  • Foreword: the First World War at Sea

      Abstract: Jutland is the most studied of all naval battles, but the results have, until recently, been less impressive than their bulk might imply. Too many authors have tried to decide who ‘won’ a tactical stalemate that did not change the strategic situation. Although Sir Julian Corbett made these points in the 1923 Official History Naval Operations: Volume III, his successors lost sight of the bigger picture, and approached the action with partisan agendas. For two decades Jutland was studied as a Staff College exercise, by navies anxious to learn lessons, and by participants and contemporaries, seeking to apportion blame, or claim credit. Everything hinged on a few key moments, decisions made by four Admirals, and the brief encounters of capital ships. The place of the battle in the wider war was lost amidst the controversy and the fine grained focus. In Britain, America and Japan the battle was replayed, key lessons included the Royal Navy’s mastery of night fighting and the recovery of initiative led tactics. While Churchill coined the memorable phrase that Jellicoe could have lost the war in an afternoon in his The World Crisis, recognising the larger context, his account of the battle was deeply flawed, based on a discredited account the Dewar brothers produced to serve David Beatty’s agenda. After 1945 Jutland moved into history, as big gun capital ships passed out of service. But the battle over Jutland remained fierce, and narrowly focused. The historical giants of the 1950s and 1960s, Arthur J. Marder and Stephen Roskill went to war over authority and interpretation on this subject. Marder rewrote his account, Roskill disagreed. Yet beyond the heavy gun exchanges little new work was done. There were other questions to answer: were the cruiser and destroyer forces integrated into the tactical concept, why were the fleets at sea on that day, how did their movements fit into the wider war in mid-1916, and what was British strategy in the theatre on the eve of the battle? The centenary provided an opportunity to revisit the battle, engage with wider perspectives and challenge the historiographical dominance of the Western Front.

  • Building a Navy ‘Second to None’: The U.S. Naval Act of 1916, American
           Attitudes Toward Great Britain, and the First World War

      Abstract: This paper will examine the impact of the First World War on American attitudes toward Britain, focusing specifically on the genesis and shaping of the U . S. Na val Act of 1916. The administration of President Woodrow Wilson had struggled to maintain United States neutrality in the first thirty-two months of the war, but events in the war at sea strained relations between the U.S. and Germany, as well as between the U.S. and Great Britain. These events will be considered, and it will be argued that although the U.S. reluctantly postponed the implementation of the act, it remained a potential point of contention between the U.S. and Britain.

  • British Destroyers at Jutland: Torpedo Tactics in Theory and Action

      Abstract: This article considers the theory behind British torpedo tactics in 1916 and evaluates the success of these in the three major torpedo actions at the Battle of Jutland. By considering the technical processes and difficulties of mounting torpedo attacks in 1916 the article challenges Arthur Marder’s claim that the destroyer actions at Jutland were ‘disastrously ineffective’.

  • Evasion or Enforcement – the complexity of the Blockade revisited: The
           bona fides of the Lavino Company across three continents in 1916

      Abstract: The 10th Cruiser Squadron in the northern waters between Scotland and Iceland was the physical embodiment of the British blockade of Germany from 1914-17. The real work of the blockade, however, would always take place in Whitehall for it was simply impossible for a boarding officer at sea to know anything of the bona fides of a ship’s cargo without significant intelligence analysis and desk research.1 This article considers the global reach and complexity of these investigations as it relates to a year-long inquiry by British officials into the bona fides of one company in Philadelphia. Spanning three continents, the worldwide business dealings of E. J. LAVINO & Co. are investigated and the means by which the Ministry of Blockade operated are laid bare.

  • ‘Had we used the Navy’s bare fist instead of its gloved hand...’ -
           The Absence of Coastal Assault Vessels in the Royal Navy by 1914

      Abstract: This paper will briefly chart how and why the Royal Navy chose not to develop coastal assault vessels—namely heavy-gunned, light-draught monitors specially designed to absorb damage from modern mines or torpedoes—until well after the First World War began. Churchill and Fisher envisaged these particular men-of-war as the floating equivalent of tanks, both ‘intended to restore to the stronger power an effective means of the offensive’. Only when they were finally launched and deployed in sufficient numbers could serious plans for projecting power directly against the German coastline be safely considered. So where were the monitors before the war?

           friends, old enemies, eternal rivals?

      Abstract: This paper considers the factors needed for a success to have been made of joint Franco-British naval operations during the Dardanelles campaign of 1915 and 1916. It does so by examining the importance of: joint decision making at all levels of the coalition; effective communications within the coalition at both the strategic and operational level; and a mutual respect for the contribution and capability of all members of the coalition.
