  • Comparative balance of border regulations in four neighboring Caribbean
           countries

    • Abstract: Resumen: El artículo busca indagar si existen potencialidades para la integración fronteriza entre cuatro países colindantes del Caribe: Colombia, Nicaragua, Panamá y Costa Rica. Se enmarca la discusión en el concepto de lo "transfronterizo" y de la integración entre entidades subnacionales de dos o más Estados nación, haciendo especial énfasis en el papel jugado por las sociedades que habitan los territorios fronterizos. Se utiliza un modelo comparativo de análisis de la reglamentación sobre fronteras en los distintos niveles territoriales de cada país, a partir de los elementos jurídicos relevantes, los procesos autonómicos y la descentralización, para concluir que entre más modernas han sido las normativas fronterizas y las reformas constitucionales, políticas y administrativas en cada uno de los países, mayores son sus posibilidades para la integración transfronteriza. Colombia y Nicaragua cuentan con la potencialidad más alta, mientras Panamá y Costa Rica evidenciaron una precaria potencialidad para la integración de sus fronteras.Abstract: This article seeks to investigate whether there is a potential for border integration among four adjoining Caribbean countries: Colombia, Nicaragua, Panama and Costa Rica. The discussion is part of the "cross-border" concept and the integration of subnational entities in two or more nation states, with particular emphasis on the role played by the societies that inhabit border regions. A comparative analysis model is used to assess border regulations in each country's various territorial levels based on relevant legal elements, autonomous processes and decentralization. The article concludes that the more modern each country's border regulations and constitutional, political and administrative reforms are, the greater the likelihood of cross-border integration. Colombia and Nicaragua have the highest potential for integrating their borders, whereas Panama and Costa Rica have the lowest potential.
       
  • Mexico-Guatemala border mobility as represented in the everyday lives of
           Central American workers

    • Abstract: Resumen: Este trabajo está centrado en explorar la experiencia de la movilidad humana de los trabajadores transfronterizos que viajan a localidades de Chiapas para trabajar en algún sector económico específico. Los trabajadores, en su mayoría centroamericanos, experimentan trayectorias de la vida cotidiana bajo determinadas prácticas de movilidad que involucran ámbitos migratorios, laborales y privados. Se busca analizar, desde la perspectiva social de la vida cotidiana, la experiencia del cruce fronterizo de este sector en una de las regiones más importantes en cuanto a flujo poblacional se refiere: la frontera sur entre México y Guatemala. Espacio en el cual se ha configurado un mercado laboral donde algunos actores sociales son capaces de construir formas de vida a partir de su movilidad cotidiana y su reconocimiento de una dimensión espacial y temporal difícil y controlada.Abstract: This study explores the human mobility experience of transborder workers who travel to localities in Chiapas for the purpose of working in a specific economic sector. The workers, who are primarily Central Americans, experience everyday life trajectories that are shaped by mobility practices linked to migratory, labor, and private spheres. From the social perspective of everyday life, the author seeks to analyze this sector's border crossing experience, which occurs in one of the most important regions with regard to population flow: the southern border between Mexico and Guatemala. A labor market has been formed in this region in which some social actors are able to construct ways of life based on their daily mobility and their recognition of a difficult and controlled spatial and temporal dimension.
       
  • Primary spaces of social interaction and insecurity in Matamoros,
           Tamaulipas

    • Abstract: Resumen: En este escrito se revisa la importancia de los lugares de encuentro en el fortalecimiento de los grupos sociales primarios de habitantes mayores de 15 años pertenecientes a seis familias en Matamoros, Tamaulipas. Se contextualiza la relación entre grupos sociales primarios y espacios de convivencia, en un ambiente de inseguridad propiciada por la existencia de la violencia y de grupos criminales que han logrado involucrarse en diferentes actividades importantes de la ciudad. Junto a factores estructurales, la inseguridad ha ayudado a que se reconfiguren los lugares de encuentro entre jóvenes y adultos; predominan los espacios privados y semipúblicos y disminuye el uso intensivo de ciertos espacios públicos de la ciudad.Abstract: This article reviews the importance of gathering places in strengthening the primary social groups of individuals over the age of 15 years within six families in Matamoros, Tamaulipas. The relationship between primary social groups and spaces of social interaction is contextualized in an environment of insecurity fostered by the existence and violence of criminal groups who have managed to involve themselves in a range of significant activities in the city. Together with structural factors, insecurity has helped lead to a reconfiguration of gathering places between young people and adults; private and semi-public spaces predominate, while the intensive use of certain public spaces in the city has diminished.
       
