      Abstract: Le connessioni fra economia legale ed economia criminale creano squilibri, non sempre percepiti, poiché si mimetizzano dietro le inefficienze dei mercati, delle imprese e le carenze delle amministrazioni pubbliche. I nessi causali sono difficilmente identificabili, perciò, le indagini si rivolgono all’illegalità identificata con il termine mafia sia per la criminalità organizzata italiana sia per le organizzazioni di origine estera. Il saggio propone una analisi dei modelli economici compatibili con le strategie e le gestioni economiche e finanziarie delle criminalità e, in particolare, delle imprese legali-criminali, ripercorrendo le difficoltà legate alle ricerche statistiche ed economiche.Classificazione JEL: A11, H26, K4.Parole chiave: Economia criminale, sommerso, evasione fiscale.

      The connections between the legal economy and the criminal economy create imbalances, not always perceived, blended in behind the inefficiencies of markets, firms and the shortcomings of the public administrations. The causal links are difficult to identify, therefore, the investigations address the illegality with the word “mafia” both for Italian organized crime and for organizations of foreign origin. This essay proposes an analysis of economic models compatible with the strategies and economic and financial management of crime and, in particular, of legal-criminal enterprises, retracing the difficulties linked to statistical and economic research.JEL classification: A11, H26, K4.Keywords: Criminal Economy, hidden economy, evasion.

  • Il settore costruzioni in Italia: crisi e opportunità
           nell’ultimo decennio.

      Abstract: In questo lavoro si presenta una mappa delle grandi trasformazioni del settore costruzioni italiano avvenute nell’ultimo decennio. Il lavoro è articolato in due parti. La prima ricostruisce il quadro macroeconomico delle costruzioni attraverso i dati Istat. La seconda, ha un impianto microeconomico e analizza i dati di bilancio AIDA delle imprese del settore costruzioni. Dai dati emerge una dinamica settoriale complessivamente recessiva fino al 2013, con alcuni recenti segnali di ripresa che vanno consolidati. Interventi di politica attiva nel mercato del lavoro, e per gli investimenti in nuove costruzioni e riqualificazione abitativa, sembrano essere le misure più auspicabili.

      The construction industry in Italy: crisis and opportunities over the last decade

      This paper presents a map of the great transformations of the Italian construction sector that took place in the last decade. The paper is divided into two parts. The first one reconstructs the macroeconomic transformations of this sector by means of data provided by Istat. The second one has a microeconomic content and analyzes the AIDA balance sheet data of companies acting in the construction sector. Data shows an overall recessional dynamics up to 2013, with some recent signs of rebound but still to consolidate. Active policies in the labor market and subsidies for investments in environmental sustainable construction, and building improvement schemes seem to be the most desirable measures to relaunch the sector.

  • Il Mercato del Lavoro in Italia: una lettura a partire dal caso
           dell’Edilizia

      Abstract: Con il presente articolo si coglie l’occasione offerta dalla nuova edizione dell’Osservatorio Costruzioni realizzato per la Fondazione Di Vittorio e Fillea Cgil per avanzare alcune riflessioni in merito alle dinamiche che attraversano e trasformano il mercato del lavoro italiano. L’analisi descrittiva, per lo più di carattere quantitativo, è realizzata a partire dai micro-dati della Rilevazione Continua sulle Forze di Lavoro distribuiti dall’Istat per uso pubblico. Dopo un primo paragrafo, dedicato alla problematicità della portata descrittiva della banca dati utilizzata, il secondo e il terzo paragrafo danno conto dell’analisi vera e propria passando dal mercato del lavoro nel suo complesso a quello specifico dell’edilizia, evidenziando i rischi di dequalificazione per i segmenti occupazionali più fragili.

      The Italian Labour Market: the case of the Construction Industry sector

      The aim of this paper is to provide an analysis of Italian labour market with a focus on the Construction Industry sector. In the first paragraph, a reflection about the performative dimension of indicators contextualizes the analysis developed in the next ones. After a brief methodological note, the third paragraph concerns the dynamics of Italian labour market, paying full attention on young precarity and other segmentations. The third paragraph provides a full analysis on Construction Sector, especially focusing on work conditions, permanent and non-permanent work, worked hours dynamics and on safety dimension. By conclusions, the three parts of the paper can find a united lecture.

  • L’associazione fra caratteristiche dei padri e redditi da lavoro dei
           figli in Italia: è solo questione di istruzione'

      Abstract: Gli autori indagano i meccanismi alla base del processo di trasmissione intergenerazionale della diseguaglianza in Italia facendo uso dei dati forniti dalla Survey on Household Income and Wealth della Banca d’Italia nel periodo 2000-2016. Approssimando il background familiare con l’istruzione dei padri, si rileva che un anno in più di istruzione di questi è associato ad una crescita del 3,6% delle retribuzioni dei figli. In contrasto con l’idea diffusa che la trasmissione intergenerazionale dipenda esclusivamente dall’investimento in istruzione, un ampio vantaggio (+1,8% per ogni anno di istruzione dei padri) persiste quando nelle stime si tiene conto del titolo di studio dei figli e di altre caratteristiche osservabili del loro percorso di istruzione e il vantaggio rimane significativo (+1,1%) quando si controlla anche per una serie di caratteristiche dell’attività lavorativa. Dal confronto fra le diverse waves di SHIW emerge inoltre che i vantaggi di background non si sono ridotti nel corso del tempo.

      The association between fathers’ characteristics and children’s earnings in Italy: does only education matter'

      This work analyses mechanisms behind the intergenerational transmission of inequality in Italy by exploiting the waves from 2000 to 2016 of the Bank of Italy’s Survey on Household Income and Wealth. Using fathers’ education as a proxy of parental background, we show that 1-year increase in fathers’ education is associated with a 3.6% increase in children’s earnings. Contrary to the widespread idea that the intergenerational transmission is only related to parents’ investment in their children’s education, large background-related advantages (+1.8% for each year of parental education) persist when we control for children’s education and other observables related to their human capital. Moreover, background-related advantages remain large and statistically significant (+1.1%) when we also control for children’s occupation. Furthermore, we find that our measure of intergenerational association has not declined.

  • La costruzione dell’emergenza. Aiuto, assistenza e controllo tra
           disastri e migrazioni forzate in Italia

      Abstract: L’articolo propone una riflessione preliminare sulle modalità attraverso le quali i disastri e le migrazioni forzate vengono descritti e rappresentati nel discorso pubblico, secondo retoriche che li concettualizzano tramite il paradigma dell’emergenza. A livello istituzionale essi vengono affrontati utilizzando lo stesso dispositivo, il quale, in forza dell’emergenza, impone, grazie al principio d’ingerenza, un sistema di potere coercitivo basato sull’assistenza, l’aiuto e il controllo. Questo approccio produce conseguenze rilevanti sia sul versante sociale che politico e culturale.

      The construction of emergency. Care, cure and control between disasters and forced migration in Italy

      This paper proposes a preliminary reflection on the ways in which disasters and forced migrations are described and represented in the public discourse according to rhetorics that conceptualize them through the paradigm of emergency. At the institutional level they are faced by using the same dispositif, which, in the name of emergency and urgency, imposes, thanks to the principle of intervention, a system of coercive power based on cure, care and control. This approach produces serious consequences from a social, cultural and political point of view.
