  • ECONOMIC STRUCTURE AND SUB-NATIONAL POLICY IN ARGENTINA

    • Abstract: Este artículo tiene como objetivo general contribuir al debate sobre las relaciones entre el Estado y la sociedad a nivel subnacional y se centra específicamente en el caso de Argentina. Para ello, desarrollamos dos objetivos específicos. En primer lugar, hacemos un planteo teórico y conceptual sobre la importancia de estudiar la diversidad de estructuras económicas que existen a nivel subnacional, para entender el impacto que tienen en las relaciones entre Estado y sociedad. En segundo lugar, proponemos un marco analítico para clasificar a las provincias argentinas según su estructura económica. La clasificación de la estructura económica de las provincias se basa en tres criterios: la fortaleza del sector privado en la economía provincial, el peso relativo del Estado subnacional en la economía, y el tipo de producción que predomina. En base a esto, en las conclusiones hipotetizamos acerca de qué incentivos tienen los actores económicos para vincularse con el Estado provincial de distintas maneras.O objetivo geral deste artigo é contribuir para o debate sobre as relações entre o Estado e a sociedade no âmbito subnacional. Ele focaliza, especificamente, o caso da Argentina. Para isso, desenvolvemos dois objetivos específicos. Em primeiro lugar, fizemos uma exposição teórica e conceitual sobre a importância de estudar a diversidade de estruturas econômicas que existem no nível subnacional para entender o impacto das relações entre Estado e sociedade. Em segundo lugar, propusemos um marco analítico para classificar as províncias argentinas segundo sua estrutura econômica. A classificação da estrutura econômica das províncias se baseia em três critérios: a força do setor privado na economia provincial, o peso relativo do Estado subnacional na economia e o tipo de produção que predomina. Com base nisso, nas conclusões, levantamos hipóteses acerca dos incentivos aos atores econômicos para se vincularem ao Estado provincial de distintas maneiras.This article aims to contribute to the debate on subnational state-society relations, focusing specifically on the Argentine case. To this end, we develop two specific objectives. First, we develop a theoretical and conceptual argument about the importance of studying the diversity of economic structures that exist at the subnational level, in order to understand the impact that they have on state-society relations. Second, we propose an analytic framework to classify the Argentine provinces according to their economic structure. This classification is based on three variables: the strength of the private sector in the provincial economy, the relative weight of the subnational state in the economy, and the type of production that predominates. On the basis of this classification, in the conclusions we hypothesize about the incentives that economic actors have to establish varying types of relations with the provincial state.Cet article se concentre spécifiquement sur le cas de l’Argentine. Son objectif général est de contribuer au débat sur les relations entre l’État et la société au niveau infranational et nous avons donc développé deux objectifs spécifiques. En premier lieu, nous avons fait une exposition théorique et conceptuelle sur l’importance d’étudier la diversité des structures économiques qui existent au niveau infranational pour comprendre l’impact des relations entre l’État et la société. En deuxième lieu, nous avons proposé un cadre analytique permettant de classer les provinces argentines selon leur structure économique. La classification de la structure économique des provinces repose sur trois critères: la force du secteur privé dans l’économie de la province, le poids relatif de l’état infranational dans l’économie et le type de production qui prédomine. Pour conclure, nous soulevons des hypothèses concernant les incitations faites aux acteurs économiques pour qu’ils se lient de différentes manières à l’État provincial.
       
  • THE GAME BETWEEN ELITES AND INSTITUIONS: the political strategies of ACM
           Neto and his carlista tradition

