  • Trump´s migration policy: background and consequences for Mexican
           migrants and their communities

  • The New Political-economic conjuncture in the Pacific Region: Two
           Expressions of Protectionism

    • Abstract: Resumen El Comprehensive and Progressive Agreement for TransPacific Partnership (CPTPP) y el decreto del presidente Donald Trump para imponer cuotas y elevar las tarifas arancelarias a las importaciones estadounidenses de acero y de aluminio son expresiones del proteccionismo: uno resulta de las reglas del CPTPP, y el otro deriva del deterioro progresivo de la economía estadounidense como motor del sistema global. Los objetivos del presente trabajo son: situar la oposición entre la administración Trump y los signatarios del CPTPP en el contexto económico internacional actual; analizar las principales líneas de la defensiva proteccionista estadounidense, y estudiar las relevancias económica y política del CPTPP. Por ahora, la oposición “proteccionismo nacionalista vs. aperturismo regulado” modifica las condiciones políticas en la escala global, del Pacífico y de América del norte. En la global, la Organización Mundial del Comercio ha sido relegada a un lugar secundario, mediante la preferencia de los firmantes del CPTPP por estipulaciones regionales sobre sus regulaciones globales y debido a las flagrantes violaciones de las mismas regulaciones contenidas en el ALC Corea-Estados Unidos. En el Pacífico, el impacto político del CPTPP se sentirá en APEC; la competencia sino-estadounidense por el liderazgo tiende a ser sustituida por la rivalidad sino-japonesa y los signatarios del CPTPP están en medida de presentar un resultado en 2020, y este será mayor si incorporan nuevos signatarios y presentan un frente común al proteccionismo estadounidense. En América del norte, el escenario probable es la sustitución del ALCAN por acuerdos bilaterales. El nuevo ALC Corea-Estados Unidos marca las pautas de nuevos acuerdos estadounidenses: cuotas favorables para las exportaciones sensibles estadounidenses; cuotas y, más allá de ellas, altas tarifas arancelarias para las importaciones estadounidenses; intromisión en la definición de las políticas económicas nacionales: en Corea, políticas monetaria y de gasto público; en México, políticas salarial y migratoria, así como combate contra el narcotráfico. The Comprehensive and Progressive Agreement for Trans Pacific Partnership (CPTPP) and President Donald Trump’s decree to impose quotas and raise tariffs on us steel and aluminum imports are expressions of protectionism: one results from the rules of the CPTPP and the other one derives from the progressive deterioration of the American economy as the engine of the global system. The objectives of this paper are: to place the opposition between the Trump administration and the signatories of the CPTPP in the current international economic context; to analyze the main lines of the American protectionism; to study the economic and political relevance of the CPTPP. For now, the opposition “nationalist protectionism vs. regulated liberalization” modifies political conditions at the global, Pa-cific and North American scales. In the global level, the World Trade Organization (WTO) has been relegated to a secondary place, by the preference of the signatories of the cptpp for regional stipulations on the omc global regulations and due to the flagrant violations of these global regulations contained in the Korea-US FTA. In the Pacific, the political impact of the CPTPP will be experienced in APEC; Sino-American competition for leadership tends to be replaced by the Sino-Japanese rivalry and the signatories of the CPTPP are in a position to present a result in 2020 and this will be greater if they incorporate new signatories and present a common front to American protectionism. In North America, the likely scenario is the substitution of NAFTA for bilateral agreements. The new Korea-us FTA sets the standards for new us agreements: favorable quotas for sensitive us exports; quotas and, beyond them, high tariffs for us imports; interference in the definition of national economic policies: in Korea, monetary and public expenditure policies; in Mexico, wage and migration policies, as well as combat against drug trafficking.
       
  • FDI and China’s Belt and Road Initiative

    • Abstract: Resumen En el trabajo se analizan las tendencias de los flujos mundiales de inversión que muestran la creciente importancia de la originada en la República Popular China y puede asociarse a la iniciativa de “La Franja y la Ruta”, identificada como “Belt and Road Initiative” y “One Belt, One Road” (BRI y OBOR, sus siglas en inglés). El principal contenido de la BRI incluye acuerdos de inversión y financiamiento de proyectos de construcción de infraestructura en distintos países asiáticos, europeos y africanos, que mejorarían notablemente las conexiones físicas. De acuerdo con la hipótesis de trabajo, se concluye que los impactos económicos de la BRI son importantes, pero lo son aún más las consecuencias geopolíticas que ratifican la capacidad china de fortalecerse como líder regional y mundial. This paper analyzes the trends of global investment flows that show the growing importance of that which originates in the People’s Republic of China and can be associated with the initiative “La Franja y la Ruta” (in Spanish), also identified as “Belt and Road Initiative” y “One Belt, One Road” (bri y obor). The main content of bri includes financing and investment agreements of infrastructure projects in several Asian, European and African countries, which would improve physical connections. In accordance with the working hypothesis, the economic impacts of bri are important but even more are the geopolitical consequences that ratify China’s capacity to strengthen itself as a regional and global leader.
       
