  • Vulnerability of Smallholder Farmers’ to Climate Change and Variability
           in the Central Highlands of Ethiopia

      Abstract: This study investigates vulnerability of smallholder farmers to climate change and variability in three districts (Basona Werana, Efratana Gidim and Menz Gera Meder) located in different agroecological zones (AEZs) in the central highlands of Ethiopia. Household level data about livelihood capitals and climate related variables were used to develop vulnerability indices and determine vulnerability patterns across the study area. Our results identify Basona Werana as the most vulnerable in terms of physical and financial capital indicators while Efratana Gidim is the most vulnerable in natural capital indicators and climate factors. Vulnerability score of 3 out of the 6 indicators are the least for Menz Gera Meder. Statistically significant differences of vulnerability are observed in 9 of the 39 subcomponents indicating differences in the level of vulnerability across agroecological zones. The findings have implications for planning and prioritizing adaptation interventions in the study area, while the methodology is applicable to other parts of rural Ethiopia as well.

  • Beyond Cartesian Philosophy of Essentialism, and the Quest for
           Intercultural Discourse: Some Examples

      Abstract: Rene Descartes is believed to be the founder of modern philosophy that exalts closure, singularity and monologue in the making of philosophical meanings. He sees mankind’s diverse horizons as virtually closed monads; undermines the possibility of openness, mutuality and dialogue. Accordingly, for Descartes, mankind has no common world to refer to, no common vision to live for; the world is essentially uncommunicative and windowless. The purpose of this article is to critically challenge this picture of humanity while trying to identify lessons that need to be critically attended towards forming a world of possibilities in which meaning is discovered rather through the acts of openness, mutuality, and dialogue. I take inspiration from intercultural philosophy that promotes an image of humanity that is an antithesis to the one maintained by Descartes. I will argue that mankind is not only capable of and optimistic to forming a world of better meanings through the revealing power of dialogue, perhaps mankind is a subject endowed with the capacity to dialogically break supposedly unbreakable boundaries. I urge on the need to celebrate the objectivity of an underlying truth of commonness amidst diversities. As will be defended, this last is not a merely speculative attribution of mankind for, indeed, there are concrete historical moments that could offer grounds for meaningful philosophical discernment. While one such example is Ethiopian, others are international which, I believe, could reveal an immense capacity to making the world become converse to and richer in meaning than the mutually isolating effects of Cartesian Either/Or and its world of windowlesseness.

  • Implementation of Technical and Vocational Training Strategy in
           Agricultural Sector in Ethiopia: Practices, Challenges and the Way Forward

      Abstract: Ethiopia introduced a wide range of socioeconomic development strategies, programs and practices since 1991. One of these is Agricultural Technical and Vocational Education and Training (ATVET) strategy that aims at producing extension agents (usually referred to as development agents /DAs/) who are capable to contribute to sustainable agricultural development in Ethiopia. The objective of this study was, therefore, to assess the contribution of ATVET graduates in improving agricultural productivity and the farmers’ livelihoods. A blend of descriptive and qualitative data collection and analysis techniques were employed in this research. The study findings indicate that the role of ATVET in technology transfer, productivity enhancement, agricultural commercialization, rural economic growth and environmental protection is vital. However, its realization has been constrained by several adverse factors such as graduates’ lack of practical skills and the stamina to work in rural areas, farmers’ attitude towards rural development agents (DAs), weak industry-ATVET college linkage, and poor administrative support to DAs. The study concludes that there is a need for tailored ATVET curriculum development and strong college-industry linkages to realize the immense role of ATVET program in Ethiopia.

  • The Gadaa System and Some of Its Institutions among the Booranaa: A
           Historical Perspective1

      Abstract: The Oromo people are governed by the historic Gadaa system as their political culture. Traditionally, the Oromo believed in a supreme deity, Waaqa/Waaqayoo (God) but eventually most of them were converted to Christianity and Islam without necessarily giving up Waaqeffannaa cultural and ritual practices since it is similar to both as a monotheistic religion. Nevertheless, the Booranaa Oromo have strongly maintained the cultural heritage of the original Gadaa intact. Based on the secondary literature and my fieldwork among the Booranaa, this paper attempts to address the Gadaa system and some of its traditional institutions which are operational among the Booranaa Oromo. It mainly focuses on mechanisms of conflict resolution or management used by the Booranaa to serve the society. It will also highlight that the traditional mechanisms of settling disputes and/or preventing it among the Booranaa in the context of the Gadaa system are much more closer to the hearts and minds of the people and are more helpful than the modern system of governance, particularly for maintaining sustainable peace, tranquility and prosperity.

  • Social Protection and Vulnerability to Climate Shocks: a Panel Data
           Evidence from Rural Ethiopia

      Abstract: It is widely predicted that climate change will have an adverse impact on Ethiopian agriculture and exacerbate the problem of food insecurity. In this context, social protection schemes can potentially contribute to households’ autonomous adaptation by reducing vulnerability to climatic shocks. This paper examines the role of the Productive Safety Net Program in reducing vulnerability to climate related shocks and its impacts on autonomous adaptation strategies by taking the case of household income diversification into non-farm activities. The paper assesses vulnerability using index-based approach and the impact of the program using two non-experimental approaches namely; Difference-in-Differences combined with Propensity Score Matching for a panel of 1,306 rural households from the two recent rounds of the Ethiopian Rural Household surveys for the years 2004 and 2009. Taking advantage of the extensive data available on climate-induced shocks and a range of activities and incomes, the paper makes a conceptual distinction between non-farm and off-farm income, and uses the recent Adaptive Social Protection framework to examine the impact of the program. The results from the vulnerability assessment indicate that exposure and lack of adaptive capacity to climate-induced shocks explain the vulnerability of rural households and PSNP helps to decrease the vulnerability of households to climateinduced shocks. The results from the non-experimental estimations also indicate that receiving transfers from the PSNP, on average increases income from nonfarm activities. These results partly confirm the hypothesis that social protection can promote positive adaptation strategies and may serve as an effective means of reducing the vulnerability of smallholders to climate change-induced shocks.
