  • Road accidents rate in the northern border of Tamaulipas. The approach on
           the administrative control processes

    • Abstract: Resumen: El objetivo del presente estudio es identificar fallas en los procesos administrativos de control que favorecen las conductas de riesgo de los operadores de vehículos. Mediante el análisis del contexto de la frontera norte de Tamaulipas y las estadísticas más recientes en siniestralidad vial, complementado con un estudio exploratorio en una muestra de 535 individuos identificando problemáticas asociadas a la deficiencia de dichos procesos y teniendo como limitación que las variables son las propias del contexto geográfico, se encontró que la principal causa de los accidentes viales en el municipio son las conductas de riesgo de los conductores de vehículos; así mismo, que existen fallas en los procesos administrativos de control, las cuales favorecen estas conductas. Se aporta información para realizar intervenciones sobre la problemática de la accidentalidad vial que es considerado un problema de salud pública y, como conclusión, se evidencia que existen deficiencias en los procesos administrativos de control sobre vialidad que favorecen las conductas de riesgo de los conductores.Abstract: The objective of this study is to identify the failures in the administrative control processes that favor risky behaviors in the operators of motor vehicles. Through the analysis of the context of the northern border of Tamaulipas and the most recent accident rate statistics, complementing it with an exploratory study done with a sample of 535 subjects, identifying issues associated with the deficiencies of said processes, and having as limitation the fact that the variables are inherent to the geographic context, it was found that the main causes of road accidents in the municipality are the risky behaviors of the vehicle operators; moreover, there are failures in the administrative control processes, which favor these behaviors. Information is provided to carry out interventions regarding public health and, to conclude, evidence is provided on the existence of differences in the administrative control processes on road safety that favor the risky behaviors of the drivers.
       
  • Human resources management in the water utilities of Hermosillo and
           Mexicali

    • Abstract: Resumen: Este estudio investiga cómo los Sistemas de Gestión de Recursos Humanos (SGRH) impactan en el desempeño de los Organismos Operadores de Agua Potable (OOAP) en México. Se comparó el desempeño diferenciado de los OOAP de Hermosillo y Mexicali con las características de sus SGRH a través del análisis de cuatro categorías: 1) Políticas de contratación de personal, 2) Desarrollo y capacitación, 3) Salario, prestaciones y estímulos, y 4) Sanciones. Las principales diferencias se encuentran en las categorías 2 y 3, en donde Mexicali cuenta con niveles más altos. El estudio aporta una visión desde los SGRH, variable que no se ha analizado a profundidad en el estudio de los OOAP. A pesar de que Mexicali capacita e incentiva mejor a sus empleados, se observa que la influencia del poder ejecutivo y la excesiva injerencia de los sindicatos han contribuido en la configuración de un endeble SGRH que afecta al desempeño de ambos OOAP.Abstract: This paper studies how the Human Resources Management Systems (HRMS) influence the performance of water utilities in Mexico. The differentiated performance of the water utilities of the cities of Hermosillo and Mexicali were compared to their HRMS characteristics through the analysis of four categories: 1) Hiring policies, 2) Development and training, 3) Salaries, benefits and incentives, and 4) Sanctions systems. The main differences between these utilities are on categories 2 and 3, where Mexicali shows greater levels. The study provides a vision of water utilities from the point of view of HRMS, which has not been taken into account in previous research. Although Mexicali provides its workers with better training and incentives, it is observed that the influence of local governments and the excessive power of unions have led to weak HRMS that affect the performance of water utilities.
       
