           REGIÓN METROPOLITANA DE BUENOS AIRES

    • Abstract: A partir del caso de la región del Maule en Chile se reflexiona acerca de los procesos de construcción de región. Utilizando las categorías de antiguas y nuevas regiones e identidades funcionales y profundas (Paasi, 2011; Terlouw, 2011), se revisan los efectos territoriales que tuvo el proceso de regionalización chileno iniciado en los años setenta. Utilizando diversas fuentes de información, se ponen en evidencia las desigualdades que el proceso de regionalización produjo en el territorio, proceso conceptualizado -en el caso del Maule- como de constitución de la región nueva, asentada en torno a las dos ciudades más importantes del territorio así definido; y precarización de la región antigua, representada por las antiguas provincias. La primera se consolida en desmedro de la segunda. Pese a estas diferencias, se constata, al mismo tiempo, las hibridaciones: la región nueva contiene a la región antigua, y viceversa. Se concluye que articular esta dicotomía es central para los procesos de desarrollo regional.This article reflects on the processes of región building, considering the case of the Maule region in Chile. Drawing upon the categories of old and new regions, as well as functional and deep identities (Passi, 2011; Terlouw, 2011), the territorial effects related to the Chilean process of regionalization, started in the 1970s are reviewed. Using different sources of information, the inequalities generated in the territory by this process are shown, conceptualized as the constitution of the new region, based in the two main cities of the region; and the precarization of the old region, represented by the old provinces. The first region is developed at the expense of the second one. Despite these differences, two hybridations are observed; the new region includes the old one, and vice versa. It is concluded that the management of this dichotomy is key to the processes of regional development.

  • Estrutura setorial e distribuição de ocupações nas regiões
           brasileiras, 2006-2011

    • Abstract: Na literatura regional recente se observa um interesse crescente no uso de informações de emprego por tipo de ocupação. Isso se deve ao surgimento de uma nova economia ancorada em tecnologias que permitem uma maior flexibilidade na organização da produção, resultando em uma separação de funções em diferentes espaços geográficos e uma maior fragmentação da produção. As empresas podem alocar suas atividades de pesquisa, inovação e desenvolvimento em algumas regiões e as atividades mais rotineiras em outras, resultando em especializações funcionais regionais. Nesta pesquisa, pretende-se verificar as diferenças entre as estruturas de emprego por ocupações nos estados brasileiros em relação à média nacional. Os resultados encontrados mostram que as diferenças são significativas, principalmente em ocupações mais intensivas em conhecimento. Essas informações indicam que as tradicionais estratégias, baseadas apenas em setores ou empresas, podem ser insuficientes para a promoção do desenvolvimento regional.The recent regional literature has shown a growing interest in the use of employment information by sectorial occupation. This is due to the emergence of a new economy anchored in technologies which allow greater flexibility in the organization of production, resulting in a separation of functions in different geographic areas and greater production fragmentation. Companies can locate research, innovation and development activities in some specific regions while placing operational activities in others, which lead to regional functional specializations. This research analyzes the differences between the structures of occupations in Brazilian states compared to the national average. The results point out that the differences are significant, especially for knowledge-intensive occupations. This information indicates that traditional strategies based on sectors or companies only may be insufficient for promoting regional development.

