  • TRAJECTORY OF PARTICIPATORY IDEALS IN BRAZIL

    • Abstract: Este artigo tem por objetivo apresentar as mudanças na trajetória dos ideários participativos. Baseado em pesquisa documental e revisão bibliográfica, o texto aponta como, no Brasil, algumas visões sobre a democracia participativa ganharam e outras perderam força. Se nos anos 1970 havia uma forte presença de concepções que afirmavam a importância de utilizar o espaço participativo como forma de organização da sociedade (nos sindicatos, nos movimentos populares e no próprio partido) e de educação para cidadania, o que denominamos aqui como “participação como emancipação”, ao longo do tempo esta visão perdeu força. E passaram a entrar nos argumentos políticos visões da participação como forma de apoiar os governos, de um lado, e de fiscalizar o Estado, de outro, que denominamos aqui como “participação como deliberação”. Já durante o governo petista foi se consolidando uma visão de participação “como escuta”.This article aims to present the changes in the trajectory of participatory ideals. Based on documentary research and bibliographical review, the text points out how, in Brazil, some views on participatory democracy “won” and others “lost force”. If in the 1970s there was a strong presence of conceptions that affirmed the importance of using participatory space as a form of organization of society (in unions, popular movements and in the party itself) and education for citizenship, what we call here as “participation as emancipation”, over time this vision has lost strength. Political views began to enter into the views of participation as a way to support governments on the one hand and to oversee the state, on the other, which we refer to here as “participation as deliberation”. Already during the PT government, a vision of participation “as a listener” was consolidated.Cet article vise à présenter les changements dans la trajectoire des participative idées. Basé sur des recherches documentaires et sur une revue de la littérature, le texte montre comment, au Brésil, certains points de vue sur la démocratie participative ont gagné et d’autres ont perdu de leur force dans le temps. Si, dans les années 1970, il existait une forte présence de conceptions de la « participation comme émancipation », affirmant l’importance d’utiliser l’espace participatif comme forme d’organisation de la société (dans les syndicats, les mouvements populaires et le parti) et l’éducation à la citoyenneté, cette vision a perdu de sa vigueur avec le temps. Des visions politiques de la participation ont émergé dans le discours comme moyen de soutenir les gouvernements, d’une part, et de surveiller l’État, d’autre part, ce que nous appelons ici “participation en tant que délibération”. Pendant le gouvernement petista, une vision de la participation “en tant qu’écoute” s’est par ailleurs dévelopée et consolidée.
       