  • Sociocultural construction of San Salvador de Jujuy, the symbolic border
           between Argentina and Bolivia

    • Abstract: Resumen Se analiza la ciudad de San Salvador de Jujuy como espacio fronterizo y espacio de ciudad. Mediante la sistematización de estudios locales se busca considerar los elementos históricos, políticos, socioeconómicos, migratorios y simbólicos que crean la experiencia urbana de frontera. Este aporte se acota a reconstruir a la ciudad como una red de sentidos. Se profundiza en los flujos migratorios, la situación política reciente, la impresión en la urbanidad de las desigualdades económicas y, la relevancia de lo mediático y lo ritual en la configuración de los sentidos de ciudad dominantes; se consignan los factores que territorializan la diferencia y la desigualdad local y el proceso de periferización y pauperización del suelo. Por otro lado, se determinan los conflictos políticos recientes que inciden en la desarticulación regional y las disputas simbólicas que tensionan la pertenencia nacional frente a la alta incidencia andina.Abstract: The city of San Salvador de Jujuy is analyzed both as a border space and as a city space. Through the systematization of local studies, the aim is to consider the historical, political, socioeconomic, migratory and symbolic elements that create the urban border experience. This contribution focuses on reconstructing the city as a network of senses. It deepens our understanding of migratory flows, the recent political situation, the impact of economic inequality on urbanisms, and the relevance of media and ritual acts in the configuration of dominant senses in cities. In addition, the factors that demarcate the difference and local inequality and the process of peripheralization and impoverishment of the soil are examined. Both the recent political conflicts that affect regional disarticulation and the symbolic disputes that cause tension in national belonging against a strong Andean influence are outlined.
       
  • Borders within Europe, border deactivation, cross-border cooperation and
           institutions: The Iberian Raya case

    • Abstract: Resumen: El presente trabajo plantea una aplicación al caso de la política europea de cooperación transfronteriza (CTF). Se revisa la CTF llevada a cabo en la frontera hispano-portuguesa desde una perspectiva funcional, mediante una descripción panorámica del proceso de implementación de CTF luso-hispana, de los agentes e instituciones que la han llevado a cabo, en particular las comunidades de trabajo, y de los resultados logrados a lo largo del proceso. Entendiendo por resultados: 1) qué avances o retrocesos se han realizado en la desactivación de esta frontera secular -es decir, se ha logrado eliminar el efecto frontera-, 2) qué obstáculos quedan pendientes y 3) cuáles son los desafíos de futuro. Las conclusiones muestran un panorama ambiguo por cuanto que se constatan grandes avances en los aspectos de infraestructura, de transporte, comunicación, intercambio y comercio; aunque todavía queden flecos pendientes y otros campos -culturales, antropológicos-sociológicos- donde los progresos son poco significativos o nulos.Abstract: The present paper presents an application to the case of the European cross-border cooperation policy (CBC). Specifically, the CBC carried out at the Spanish-Portuguese border is reviewed from a functional perspective. To do this, a descriptive overview of the implementation process of Portuguese-Spanish CBC is made, showing the agents and institutions that have carried it out, in particular the working communities, and the results achieved throughout the process. Understanding by results: 1) what progress or recoils have been made in the deactivation of this secular border -that is, the border effect has been eliminated-, 2) what obstacles remain outstanding and 3) what are the future challenges.
       
  • Argentina against the Allende government, the look of daily Río
           Negro

    • Abstract: Resumen: En el presente artículo abordamos las noticias sobre los vínculos argentino-chilenos que circularon por el diario más influyente de la Norpatagonia argentina durante el gobierno de Salvador Allende (1970-1973). A través de herramientas del análisis del discurso damos cuenta de las múltiples dimensiones que condicionaron dichos discursos como también de los sentidos que adquirieron las relaciones binacionales en el marco de los mismos. Consideramos que este tipo de estudios contribuyen a deconstruir las miradas esencializadas sobre el otro, dando cuenta de las diversas aristas contenidas en las representaciones que circulan a través de la prensa. Esto adquiere mayor relevancia en el caso de la Norpatagonia, al tratarse de una región cuyos vínculos con Chile configuran una experiencia tan histórica como cotidiana. En este sentido, los discursos que prevalecieron en elRío Negroconstruyeron un Chile cuyo pasado y presente lo vinculaba íntimamente al futuro de la Argentina y la región.Abstract In the present article we address the news about the Argentine-Chilean ties that circulated through the most influential newspaper of Argentine Norpatagonia during the years of the government of Salvador Allende (1970-1973). Through the tools of discourse analysis we realize the multiple dimensions that conditioned the discourses as well as the meanings acquired by binational relations within the framework of the discourses. We consider that this type of studies contributes to deconstruct the essential glances over the other, giving account of the several edges contained in the representations that circulate through the press. This acquires greater relevance in the case of the Northern Patagonia, it is in a region whose links with Chile set up an as historical as everyday experience In this sense, the discourses that prevailed in the Río Negro built a Chile Its past and present intimately linked it to the future of Argentina and the region.
       
