  • The Impending Threat of Rent Globalization and the Defense of Capitalism
           by Labor

    • Abstract: Resumen: El presente artículo argumenta que la globalización no conduce necesariamente a un sistema mundial de economías capitalistas. Bajo condiciones prevalecientes de desempoderamiento de la clase trabajadora, el capitalismo es demasiado débil para transformar economías subdesarrolladas basadas en rentas. La globalización es impulsada por la devaluación de la moneda transformando la nueva ventaja comparativa en competitividad de costos. El controlador de la devaluación, el pleno empleo, no funciona en la mayoría de los casos. Para globalizar el capitalismo, la clase trabajadora en el Hemisferio Sur tendría que empoderarse. Se concluirá que: a nivel teórico, una concepción neoliberal del capitalismo contrario al keynesianismo bloquea la comprensión de la importancia del consumo de masas para mantener al capitalismo. A nivel político, los movimientos de masas existentes en el Hemisferio Sur son capturados por el nacionalismo secular o cultural. Surge un sistema multipolar fragmentado donde los gobiernos promueven la búsqueda de rentas.Abstract: Globalization does not necessarily lead to a world system of capitalist economies. Under the prevailing conditions of labor disempowerment, capitalism is too weak to transform rent-based underdeveloped economies. Globalization is driven by currency devaluation which transforms new comparative advantage into cost competitiveness. The major check on devaluation, full employment does not work in most cases. In order to globalize capitalism, labor in the South would have to be empowered. At theoretical level, a neoliberal understanding of capitalism as against Keynesianism blocks an understanding of the importance of mass consumption to maintain capitalism. At political level, mass movements, where they exist in the South, are captured by secular or cultural nationalism. An increasingly fragmented multipolar system emerges where rent-seeking is promoted by governments.
       
  • The New Governance of Public Security in Spain

    • Abstract: Resumen: En los últimos años, las policías españolas se transforman como consecuencia de los cambios económicos, sociales y políticos profundos que se producen en su entorno. Existe un debate teórico sobre si esos cambios suponen un proceso de redefinición de su rol en la gobernanza de la seguridad. El objetivo del presente artículo es evaluar el alcance de esa redefinición, a través del análisis de las relaciones sociales e institucionales de la policía. La metodología se basa en entrevistas a responsables policiales españoles. Los resultados, aunque exploratorios, confirman esa transformación en la gobernanza de la seguridad. El motor del cambio tiene un origen más social que institucional. El protagonista central es un ciudadano empoderado, exigente, organizado, fragmentado y participativo que plantea unas demandas nuevas. La policía responde con una mayor proximidad al ciudadano, manteniendo alianzas con un gran número de entidades de todo tipo y utilizando de manera creciente las nuevas tecnologías.Abstract: In the last few years, Spanish police has been transformed as a result of the deep economic, social and political changes in the environment. It is controversial whether these changes are part of a process of redefinition of its role in the governance of security. This article explores the extent of this redefinition by analyzing the social and institutional relations of the police force. The methodology is based on interviews to senior police officers. The results, although tentative, confirm a transformation process in the security governance. The engine of change is more social than institutional in its origin. The central protagonist is an empowered, demanding, organized, fragmented and participatory citizen who expresses new demands. Police responds with a closer proximity to citizenry, maintaining alliances with a large number of entities of all kinds, and increasing the use of new technologies.
       
  • Social Contracts and Contraband: A study in the Colombian Venezuelan
           Border

    • Abstract: Resumen: Los pactos sociales y el contrabando en la frontera Norte de Santander (Colombia)-Táchira (Venezuela) son promovidos por diversos actores. Esta dinámica responde a un problema alentado por la diferencia entre los modelos económicos de ambos países, que genera asimetrías en el diferencial cambiario y costo de bienes y servicios, creando parte de la dinámica social, cultural y económica de esta frontera. Son numerosas las familias que sostienen su economía con estos ingresos. Por ello, el artículo emprende un primer análisis de estas relaciones con la aplicación de la Regresión Categórica, mediante el Escalamiento Óptimo (CatReg) en dos muestras de 2.394 y 1.398 personas. El resultado indicó que las variables independientes más significativas en ambos contextos son las siguientes: los grupos armados al margen de la ley son parte de la dinámica fronteriza, y la percepción de un ambiente de ilegalidad y comportamiento de las personas no basado en normas convencionales.Abstract: Present-day social contracts and border contraband on the Northern Santander Department (Colombia) and Táchira State (Venezuela) are promoted by various actors. A dynamic economy that responds to a problem encouraged by the difference between the economies of both countries, generating asymmetry in the differential exchange, cost of goods and services, and forming part of the social, cultural and economic relations in the border under study; there are many families that sustain their economy with this income. Consequently, the article analyzes these relationships from a first focus, with a Categorical Regression analysis in Optimal Scaling (CatReg) over two samples: 2,394 and 1,398 people, respectively. Results were shown in following significant independent variables with more importance in both contexts: armed groups outside the law are part of the border dynamics and the perception of an environment of illegality, and the behavior of border people not based on conventional rules.
       
