  • The Estrangement of Youth and the Quest for a different Society

    • Authors: Franco Ferrarotti
      Pages: 9 - 32
Abstract: The author contends that any contestation or countercultural movement, no matter how generous, is bound to failure unless it develops as a rational project. Violence, as such, might help visibility, but, in the last analysis, it amounts to nothing more than self-gratifying narcissism, incapable to produce positive results, even less to satisfy the request of present day youth for a different, more open society.

  • The Role of Interreligious and Interfaith Dialogue in the Post-Secular
           World

    • Authors: Biljana Popovska; Zhanet Ristoska, Pablo Payet
      Pages: 33 - 44
Abstract: Today, western liberal democratic societies are secular, or in other words, religion is set apart from the state. However, the beginning of the 21st century has seen a re-politicizing of the religion. This paper argues that religion plays an important role in current global politics and events. Moreover, it has been used as tool to recruit masses for a wrong cause. Hence, Interreligious and interfaith dialog can play a role of catalysts and a future trend in cultural diplomacy. The paper provides definitions of a secular and post secular society. Then, it discusses the general concept of dialogue and explores it from an interreligious and interfaith point of view as a way to mitigate the role religion has undertaken. Finally, it provides examples of what European Union has been doing in that respect.

  • The integrity of persons elected, appointedor exercising public functions

    • Authors: Agathi Nano
      Pages: 45 - 60
Abstract: By decision no. 32 of 2015, “On the establishment of a special parliamentary commission for the implementation of the issues in the resolution on the agreement between the majority and the opposition in the Albanian Parliament” was approved the establishment of a special parliamentary commission for the implementation of the resolution adopted on 24 December 2014, which, among other things, foresaw the commitment of the parties involved to work together with consensus, supported by the European Union, on the issue of individuals with criminal records, who hold a public post or seek to be elected or appointed to one, based on European standards and the assistance of the Venice Commission. On 17 December 2015, Members of the Albanian Parliament adopt by consensus the constitutional amendments and legislative framework which are necessary to introduce in our country a clear mechanism for the exclusion of criminal offenders from public offices. In this paper we examine regulatory issues relating to the legal framework necessary to guarantee the integrity of public officials, the verification and ascertainment of the prohibition of exercising public functions and the implementation of the prohibitive measures provided for by law no. 138/2015 “On guaranteeing the integrity of the persons elected and/or appointed to, or exercising public functions”, the so called “decriminalisation” law.

  • State, Nation, and Sociology

    • Authors: Roberto Cipriani
      Pages: 61 - 68
Abstract: The sociological science must be employed in the amelioration of society. The intellectual climate of a nation is a determinant feature for the success of sociology. Actually, there are areas in which the frame seems more favourable. The establishment of new electronic journals, regional and national associations and sociological societies reflects the expanding range of interests and professional specialization.

  • The Bumpy Road of EULEX as an Exporter of Rule of Law in Kosovo

    • Authors: Gentjan Skara
      Pages: 69 - 87
Abstract: This paper analyses EULEX mission in Kosovo (hereafter EULEX) as an exporter of rule of law. From the deployment of the mission, two mainstream discourses have coined the effectiveness of EULEX establishing the rule of law in Kosovo. From the Brussels point of view, EULEX has marked a lot of progress in promoting the rule of law in Kosovo. On the other hand, based on international indexes and other secondary sources, EULEX has been harshly criticised to deliver its promises in strengthening the rule of law institutions, fighting organised crime, war crimes and reducing corruption. Beyond these discourses, the paper tries to explore whether, how and to what extent, EULEX has promoted rule of law in Kosovo. The paper argues that EULEX has failed to promote rule of law in Kosovo due to 1) the costs of adaptation or compliance as function of the misfit between EULEX institutional approach on rule of law and domestic conditions and 2) incapacity of Kosovo rule of law institutions to interact with EULEX in strengthening the rule of law as a result of political interference on judiciary and police sector.

  • Gaming mirrors at play through ludic data-selves

    • Authors: Enrico Gandolfi
      Pages: 88 - 104
Abstract: The focus of the article is on data-self technology in digital entertainment - virtual entities that replicate and/or are influenced by players’ behaviors and actions, working as agential mirrors on the screen. Little efforts have been done in investigating their potential in social research and educational technology; however, data-selves can serve as promising self-revealing tools toward personal identities and narrations. In order to enlighten their effectiveness, a multidisciplinary framework led by the core concepts of “narrative identity” and “discursive-practical consciousness” is advanced. The proposal has been tested (pre-post interviews and play sessions) with an empirical exploration involving n:32 participants and the video games Black and White 2 and Forza: Motorsprint 5, which include data-self features. Results show that this technology can make a difference in engaging and stimulating subjects’ interest and feedback, but further researches are needed to deepen its scope and range of application.