  • Walmart: competitive crossroads in the chinese retail market

    • Abstract: Resumen Las reformas estructurales en China la han conducido a registrar tasas de crecimiento promedio del 9.1% de 1999 a 2017. Por esta posición en el mundo de avances tecnológicos y motor de la economía global, se puede distinguir como la tendencia hacia la nueva economía mundo que plantea Braudel (1986). En este contexto, el crecimiento económico de China se promueve también a través del consumo interno. Para apoyar esta disposición, el gobierno chino incentiva la inversión privada en el comercio minorista. La multinacional Wal-Mart Stores, Inc. llega a China en 1996. No obstante, no logra afianzar su presencia, lo cual se expresa en la baja productividad y la mínima competencia en la comunidad china, como resultado de los bajos ingresos por ventas, lo cual es reflejo de la insuficiente preferencia por las mercancías, los establecimientos y la logística de la filial Walmart China, contrariamente a los esfuerzos por acoplarse a los gustos y preferencias del consumidor local. Por ello, el objetivo del trabajo implica estudiar la productividad y la competencia de la minorista Walmart China en función de los ingresos por ventas. El método es analítico-descriptivo. El documento se sustenta teórica y empíricamente. Esto último con datos de la empresa y cálculos propios sobre la productividad. Structural reforms in China have led it to record average growth rates of 9.1 percent from 1999 to 2017. Because of this position in the world of technological advances and the driving force of the global economy, it can be distinguished as the trend towards the new world economy, posed by Braudel (1986). In this context, China’s economic growth is also promoted through domestic consumption. To support this provision, the Chinese government encourages private investment in retail. The multinational Wal-Mart Stores, Inc., has been in China since 1996. However, it does not manage to consolidate its presence, which is expressed in the low productivity and minimum competition in the Chinese community. These two factors are the result of low sales revenue, reflecting the insufficient preference for the merchandise, establishments and logistics of the Walmart China subsidiary. Contrary to the efforts of coupling to the tastes and preferences of the local consumer. Therefore, the objective of the work involves studying the productivity and competition of the retailer Walmart China in terms of sales revenue. The method is analytical-descriptive. The document is supported theoretically and empirically. The latter with company data and own calculations on productivity and competition.
       
  • Human Development and Inequality in Mexico

    • Abstract: Resumen El modelo neoliberal mexicano y su política de sustentar la competitividad en el bajo costo de la mano de obra han provocado una excesiva concentración del ingreso en las esferas más altas de la población mexicana, además de creciente pobreza en nuestro país; sin embargo, las carencias no se distribuyen por igual, pues la desigualdad se expresa en estos momentos en inequidades territoriales y sociales que, a su vez, son un freno al crecimiento económico a largo plazo. Estas desigualdades se pueden corroborar al observar los muy distintos niveles de desarrollo alcanzado por las entidades de nuestro país, medido a través del índice de desarrollo humano. Si bien México ha sido por tradición una nación de desigualdades, hasta mediados de los años ochenta del siglo pasado dichas desigualdades venían disminuyendo; sin embargo, el cambio de modelo económico ha provocado un incremento en esas inequidades. En ese sentido, el objetivo de este trabajo es conocer cómo la concentración de la riqueza ha provocado enormes niveles de desigualdad en México. La metodología utilizada es la comparación entre el nivel de desarrollo humano entre las entidades federativas de nuestro país y la evolución del índice de Gini, para entender cómo ha evolucionado la desigualdad y en qué regiones se ha concentrado la pobreza. Con ello se refuerza el argumento de que el modelo neoliberal es el causante del crecimiento de la pobreza y la desigualdad en México.Summary The Mexican neoliberal model and its policy of sustaining competitiveness in the low cost of labor, has caused an excessive concentration of income in the highest spheres of the Mexican population, in addition to growing poverty in our country; However, the shortcomings are not distributed equally, since inequality is expressed at the moment in territorial and social inequalities that in turn are a brake on economic growth in the long term. These inequalities can be corroborated by observing the very different levels of development achieved by the entities of our country measured through the Human Development Index. Although Mexico has traditionally been a nation of inequalities, until the mid-eighties of the last century these inequalities had been decreasing; however, the change in the economic model has caused an increase in these inequities. In this sense, the objective of this paper is to know how the concentration of wealth has caused enormous levels of inequality in Mexico. The methodology used is the comparison between the level of Human Development among the federative entities of our country and the evolution of the Gini index to understand how inequality has evolved and in which regions poverty has been concentrated. This reinforces the argument that the neoliberal model is the cause of the growth of poverty and inequality in Mexico.
       
  • Reporting Mexico in China: ‘China’s economy is developing
           robustly and rapidly’

    • Abstract: Though China looms large in the Mexican consciousness as an economic competitor, the same is not the same from the Chinese perspective. This study of the reporting of Mexico in China reflects on the lack of understanding of Mexico in China other than as a function of China’s international political economy. Though the prospects for greater cooperation may appear significant, the likelihood of this happening should clearly not be exaggerated. Mexico-China relations are asymmetrical and likely to stay that way for some time. Mexico’s value to China lies in its relationship to the USA, and not for anything intrinsic in the Mexican economy or society.Resumen Aunque China ocupa un lugar preponderante en la conciencia mexicana como competidor económico, no es lo mismo desde la perspectiva china.     • Abstract: Though China looms large in the Mexican consciousness as an economic competitor, the same is not the same from the Chinese perspective. This study of the reporting of Mexico in China reflects on the lack of understanding of Mexico in China other than as a function of China’s international political economy. Though the prospects for greater cooperation may appear significant, the likelihood of this happening should clearly not be exaggerated. Mexico-China relations are asymmetrical and likely to stay that way for some time. Mexico’s value to China lies in its relationship to the USA, and not for anything intrinsic in the Mexican economy or society.Resumen Aunque China ocupa un lugar preponderante en la conciencia mexicana como competidor económico, no es lo mismo desde la perspectiva china. Este estudio de los informes de México en China refleja la falta de comprensión de México en China, aparte de como una función de la economía política internacional de China.