  • Consequences of the Increase of the Pharmaceutical Copayment in Spain: A
           New Material Deprivation

    • Abstract: Resumen: Las reformas legislativas implementadas por el gobierno español durante la crisis económica iniciada en 2007 han supuesto una reestructuración del sistema de copago farmacéutico. El objetivo de esta investigación es analizar qué cambios legislativos se han introducido en la política de salud en España y cómo dichas reformas están influyendo en el acceso a los medicamentos. Para ello, se ha utilizado la triangulación metodológica para el desarrollo de la investigación, mediante la revisión de la bibliografía especializada, un examen de los cambios legislativos en materia de copago farmacéutico y un análisis de las bases de datos más relevantes respecto al objeto de estudio. La presente investigación confirma que se está produciendo una polarización social en la ciudadanía en relación con el acceso a los medicamentos, favorecida por un sistema de copago poco progresivo que no tiene en cuenta las necesidades de cada grupo social.Abstract: The law changes implemented by the Spanish government during the economic crisis started in 2007 have led to a restructuring of the pharmaceutical co-payment system. The aim of this research is to analyze what legislative changes have been introduced in health policy in Spain and how these reforms are influencing access to medicines. A methodological triangulation has been developed through the review of the specialized bibliography, analysis of the legislative changes as regards the pharmaceutical copayment implemented by the Spanish government as well as the most relevant databases with our object of study. Our research confirms that a social polarization is taking place in the Spanish population in relation to access to drugs, improved by a system of copayment that is not very progressive and does not take the needs of each social group into account.
       
  • Beyond the gender pay gap

    • Abstract: Abstract: Gender inequality, and in particular wage gender inequality, has been considered a political priority in many countries over the last decades, with the focus centered on reducing the so-called gender pay gap, i.e., looking for a mean-convergence. However, approaching gender averages does not imply fairer (total and gender) wage distributions. Using micro-data from a nationally representative sample of Spain’s working population (N=216,769), we decompose total wage inequality into females and males’ wage inequality (within groups) and gender inequality (between groups) and explore the extent to which these depend on those labor characteristics previously identified as determinants of the average differences between men and women (“gender pay gap”). For this dataset, the analyses show that gender wage inequality is higher than total wage inequality and both, total and gender wage inequalities, increase with a worker’s age and education attainment.Resumen: La desigualdad de género, y en particular la desigualdad salarial de género, ha sido considerada una prioridad política en muchos países durante las últimas décadas, con el foco puesto en reducir la llamada brecha salarial, es decir, en buscar una convergencia en media para los salarios de hombres y mujeres. Una aproximación de medias, sin embargo, no implica distribuciones salariales más justas (totales y de género). Utilizando los microdatos de una muestra nacionalmente representativa de la población ocupada de España (N = 216,769), descomponemos la desigualdad salarial total en desigualdad salarial femenina y masculina (intra-grupos) y desigualdad de género (entre-grupos) y exploramos hasta qué punto estos índices dependen de las características laborales previamente identificadas como determinantes de las diferencias promedio entre hombres y mujeres ("brecha salarial de género"). Para este conjunto de datos, los análisis muestran que la desigualdad salarial de género es más alta que la desigualdad salarial total y ambas la desigualdad salarial total y la desigualdad de género aumentan con la edad y el nivel educativo de los trabajadores.
       
  • Reconsidering the Community: Discourses of Utopian Intentional Communities
           in Chile

    • Abstract: Resumen: Este artículo está dirigido a caracterizar el discurso de comunidades intencionales. Para cumplir con este objetivo, implementamos un enfoque cualitativo basado en estudios de casos para describir y contrastar el fenómeno de las comunidades intencionales utópicas que tienen lugar en Chile. A través del análisis del discurso, describimos tres iniciativas en torno a los ejes: visión de sí mismos, visión sobre la sociedad, y prácticas dirigidas a crear formas ideales de existencia en común. Nuestros hallazgos muestran que los discursos articulan el conocimiento disciplinario y las prácticas con puntos de vista tradicionales y espirituales. Reconocemos las transformaciones sociales centradas en el cambio personal y el papel desempeñado por la comunicación mediada por Internet, para revelar disputas entre iniciativas comunitarias que sugieren alternativas a lo que es la norma en el contexto social neoliberal de Chile, promoviendo formas de reinvención del individuo, la comunidad y la relación con la naturaleza.Abstract: This article aims at characterizing the discourse of intentional communities. To reach this goal, we deploy a qualitative approach based on case-studies to describe and contrast the phenomenon of intentional communities taking place in Chile. Through discourse analysis we describe three initiatives along the axes: the vision of themselves, vision of society and practices aimed at creating ideal forms of living in community. Our findings show that discourses articulate disciplinary knowledge and practices with traditional and spiritual views. We recognize social transformations based on personal change and the role played by mediated communication through the internet in revealing disputes among community initiatives that suggest alternatives to what the norm in neoliberal Chilean society is, promoting ways to reinvent the individual, the community and relationship with nature.
       