  • Externalidades territoriales de la gobernanza financiera
           global

    • Abstract: Las políticas públicas de los organismos estatales y supranacionales de la gobernanza financiera global orientadas a superar la crisis, implican una reacción de financiarización pública y de geopolítica financiarizada, instrumentos estos de dominio de las economías más desarrolladas y/o de competencia entre ellas. Esas políticas, preferentemente las monetarias y cambiarias, generan externalidades o "subproductos" territoriales y urbanos a escala tanto plurinacional como local. Se traducen en una nueva geografía de las tasas de interés y sus diferenciales, reorientando los flujos de capital a distintos países; y en una nueva geografía de los tipos de cambio y sus paridades, expresión de la pugna competitiva entre regiones y naciones. Al mismo tiempo, externalizan muchos de los costos de la crisis a los gobiernos y sociedades de las naciones emergentes, aportando sustentabilidad a unos pocos países (los más fuertes) a cambio de vulnerabilidad para muchos otros (los más débiles), en una inequitativa redistribución socioterritorial de los costos y beneficios de los ajustes que promueven. La arquitectura global del territorio resultante de tales políticas macroeconómicas demuestra su no neutralidad geográfica ni social.Public policies of state and supranational organisms involved in global financial governance aimed at overcoming crisis imply a reaction based on public financing and financed geopolitics, instruments controlled by the most developed economies and/or competition among them. Such post-crisis policies, mainly referring to monetary and exchange rate policies, produce territorial and urban externalities or ‘sub-products’ at plurinational and local scales, and translate into a new geography of interest rates and their corresponding differentials. This induces a reorientation of capital flows to different countries, a new geography of exchange rates and their corresponding parities, and expressions of competitive rivalry among regions and nations. These policies, which externalize many crisis costs to governments and societies of emerging nations are sustainable only for a few countries (typically the most developed ones), for the vulnerability of many others (mainly the weakest nations), in the context of unequal socio-territorial redistribution of the costs and benefits of such adjustments. The global territorial architecture resulting from these macroeconomic policies shows the non-neutral geographic and social nature of their impacts.
       
  • Ativos territoriais, estratégias de desenvolvimento e
           governança territorial: uma análise comparada de experiências
           brasileiras e portuguesas

    • Abstract: Possuir ativos com algum grau de especificidade, em geral, é considerado uma vantagem diferenciadora para determinados territórios. Exemplificando, experiências de Indicação Geográfica no Brasil e de Denominações de Origem Controlada ou Protegida em Portugal estão entre as principais estratégias de especificação de ativos territoriais. São quase inexistentes estudos sistemáticos e comparados sobre a eficácia dos sistemas de governança territorial utilizados em tais experiências. Através do recurso a estudos documentais e bibliográficos, visitações, entrevistas e aplicação de um inquérito por questionário se analisa criticamente a relação entre ativos territoriais, estratégias de desenvolvimento e governança territorial. Os resultados da análise permitem afirmar que: tais formas de especificação são uma opção, não necessariamente a única e, em alguns casos, nem a mais significativa; há desafios não superados em relação aos sistemas de governança territorial; o recurso ao associativismo e à diferenciação, em geral, não passa de uma estratégia que viabiliza negócios lucrativos privados.Possessing assets with some level of specificity, in general, is considered a comparative advantage for certain territories. For example, experiences in the Brazil Geographical Indication and Controlled or Protected Denominations of Origin in Portugal are among the main strategies of specification territorial assets. Systematic and compared studies on the effectiveness of territorial governance systems used in such experiences are almost nonexistent. The relationship of territorial assets, development strategies and territorial governance is critically analyzed through documentary and bibliographical studies, visitations, interviews and a questionnaire survey. The results of the analysis allow us to state that: such forms of specification are an option, not necessarily the only one, and in some cases, not the most significant one, there are unresolved challenges related to territorial governance systems, recourse to associativism and the differentiation, in general, no more than a strategy which makes possible private-profit business.

           conversión del barrio de La Boca en el "Distrito de las Artes"