  • PARTICIPATORY INSTITUTIONS UNDER LULISMO

    • Abstract: A tese do lulismo (Singer, 2012) se baseia no argumento da alteração da composição das bases eleitorais dos ex-presidentes brasileiros Luis Inácio Lula da Silva (Lula) e Dilma Rousseff (Dilma), da classe média razoávelmente ilustrada para eleitores com renda média de até dois salários mínimos. No entanto, é mais do que isso: a referida tese propõe que o lulismo atualiza a conciliação entre a melhoria das condições de vida dos mais pobres, sem prejudicar os setores conservadores. “Reformismo fraco” é o termo proposto por Singer. Nossa proposta consiste em analisar as ações do período Lula-Dilma sob esse enfoque teórico. Elemento fundamental do projeto político petista de democracia participativa para o Brasil, as instituições participativas (IPs) proporcionaram mobilização de atores sociopolíticos de sua base mais tradicional de apoio. No entanto, de maneira coerente com os marcos do lulismo, as IPs mantiveram padrões de efetividade política fraca e de carência de legitimidade face às instituições da democracia representativa.The Lulismo thesis (Singer, 2012) is based on the idea that both Lula and Dilma’s electoral bases moved from the middle class to voters with an median average income of up to two minimum salaries. However, lulismo is more than that: it suggests that Lulismo allows for na improvement of living conditions of the poor without harming conservative sectors. The concept of weak reformism best captures this phenomenon, according to Singer. Our paper proposes an analysis of the Lula-Dilma period’s participatory policies from this theoretical standpoint. A central element of the PT’s participatory democracy project for Brazil, the so-called participatory institutions (PIs), mobilized new progressive sociopolitical actors coming from their traditional support bases. However, PIs remained quite limited in terms of their political effectiveness and lacked legitimacy against representative democratic institutions, which is coherent with lulismo.La thèse du « lulisme » (Singer, 2012) repose sur l’idée que les bases électorales de Lula et de Dilma Rousseff sont passées de la classe moyenne à des électeurs dont le revenu moyen médian est inférieur ou égal à deux salaires minimums. Cependant, le lulisme est plus que cela : en effet, il permet une amélioration des conditions de vie des populations pauvres sans nuire aux secteurs conservateurs. Selon Singer, c’est le concept de réformisme faible qui rend le mieux compte de ce phénomène. Notre article propose une analyse des politiques participatives de la période Lula-Dilma à partir de ce point de vue théorique. Elément fondamental du projet politique de démocratie participative porté par le Parti des travailleurs au Brésil, les institutions participatives (IP) ont mobilisé des acteurs sociopolitiques faisant partie de sa base d’appui traditionnelle. Cependant, en raison des caractéristiques mêmes du lulisme, leur efficacité demeure limitée du point de vue politique et ces IP font état d’un déficit de légitimité par rapport aux institutions de démocratie représentative.
       
  • INSTITUTIONAL RESILIENCE: WHERE DOES PARTICIPATION GO IN THE NATIONAL
           COUNCILS OF HEALTH AND WOMENS’S RIGHTS'

    • Abstract: O presente artigo se propõe a compreender as mudanças na participação política que afetaram a relação entre Estado e sociedade civil nos processos decisórios de políticas públicas desde o impeachment presidencial de 2016 no Brasil. Para isso, o artigo propõe o conceito de resiliência institucional, a partir da combinação de quatro literaturas: estudos sobre resiliência, mudança institucional, participação institucional e repertórios de ação coletiva e interação entre Estado e movimentos sociais. Aponta ainda quais seriam os fatores que contribuem para a resiliência de algumas instituições participativas. O trabalho é baseado em estudo de caso dos Conselhos Nacionais de Saúde e Direitos da Mulher, e no uso de técnicas de pesquisa qualitativas, a saber, entrevistas semiestruturadas, observação participante e análise documental, examinando as mudanças nas estratégias e repertórios de interação com o Estado, internamente e para além dos Conselhos, e levantando questões sobre o futuro da participação institucional no país.This article aims to understand the changes in political participation that have affected the relationship between the State and civil society in the public policies decision-making since the 2016 presidential impeachment in Brazil. For this, the article proposes the concept of institutional resilience, based on the combination of four types of literatures: studies dealing with resilience, institutional change, institutional participation and repertoires of collective action and interaction between state and social movements. Furthermore, it points out what are the factors that contribute to the resilience of some participatory institutions, based on the case study of the National Councils of Health and Women’s Rights, and the use of qualitative research techniques, namely, semi-structured interviews, participant observation and content analysis, examining the changes in strategies and repertoires of interaction with the State, inside and beyond the councils, and raising questions about the future of institutional participation in the country.Cet article vise à comprendre les changements dans la participation politique qui ont influencié la relation entre l’État et la société civile dans la prise de décision des politiques publiques depuis la destitution présidentielle de 2016 au Brésil. À cette effect, l’article propose le concept de résilience institutionnelle, basé sur la combinaison de quatre objets littéraires: les études sur la résilience, le changement institutionnel, la participation institutionnelle et les répertoires d’action collective et d’interaction entre l’État et les mouvements sociaux. L’article souligne également quels sont les facteurs qui contribuent à la résilience de certaines institutions participatives, basé sur l’étude de cas des conseils nationaux pour la santé et les droits des femmes, et l’utilisation de techniques de recherche qualitative, à savoir, entretiens semi-structurés, l’observation participante et des données secondaires, examinant les changements des stratégies et des répertoires d’interaction avec l’État au sein et au-delà des conseils, et posant des questions sur l’avenir de la participation institutionnelle au Brésil.
       