    • Abstract: Este artigo tem por objetivo principal analisar as estratégias de um ator político no cenário baiano e nacional, ACM Neto (atual prefeito de Salvador), e sua relação com a tradição carlista, grupo formado no Estado da Bahia em torno da forte liderança de seu avô ACM que, durante algumas décadas, foi o político mais importante do Estado e um dos mais influentes do Brasil. Tendo como pano de fundo teórico a relação entre elites e instituições políticas em democracias contemporâneas, o trabalho busca identificar as estratégias deste ator político entre anos de 2002 e 2016 discutindo como ACM Neto se relacionou com o grupo carlista e sua tradição. Para tanto, analisa a atuação parlamentar e alianças políticas construídas no âmbito do seu mandato como deputado federal (2002-2012) e o repertório simbólico mobilizado nas campanhas proporcionais para deputado federal (2002, 2006, 2010) e majoritárias para Prefeito de Salvador (2008, 2012, 2016).This article aims to analyze the strategies of a political actor in the state of Bahia and in the national scenario, ACM Neto (current mayor of Salvador, Brazil) and his relation with carlista tradition. Carlismo is a term that refers to a group formed in the State of Bahia around the strong leadership of ACM Neto’s grandfather, who for some decades was the most important politician in the state and one of the most influential in Brazil. Based on the theoretical background of the relationship between elites and political institutions in contemporary democracies, this article seeks to identify the political strategies of this political actor between 2002 and 2016, discussing how ACM Neto was related to the carlista group and its tradition. This article analyses the parliamentary performance and the political alliances built during ACM Neto’s mandate as a federal deputy (2002-2012) and the symbolic repertoire mobilized in the campaigns for the proportional elections for federal deputy (2002, 2006, 2010) and for the majoritarian elections for Mayor of Salvador, capital of the State of Bahia (2008, 2012, 2016).L’objectif de cet article est d’analyser, dans le cadre de l’état de Bahia et au niveau national, les stratégies d’un acteur politique, ACM Neto (actuel maire de Salvador) et ses relations avec la tradition carliste, un groupe formé dans l’État de Bahia autour de l’énorme leadership de son grand-père ACM qui, pendant plusieurs décennies, a été le politicien le plus important de l’État de Bahia et l’un des plus influents au Brésil. Basé sur la théorie de la relation entre les élites et les institutions politiques dans les démocraties contemporaines, l’étude cherche à identifier les stratégies politiques de cet acteur politique entre 2002 et 2016, à savoir comment ACM Neto a été lié au groupe carliste et à sa tradition. Pour ce faire, on analyse la performance parlementaire et les alliances politiques élaborées dans le cadre de son mandat en tant que député fédéral (2002-2012) ainsi que le répertoire symbolique mobilisé dans les campagnes proportionnelles pour l’élection à député fédéral (2002, 2006, 2010) et les campagnes majoritaires pour l’élection à maire de Salvador (2008 , 2012, 2016).
       
  • AGENDAS, PREFERENCES, COMPETITION: PT and PSDB in presidential disputes

    • Abstract: Há um debate na ciência política brasileira sobre a bipolarização do sistema partidário, decorrente da concentração da competição, nas eleições presidenciais, em dois partidos: PT e PSDB. O objetivo do artigo é identificar o conteúdo e os termos da competição entre tais partidos no que se refere às suas ênfases temáticas, através da comparação entre os programas de governo de cada um para as eleições presidenciais de 2006 a 2014. A hipótese, derivada da saliency theory, é de que a competição entre eles se baseia na seleção de temas específicos e agendas alternativas. O método utilizado para mensuração das agendas e preferências é a análise de conteúdo, com aplicação das categorias do Manifest Research Group/MARPOR. Os resultados revelam que as plataformas se aproximam por conterem os temas da agenda pública nacional, mas se distinguem nas prioridades que estabelecem e na direção em que adaptam suas ênfases ao longo do tempo.In the Brazilian political science, there is a debate about the bipolarization of the party system resulting from the concentration of the competition in the presidential elections in two parties: PT and PSDB. This article aims to identify the content and the terms of competition among such parties concerning their thematic emphasis by comparing government plans of each party for the presidential elections from 2006 to 2014. The hypothesis, derived from saliency theory, is that the competition between them is based on the selection of specific themes and alternative agendas. The method used to measure agendas and preferences is the content analysis, applying the categories of the Manifest Research Group – MARPOR. The results reveled that platforms come closer to each other due to the inclusion of themes of the national public agenda, but they are distinguished in the priorities that each party establish and in the direction in which they adapt their emphases over time.Au sein de la science politique brésilienne et en ce qui concerne les élections présidentielles, il existe un débat sur la bipolarisation du système des partis résultant d’une concentration de la compétition autour de deux partis, le PT et le PSDB. Cet article se veut d’identifier le contenu et les termes de la concurrence entre ces partis en fonction de leurs axes thématiques et de comparer leurs programmes gouvernementaux respectifs lors des élections présidentielles de 2006 à 2014. L’hypothèse, dérivée de la saliency theory, est que la compétition qui s’engage entre eux est basée sur la sélection de thèmes spécifiques et de compromis alternatifs. La méthode utilisée pour mesurer les compromis et les préférences est l’analyse de contenu à laquelle on applique les catégories du Manifest Research Group - MARPOR. Les résultats révèlent que les plates-formes se rapprochent par l’inclusion de thèmes des compromis publics nationaux, mais se distinguent au niveau des priorités établies et de la direction prise pour adapter leurs efforts au fil du temps.
       