    • Abstract: La sectorización de la ciudad de Buenos Aires en una serie de distritos "creativos" es una innovación introducida por la gestión de gobierno que conduce la urbe desde 2008. Abreva en el modelo de ciudad creativa propuesto por Florida (2002; 2005) y se funda en una peculiar modalidad de intervención pública en la cual el Estado actúa como facilitador del mercado, otorgando beneficios económicos a los inversores interesados en radicarse en los nuevos distritos. La institucionalización de tal política -deudora del urbanismo liberal- ha suscitado movilizaciones vecinales en las áreas afectadas. El caso que aquí se examina es la creación, en 2012, del Distrito de las Artes en el barrio de La Boca. Resulta relevante examinar la disposición tras esa acción estatal atendiendo a los posicionamientos de los vecinos. En esta perspectiva, dado que el trabajo etnográfico realizado indica que la intervención en La Boca lesiona diversos derechos consagrados en la Carta Mundial por el Derecho a la Ciudad, para efectuar el presente análisis se recurre a dicho documento.The segmentation of the city of Buenos Aires in several "creative" districts is an innovation introduced by the government administrating the city since 2008. That segmentation is inspired by the creative city model proposed by Florida (2002, 2005) and is based on a particular way of public intervention in which the state acts as a market facilitator, providing economic benefits to the investors interested in settling in the new district. The institutionalization of such policy -inspired by the liberal urbanism- generated neighbor's demonstrations in the affected areas. In 2012 the Art District was created in La Boca neighborhood. It seems relevant to explore such intervention taking into account the neighbors' positions, as the ethnographic work developed indicates that this situation weakens several rights contained in the World Charter for the Right to the City, referred hereby for the analysis carried out.
       
  • Educar a niñas y niños de clase media en Santiago: capital cultural y
           segregación socioterritorial en la formación de mercados locales de
           educación

    • Abstract: Muchos investigadores han estudiado en forma paralela la segregación residencial y la educacional, sin considerar cómo se relacionan ambos procesos. Este artículo explora la forma en que los padres de clase media eligen colegios en Ñuñoa y La Florida (Santiago, Chile). Ñuñoa es una comuna de clase media alta con una gran dotación de colegios particulares pagados; La Florida, en tanto, contiene una clase media de formación más reciente, una tasa de pobreza más alta y una gran cantidad de colegios subvencionados. Este artículo, basado en entrevistas semiestructuradas con 77 padres, revela que, en Ñuñoa, los padres eligen entre colegios particulares pagados y descartan la opción de enviar a sus hijos a colegios municipales o subvencionados. Al contrario, los padres de La Florida eligen colegios subvencionados como una forma de evitar los peligros que perciben en los colegios municipales. Estos resultados tienen significativas implicancias para los debates sobre la segregación residencial y educacional.Many researchers have studied residential and educational segregation processes without considering the relationship between them. This article explores how middle class parents select schools in the municipalities of Ñuñoa and La Florida (Santiago, Chile). Ñuñoa is an upper middle-class municipality with a large number of elite private schools; while La Florida has a newer middle class, a higher poverty rate, and many charter schools. Based on in-depth interviews with 77 parents, this article finds that in Ñuñoa parents choose elite private schools and reject charter or public schools. In contrast, parents in La Florida select charter schools as a way to avoid the dangers associated with public schools. The results have important implications for debate on residential and school segregation.
       
  • Políticas estatales y transformación urbana: ¿hacia un proceso
           de gentrificación en Valparaíso, Chile?

    • Abstract: A través de un enfoque metodológico mixto, el presente estudio analiza la transformación de la ciudad de Valparaíso (Chile) a partir de la década de 2000, vinculando las características del proceso y los agentes y políticas de renovación urbana, con los efectos en la morfología urbana resultantes de la denominación patrimonial Unesco. El análisis permite identificar al Estado chileno como agente clave en la renovación urbana a través de su papel de liderazgo en la promoción patrimonial, el turismo y la ampliación del mercado universitario. Estas estrategias de crecimiento apuntan a un emergente proceso de gentrificación.This study analyses the transformation of the city of Valparaíso (Chile) from the 2000’s, through a mixed methodological approach, linking the characteristics of urban renewal process, agents and policies to the effects in urban morphology resulting from the unesco heritage designation. The analysis identifies the Chilean State as a key player in urban renewal through its leadership role in promoting heritage, tourism, and the expansion of the university market. These growth strategies point to an emerging process of gentrification.
       