  • Pragmatism and Evolutionary Epistemology

    • Authors: Michele Marsonet
      Pages: 105 - 112
Abstract: To understand the significance of a pragmatist stance in this matter we must address a basic question: which kind of evolution are we referring to when talking of “evolutionary epistemology”' If we take evolution to be an undifferentiated concept, such that no useful distinction can be found in it, we are on a wrong track. The evolutionary “pattern” is certainly one, but this should not lead us to assume that the specific characteristics of mankind must be left out of the picture, either because they are not important or because no specifically human characteristic is admitted. Nicholas Rescher’s evolutionary framework, for example, is instead pluralistic and multi-sided.It is worth noting how and why Rescher’s evolutionary epistemology differs from the one delineated in a famous book by Karl Popper. The Austrian-born philosopher based his approach on the “random conjectures and refutation” model. A scientist, for example, faces the problem of explaining nature’s doings by one of the endlessly many hypotheses that he has at his disposal. Subsequently he chooses to endorse a conjecture from this infinite range, and the testing itself, via falsification, furnishes the necessary selection. According to Popper’s picture we have, in sum, a sort of blind and random mechanism: his “trial-and-error” search procedure.Rescher’s opinion about this issue is that, on such Popperian grounds, scientific progress becomes more or less inexplicable. In particular, the success in providing explanatory theories that perform well in prediction and the guidance of applications in a complex world is now an accident of virtually miracolous proportions.

  • The manifestation of disturbing behavior on adolescents as a result of
           using violent video-games

    • Authors: Leticja Papa Gusho; Marsela Mitrushi
      Pages: 113 - 121
Abstract: The use of violent video-games among teenagers is becoming undisputed. The goal of this study is identifying the video-game typology played by teenagers in two most important High Schools in the two most important cities of Albania and present the effect of this video-games. There were twenty-six participants in this study, all students in the tenth grade.  Of these selected students, sixteen were boys and ten were girls. For selecting the participants in the study, it was used the accidental sampling method and for the data collection it was used the semi-structured interviews. Thematic analysis is used to analyze the data collected. One of the most interesting findings of this study is that the use of violent video-gamescan cause a remodeling in teenager’s behavior, accompanied by a psychological vitality, which in many cases could be negative, especially when this experience is direct. The study doesn’t have a generalizing character.

  • Three growing questions about Masonry

    • Authors: Davide Crimi
      Pages: 122 - 132
Abstract: Through three capital questions, this short essay tries to offer a general panorama and a better understanding of the proteiform complex body or Masonry. Through by a multi-level hermeneutic, this study get the ambition to be comprehensible both to Readers who are not used to this kind of literature and to the ones advanced and skilled in symbolic thought. The main important conclusion owes the quality of the symbolic level, which is the property to refuse a single interpretation: notwithstanding, this does not prevent from a clear historical and political evaluation of the phenomena under analysis, according the methodologies of social sciences. This political evaluability drives to the main valuable output of the essay, which concerns the anthropological statement that the logical label of Masonry, with this name or many others, it exists since always. Under the category of initiatory institution, we may consider the step between individual and society, and a society inside a larger one. Evolving from the needs of the individuals to the ones of social groups, the matter joins to the land of political sciences. The sociological meaning can be posed under analytic view in reason of the functionalist meaning emerging from the alternative couples status-quo/emancipation and conservatism/progressivism. Through by this perspective, anyway the theme seems not to reveal much more, because this “proteiform complex body” manifest itself as something too much complex in its inner core to be considered in a way or in another. What remains is strictly symbolic, with some theological and eschatological points that refuse to be posed under restrain.

  • The Code of the Administrative Procedures according to the Principle of
the Power Separation and Balancing in the Central and Local Government
           Bodies in Albania

    • Authors: Mimoza Sadushi; Saimir Shatku
      Pages: 133 - 140
Abstract: Different authors at different times have given an unequal definition to the term of public administration compared to what it is used today. The author Georges Vestel has defined the public administration as “the set of activities aimed at maintaining the public peace and meeting other needs of the general interest. This definition corresponds to the etymology of the term administration - “administration” which means “to serve”. But Jean-Jacques Rousseau in his work, Social Charter, defined the public administration under the government term. He stated that: “I call a government or a supreme administration the legitimate exercise of the executive power. Some authors use “administrative” and “executive” terms in an alternate way, with the same meaning. Other authors make a clear distinction between terms. They define the state administration as “an activity which is carried out for the concrete fulfilment of the functions of the state and the duties of the organs of the state administration”. So these authors distinguish the state administration from the executive activity which the executive bodies perform. The paper aims to suggest a set of strategies and improvements by starting from a theoretical background of the definition of power balance and separation in public administration and governing bodies and its evolutionary definition over time, and by reflecting those findings as a set of suggestions, by considering the actual Albanian Code of Administrative procedures, strategies and practices.
