  • Analysis of labor discrimination against women in Ecuador 2007-2016

    • Abstract: Resumen: El propósito de esta investigación es cuantificar la brecha salarial entre hombres y mujeres en Ecuador en el período 2007 - 2016. Con base en la encuesta Enemdu, la metodología se basa en estimaciones de tipo Mincer (1974) para identificar los determinantes del ingreso laboral y en el método de descomposición de las diferencias salariales (Oaxaca, 1973y Blinder, 1973). Los resultados señalan que a 2016, existe una diferencia salarial neta estadísticamente significativa de 4,5% en beneficio de los hombres frente a las mujeres. El 66% de esta diferencia es explicada por la discriminación salarial por sexo. Concluimos que a pesar de los logros en materia de educación obtenidos durante la última década, debido a la ausencia de una política de empleo y al ciclo económico bajo, aún persisten desafíos en cuanto al ámbito laboral con mayor agudez en el acceso a empleos de calidad, que al mismo tiempo aseguren equidad. : The purpose of this article is to quantify wage gaps between men and women in Ecuador over the period 2007 - 2016. Based on Enemdu survey, the proposed methodology is based on Mincer type estimates (1974) to identify the determinants of labor income and in the decomposition method of wage differentials (Oaxaca, 1973and Blinder, 1973). The results indicate that in 2016, there was a statistically significant net salary difference of 4.5% in favor of men contrasted with women. 66% of this difference is explained by salary discrimination by sex. We conclude that in spite of the educational achievements obtained over the last decade and because of the absence of an employment policy and the low economic cycle, there are still challenges in the labor field, particularly in terms of access to employment, which at the same time ensures equity for women.
       
  • The education reform at the subnational level: harmony and dissonance

    • Abstract: : The educational reform launched in 2013 in Mexico inaugurated a teachers’ evaluation system based on the premise that it would improve the quality of education. After examining the political reform behind this framing that reconfigured the corporatist pact between the State and Sindicato Nacional de Trabajadores de la Educación, this research measures the timeliness and consistency with which local congresses harmonized their education laws according to the national normative framework. Using legislative harmonization protocols, the article proposes a method to measure normative changes and identify challenges associated with the implementation of public policies. Results suggest that opposition to the educational reform in terms of normative frameworks is geographically clustered, therefore this article offers some hypotheses to explain variations in the timeliness, compliance and consistency of the harmonization processes involved in implementing the reform at a subnational level..Resumen: La reforma educativa de México de 2013 instauró un sistema de evaluación docente bajo la premisa de que aumentaría la calidad educativa. Tras argumentar que detrás de este planteamiento discursivo se halla una reforma política que reconfiguró el pacto corporativo entre el Estado y el Sindicato Nacional de Trabajadores de la Educación, esta investigación mide la velocidad y consistencia con la que los congresos locales armonizaron sus leyes educativas, conforme al marco jurídico nacional. A partir de protocolos de armonización legislativa, el artículo propone un método para medir cambios jurídicos e identificar retos asociados con la instrumentación de políticas públicas. Los resultados muestran que la oposición a la reforma educativa en el ámbito jurídico exhibe un patrón de concentración geográfica y sugieren algunas hipótesis, para explicar variaciones en la velocidad, cumplimiento y consistencia de los procesos de armonización legislativa en las entidades federativas.
       
  • Political socialization and radicalization in militants of Communist Party
           of Peru-Sendero Luminoso (PCP-SL)

    • Abstract: Resumen: Este artículo analiza el proceso de socialización y radicalización política en militantes del Partido Comunista del Perú-Sendero Luminoso, quienes participaron del conflicto armado interno en Perú en los años de 1980 a 2000. Así, mediante un diseño fenomenológico, se les realiza 16 entrevistas en profundidad, a las cuales se les efectúa un análisis de contenido con el soporte del software especializado Atlas.ti 7.5. Los resultados permiten identificar niveles de socialización macro, meso e individuales. Del mismo modo, se detectaron factores causales y circunstancias catalizadoras que influyen y desencadenan la radicalización. Se concluye que no existen causales directos, sino una escalada extremista que cruza por distintos niveles de socialización, con énfasis en los niveles meso e individual, y que expuesta a circunstancias catalizadoras sea por vía racional o emotiva conduce a la radicalización política. : This article analyzes the process of socialization and political radicalization in militants of the Communist Party of Peru-Sendero Luminoso, who participated in the internal armed conflict in Peru between 1980 and 2000. Thus, through a phenomenological design, 16 in-depth interviews are performed, whose content analysis is carried out with support from the specialized software Atlas.ti 7.5. The results allow the identification of macro, meso and individual levels of socialization. Likewise, causal factors and catalyzing circumstances that influence and trigger radicalization are identified. It is concluded that there are not direct causes, but rather a progressive extremist escalation that crosses different levels of socialization, with emphasis on the meso and individual levels, and that exposed to catalyzing circumstances, either by rational or emotional way, leads to political radicalization.
       