  • IMPLEMENTING PUBLIC PARTICIPATION IN BRAZIL: Sociology of secondary actors

    • Abstract: As instituições participativas brasileiras foram analisadas por uma densa literatura que estudou os projetos subjacentes a essas mesmas instituições, o engajamento dos cidadãos e os efeitos variáveis da participação sobre o campo político. Porém, a literatura pouco questionou o papel dos profissionais da participação, ou seja a atuação dos atores específicos que são pagos para conceber, organizar e facilitar as instituições participativas. Este artigo, baseado numa metodologia qualitativa, propõe uma tipologia dos organizadores das instituições participativas no Brasil. A hipótese desenvolvida é que esses atores têm um papel fundamental na delimitação do que significa participar e dos públicos legítimos nas instituições participativas. Ao privilegiar certos perfis de cidadãos, algumas ferramentas ou alguns comportamentos sobre outros, estes atores podem dar às instituições participativas um escopo transformador ou pelo contrário, defini-los como uma simples consulta dos cidadãos.Les dispositifs participatifs brésiliens ont été analysés par une vaste littérature qui a mis en évidence la diversité des projets poursuivis, les motifs de l’engagement des citoyens et les effets de la participation sur le champ politique. Toutefois, peu de travaux interrogent le rôle joué par les professionnels de la participation, c’est-à-dire les d’acteurs qui définissent, mettent en œuvre et facilitent les assemblées participatives. Cet article présente une typologie des organisateurs de la démocratie participative au Brésil, en se fondant sur une méthodologie qualitative. Il montre que ces acteurs secondaires qui traduisent et mettent en œuvre les projets définis par les élus jouent un rôle de premier plan dans la délimitation de ce que participer veut dire et des publics légitimes. En privilégiant certains comportements, certains outils ou certains acteurs, ces professionnels peuvent renforcer la portée transformatrice des dispositifs participatifs ou au contraire, les restreindre à de simples outils de communication institutionnels.Participatory devices in Brazil have been analyzed in a dense literature examining the ambivalent projects pursued through citizen participation, the involvement of citizens in these projects and their varying effects on public policy or the political sphere. What is lacking is an in-depth analysis of the role of public participation professionals (PPPs) in Brazil, namely, the specific actors who are paid to design, implement or facilitate participatory forums. This article uses a qualitative methodology to develop a typology of organizers of some Brazilian participatory mechanisms, by studying their trajectory and conceptions of participation they support. Its aim is to show that these actors are central in defining how citizens should participate and who is part of the legitimate audience. Therefore, PPPs play a major role in reinforcing the transformative scope of a device or, on the contrary, in limiting it to a simple consultation of citizens, through the audience rallied, the tool(s) they choose or the meaning they give to participation.