  • ELECTORAL ALLIANCES, ESTABILITY OF ELECTORAL OFFICE AND SOCIAL EXPENDITURE
           

    • Abstract: ¿Por qué algunos gobiernos gastan más en bienes públicos que otros' ¿Por qué varía el gasto social' Este trabajo explora algunos factores clave que explican la variación en el gasto social de las provincias argentinas. Estudiamos estas provincias porque tienen gran autonomía en la decisión de los montos a asignar como gasto social y por la gran variación en el monto que las provincias asignan a esse tipo de gasto. A partir de datos originales del presupuesto de las provincias argentinas entre 1993 y 2009, y utilizando estadísticas descriptivas y análisis de tres casos clave (las provincias de Buenos Aires, San Luis y Córdoba), mostramos que el gasto social crece a medida que disminuyen los costos del armado de la coalición electoral y de gobierno y la alternancia y rotación de cargos clave en el gobierno. Estudamos essas províncias porque elas têm grande autonomia na decisão sobre os montantes a serem definidos como gasto social e porque existe grande variação nesse montante. A partir de dados originais do orçamento das províncias argentinas entre 1993 e 2009 e utilizando estatísticas descritivas e análises de três casos-chave (as províncias de Buenos Aires, San Luís e Córdoba), mostramos que o gasto social cresce à medida que diminuem os custos da articulação da coalizão eleitoral e da coalizão de governo, bem como a alternância e a rotatividade de cargos-chave no governo. O artigo discute os resultados nas três províncias argentinas selecionadas e explora as implicações da discussão sobre os determinantes políticos do gasto social e o desenho de políticas sociais, especialmente em países em desenvolvimento e democracias federais.Why some governments spend more money in public goods than others do' Why does social expenditure vary' This study analyzes some key factors that explain the variation in social expenditure in Argentine provinces. These provinces were studied because they have a huge autonomy regarding the decision of the amount of money to be used in social expenditure and because there is a great variation in these amounts. Based on original data of Argentine provinces budget from 1993 to 2009, and using descriptive statistics and analyzes of three key cases (the provinces of Buenos Aires, San Luis and Cordova), we demonstrate in this study that social expenditure increases as costs for electoral and government alliances, as well as the alternation and rotation of key positions in government, decreases. This article discusses the results in the three Argentine provinces studied and explores the implications of the discussion about the political determinants of social expenditure and the design of social policies, especially in developing countries and federal democracies.Pourquoi certains gouvernements consacrent-ils davantage de ressources à des biens publics que d’autres' Pourquoi les dépenses sociales varient-elles' Cet article explore certains facteurs clés qui expliquent la variation des dépenses sociales dans les provinces argentines. Nous étudions ces provinces parce qu’elles ont une grande autonomie pour décider des montants attribués aux dépenses sociales et parce que la variation au niveau de ces montants est importante. Sur la base des données issues, entre 1993 et 2009, de documents originaux du budget des provinces argentines, de statistiques descriptives et de l’analyse de trois cas clés (les provinces de Buenos Aires, San Luis et Córdoba), nous montrons que les dépenses sociales augmentent au fur et à mesure que diminuent les coûts de l’articulation de la coalition électorale et de la coalition de gouvernement, ainsi que l’échange et la rotation des postes clés au sein du gouvernement. L’article traite des résultats obtenus dans les trois provinces argentines sélectionnées et explore les implications de la discussion sur les déterminants politiques des dépenses sociales ainsi que la conception des politiques sociales, en particulier dans les pays en développement et les démocraties fédérales.
       
