  • The complex interrelation of community action and planning

      Abstract: Gallent and Ciaffi have put together a mosaic of very different perspectives on a subject of contemporary relevance. They deal with the multi-faceted issue of “community action and planning” mixing a broad range of authors in a successful manner as they are able to maintain a common sense and flow within the book. The subtitle “contexts, drivers and outcomes” is key to structuring the content in a way that the reader could either decide to read all through the book or select specific content. Chapter 1 is introductory and frames the main questions which constitute the substratum of the entire book. It highlights the challenging issue of setting community action against the background of governance and planning.   • L’art en chantier: The arts, and the city in the making

      Abstract: For the past few decades, artists have decided to leave their studios to engage more directly with the polis, working in the public realm of the city. Most of them were at first inspired by dissenting ideologies and linked to revolutionary movements – as reflects the manifests of the pioneers, the Happening, Fluxus or the Situationnists (Lebel 1968; Kaprow 1966; Debord 1958). Critical literature later showed how art and the artists engaging in the public sphere might also have been instrumentalized as a mean of domination or to legitimize urban redeveloppement (Deutsche 1988; Deutsche and Ryan 1984; Zukin 1989; Cameron and Coaffee 2005; Ley 2003), while other authors saluted new ways for artists and public art to remain critic in the gentrified city (Lacy 1994; Phillips 2001).   • War in Rio: the city goes to the movies

      Abstract: Urban violence exacerbates existing trends of inefficient urban planning and social fracture. On the one hand, some actors instrumentalize violence to legitimate aggressive security plans and, on the other hand, discourses that depict specific urban territories as territories of violence and others as ordered spaces polarize citizens in two groups, as if each was irreconcilable, and circulate an atmosphere of generalized anxiety. Getting ready for the 2014 FIFA World Cup and the 2016 Summer Olympics has implied numerous and regular surges of violence for the Cidade Maravilhosa. If those events activated debates about public security in Rio de Janeiro and in Brazil in general, another event, this one cultural, has also created a debate on the same issues.   • Sights, sounds and images: catching the metropolis in/at work(s)

      Abstract: In French and English-speaking geographies, movies and music works are widely recognized as elements which contribute to shaping the imaginaries of cities and urban spaces. However, these two art forms have long been regarded separately within the discipline. With the idea of contributing to the development of a more global urban geography of art, we would like to show the interest of combining a musical and cinematic perspective to understand fictional images of the cities conveyed in specific art works. We’ll illustrate our point through the study of two fictional movies released in the middle of the 2000’s: Larry Clark’s Wassup Rockers and Chris Robinson’s ATL.   • Amplified music as part of urban design: Toulouse copes with the inherent
           complexities

      Abstract: In Toulouse, the urban development project that was consolidated at the end of the 2000's has led to repositioning culture as a lever in favor of metropolitan construction. A broad-based steering committee reached out to the city's artistic actors in seeking to define a novel project involving amplified music that called for, among other things, construction of a complex dedicated to the local performing arts scene, known as the "Metronum". Inaugurated in 2014, this facility is intended over the long run to bolster a territory that had been weakened by a lack of venues of artistic creation and performance. The location chosen in an outlying district of Toulouse was also aimed at easing the social and geographic transformations shaping a metropolitan area, where buoyant growth had stretched the urban fabric over a much broader scale.   • Graffiti in Palestinian Refugee Camps: from palimpsest walls to public
           space

      Abstract: Walls and graffiti in Palestine’s refugee camps tell a border story. As people in camps continue to consider themselves refugees from the 1948 Nakba, and as long as their freedom of movement is either denied or at the least controlled by Israel, the border is embodied by each inhabitant of the camp, who is transborderized (Iglesias-Prieto, 2012). The graffiti movement was born in the camps as part of the resistance during the first Intifada, both as a means of expression for the community, and as a way to build the community through public space. This paper aims to explore the relationship between the particular urban structure of a refugee camp (focusing on Dheisheh and Aïda in Bethlehem) and graffiti. Through an examination of visual elements on the walls of refugee camps today, I propose an understanding of the relationship to public space as one where politics is at play, outside of any institutional structures.

  • The visible part: Of art galleries, artistic activity and urban dynamics

      Abstract: This paper looks at the places of art and art galleries from a spatial point of view and in relation to contemporary urban dynamics. Presenting prospective reflections about the spatialities of places where transactions are financial and symbolic, as well as the data and methods used for empirical research, this paper introduces an ongoing project dealing with the Parisian gallery landscape since the contemporary art boom, in relation to the production of urban space. I argue that ‘visibility’ is a useful notion to interrogate the geography and dynamics associated with art galleries. It can either describe their presence and environment within the city and from the street, or the ‘visibilisation’ of portions of the city in relation to the dynamics of urban renewal.   • In-between new figures of art and urban transformation projects. A French
           perspective

      Abstract: For more than fifteen years, art experimentations dealing with urban transformation have been increasing more and more. Artists are now influenced by places and urban planning. Urban planners turn to a new conception that implies more creativity and stances directly inspired by artists. Because of its flexibility, art is a negotiation and an innovation lever. Besides, it is part of urban, in situ, interpersonal relationships and based on process and context reality. Our hypothesis is that art meeting urban transformation creates new roles and figures prone to change the deal of how urban planning projects are made and how actors got organized. This paper, related to a French context, shows the figures’ emergence, identifies their cross-cutting skills, and explains the limits of this hybridization.       Abstract: The presence of cities in art and the presence of art in cities are two fields which have often been studied separately, be it by different disciplines (history, geography, sociology, etc.) or by various approaches within a single discipline (cultural geography or urban geography for example). Nevertheless, the increasing visibility of culture in general, and art in particular (see Debroux’s paper in this issue), in cities since the end of the 20th century tends to challenge this strict separation. Indeed, art is more and more understood as an integral part of the urban fabric in a post-industrial era. Not only are the spaces and places of art in cities being redefined, but so are its functions and relations to the urban environment.   • Street Traders and “Good Officers”: Crackdowns as a Relational Form of
           Urban Governance in Nairobi

      Abstract: In central Nairobi, crackdowns on illegal street trading by officers from the local authorities are a daily occurrence. Based on an ethnographic study of encounters between street traders and officers during crackdown operations in and around the Nairobi CBD, this article argues that crackdowns work as a platform for exchanges and thereby for the formation of social relationships. It explores how such relationships are formed and maintained during crackdowns, and how a range of urban actors has interests invested in them. The article contributes to regional literature on street trading by proposing a view of urban governance as emerging through everyday interactions and relations between urban actors. Furthermore, the article contributes to scholarship on relational urban governance by exemplifying how anthropological notions of exchange provide an analytical avenue through which such everyday interactions and relations can be explored.