  • Latin American representations and stereotypes in Spain prime time series
           (2014-2017)

    • Abstract: Resumen: El presente artículo tiene como objetivo analizar las representaciones y estereotipos proyectados de personajes latinoamericanos en las series de ficción españolas de prime time (2014-2017). El estudio parte de una comparativa discursiva de la imagen proyectada de los latinoamericanos en los tres principales medios impresos españoles y los elementos ficcionales de los actores de las series. Ello se completa con el análisis de los rasgos de personalidad proyectada, basada en la teoría cognitivo-conductual y la observación no participante, permitiendo extraer sus perfiles psicológicos. Entre los principales resultados y conclusiones se destaca que la mayoría de los códigos emergentes son de connotaciones altamente negativas (22), exaltando los antivalores estereotipados de la comunidad latinoamericana en España. Asimismo, los personajes analizados tienden a ser personas introvertidas y con dificultad para ser aceptados en la sociedad, y al mismo tiempo, amables y responsables para ser admitidos con sus condiciones de inmigrantes. : The present article aims to analyze the representations and projected stereotypes of Latin American characters in Spanish fiction prime-time series (2014-2017). The study will be based on a comparison of the projected image of the Latin American countries in the three major Spanish print media and fictional elements of the actors of the series. Secondly, we will analyze the projected personality traits, based on the cognitive-behavioral theory and non-participant observation, allowing us to remove their psychological profiles. Among the main results and conclusions, it should be noted that the majority of the emerging codes are highly negative connotations (22), exalting the anti-stereotyping of the Latin American community in Spain. In addition, the analyzed characters tend to be introverted and experience difficulty to be accepted in society, and at the same time, kind and responsible to be admitted as immigrants.
       
  • International Migrations from Chiapas (2000-2007). Socio-spatial
           Differentiation of the Ejection Contexts

    • Abstract: Resumen: En el marco de las transformaciones de la migración México-Estados Unidos (EU) en el cambio de siglo, este artículo tiene como objetivo abordar el crecimiento y diversificación de las migraciones chiapanecas a EU (2000-2007). El aporte del trabajo es mostrar que si bien las condiciones económicas son relevantes para explicar las migraciones, también en ciertas regiones chiapanecas hubo procesos políticos y de impactos de desastres naturales para el surgimiento de estas migraciones —una articulación de causas en los contextos de expulsión—. Utilizando diversas fuentes (censos, índices de recepción de remesas, encuestas, estudios migratorios cualitativos y cuantitativos), se muestra el aumento de la migración a nivel estatal y regional. Posteriormente, se indaga cómo la migración se intensificó en ciertas regiones chiapanecas y cuáles fueron las causas —socioambientales, políticas y económicas—. Esto muestra que las migraciones son procesos espacialmente diferenciados y multicausales en relación con los lugares de origen. : Regarding migration changes between Mexico and the USA, this study focuses on the increase and diversification of migration between Chiapas and the USA during the period 2000-2007. This paper argues that not only economic conditions are the explanation to these migrations but also, in certain regions, political processes and impacts of natural disasters were important drivers for migration —a combination of causes in the context of migration—. Based on different sources (indicators of migration intensity, index on the remittance reception, migratory censuses, demographic surveys, quantitative and qualitative migratory studies), the increase in migration is shown at a state and regional level. Furthermore, the increase of migration in certain regions is assessed in relation with its causes (social, environmental, political and economical) showing that, migrations are multi-causal processes spatially differentiated on the basis of the migrants’ place of origin.
       
  • Transparency in Spanish municipalities: determinants of information
           disclosure

    • Abstract: Resumen: Los cambios que han ocurrido en los sistemas de gestión de la Administración Pública están permitiendo una mejor divulgación de información y transparencia. El propósito de este trabajo es estudiar el nivel de transparencia en los municipios españoles y determinar aquellos factores o variables que están afectando dicho nivel. La metodología empleada utiliza como proxy el índice de transparencia (IT) de los ayuntamientos, elaborado por la organización Transparencia Internacional en España. Para el tratamiento de los datos, se lleva a cabo un análisis univariante y multivariante. Las presiones ejercidas por los ciudadanos y otros stakeholders están llevando a los municipios a ser cada vez más transparentes, para crear legitimidad ante ellos. Aquellos municipios donde los habitantes cuentan con un mayor acceso a Internet, tienen más populación, la presión fiscal es más elevada y una ideología más progresista, se encuentran con una mayor presión para ser transparentes. : The changes occurred in the management systems of public administration at present allow greater accountability and transparency. The purpose of this paper is twofold; firstly, study the level of transparency in the Spanish Public Administration, in particular we will focus on local governments; and, secondly, to determine those factors or variables that are affecting the levels of transparency. The methodology used to analyze the level of transparency used the transparency index of municipalities build by Transparency International in Spain as a proxy. For the treatment of the data, univariate and multivariate analyses are performed. The pressures exerted by citizens and other stakeholders are leading municipalities to become more transparent in the process of creating legitimacy before citizens and stakeholders. Those municipalities, where citizens have greater access to the Internet, have more population, fiscal pressure is heavier and are governed by left-wing parties, are more pressured to be transparent.
       