    • Abstract: Como a democracia contribui para melhorar o bem-estar' Neste artigo, separamos os componentes da prática democrática – eleições, participação social, expansão dos programas sociais, capacidade administrativa municipal – para identificar sua relação com o bem-estar. Nossa análise de um conjunto de dados original abrangendo mais de 5.550 municípios brasileiros demonstra que eleições competitivas sozinhas não explicam variação nas taxas de mortalidade infantil, um resultado associado ao bem-estar. Vamos além das eleições para mostrar como instituições participativas, programas sociais e capacidade administrativa municipal podem interagir para se apoiar e reduzir as taxas de mortalidade infantil. O resultado é uma nova compreensão de como os diferentes aspectos da democracia trabalham juntos para melhorar uma característica essencial do desenvolvimento humano.How does democracy work to improve well-being' In this paper, we disentangle the component parts of democratic practice—elections, civic participation, expansion of social provisioning, local administrative capacity—to identify their relationship with well-being. Our analysis of an original dataset covering over 5,550 Brazilian municipalities demonstrates that competitive elections alone do not explain variation in infant mortality rates, one outcome associated with well-being. We move beyond elections to show how participatory institutions, social programs, and local state capacity can interact to buttress one another and reduce infant mortality rates. The result is a new understanding of how different aspects of democracy work together to improve a key feature of human development.Comment la démocratie contribue-t-elle à améliorer le bien-être' Dans cet article, nous séparons les éléments constitutifs de la pratique démocratique - élections, participation sociale, expansion des programmes sociaux, capacité administrative municipale - pour identifier sa relation avec le bien-être. Notre analyse d’un ensemble de données original couvrant plus de 5 550 municipalités brésiliennes montre que les élections compétitives n’expliquent pas à elles seules la variation des taux de mortalité infantile, résultat lié au bien-être. Nous allons au-delà des élections pour montrer comment les institutions participatives, les programmes sociaux et la capacité administrative municipale peuvent interagir pour se soutenir mutuellement et réduire les taux de mortalité infantile. Le résultat est une nouvelle compréhension de la façon dont différents aspects de la démocratie travaillent ensemble pour améliorer une caractéristique essentielle du développement humain.
       
  • INSTITUTIONAL AND ECONOMIC DIFFICULTIES FOR PARTICIPATORY BUDGETING IN
           BRAZILIAN MINICIPALITIES

    • Abstract: Este artigo faz parte de uma agenda de pesquisa que tem origem na abordagem institucional e na economia política do orçamento público para a construção de modelo de análise da governança orçamentária em cidades brasileiras. O objetivo do artigo é analisar o processo de participação e conflito distributivo inerente ao orçamento público partindo de evidências dos municípios brasileiros no período de 2005 a 2018. Este texto apresenta reflexões iniciais sobre os limites para a realização do Orçamento Participativo decorrentes da crescente setorialização de gastos, da estrutura de receitas municipais e da crise de financiamento nos municípios, principalmente, a partir de 2014, que têm infligido dificuldades para a construção de uma arena coletiva para participação e negociação do conflito distributivo.This article is part of a research agenda based on the institutional approach and the political economy of public budgeting to develop an analyticalframeworkfor the budgetary governance in Brazilian cities. The article aims to understand the participatory and distributive conflict inherent to the public budgeting,based on evidence from Brazilian municipalities from 2005 to 2018. This paper presents initial remarks on the limits to the Participatory Budgeting arising from the growing sectorization of spending, the structure of municipal revenues and the fiscal crisis in the municipalities, especially since 2014, which have complicated the construction of a collective arena for participation and negotiation of distributive conflict.Cet article a pour origine un programme de recherche issu de l’approcheinstitutionnelle et de l’économie politique du budget public pour la construction d’un modèled’analyse de la gouvernancebudgétaire des villesbrésiliennes. L’objectif de cet article est de comprendre le processus de participation et les conflits de répartition intrinsèques au budget public à partir des informations financières des municipalités brésiliennes entre 2005 et 2018. Cet étude présente des réflexions initiales à propos des limites de la budgétisation participative suite à la croissante spécialitébudgétairedes dépenses, à la structure de recettes municipales et à la crise du financement municipal, en particulier depuis 2014, qui brident la construction d’un espace collectif de participation et de négociation des conflits distributifs.
       