  • Cultura, transformación urbana y empoderamiento ciudadano frente a la
           gentrificación: Comparación entre el caso de Getsemaní (Cartagena de
           Indias) y el Raval (Barcelona)

    • Abstract: La cultura se ha convertido en un elemento esencial en los procesos de transformación urbana, especialmente en los barrios céntricos de las ciudades históricas. Ello se explica por lo decisivo de su rol en cuanto a fomentar el consumo y la marca territorial en el marco de la globalización de flujos económicos y turísticos. Este papel de la cultura en la refuncionalización del espacio urbano ha sido reiteradamente criticado por diversos autores. Sin embargo, también se plantea que la cultura puede contribuir a revalorizar los barrios marginales construyendo una imagen positiva, y a empoderar a la ciudadanía contra la gentrificación. Asimismo, como se analizará en el caso de Getsemaní y del Raval, la alianza de los sectores creativos con habitantes tradicionales permite generar discursos y planes alternativos a la expulsión y estandarización de espacios urbanos históricamente populares, creando una identidad de barrio compartida y basada en el patrimonio inmaterial existente.Culture has become an essential element in the processes of urban transformation, especially in the central districts of historical cities. This is explained by the crucial role that culture plays in promoting consumption and territorial marking in the context of globalization of economic and tourist flows. The role of culture in the revamping of urban space has been repeatedly criticized by several authors. However, it is also suggested that culture can contribute to revalue deprived districts by creating positive images and empower citizens against gentrification. Also, as it will be analyzed in the case of Getsemaní and Raval, the alliance of creative industries with traditional inhabitants allows generating discourses and plans alternative to expulsion and standardization of historically popular urban spaces, creating a shared neighborhood identity based on the existing intangible heritage.
       
  • Las urbanizaciones multifamiliares cerradas y su entorno urbano: una nueva
           geografía simbólica en la ciudad de Cali (Colombia)

    • Abstract: Una de las dimensiones menos exploradas del surgimiento y consolidación de los denominados condominios cerrados en América Latina ha sido la relación que establecen con su espacio exterior de proximidad. De ahí que sea pertinente reflexionar acerca de cómo los nuevos residentes de esas vecindades, en particular de las denominadas Urbanizaciones Multifamiliares Cerradas (umc), la mayoría perteneciente a las clases medias emergentes, ordenan y representan su barrio a partir de sus propias prácticas espaciales, experiencias subjetivas e interacción con el medioambiente urbano circundante. Para tal fin, se ha tomado como punto de partida los términos "espacio privatizado particularizado" y "beneficios simbólicos esperados", este último a través del análisis de "mapas cognitivos". Sobre tal base se ha realizado una investigación de tipo etnográfico, la cual se llevó a cabo en un barrio de nueva creación de la ciudad de Cali (Colombia) en el año 2013.The relation between gated communities in Latin America and their external spaces of proximity has been one of the least explored dimensions since their emergence until their consolidation; hence it is necessary to pay attention to this issue and reflect on how most of the new neighbors of these communities -particularly of Multifamily Gated Housings (MGH's)- belonging to the new middle class, organize and imagine their neigh-borhood from their own spatial practices, subjective experiences and interaction with the urban environment. This paper is based on an ethnographical research carried out in a new neighborhood of the city of Cali (Colombia) in 2013, where the concepts of "privatized space" and "expected symbolic benefits", the latter through the analysis of "cognitive maps", have been taken as essential bases for this article.
       