  • Public Value, Governance and Third Way

    • Abstract: Resumen: En el debate público se presentan como términos contradictorios y mutuamente excluyentes los modelos de desarrollo cimentados en el Estado benefactor (Welfare State) y en el Estado neoliberal. A ellos corresponden, respectivamente, los modelos de administración pública conocidos como la Administración Pública Tradicional (APT) y la Nueva Gerencia Pública (NGP). De acuerdo con autores como John Benington, estos binomios están firmemente asentados en doctrinas sociales y económicas, como el fabianismo y el neoliberalismo. Lo que este ensayo destaca es que esa dualidad no es insustituible: hay una Tercera Vía como modelo de desarrollo económico que tiene como su correspondiente modelo administrativo la Gobernanza mediante Redes Comunitarias. Lo que también se destaca aquí es que —al contrario de lo que opina Benington— la Tercera Vía sí tiene una firme base de sustentación teórica. Para mantener esta tesis se mencionan varios autores de renombre que han producido obras de gran relieve teórico, pero que también han brindado grandes aportaciones empíricas. : In the public debate there is a couple of concepts that seem to dominate the landscape. It means, they apparently do not permit the presence of other member on the ground: Welfare State and Minimal State. Each of them has a specific administrative model: the Welfare State corresponds to the Traditional Public Administration (TPA); the Minimal State corresponds to New Public Administration (NPM). In addition, on the one hand, the interventionist model had a strong theoretical background with the complex of social-democrat ideas. On the other hand, the libertarian model has had a powerful system of ideas. This paper challenges the perception that there is just one binomial of models. In contrast, there is a Third Way which in the administrative dimension corresponds to governance through community networks. And they both have, as I will show, a heavy support of ideas.
       
  • Politics and Religion: Jesuit Martyrdom and Monarchical Symbolization of
           the Marianas

    • Abstract: Resumen: En 1690 se publicó en Sevilla una estampa alegórica de Joseph Mulder que exalta a la reina Mariana de Austria como protectora de la cristiandad en las islas Marianas. En el archipiélago pacífico, la Compañía de Jesús, apoyada directamente por la exregente, y en paralelo a la difícil pacificación del territorio, llevaba a cabo una ardua labor de evangelización de los indígenas, en la que, desde las perspectivas católicas imperiales, los continuos martirios se desdoblan ideológicamente como títulos de legitimación. A través de un repertorio iconográfico, se subraya cómo la tónica ideológica del suplicio en las Marianas no constituye una excepción en el panorama apostólico de las Indias, porque se revela una interferencia evidente del brazo religioso en la gestión política de la ocupación; sin embargo, la intervención misional se constata enormemente débil en las modalidades de penetración del mensaje católico y en la relación entre los predicadores y los evangelizados. : In 1690, an allegorical image of Joseph Mulder published in Seville exalts Queen Mariana of Austria as a protector of Christianity in Mariana Islands. In the Pacific archipelago, the Society of Jesus, supported directly by the ex-regent, and in parallel with the difficult pacification of the territory, carried out an arduous work of evangelization of the indigenous people in which, from the imperial Catholic perspectives, the continuous martyrdoms unfold ideologically as titles of legitimation. Through an iconographic repertoire, it is emphasized how the ideological tonic of torture in the Marianas is not an exception in the apostolic panorama of the Indies, because an evident interference of the religious branch in the political management of the occupation is revealed. However, the missionary intervention is extremely weak in the modalities of penetration of the Catholic message and in the relationship between the preachers and the evangelized.
       
  • Intercultural education in Chile from the perspective of the actors: a
           co-construction

    • Abstract: Resumen: Se analiza la pertinencia cultural de la implementación del Programa de Educación Intercultural Bilingüe (PEIB), en escuelas de La Araucanía en el sur de Chile, desde la perspectiva de docentes, educadores tradicionales y adultos mapuche, quienes son destinatarios de esta política pública. La metodología es de carácter cualitativo y de orientación etnográfica y participativa. Los resultados muestran que existe una percepción compartida sobre la falta de pertinencia cultural que tiene para ellos la actual implementación del PEIB, así como el sentimiento de no haber sido considerados suficientemente en sus modos de instalación. Se constata la sistemática invisibilización de las lógicas de sentido que orientan el accionar de las personas mapuche y el no reconocimiento de su agencia. Se espera que este trabajo pueda contribuir a la inclusión de la interculturalidad en la formación docente y al rediseño de la implementación de políticas públicas de educación y desarrollo indígena en nuestro país. : This article analyzes the cultural relevance of the Program of Intercultural Bilingual Education (PBIE) in the Region of La Araucanía (southern Chile), emphasizing the perspective of teachers, traditional educators and Mapuche parents. The methodology is qualitative, with an ethnographic and participatory orientation. The results of this study show consensus among the actors involved, regarding the systematic obscuring of the logics of meaning that guide the actions of Mapuche people, as well as their agency, which, in turn, would explain their shared perception of the program’s lack of cultural relevance and their feelings of not being sufficiently considered in the setting into motion of PBIE. We hope this work can serve as a contribution to the inclusion of interculturality in teacher training and innovation in the design of public policies for indigenous development in our country.