  • The opening of the Pan American Highway. Tourism and stereotypes between
           Mexico and United States

    • Abstract: Resumen: El objetivo del artículo es explorar el contexto geopolítico al momento de inaugurarse la primera carretera directa entre la capital nacional y la frontera con Estados Unidos. Además de considerar el peso específico de dicho acontecimiento dentro de la esfera mediática, el texto intenta aportar al estudio histórico de los estereotipos culturales y la promoción turística entre ambos países. Mediante el acceso a fuentes documentales y correspondencia oficial de la época, los hallazgos conciernen a los significados que se construyeron acerca de la carretera y de México en sí. También discutimos las tensiones políticas y económicas entre las regiones del noreste y noroeste nacional. La reconstrucción del contexto histórico describe a la región fronteriza como un espacio de intercambios culturales de los que surgieron estereotipos precisos acerca de México y Estados Unidos. El hecho de que la carretera inaugurada llevase el nombre “Panamericana” tuvo implicaciones ideológicas y diplomáticas que en este trabajo se desmenuzan.Abstract: The objective of the article is to explore the geopolitical context at the time of inaugurating the first direct road between the national capital and the border with the United States. In addition to considering the specific weight of this event within the media sphere, the text tries to contribute the historical study of cultural stereotypes and tourism promotion between both countries. Through access to documentary sources and official correspondence of the time, the findings concern the meanings that were built about the road and Mexico itself. We also discussed political and economic tensions between the National Northeast and Northwest regions. The historical context reconstruction describes the border region as a space for cultural exchanges where precise stereotypes about Mexico and the United States arose. The fact that the road inaugurated had the name "Pan American" had ideological and diplomatic implications that in this work are crumbled.

    • Abstract: Abstract: This work examines medical services providers’ spatial location patterns at the Mexican cities in the US Mexico border as a case study. Formal statistical methods are applied using data sources for each side of the border with the primary source being the National Statistic Directory of Economic Units (DENUE) published by the Mexican Census Bureau. Results identify the following specific medical services activities with particular relative concentrations at the border city scale: private dental offices (NAICS code 621211) CI= 1.32, general medicine private offices (NAICS code 621111) CI = 1.16, private medical diagnostics labs (NAICS code 621511) CI = 1.02, and private general hospitals (NAICS code 621398) CI = 1.03. In addition a cluster pattern around border Crossings was found for the largest city included in the study. Results suggest that trans-border health care needs in the region represent a binational integration mechanism with social opportunities for the local populations.Resumen: En este trabajo se examinan los patrones de localización de los proveedores de servicios médicos en las ciudades fronterizas en el lado mexicano. La metodología se basa en análisis estadístico de microdatos en ambos lados de la frontera, empleando el Directorio Estadístico de Unidades Económicas (DENUE) como fuente primaria. Los resultados permiten identificar las siguientes actividades específicas con alta concentración relativa en las ciudades fronterizas: consultorios dentales del sector privado (NAICS código 621211) CI = 1.32, consultorios de medicina general del sector privado (NAICS código 621111) CI = 1.16, laboratorios médicos y de diagnóstico del sector privado (NAICS código 621511) CI = 1.02, otros consultorios del sector privado (NAICS código 621398) CI = 1.03. Adicionalmente para la ciudad de mayor tamaño en la muestra estudiada, se determinó la existencia de un cluster alrededor de los cruces fronterizos. Los resultados sugieren que las necesidades de servicios médicos transfronterizas en la región representan mecanismos de integración binacional con oportunidades sociales para la población local.