  • Statistical profile of immigrant users of women’s shelters in
           Andalusia, Spain

    • Abstract: Abstract: in Spain the twenty-first century began with important modifications to the law on immigration (Organic Law 4/2000) and relating to gender-based violence (Organic Law 1/2004). These simultaneous modifications to these laws prompted this study, whose aim is the determination of the profile and socioeconomic achievements of immigrant women victims of gender-based violence after being admitted in an Andalusian women’s shelter. The statistical work includes data on immigrant users of shelters that were collected in the framework of a research project, as well as official data sources. Some of the main conclusions are that the majority of these women have a family history of abuse and are derivative victims of abuse, filed police reports and protection orders obtained against the perpetrators and the economic resources of these women after leaving the shelter is a significant factor in their decision to return to the abuser.Resumen: El siglo XXI comenzó en España con importantes modificaciones en la ley de inmigración (Ley Orgánica 4/2000) y en materia de violencia de género (Ley Orgánica 1/2004). Estas modificaciones legales simultáneas motivaron este estudio, cuyo objetivo es determinar el perfil y los logros socioeconómicos conseguidos por mujeres inmigrantes víctimas de violencia de género, tras ser admitidas en una casa de acogida andaluza. El estudio estadístico incluye datos de usuarias recopilados en el contexto de un proyecto de investigación, además de datos de fuentes oficiales. Entre las principales conclusiones se indica que la mayoría de estas mujeres cuenta con una historia familiar de abusos y malos tratos derivados, ha interpuesto denuncia y ha conseguido orden de protección. Asimismo, que los recursos económicos de estas mujeres, a la salida del centro, resulta ser un factor significativo en la decisión de volver con el maltratador.
       
  • "Gane usted y ayude a la Teletón": Neoliberal Management of Social
           Well-being

    • Abstract: Resumen: Este artículo se funda en la idea de que el neoliberalismo debe ser comprendido también en la esfera cultural, por este motivo busca mostrar cómo funcionan los mecanismos de gubernamentalidad a través del análisis del caso de un programa de televisión. Mediante un Análisis Narrativo Temático y considerando archivos históricos desde 1978 hasta el presente, se estudió el caso de la Teletón chilena y sus transformaciones en el tiempo. Los resultados se presentan agrupados en tres “momentos”: sensibilización, identificación y acción, los cuales vinculan un problema con una forma de sentir y actuar específica. De esta manera, se muestra cómo en el caso analizado se promueve una gestión del bienestar, individual y colectivo, por medio de una organización neoliberal de la sociedad. En las conclusiones se señala que, aun en la actualidad, el papel mediador y pedagógico de la televisión no debe ser desestimado.Abstract: This article argues that neoliberalism must also be understood from its impact on the cultural sphere, and thus it shows how governmentality functions in Chile by analyzing the case of a television program. Specifically, using a “thematic narrative analysis” and various archival sources from 1978 to the present, I examine transformations in the Chilean Teletón over time. The results are clustered into three ‘moments’ that I label sensitization, identification and action, which link a social problem with a specific way of feeling and acting. In this way, it demonstrates how the management of both individual and collective well-being is promoted through the neoliberal organization of society. Finally, the conclusions state that to this day the mediation and pedagogical role of television cannot be dismissed.
       
  • Feminist Alliances and Resistances on Facebook for the 8M call in Spain

    • Abstract: Resumen: Este artículo indaga en la militancia política ejercida a través de la Red por el movimiento feminista en España, analizando los recursos empleados para difundir la convocatoria de huelga del 8 de marzo de 2018 en Facebook. Para ello, se ha estudiado la actividad de dos cuentas de forma comparativa, una de ámbito nacional, Huelga Feminista 8M, y otra de cobertura regional, Feminismos Madrid. Se exploraron los contenidos publicados durante las dos semanas previas al 8 de marzo incluyendo esta fecha. El objetivo fue detectar, mediante un estudio cuantitativo, los principales marcos de referencia (frames) utilizados en los mensajes de Facebook, su contribución al conocimiento sobre la convocatoria de paro o sobre el movimiento feminista y el origen de los discursos. Concluimos que el tejido de alianzas antes y durante la convocatoria contribuyó a la creación de una comunidad feminista dispuesta a ejercer resistencia online y offline, y a politizar los motivos que llevaron a la huelga.Abstract: This article explores the political militancy exercised through a social media site by the feminist movement in Spain, analyzing the resources used to communicate and disseminate the strike call for March 8th, 2018 through the social network Facebook. For this, the level of activity of two accounts has been studied in a comparative way: one of national scope, Huelga Feminista 8M, and another one of regional coverage, Feminismos Madrid. The exploration was carried out on the contents published during the two weeks prior to March 8th, also including this date. We wanted to detect, by means of a quantitative study, the main frames used in Facebook messages, their contribution to knowledge on the call for a strike or on the feminist movement and the origin of discourses. We conclude that the fabric of alliances before and during the call contributed to the creation of a feminist community willing to exercise online and offline resistance and to politicize the reasons that led to the strike.
