  • Issue 18 - The Dramatic Saga of London's Centre for New Zealand Studies

      The Centre for New Zealand Studies, Birkbeck College London, was formally launched on Waitangi Day 2007, with an array of guests from New Zealand and the UK present to mark the occasion. Its official opening came after a lengthy gestation period and much hard work and lobbying, principally by its Convenor, Ian Conrich, Chair of the New Zealand Studies Association. With financial support for the Centre from the New Zealand Government, it seemed that New Zealand Studies in the UK had come of age. The Centre was to be an international focal point for renewed vigour in New Zealand Studies after twenty years of developments in the field. Yet within two years the Centre had faltered, rumours of its imminent closure were rife, support from its host institution were in doubt, and Conrich was out of a job in academe. This paper is a personal reflection drawing on observations of the creation of the Centre and its short history based on documents largely currently available in the public domain. It endeavours to capture the anguish of the many supporters of the Centre, who felt betrayed by the sudden turnaround in its fortunes. It also ponders the uncertain future for New Zealand Studies in the UK and argues that there is research to be done in fully examining the events that led to the problems faced by the Centre.

  • Issue 18 - The Role of Australians in the Eradication of Imported
           Saltmarsh Mosquitoes in New Zealand and the Transient Legacy of Endogenous
           Expertise

      Australian saltmarsh mosquitoes, namely the Ross River virus vector, Aedes camptorhynchus, were discovered in Napier in 1998, and were subsequently detected throughout New Zealand (NZ). This stimulated the establishment of an ambitious national mosquito eradication program. While this was aided in large part by expertise imported from Australia, significant endogenous NZ expertise was developed in mosquito surveillance and control. Here we describe the role of Australian experts in an eradication effort governed by two separate Ministries, and the creation of mosquito-related expertise in NZ. We discuss the fate of this apparently transient legacy of expertise, which is likely to be crucial in the event of future exotic mosquito incursions into a country that is currently free of locally-acquired mosquito-borne disease.

  • Issue 18 - Escape from Somes

      The escape from Somes Island of three German internees in 1941 has received very little attention because the official files relating to the escape. Police Special Branch records held at the archives of the Security Intelligence Service in Wellington, have only recently become available to researchers. From these records, however, the escape emerges as one of the most intriguing episodes during the years of the Second World War in New Zealand. The three internees in question - Hans Finke, a German Jewish refugee, Carl Schroeder, who had deserted his German training ship, and Odo Strewe, a socialist who had fled from Germany to escape Nazi persecution - made their bid for freedom by rowing the caretaker's dinghy to Petone, and managed to elude police for nearly a week. Once recaptured, they claimed that they had escaped to draw attention to their plight as anti-Nazis interned with Nazi Germans on Somes Island. Special Police records give us a fascinating insight into how the case was managed.

  • Issue 18 - Socio-ecological Embeddedness of Marine Fisheries in New
           Zealand

      This paper contributes to the ongoing debate around New Zealand's recent fisheries reforms by undertaking a review of institutional arrangements for fisheries management informed by insights from recent literature on the concept of embeddedness. From this we propose an analytical construct entitled socio-ecological embeddedness (SEE), which will serve to interrogate institutional arrangements for complex socio-ecological common-pool resource systems such as marine fisheries. We undertake a preliminary investigation of the embeddedness of New Zealand's commercial, Maori and recreational fisheries from a SEE perspective. What is discovered is that, although New Zealand's quota management system is held up as a successful blueprint for the rest of the world, it has had varying degrees of success at socio-ecologically embeddeding all of its commercial, Maori and recreational fisheries.

      This article positions Maori author Alan Duff in relation to the New Right free market economy which emerged in New Zealand in the late 1980s. It argues that Duff's ambivalent images of contemporary Maori in his novel Once Were Warriors (1990), its sequel What Becomes of the Broken-Hearted (1996), and his autobiography, Out of the Mist and Steam (1999), ignore postcolonial discourses, clash with values of Maori Renaissance writing, and bypass biculturalism. Duff's unrepresentative neo-colonialism and his hybrid Maori-Pakeha identity make him the 'brown man's burden' by contrast to liberal Pakeha celebrations of the Maori such as Roderick Findlayson's stories in Brown Man's Burden (1938) which targeted the white man. Although his raw style and Maori English argot have revitalised the local tradition of realist writing, and his focus on social problems experienced by some Maori has exposed biculturalism's limitations, Duff's work remains marginal to identity politics at the national level.

  • Volume 17 Empires of Grass: Towards an Environmental History of New
           Zealand Agriculture

      The production of new landscapes in nineteenth and twentieth century New Zealand was based on the replacement of indigenous vegetation types by what were for long described as 'English grasses'. This article argues that in order to understand this transformation, we need to consider the wider political economy of the process, as well as the cultural concept of 'improvement' that framed it. The environmental consequences can be described as a form of grasslands 'totalitarianism', underwriting a productivist emphasis on quantity, in terms of farm production and paddock productivity. This is now being questioned in a world in which considerations of quality are growing in significance.

  • Volume 17 Farm Amalgamation: A Strategy for Saving Soldier Settlements in
           New Zealand during the 1920s and 1930s

      The long held summary view that the World War One soldier settlement era in New Zealand was an abject failure has delayed detailed scrutiny of the means by which the state sought to save the scheme including postponing rents, restructuring farm debt, land revaluation, and finally land amalgamation. This paper explores the dynamics of farm amalgamation as a state imposed 'solution' for the problems of soldier settlement in New Zealand in the 1920s and 1930s. It does this in the context of a detailed case study of the New Park Settlement in Canterbury from when it as part of the Longbeach Estate through to its acquisition and subdivision and then partial amalgamation by the late 1930s. Amalgamation could save the settlement but not all of the farmers. As a strategy was it was resorted to only as a measure of last resort. Even so the extent and degree of state efforts to save the scheme have escaped attention.

  • Volume 17 Regional Policy in New Zealand: The Journey through
           Neo-liberalism and Back Again'

      The election of Helen Clark's centre-left Labour Government in New Zealand in 1999 saw the re-emergence of regional development as a key national policy. Prior to this New Zealand had seen 15 years of 'new right' economics and politics where central government intervention in areas such as regional development was not favoured. While it is tempting to view this shift as a fundamental ideological change, the truth is more complex, and needs to be viewed against the theoretical background of thinking about neoliberalism. This paper attempts place the regional policy story in the context of the wider developments of neo-liberalism theory, sketch a brief history of regional policy in New Zealand, and then conclude by examining some of the new regional policies in more detail, to see if the term neo-liberal is still an adequate label. The empirical detail is based on the author's participation in a review of the Government's Regional Partnerships Programme. The paper concludes that while all Governments are constrained by the neoliberalising tendencies within increasing globalisation, New Zealand's post-1999 policies have been sufficiently different to constitute a departure from neo-liberalism.

      Race, ethnicity and racism are issues of mounting significance in New Zealand .This paper argues that it is necessary to situate contemporary racisms within the recent social transformations of late-modernity that have created new anxieties and fears. Using a racism-modernity problematic, this paper situates past and present anti-Asiatic racisms within their legislative and socio-political contexts. It is argued that in present conditions of late modernity, it is instructive to depart from the timeless notion of racism as colour or cultural discrimination and to instead deploy a broader definition that holistically includes the various pathologies that are specific to contemporary expressions of racisms.