  • Management by results in Mexico, 2013-2014. Some effects in Baja
           California

    • Abstract: Resumen: ¿Cuál es la propuesta de una gestión por resultados (GPR) promovida por el gobierno federal mexicano y como se ha aplicado' Este artículo presenta la teoría de una gestión por y para resultados con impactos en la competitividad y bienestar. Se plantea un análisis de los elementos conceptuales del modelo y los procesos de integración conceptual y operativa de dicho modelo en el caso de Brasil y en el gobierno federal mexicano, particularmente en el estado de Baja California. Obteniendo como principal hallazgo la necesidad de fortalecer competencias institucionales en materia de GPR y con ello incidir en los procesos de competitividad y bienestar en el ámbito estatal, para interiorizar una visión de cambio estratégico, la atención al cambio cultural en términos de una eficaz transparencia, rendición de cuentas y controles anticorrupción, su implementación eficiente y con un enfoque transversal, basado en los elementos de gestión.Abstract: This paper examines the results-based management (RBM) proposal promoted by the Mexican federal government and how this proposal has been applied. This article presents the theory of management according to its results and its effects on competitiveness and well-being. This article analyzes the conceptual elements of the model and the manners in which this model has been instituted both conceptually and operationally in Brazil, Mexico, and the Mexican state of Baja California. Principal findings include the need to strengthen institutional capacities for RBM to enhance competitiveness and well-being at the government level, internalize a vision of strategic change, and prioritize cultural change to generate efficient transparency, accountability and anti-corruption controls by a transversal focus based on the elements of management.
       
  • When the border talks: Singularities of the Argentine-Chilean relationship
           in recent decades

    • Abstract: Resumen: El trabajo aborda las relaciones bilaterales entre la Argentina y Chile en las últimas décadas resaltando el potencial de sus nuevas relaciones fronterizas. Sostiene que el amplio abanico de agentes gubernamentales, entidades políticas subestatales y locales y los diferentes canales de vinculación transgubernamental, han dotado a dicha frontera de una dinámica singular, connotándola como espacio de cooperación. El artículo es descriptivo-reflexivo y se organiza alrededor de una serie de preguntas acerca de la búsqueda sostenida de integración fronteriza argentino-chilena desde los años noventa y la construcción de una singular institucionalidad top-down y bottom-up. De la variedad de vínculos existentes, selecciona algunos ejemplos significativos como los Comités de Integración, la conformación de la Zona de Integración Centro-Oeste de América del Sur (Zicosur) y la cooperación argentino-chilena en la Antártida. Asimismo, subraya el contenido integracionista del Tratado de Maipú (2009) y la institucionalidad que cobran las diferentes instancias de diálogo bilateral.Abstract: The paper deals with bilateral relations between Argentina and Chile in recent decades, highlighting the potential of their new border relations. It assumes that the wide range of governmental actors, subnational and local entities linking each other have given this a unique dynamic border and are considered spaces of cooperation. The article is descriptive-reflective and is organized around a series of questions about the continued search for Argentine-Chilean border integration since the nineties and the construction of top-down and bottom-up institutional agreements. Within the variety of links, some remarkable examples are selected for the article like the "Integration Committees", the settlement of the Central West of South America Integration Zone (Zicosur) and the Argentine-Chilean cooperation in Antarctica. It stresses the integrationist Maipú Treaty (2009) and institutions that charge different instances of bilateral dialogue.
       