  • THE FEDERAL SENSE: the relation between party systems and public policies
           in Brazil and Argentina

    • Abstract: O trabalho ressalta o papel do sistema de partidos no Brasil e na Argentina como elemento central para a compreensão da capacidade de coordenação das relações intergovernamentais (RIGs) e, consequentemente, para a implementação de políticas públicas nacionais. O argumento central é que os níveis de conflitividade das RIGs, ao longo da história, são modelados pelo sistema partidário, com implicações diretas nas políticas públicas. A hipótese é que uma maior nacionalização do sistema partidário resulta em RIGs mais cooperativas, e, consequentemente, maior capacidade de penetração territorial do estado central, com políticas públicas intertemporais. Conclui-se que a dinâmica das RIGs, nos países em questão, alcança resultados contrários: enquanto, na Argentina, parece incentivar uma maior territorializaçao partidária, no Brasil, encaminha-se para a construção de um marco de interação mais cooperativo.This study highlights the role of the party systems in Brazil and Argentina as a central element for understanding the capacity of coordination of intergovernmental relations (IGRs) and, consequently, for the implementation of national public policies. The main argument is that the levels of conflict of IGRs, throughout history, are modeled by the party system, and it has direct implications in the public policies. The hypothesis is that a greater nationalization of the party system results in more cooperative IGRs, and, consequently, in a greater capacity of territorial penetration of the central state, with intertemporal public policies. It is concluded that the IGRs dynamics in such countries achieve opposite results: while in Argentina it seems to encourage a greater party territorialization, in Brazil it aims at build a more cooperative interaction framework.Cette recherche met en évidence le rôle du système des partis au Brésil et en Argentine en tant qu’élément central pour comprendre la capacité de coordination des relations intergouvernementales (RIGs) et, par conséquent, pour la mise en œuvre des politiques publiques nationales. L’argument central est que les niveaux de conflit des RIGs, tout au long de l’histoire, sont influencés par le système de parti, avec des implications directes dans les politiques publiques. L’hypothèse est qu’une plus ample nationalisation du système de parti entraîne des RIGs plus coopératifs et, par conséquent, une plus grande capacité de pénétration territoriale de l’État central avec des politiques publiques inter temporelles. On en arrive à la conclusion que, dans les pays pris en considération, la dynamique des RIGs, atteint des résultats opposés. Alors qu’en Argentine elle semble favoriser une plus grande territorialisation des partis, au Brésil elle va vers la construction d’un cadre d’interaction plus coopératif.
       
  • RATIONALIZATION AND MONETIZATION: categories of globalization

    • Abstract: Este artigo procura analisar alguns aspectos de uma dimensão central do fenômeno frequentemente conhecido como globalização. Trata-se de entender a economia monetária global à luz de duas categorias fundamentais da sociologia: racionalização (Max Weber) e monetarização (Georg Simmel). A partir disso, apresentaremos algumas ideias do sociólogo franco-suíço Aldo Haesler, no que toca às consequências da eletronização dos fluxos monetários que está na base da globalização. Entre outros aspectos, Haesler nos chama a atenção ao correlacionar, de maneira sistemática, três aspectos fundamentais associados à economia monetária global: a invisibilização do dinheiro, a indolorização do sacrifício efetuado nas trocas econômicas, e a dissolução do esquema reciprocitário da ação.This article aims to analyze some aspects of central dimension in the phenomenon often known as globalization. The main objective is to understand the global monetary economy according to two fundamental categories of sociology: rationalization (Max Weber) and monetization (Georg Simmel). Based on this, we will present some ideas of the French-Swiss sociologist Aldo Haesler regarding the consequences of the electronization of monetary flow that is in the bases of globalization. Among other aspects, Haesler draws attention to the systematic correlation of three fundamental aspects associated with the global monetary economy: the invisibility of money, the painlessness of the sacrifice made in economic exchanges, and the dissolution of the reciprocal scheme of action.Cet article se veut d’analyser certains aspects de la dimension centrale du phénomène souvent connu sous le nom de mondialisation. Il s’agit de comprendre l’économie monétaire mondiale à la lumière de deux catégories fondamentales de la sociologie: la rationalisation (Max Weber) et la monétarisation (Georg Simmel). Sur cette base, nous présenterons quelques idées du sociologue franco-suisse Aldo Haesler, concernant les conséquences de la digitalisation des flux monétaires qui est à la base de la mondialisation. Haesler attire l’attention, entre autres, sur la corrélation systématique de trois aspects fondamentaux associés à l’économie monétaire mondiale: l’argent invisible, le sacrifice indolore dans les échanges économiques et la dissolution du schéma d’action réciproque.
       