  • PARTICIPATORY SYSTEMS IN BRAZIL AND VENEZUELA: origins and twilights of
           two models

    • Abstract: Dentro de la gama de reformas enfocadas en la inclusión de los ciudadanos en América Latina, hay una grande variedad en términos de escopo, contenido, implementación y impacto real de estas experiencias. Este artículo compara los casos do Brasil y Venezuela, que fueron considerados modelos ejemplares en el campo de la democracia participativa por diferentes observadores, para indagar como e porque varían sus sistemas participativos en sus diseños y por qué dejaron de ser ejemplos. En resumo, sugerimos que las diferencias en el diseño se deben a los diferentes orígenes de los dos modelos en la transición democrática en Brasil y la crisis democrática en Venezuela. De sus resultados, más allá de las obvias consecuencias negativas de las recientes crises económicas, sustentamos que, por un lado, el sistema participativo brasileiro perdió sus raíces populares al mudar para una abordaje más organizacional y al escalar a un nivel macro, y por el otro, en Venezuela, las instituciones adquirieron una abordaje demasiado partidaria y se desenvolvieron a un nivel demasiado micro.Dentro da gama de reformas focadas na inclusão de cidadãos na América Latina, há uma grande variedade em termos de escopo, conteúdo, implementação e impacto real dessas experiências. De seus resultados, além das óbvias conseqüências negativas das recentes crises econômicas, sustentamos que, por um lado, o sistema participativo brasileiro perdeu suas raízes populares ao mudar para uma abordagem mais organizacional e ao escalar em um nível macro, e pelo outro, na Venezuela, as instituções adquiriram uma abordagem partidária demais e se desenvolveram em um nível muito micro.The gamut of participatory reforms to include citizens in Latin America has varied widely in scope, content, implementation, and impact. This article compares the cases of Brazil and Venezuela, which were considered as exemplary in the field of participatory democracy by different observers, to ask how and why their participatory systems vary in their design and why they are no longer examples. In short, the differences in design are due to the different origins of the two models, in Brazil’s democratic transition and in Venezuela’s democratic crisis. To explain their varying results, in addition to the obvious negative consequences of the recent economic crises, we argue that, on one hand, Brazil’s participatory system lost its popular roots by shifting to a more organizational approach and scaling up to a macro level, and, on the other hand, Venezuela’s participatory institutions took too much of a partisan approach and focused too much on the micro level.Parmi la gamme de réformes visant à inclure les citoyens d’Amérique latine, la portée, le contenu, la mise en œuvre et l’impact réel de ces expériences sont très variés. Cet article compare les cas du Brésil et du Venezuela, considérés par plusieurs observateurs comme des modèles exemplaires dans le domaine de la démocratie participative, et demande comment et pourquoi leurs systèmes participatifs ont des conceptions différentes et pourquoi ils ne sont plus des exemples. En bref, les différences de conception sont dues aux origines différentes des deux modèles dans la transition démocratique au Brésil et dans la crise démocratique au Venezuela. D’après ses résultats, outre les conséquences négatives évidentes des récentes criseséconomiques, nous affirmons que, d’une part, le système participatif brésilien a perdu ses racines populaires en passant à une approche plus organisationnelle et à l’échelle locale, et d’autre part au Venezuela, les institutions ont adopté une approche trop partisane et se sont développées à un très petit niveau.

    • Abstract: En este trabajo se indagan los elementos conceptuales con que Walter Benjamin reflexionó sobre la comunicación tras su giro hacia el materialismo histórico a mediados de la década del veinte. Sobre esa base se desarrolla un sistema de categorías sobre la comunicación en conexión con dichos elementos y se hace especial hincapié en el concepto de comunicación destructiva. La hipótesis del trabajo es que el concepto de comunicación destructiva unificó la intervención de Benjamin en aquel momento histórico y constituyó el reverso del concepto positivo de barbarie.Este artigo explora os elementos conceptuais com que Walter Benjamin refletiu sobre a comunicação após a sua passagem ao materialismo histórico em meados da década de 1920. Nesta base, é desenvolvido um sistema de categorias sobre comunicação em relação a esses elementos e é dada especial ênfase ao conceito de comunicação destrutiva. A hipótese do trabalho é que o conceito de comunicação destrutiva unificou a intervenção de Benjamin naquele momento histórico e constituiu o reverso do conceito positivo de barbárie.This paper explores the conceptual elements with which Walter Benjamin reflected on communication after his shift towards historical materialism in the mid-1920s.
