desarrollados como en vías de desarrollo. Sin embargo, las firmas endógenas en países en vías de desarrollo pueden no recibir las externalidades positivas de ingresar en cadenas de producción global debido a sus deficiencias tecnológicas y de conocimiento. Esta situación es notable para cadenas de producción japonesa, las cuales demandan partes y componentes de alta calidad y favorecen la proveeduría de empresas pertenecientes a su mismo grupo económico, limitando las oportunidades para empresas locales. La capacitación y el entrenamiento pueden reducir la brecha tecnológica por medio de transferencia de conocimiento tácito y explícito. Este análisis presenta evidencia del rol que ejercen las agencias gubernamentales y la forma en que pueden afectar la transferencia de conocimiento a empresas locales por medio de entrenamiento. Los resultados presentados son de estudios de caso cualitativos y muestran beneficios de un proyecto de entrenamiento y capacitación implementado por la Agencia Japonesa de Cooperación Internacional (JICA por sus siglas en inglés) en México. Las empresas participantes del proyecto mostraron crecimiento y mejoras en sus indicadores de calidad y productividad, lo que les permitió obtener certificaciones, incrementar su cartera de clientes y diversificar a nuevos mercados. El conocimiento adquirido pudo ser internalizado y difundido dentro de las empresas y en algunos casos se transfirió a otras líneas de producción y otras compañías.
       
  • Hikikomori. The Silent Voices of Japanese Society

    • Abstract: Resumen El término hikikomori identifica tanto a un fenómeno como al individuo que tiende a aislarse socialmente y que afecta primordialmente a adolescentes o jóvenes que se encierran en sus habitaciones por seis o más meses. Este síndrome está siendo más estudiado desde la psicología; sin embargo las investigaciones incluyen los efectos que sobre este sector de la población tienen los cambios sociales que permean la sociedad japonesa de hoy. Elementos culturales, como la pertenencia al grupo, el honor y el éxito, contribuyen a crear un ambiente más complejo para la realización de los jóvenes, generando un sentimiento de frustración. En aras de no ser criticado o cuestionado sobre su desempeño, se aíslan. Es relevante hacer aquí una revisión de los estudios más conocidos sobre el tema, así como los factores culturales de Japón y las acciones emprendidas por el gobierno; considerando que este fenómeno no es exclusivo de la sociedad japonesa y que dadas las presiones sociales y la falta de oportunidades en la sociedad global actual, representa hoy un riesgo para la juventud en general. Hikikomori identifies both a phenomenon and a person who tends to socially isolate. It primarily affects adolescents or young people who lock themselves in their rooms for six or more months. This syndrome is being studied more from the psychology approach; nevertheless research includes the impact that social changes have had on Japanese youth today. Cultural elements, such as belonging to the group, honor, and success, contribute to create a more complex environment for the realization of young people, causing a feeling of frustration. Young people, in order not to be criticized or questioned about their performance, they rather isolate. It is important to review the most well-known studies on the subject, as well as the cultural factors of Japan and the actions undertaken by the Government; considering that this phenomenon is not exclusive to Japanese society and that given the social pressures and lack of opportunities in today’s global society, it represents a risk for youth in general.

Young people, in order not to be criticized or questioned about their performance, they rather isolate. It is important to review the most well-known studies on the subject, as well as the cultural factors of Japan and the actions undertaken by the Government; considering that this phenomenon is not exclusive to Japanese society and that given the social pressures and lack of opportunities in today’s global society, it represents a risk for youth in general.

    • Abstract: Resumen El término hikikomori identifica tanto a un fenómeno como al individuo que tiende a aislarse socialmente y que afecta primordialmente a adolescentes o jóvenes que se encierran en sus habitaciones por seis o más meses. Este síndrome está siendo más estudiado desde la psicología; sin embargo las investigaciones incluyen los efectos que sobre este sector de la población tienen los cambios sociales que permean la sociedad japonesa de hoy. Elementos culturales, como la pertenencia al grupo, el honor y el éxito, contribuyen a crear un ambiente más complejo para la realización de los jóvenes, generando un sentimiento de frustración. En aras de no ser criticado o cuestionado sobre su desempeño, se aíslan. Es relevante hacer aquí una revisión de los estudios más conocidos sobre el tema, así como los factores culturales de Japón y las acciones emprendidas por el gobierno; considerando que este fenómeno no es exclusivo de la sociedad japonesa y que dadas las presiones sociales y la falta de oportunidades en la sociedad global actual, representa hoy un riesgo para la juventud en general. Hikikomori identifies both a phenomenon and a person who tends to socially isolate. It primarily affects adolescents or young people who lock themselves in their rooms for six or more months. This syndrome is being studied more from the psychology approach; nevertheless research includes the impact that social changes have had on Japanese youth today. Cultural elements, such as belonging to the group, honor, and success, contribute to create a more complex environment for the realization of young people, causing a feeling of frustration.