  • LOOTING IN ARGENTINA: some clues for its comprehension based on the
           episodes of Cordova – 2013

    • Abstract: Dando continuidad a una serie de reflexiones que se inscriben en el cruce entre los estudios de la acción colectiva, crítica ideológica y sociología de los cuerpos y emociones, este trabajo se propone tramar una explicación de los saqueos en Argentina, en tanto fenómenos asociados a unas políticas de las sensibilidades particulares. Para ello, revisa las maneras existentes para comprender a los saqueos; posteriormente reconstruye – a partir de diferentes fuentes secundarias – una aproximación a la “historia de los saqueos” en la Argentina, describiendo y estableciendo proximidades y distancias con el episodio ocurrido en Córdoba, en 2013. Finalmente desarrolla algunas posibles interpretaciones de este episodio en función del análisis de material cualitativo (observaciones y testimonios de actores). En las conclusiones, se enfatiza el modo en que los saqueos plantean la “sin razón” de unas prácticas del sentir particulares, que pueden describirse en la relación entre flujo, masa, bronca y vértigo. Desde aquí se sintetizan algunas pistas para análisis futuros.Dando continuidade a uma série de reflexões que se situam no cruzamento entre os estudos da ação coletiva, da crítica ideológica e da sociologia dos corpos e emoções, este trabalho se propõe a tecer uma explicação dos saques na Argentina como fenômenos associados a políticas das sensibilidades particulares. Para isso, revisa os modos existentes de compreender os saques; posteriormente, reconstrói – a partir de diferentes fontes secundárias – uma aproximação da “história dos saques” na Argentina, descrevendo e estabelecendo proximidades e distâncias com o episódio ocorrido em Córdoba em 2013. Finalmente, desenvolve algumas interpretações possíveis desse episódio em função da análise de material qualitativo (observações e testemunhos de atores). Nas conclusões, enfatiza-se o modo como os saques concebem a “sem razão” de algumas práticas de sentir particulares, que podem ser descritas na relação entre fluxo, massa, raiva e vertigem. A partir daí, são sintetizadas algumas pistas para análises futuras.Continuing with a series of reflections that are situated between the studies of collective action, ideological criticism and the sociology of bodies and emotions, this study proposes to explain lootings in Argentina as phenomena associated with policies of particular sensitivities. In order to do this, this study revises the different ways of understanding the lootings; later, it reconstructs – from different secondary sources – an approximation of the “history of the spoliations” in Argentina, describing and establishing proximities and distances with the episode that occurred in Cordova in 2013. Finally, some possible interpretations of this episode are developed due to the analysis of qualitative material (observation and actors’ testimony). In the conclusion, it is emphasized the way in which lootings conceive the “unreason” of some particular practices of feeling, which can be described in the relationship between flow, mass, anger and vertigo. From there, some clues are synthesized for future analysis.En poursuivant une série de réflexions qui se situent à l’intersection entre les études d’action collective, la critique idéologique et la sociologie des corps et des émotions, cette étude propose d’expliquer les pillages en Argentine, considérés comme des phénomènes associés à des politiques de sensibilités particulières. Pour ce faire, les moyens existants pour comprendre le pillage sont revus et ensuite, on reconstruit – à partir de différentes sources secondaires – une approximation de “l’histoire des pillages” en Argentine en décrivant et en faisant des rapprochements avec l’épisode qui s’est produit à Córdoba en 2013. On élabore enfin plusieurs interprétations possibles de cet épisode en fonction de l’analyse d’un matériel qualitatif (observations et témoignages des acteurs). Pour conclure, on souligne combien les pillages conçoivent la “déraison” de certaines pratiques sentimentales particulières, qui peuvent être décrites dans la relation entre flux, masse, colère et vertige, et quelques pistes sont indiquées de manière synthétique pour la réalisation d’analyses futures.
       