  • Población extranjera y turismo residencial en el litoral de Alicante
           (1960-2011): repercusiones territoriales

    • Abstract: El litoral de la provincia de Alicante ha registrado importantes cambios territoriales desde la década de 1960, como consecuencia de la difusión de las actividades turísticas. Las transformaciones territoriales, entre las que destaca la configuración de una dorsal de poblamiento litoral, se completan con las sociales. La llegada de población extranjera jubilada o prejubilada procedente del norte y centro de Europa ha hecho de la provincia de Alicante (España) uno de los territorios donde el turismo residencial tiene mayor peso a escala nacional. El objetivo de esta investigación es, por un lado, analizar los factores que justifican el asentamiento de amplios colectivos de inmigrantes en estas tierras y, por otro, poner de manifiesto las repercusiones sociales y territoriales asociadas a su llegada. La realización de entrevistas en urbanizaciones de municipios litorales y prelitorales permite avanzar en el conocimiento de estos factores, más allá de los datos estadísticos.The coast of the province of Alicante has undergone significant territorial changes since the 1960’s as a result of the development of tourism activities, where territorial changes, like the shaping of coastal settlement, are met with social ones. The arrival of retired or pre-retired foreign population from Northern and Central Europe makes the province of Alicante (Spain) one of the Mediterranean regions where residential tourism has acquired greatest relevance at a national level. The aim of this research is, on the one hand, to analyze the factors that explain the settlement of large groups of immigrants in this area, and, on the other hand, to highlight social and territorial impacts associated with their arrival. A survey conducted in the residential areas of coastal municipalities allowed moving forward in the knowledge of these factors, beyond plain statistical data.
       
  • Mercado inmobiliario y acceso a la vivienda formal en la Ciudad de Buenos
           Aires, y su contexto metropolitano, entre 2003 y 2013

    • Abstract: El sostenido crecimiento económico con inclusión social y la notable expansión de la oferta residencial privada y la de interés social de la última década no fueron acompañados por una mejora en el acceso al suelo y la vivienda en las ciudades de Argentina. Por el contrario, el problema habitacional y de acceso al suelo formal, bien ubicado, con buenos servicios y ambientalmente seguro, se ha agravado. La Región Metropolitana de Buenos Aires (RMBA) es una de las ciudades del país donde más se manifiesta esta paradoja. En este artículo se desarrollan las bases conceptuales y empíricas para comprenderla. El funcionamiento de los mercados de suelo y el desarrollo inmobiliario de la rmba será analizado en el período 2003-2013 en relación con el contexto macroeconómico, el esfuerzo monetario para la compra y alquiler de una vivienda formal y determinadas lógicas de desarrollo urbano.The sustained economic and social inclusion growth along with the noticeable expansión of social and private housing supply over the last decade have not been accompanied by an improvement in the access to land and housing in the cities of Argentina. On the contrary, the housing problem and the access to well-located formal land, with good facilities and environmentally safe conditions have worsened like never before. The Metropolitan Region of Buenos Aires (RMBA, for its acronym in Spanish) is one of the cities in the country where this paradox is most manifest. In this article conceptual and empirical bases are developed in order to understand the contradiction. The functioning of land markets and the real estate development in the RMBA will be analyzed, considering the period 2003-2013 in relation to the macroeconomic context, the monetary effort for the acquisition and rent of a formal dwelling and certain logics of urban development.
       
  • ¿Utópolis o distópolis?: producción inmobiliaria y metropolización en
           el litoral central de Chile (1992-2012)

    • Abstract: La expansión metropolitana ha asumido en las últimas décadas numerosas formas, funciones y estructuras. En el artículo se analiza el modo en que las amenidades del medio físico en el litoral central de Chile fueron utilizadas entre 1992 y 2012 para promover utópolis, que terminan convirtiéndose en distópolis, por sus impactos socioespaciales. Se identificaron dos fases de este proceso: una de expansión de las segundas residencias y otra de reocupación e instalación de viviendas principales a partir de una mayor integración y del intenso proceso de metropolización que afecta a la macrozona urbana central de Chile.Urban sprawl has taken varied forms, functions, and structures in recent decades. The aim of this article is to analyze how production processes of utopolis became distopolis through negative socio-spatial effects in the central coast of Chile between 1992 and 2012. Two stages are identified in the process: an earlier expansion of the secondary housing and another one of building main housing with great spatial integration and a strong process of urban sprawl in the central urban macrozone of Chile.
