  • Voicing refugeeness: Sudanese struggles for belonging in Egypt and Israel

      Abstract: This article examines the mobilization strategies used by asylum seekers and statutory refugees to counter restrictive asylum policies that deprive them of their legal status – and therefore of any political affiliation. It examines two cases of mobilization of Sudanese asylum seekers: the Mustapha Mahmoud mobilization in Cairo, Egypt (2005) and the March for Freedom, followed by various demonstrations, in Israel (2013-2014). The use of a "voice" strategy clearly reveals a decision to make a group visible and to go against orders from the powers that be to remain silent, or even invisible. The exclusion faced by asylum-seekers as a result of the denial of the right to refugee status is an initial resource that federates the individuals concerned and allows them to form a social group that shares mutual interests.       Abstract: Six ans après l’irruption des « révolutions » arabes, des mouvements contestataires et des autres soulèvements populaires sur les scènes médiatiques et dans les débats académiques, le conflit syrien a replacé la question migratoire au cœur de l’espace méditerranéen, et questionne le rôle de l’Égypte dans cette nouvelle équation. Les départs pour l’Europe depuis la côte égyptienne, quasiment inédits avant les mouvements contestataires de 2011, sont désormais de plus en plus nombreux. Les arrivées continues depuis la Corne de l’Afrique ou la Syrie activent ces routes migratoires naissantes, empruntées par ceux et celles qui s’efforcent de contrer et de déjouer les fermetures ou la dangerosité croissante des routes anciennes, tel l’axe passant par la Libye.   • Réfugiés syriens en Égypte : Secteur associatif et reconfiguration
           étatique (2011-2013)

      Abstract: Depuis mars 2011, l’Égypte est confrontée à la vague migratoire la plus importante de son histoire : celle des réfugiés syriens fuyant le régime de Bachar al-Assad. Les discours politiques du président Mohamed Morsi, entre juin 2012 et juillet 2013, plaident en faveur d’une prise en charge de ces derniers par l’État égyptien, en raison d’un soutien affiché au mouvement contestataire syrien. Dans les faits, on voit davantage se dessiner une politique publique par « à coups » et par « ébauche » qui est en effet une succession de discours officiels et de décrets ponctuels. En pratique, l’accueil des réfugiés syriens n’est pas administré, organisé et financé par des appareils étatiques.   • Managing Distance: Examining Egyptian Emigration and Diaspora Policies

      Abstract: How do states manage emigration and the attachment of citizens living abroad to their home countries' This article sheds light on the mechanisms of emigration and diaspora policies in the MENA region by analysing the Egyptian experience. By following the emergence of Egyptian policies from a long-term historical perspective, I argue that emigration and diaspora policies are designed as a reaction to the economic situation of the sending country and the immigration policies of receiving countries.
      Egypt changed slowly from a country characterised by immigration at the end of the 19th century to a country in which emigration has become an omnipresent social phenomenon. The Egyptian state first opened up to emigration in the 1960s, and then progressively started to organise and manage labour emigration to other Arab countries from the 1970s onwards, which began to be perceived as a development strategy and tool.   • Ambivalence as Policy: Consequences for Refugees in Egypt

      Abstract: This paper argues that when considering migration to developing countries, the scholarship on migration and refugee policy mistakes the absence of formal policy for neglect. Using a qualitative case study approach, I examine the case of Egypt, the most populous country in the region and the host of a sizeable urban refugee population. As the evidence offered in this paper will illustrate, the Egyptian government is fully aware of the number of refugees residing in its territory, but chooses to pursue a policy of ambivalence toward them. I address ambivalence from the viewpoint of refugees, and ask how refugees cope in a host country that adopts this type of policy. Using original data collected in Cairo and Alexandria, Egypt in 2014, I illustrate how both formal and informal rules constrain certain behaviours towards refugees living under this type of regime and permit others.       Abstract: Cet article se donne pour objectif d’éclairer l’évolution économique et sociale d’une ville moyenne d’Égypte, à travers les mutations récentes de son système de production. Il est possible que ce nouvel angle d’approche de la sphère du politique égyptien, à travers ses applications concrètes, ouvre des pistes pour comprendre le fonctionnement ou le dysfonctionnement de l’État, et les frustrations sociales qui en découlent et mettent en cause la légitimité du pouvoir, au point de se cristalliser, parfois, dans le recours à l’action subversive. The reviewed book poses critical queries at the levels of theory, methodology, ethnography, and empirical reality in an attempt to fathom the present socio-economic dynamics of change in Sudan. Though the book is specifically about the Sudanese case, it is quite clear that it positions itself as a part of a very broad and ambitious project on how we can document, analyse, interpret, and finally understand the processes of social change in general.            the Sudan, 1918-56

      Abstract: The “Unity of the Nile Valley” (wahda wadi al-nil), which was the term that evoked a popular political ideology that was widespread in Sudan and Egypt until the 1950s, described a peculiar form of nationalism. Its ideologues did not postulate that Sudan and Egypt were one nation, but that they were two halves that had been unjustly separated but were destined to be reunited. For the Egyptians, sharing the river Nile made Sudan a natural appendix of Egypt, while for many Sudanese, Egypt was a “blood brother” with which they shared a set of fundamental national traits.   • Love at the Time of Independence

      Abstract: This article explores the way in which romantic love and companionate marriage were debated in Sudan at the time of independence by analysing a small corpus of love stories published in a special column of the left-wing newspaper al-Saraha. I start by contextualizing the left-wing press at a time of tremendous political, economic, and social change in Sudan as a key to understanding the pedagogical mission of al-Saraha. I then describe the various opinions on companionate marriage discussed in these texts and analyse them structurally, highlighting both common patterns and systematic omissions. Finally, I seek to interpret the spread of the ideal of romantic love in Sudan in relation to the theory of the rise of individualism as a sign of a modern State, and to show that the solution these texts proposed was not to disconnect individuals from society, but to reform society as a whole so as to harmonize collective and individual wills.

      At the fourth annual conference of African studies in France (4èmes Rencontres des Études Africaines en France [REAF]), which revolved around the broad theme of “Cosmopolitical Africas” (Afriques cosmopolitiques), several panellists considered “traces of intimacy” in African history regarding individuals and their modes of oral, literary, and artistic expression. Drawing inspiration from many scholars, including Stoler (2002), who wrote about “cross-racial” relationships in Southeast Asian colonial systems,Goffman (1959), whose sociological analysis of face-to-face “interaction rituals” is now a classic, and more, their aim was to consider close, and often idiosyncratic, exchanges –intimate encounters–in making history.