  • TERRITORIALITY AND CULTURE AMONG THE KALUNGA: beyond the culturalism

    • Abstract: Este artigo apresenta uma discussão sobre as ressignificações identitárias ocorridas na comunidade remanescente de quilombo denominada Kalunga, localizada no nordeste de Goiás, Brasil, ao longo de sua formação e a partir do reconhecimento dessas comunidades pela Constituição Federal Brasileira de 1988. O reconhecimento adiciona novas problemáticas identitárias que reverberam na forma como o grupo vivencia e organiza o território. Por meio de um estudo etnográfico, busco demonstrar que a etnicidade do grupo se sustenta em sua própria organização social e territorial, não sendo possível identificar um objeto de contornos limitados – cor, muito menos a “raça”, ou a cultura africana, ou a origem quilombola – com o qual os indivíduos se defrontem e a partir do qual inaugurem sua identidade.This article presents a discussion about the identity resignifications that occurred in a remaining Quilombo community called Kalunga, located in northeast of the state of Goiás, Brazil, ranging from its formation and from the recognition of these communities by the Brazilian Federal Constitution of 1988. The recognition adds new identity problems that appear in the way in which the group experiences and organizes the territory. Considering an ethnographic study, I try to demonstrate that the ethnicity of the group is based on its own social and territorial organization, and that it is not possible to identify an object of limited contours – neither color, “race” or African culture, nor Quilombo origin – in which the individuals face each other and from which they inaugurate their identity.Cet article présente une discussion sur les réaffectations identitaires qui ont eu lieu dans la communauté rémanente de marronnage nommée Kalunga, située dans le nord-est de Goias, au Brésil, tout au long de sa formation et de la reconnaissance de ces communautés par la Constitution Fédérale Brésilienne de 1988. Cette reconnaissance ajoute de nouvelles problématiques identitaires qui se répercutent dans la manière qu’a ce groupe de vivre et de s’organiser sur le territoire. Sur la base d’une étude ethnographique, nous essayons de démontrer que l’ethnicité du groupe se maintient grâce à sa propre organisation sociale et territoriale sans qu’il soit possible d’identifier un objet aux contours limités – couleur, bien moins la “race “ ou la culture africaine, ou l’origine marronne- auquel les individus sont confrontés et à partir duquel ils inaugurent leur identité.
       
  • SYNDICALISM ADJUSTED TO THE NEOLIBERALISM: the steel workers of the
           southern region of Rio de Janeiro state

    • Abstract: A pesquisa investigou a trajetória do Sindicato dos Metalúrgicos do Sul Fluminense num período de conquistas, o que permitiu verificar a adoção de padrões neoliberais de comportamento mesmo sob a ausência de processos de precarização. Como resultado, o artigo apresenta um cenário sindical marcado por combatividade e atuação na cena pública da região, mas também eivado de ceticismo ante qualquer ação interlocal e intersindical. Trata-se de um sindicato potente em termos de representação direta de seus afiliados, mas que naturaliza seu viés competitivo contra outras regiões e bases sindicais. Trabalhou-se a hipótese de que a ação sindical teria sido fortemente reconfigurada por dois fatores: pelo ambiente de mobilidade dos capitais e pelo processo de normalização neoliberal dos modos de governar o território. As evidências empíricas foram recolhidas a partir entrevistas com lideranças operárias, produção acadêmica sobre a região, boletins sindicais e material jornalístico.This study investigated the path of the Metallurgical Trade Union of the Southern region of Rio de Janeiro State in a period of accomplishments, which allowed us to verify the adoption of neoliberal patterns of behavior even in the absence of precariousness processes. This article presents a trade union scenario marked by combativeness and by being active in the public scene of the region, but also corrupted by skepticism about any interregional and inter trade union action. It is a powerful union in terms of direct representation of its affiliates, but it naturalizes its competitive bias against other regions and unions. A central hypothesis in this study was that trade union action had been strongly reconfigured by two factors: the environment of capital mobility and the process of neoliberal normalization of the ways of governing the territory. Empirical evidence was collected from interviews with trade union leaders, academic productions about the region, union bulletins and journalistic material.La recherche a étudié l’histoire du Syndicat des métallurgistes du Sud de l’État de Rio de Janeiro dans une période de conquêtes, ce qui a permis de vérifier l’adoption de modèles de comportements néolibéraux même en l’absence de processus de précarisation. Le résultat présente un scénario syndical marqué par la combativité et l’action sur la scène publique de la région, mais aussi par le scepticisme envers toute action inter locale et intersyndicale. Il s’agit d’un syndicat puissant en termes de représentation directe de ses membres, mais qui naturalise son parti pris concurrentiel contre d’autres régions et bases syndicales. On a soulevé l’hypothèse selon laquelle l’action syndicale aurait été fortement reconfigurée par deux facteurs: l’environnement de mobilité des capitaux et le processus de normalisation néolibérale des manières de gouverner le territoire.
