  • Paramilitarism in a Post-Demobilization Context' Insights from the
           Department of Antioquia in Colombia

    • Abstract: Despite the efforts deployed by the Colombian state to demobilize paramilitary groups and to tackle organized crime structures since 2003, in today’s Colombia a repressive apparatus of social control exerted by paramilitary successor groups on certain sectors of the population persists in the country. Drawing on the Antioquia Department as a case study, this work offers a characterization of the legacies of the paramilitary phenomenon, its continuities and ruptures in relation to the paramilitary confederation Autodefensas Unidas de Colombia, departing from the review of the mechanisms of territorial, social, and economic control exerted by armed non-state actors on civil population.   • La relación entre capacidad y autoridad en el Estado: La construcción de
           un Estado ‘Excepcionalista’ en Ecuador

    • Abstract: The Relation between the State’s Capacity and Authority: The Construction of an ‘Exceptionalist State’In this paper we posit that the trajectory of structural-economic transformations in Ecuador between 2008 and 2014 can be understood from the perspective of state theory. Specifically, we argue that strengthening state authority in Ecuador has come at the expense of state capacities: by positioning the state in a place of ‘exceptional authority’, governmental actions sidelined the development of formal and informal networks between state and non-state actors, such as industrialists. Furthermore, we show that state capacities have been further undermined by internal divisions within bureaucratic structures and an eclectic process of leadership formation at the level of the state’s bureaucracy. Combined, these processes have resulted in a hybrid state form: a state with high degrees of authority that coexist with low levels of institutional and organizational capacity – a state form we have termed an ‘Exceptionalist State’.Resumen:En este artículo sostenemos que un entendimiento de la transformación de las capacidades y estructuras productivas de la economía ecuatoriana entre 2008 y 2014, puede darse desde el ángulo de la teoría del Estado. Específicamente, argumentamos que el fortalecimiento de la autoridad del Estado en Ecuador en el período analizado se ha dado a expensas del desarrollo de sus capacidades. Al posicionar al Estado en un lugar de ‘autoridad excepcional’, el gobierno central minó el desarrollo de redes formales en informales entre actores estatales y no-estatales, como la clase industrial. Así mismo, demostramos que las capacidades del Estado durante este período se han visto debilitadas por divisiones internas ligadas a eclécticos procesos de formación de liderazgos en la burocracia estatal.   • Justicia de género y tierras en Colombia: Desafíos para la era del
           ‘pos-acuerdo’

    • Abstract: Gender and Land Justice in Colombia: Challenges for the Post-Peace Accords Era With the signature of a Peace Accord between FARC guerrilla and the Colombian Government in August 2016, the country confronts a great number of challenges in terms of the implementation, not only of the immediate actions needed to carry out the DDR process for ex-combatants and the truth, justice and reparations measures for the victims, but also of the long-term democratic transformations agreed upon at the negotiations table. In this exploration I will reflect on the scope of land restitution as a measure of reparations, and its transformative potential in terms of gender justice. Colombia is the first country in Latin America in which these two elements, land and gender, have been explicitly included in the peace process. One of the conclusions of this reflection is that more institutional support is needed for rural women’s organizations in order to consolidate the results of a gender-just land restitution and link these to the rural reforms of the peace agenda, as a contribution to a more democratic participation of men and women in post-conflict rural development. Resumen Con la firma del Acuerdo de Paz entre FARC guerrilla y el Gobierno de Colombia, en agosto de 2016, el país enfrenta un sinnúmero de desafíos para la implementación de lo pactado, no sólo en lo inmediato (desarme-desmovilización-reintegración de excombatientes y de justicia-verdad-reparación para las víctimas) sino frente a las transformaciones democráticas estipuladas para el pos-conflicto. En esta exploración reflexiono sobre la restitución de tierras como medida de reparación a víctimas y su alcance transformativo en términos de justicia de género. Colombia es el primer país en América Latina en el cual estos dos elementos, tierras y género, han sido incorporados explícitamente en un proceso de paz. Una de las conclusiones de esta reflexión es que se requiere un mayor impulso institucional a la organización de las mujeres rurales para consolidar los resultados de la restitución, articularlos a la reforma agraria pactada en el Acuerdo de Paz y contribuir así a una participación más democrática de hombres y mujeres en el desarrollo rural del pos-conflicto.   • Memory and History of Mexico ’68