  • Living the border. Social and cultural practices from the sidelines

    • Abstract: Resumen: Los migrantes, en tanto ocupan una posición de subalternidad y vulnerabilidad en la sociedad de destino, pueden ser definidos como sujetos de análisis de los estudios culturales. Es desde este marco teórico, que indagaremos las prácticas sociales y culturales de los migrantes brasileños asentados en el nordeste de la provincia de Misiones, Argentina. Enfocaremos nuestra atención en analizar si estas prácticas son verdaderamente formas de resistir a la cultura dominante o simplemente constituyen formas de reproducción y naturalización de las mismas. A través de cuatro prácticas concretas (el portuñol, el brique, la compra-venta de mejoras y la ocupación espontánea de tierras privadas) llegaremos a la conclusión de que las mismas evidencian préstamos, concesiones, amalgamas, conflictos, subordinación y a la vez intersticios de creatividad con la cultura dominante. Al mismo tiempo, demuestra el carácter relacional que posee la cultura popular con respecto a la cultura hegemónica y su posición de subalternidad y de dominación.Abstract: Migrants, while in a position of subordination and vulnerability in the host society, can be defined as subjects of analysis of cultural studies. It is from this theoretical framework, which will investigate the social and cultural practices of Brazilian migrants settled in the northeast of the province of Misiones, Argentina. We focus our attention on analyzing whether these practices are truly ways to resist the dominant culture or simply constitute forms of reproduction and naturalization of them. Through four concrete practices (portuñol, el brique, the buying and selling of improvements and spontaneous occupation of private land) will reach the conclusion that the same evidence loans, grants, amalgams, conflicts, subordination and yet interstices creativity with the dominant culture. It shows the relational character that owns the popular culture with the dominant culture and its position of subordination and domination.
       
  • Alexandra Colony: Resilience in the North of the province of Santa Fe
           (1866-1904), Argentina

    • Abstract: Resumen: En este artículo se desarrollan los aspectos teóricos desde una perspectiva histórico-antropológica, que anticipa un espacio fronterizo con una diferenciada estructura económica, social y cultural, donde se desenvuelven la vida y experiencias de familias de colonos que se instalan a 90 km del límite territorial septentrional controlado por el gobierno de la Provincia de Santa Fe. En la frontera norte de Santa Fe se combate el "desierto", en primer lugar, con la fundación de colonias agrícolas por contrato y, luego, con el avance militar. Por lo que se elige el concepto de frontera de colonización para analizar el rol de las colonias que junto a Alexandra Colony la conforman. Partiendo de la revisión de los estudios de frontera, se focaliza en el carácter resiliente de los grupos sociales enfrentados por fuera de la última línea de fortines al norte de la Provincia de Santa Fe donde se fundan colonias agrícolas.Abstract: In this article the theoretical aspects are developed from a historic-anthropological perspective, which anticipates a frontier space with a differentiated economic, social and cultural structure, where they operate the life and experiences of families of settlers who are 90 km of the Northern territorial limit controlled by the Government of the province of Santa Fe. In the north border of Santa Fe the "desert" fights", first, with the foundation of agricultural colonies for contract and, then, with the military advance. Therefore, the concept of border of colonization is chosen to analyze the role of the colonies that make it up next to Alexandra Colony. Based on the review of the studies of border, focuses on the character resilient of social groups facing out of the last line of forts to the North of the province of Santa Fe, where the agricultural colonies were founded.
       
  • Significance of mass media in mid-higher education and university
           indigenous students inmigrated to Monterrey

    • Abstract: Resumen: El reciente pero intenso flujo de migrantes indígenas al estado fronterizo mexicano de Nuevo León, ha convertido a esta región en la principal receptora del país de población indígena. Partiendo de la hipótesis de que el ingreso de estos jóvenes indígenas a los niveles educativos medio-superior y superior incide marcadamente en el proceso de transformación de su identidad étnica, hondamos en la comprensión del uso y significaciones que estos estudiantes indígenas dan a ciertos medios de comunicación de masas. Desde un enfoque metodológico cualitativo, a partir de la realización de entrevistas en profundidad analizamos cómo el uso y significaciones diferenciadas del cine, la televisión y la radio simbolizan en muchos sentidos el proceso de transición identitaria por la que pasan estos jóvenes emigrados a Monterrey. Asimismo, identificamos cómo las variables "nivel de estudios" y "grupo étnico" tienen un importante peso explicativo para la comprensión de estos procesos de reconstrucción identitaria.Abstract: The recent but intense flow of indigenous migrants to the Mexican border state of Nuevo León has made this region the primary recipient of Mexico's indigenous migrant population. Based on the hypothesis that the entry of indigenous youth into high-school and university education has a marked effect on the transformation of their ethnic identity, we examine the uses that these indigenous students have for certain mass media and the meanings that they award to such media. Using a qualitative method and in-depth interviews, we analyze how the different uses and meanings of film, television, and radio symbolize the process of identity transition for these youth who have migrated to Monterrey. Similarly, we identify how the "level of education" and "ethnic group" variables have a significant explanatory weight in interpreting these identity-construction processes.