    • Abstract: The student movement Mexico ’68 (Sesenta-y-ocho) that was active between July and December of 1968 has come to be seen as one of the most important events of the second half of the twentieth century in Mexico, in both public memory and national history. However as this was not always the case, the aim of this article is to analyse the transformations and permanencies in the many accounts that have formed over the last four decades concerning the Mexican summer of 1968, giving attention to four types of narrative: public debates, the specialized historiography on the student movement, books dealing with national history, and the official history. This analysis is intended to show how the ‘historical centrality’ of 1968 was progressively formed in the national public space and in historiographic discourse. Resumen: Memorias e historias de México 68 El movimiento estudiantil de México 68 (Sesenta-y-ocho) que tuvo lugar entre julio y diciembre de 1968 se considera como uno de los acontecimientos más importantes de México en la segunda mitad del siglo XX, tanto desde la memoria pública como desde la historiografía nacional. Sin embargo, como esto no siempre fue así, el objetivo del artículo es analizar las transformaciones y permanencias en las múltiples narraciones que se han creado a lo largo de las últimas cuatro décadas acerca del verano mexicano del 68, dando preeminencia a cuatro narrativas: los debates públicos, la historiografía especializada sobre el movimiento estudiantil, los libros abocados a la historia nacional y la historia oficial.   • Piqueteros after the Hype: Unemployed Movements in Argentina, 2008-2015

    • Abstract: The Argentine unemployed movement of the piqueteros was a key socio-political player in the early 2000s. Although public and academic attention paid to these piqueteros has decreased notably since 2010, they continue to be active. This article provides an empirical update to the existing research on Argentina’s unemployed movement by analysing how distinct piquetero organizations have adapted to evolving political and socioeconomic changes during the presidency of Cristina Fernández de Kirchner (2008-2015). In drawing on social movement research, we suggest a number of mechanisms that can help to explain the continuing existence of the piqueteros. While a persistent focus on grassroots work has been identified as key to their existence, adaptation to the changing political and socioeconomic context has meant that core claims related to the very issue of (un-)employment, including the demand for dignified work, have largely been dropped from the political agenda of various piquetero organizations. Resumen: Los piqueteros después del auge: Los movimientos de desocupados en Argentina, 2008-2015 A comienzos del siglo el movimiento de desocupados de Argentina era un actor sociopolítico clave, pero desde 2010 ha decrecido notablemente el interés público y académico en los denominados piqueteros. Los piqueteros, sin embargo, siguen existiendo. Este artículo ofrece una actualización de la investigación existente sobre el movimiento de desocupados en Argentina. Se analiza cómo las distintas organizaciones piqueteras han adaptado a los cambios politicos y socioeconómicos durante la presidencia de Cristina Fernández de Kirchner (2008-2015). Basándonos en la investigación sobre movimientos sociales, sugerimos una serie de mecanismos que contribuyen a entender la persistencia de los piqueteros. Por un lado, un continuo enfoque en el trabajo territorial ha sido clave para tal persistencia. Por otro, la adaptación al nuevo contexto ha llevado a que reivindicaciones importantes relacionadas justamente al tema del (des-)empleo, como la demanda por un trabajo digno, hayan perdido relevancia en la agenda política de las distintas organizaciones piqueteras.   • Cooperativas como política pública: Electrificación rural
           en Chile, 1940-1970

    • Abstract: Cooperatives as public policy: Rural electrification in Chile, 1940-1970 This article examines the relations between cooperatives and the State in Chile during the implementation of the National Electrification Plan from 1940 to 1970. Scholars generally agree that Latin American developmentalism entailed State expansion and market regression. I challenge this common explanation by arguing that in rural areas the Electrification Plan was carried out largely by cooperatives. This in turn prompted the creation of a State bureaucracy charged with controlling the electrification cooperatives, and helped to develop technical expertise and more efficient economic administration. Based on these findings, the article suggests that coordination between the State and the cooperatives led to technical relations and not, as it is often argued, one of co-optation. Furthermore, state expansion allowed for the creation of a new cooperative market. In conclusion, electrification cooperatives triggered economic and institutional innovations that raise new questions on how to explain Latin American developmental strategies. Resumen: Este artículo analiza la relación entre las cooperativas y el Estado en Chile durante la implementación del Plan Nacional de Electrificación entre 1940 y 1970. Los investigadores del desarrollismo latinoamericano generalmente han coincidido en comprenderlo como un proceso de expansión del Estado y retroceso del mercado. El artículo cuestiona esta explicación tradicional argumentando que en las áreas rurales el plan de electrificación fue implementado en gran parte por cooperativas. Esto produjo la creación de una burocracia estatal idónea para controlar las cooperativas, así como también condicionó al cooperativismo de electrificación rural a ser dirigido con altos índices de preparación técnica y eficiencia económica. A partir de estos hallazgos, el artículo sugiere que la coordinación entre el Estado y las cooperativas fue primordialmente técnica y no de cooptación, como normalmente se la comprende. Asimismo, concluye que la innovación económica e institucional que generó esta forma de implementación del plan de electrificación genera nuevas preguntas en torno a cómo explicar las estrategias desarrollo que han seguido los países de América Latina.   • We Take Care of Our Own: The Origins of Oligarchic Politics in St. Maarten

    • Abstract: This paper investigates the origins, development, and consolidation of political oligarchy in the Caribbean island nation of St. Maarten. It investigates why oligarchies develop in small settings despite the democracy-stimulating tendencies of smallness posited by the academic literature. It offers an historical analysis of St. Maarten politics, and investigates how the smallness of St. Maarten has contributed to oligarchies on the island. The article analyses the political dynamics that buttress and sustain oligarchic rule in small island societies. St. Maarten is an interesting case study because it is typical of the islands of the Eastern Caribbean, including historically high levels of migration, and is understudied. Additionally, the island has experienced oligarchic politics for centuries, which makes St. Maarten a perfect case to study the link between smallness and oligarchy. Finally, because St. Maarten is non-sovereign, our analysis could yield insights into the effects of non-sovereignty on the formation of oligarchies. Resumen: ‘Nos ocupamos de lo nuestro’: Los orígenes de la política oligárquica en Sint Maarten Este artículo investiga los orígenes, el desarrollo y la consolidación de la oligarquía política en la nación insular caribeña de Sint Maarten. Analiza por qué las oligarquías se desarrollan en escenarios pequeños a pesar de que la tendencia, según la bibliografía académica, es que el tamaño pequeño de una jurisdicción estimule la democracia. Ofrece un análisis histórico de la política de Sint Maarten e investiga hasta qué punto las dimensiones pequeñas de Sint Maarten han contribuido a las oligarquías en la isla. El artículo profundiza en la dinámica política que refuerza y mantiene la oligarquía en sociedades insulares pequeñas. Sint Maarten es un estudio de caso interesante porque es característico de las islas del Caribe oriental, incluidos los niveles históricamente altos de migración, y porque es un tema que se ha estudiado poco. Además, la isla ha experimentado una política oligárquica durante siglos, debido a lo cual Sint Maarten es un caso perfecto para estudiar el vínculo entre el tamaño pequeño de la isla y la oligarquía. Por último, puesto que Sint Maarten no es una isla soberana, nuestro análisis podría ofrecer una visión de los efectos de la no soberanía en la formación de las oligarquías.
