  • Tolerancia a la diversidad y segregación residencial. Una adaptación del
           modelo de segregación de Schelling con tres grupos sociales

    • Abstract: RESUMEN Habitualmente se piensa que la segregación en nuestras ciudades es el resultado de la preferencia de las personas por vivir con sus iguales. La evidencia muestra algo diferente. Es verdad que dicha preferencia existe como regularidad empírica y que varía en intensidad entre personas y grupos, reflejándose en distintas proporciones deseadas de vecinos similares. Sin embargo, de acuerdo con Schelling (1971), el resultado agregado de la interacción de personas con este tipo de preferencias lleva a la formación de patrones de segregación mayores que las preferencias de segregación originales de cada individuo. Este artículo explora una variación al modelo de Schelling: mientras el modelo original trabaja con solo dos grupos sociales, aquí se incorpora un tercero, al que le es indistinto el contacto con los otros dos. Los resultados muestran que la presencia de este tercer grupo tendría como consecuencia la disminución de la segregación en toda la ciudad, favoreciendo la integración residencial.ABSTRACT Usually, segregation is conceptualized as the consequence of people's preferences to live close to people similar to them. However, evidence shows something different. While it is true that people want to have neighbors such as themselves, the intensity of this preference—the proportion of similar neighbors they desire to have – varies among individuals and groups. Nonetheless, following Schelling (1971), the aggregated result of people's interaction in the land market generates levels of segregation higher than individual preferences. This article explores a variation of the Schelling model: While the original model works with two groups, this paper incorporates a third social group, to which it is indifferent to contact with the other two groups. Results show that the presence of this third group generates a decrease of levels of segregation in the city, favoring residential integration.
       
  • Del derecho al consumo al derecho a la ciudad: contradicciones y
           convergencias

    • Abstract: RESUMEN En el contexto de la reestructuración productiva vinculada a procesos de reestructuración urbana en Brasil, segmentos de población de bajo poder adquisitivo han sido incorporados a la sociedad de consumo, con los consecuentes cambios en la producción de los espacios y en la sociabilidad urbana. En este contexto, el objetivo de este artículo es discutir el rol del consumo en la construcción del derecho a la ciudad, en tanto factor de alienación y desmovilización social, catalizador de la fragmentación socioespacial y, a la vez, potencial para la integración citadina, el establecimiento de identidades y la construcción de ciudadanía, dimensiones fundamentales a la reposición teórica y realización concreta del derecho a la ciudad. A partir de trabajos de campo y entrevistas con ciudadanos de ocho ciudades intermedias brasileñas, constatamos la necesidad de comprender el consumo por medio de la ciudadanía y la política, lo que posibilita la recualificación de la justicia espacial.ABSTRACT Brazil has experienced the restructuring of the productive sector linked to processes of urban and city restructuring. In this context, population segments of lower acquisitive power have been recently incorporated to the society of consumption. This fact results in changes in the production of spaces and urban sociability. Therefore, the aim of this article is to discuss the dialectical contradiction inherent to the role of consumption in the construction of the right to the city. We consider that consumption must be understood as a matter of alienation, social demobilization and catalyzer of socio-spatial fragmentation as well as it is a potential element for city integration, the establishment of identities and citizenship construction. These are fundamental dimensions for theoretically repositioning and concretely achieving the right to city. The results obtained from fieldwork and interviews with city inhabitants of eight intermediate Brazilian cities allows us to observe the need to understand consumption through citizenship and politics, which is what allows the requalification of the spatial justice question.
       
  • A transformação da zona ribeirinha oriental de Lisboa: um caso de
           gentrificação por nova construção

    • Abstract: RESUMO O Parque das Nações em Lisboa, área ribeirinha residencial, comercial, de serviços e de usufruto lúdico, resulta de uma intervenção urbana de iniciativa pública associada à realização Expo’98. A intervenção caracterizou-se pela total demolição do edificado e pela substituição de populações com poucos recursos socioeconómicos por populações com maiores recursos. São objetivos deste artigo: (i) retratar a zona na época anterior à demolição como espaço de vivência e descrever o processo de expulsão das populações ali residentes; (ii) fazer uma leitura desse processo de transformação urbana à luz do conceito de gentrificação; (iii) e ainda apresentar alguns momentos do debate teórico em torno do conceito, questionando a sua utilidade para compreender as recentes tendências de elitização dos centros urbanos e de transformação de frentes de água urbanas.ABSTRACT The Parque das Nações in Lisbon is a residential, commercial and recreational waterfront area. It is the result of an urban intervention of public initiative associated to the Expo’98. The intervention was characterized by the total demolition of the buildings and the substitution of populations of lower income, for populations with greater resources. The objectives of this article are: 1) To portray the area before the demolition as a space of living and to describe the displacement of the populations living there; 2) To interpret this process of urban transformation in the light of the concept of gentrification; and 3) To present the theoretical debate surrounding the concept, questioning its usefulness to understand the recent trends of the elitization of urban centers and of the transformation of urban waterfronts.
       
  • Centros comerciales de la Ciudad de México: el ascenso de los negocios
           inmobiliarios orientados al consumo

    • Abstract: RESUMEN El centro comercial es uno de los principales hitos en las grandes ciudades contemporáneas. Su rápido crecimiento y difusión en los últimos lustros replantean nuevas formas en la edificación y organización espacial de los lugares orientados a la distribución y el consumo de bienes y servicios. La Ciudad de México ha registrado desde los años noventa un auge sin precedentes en la captación de inversiones inmobiliarias, entre ellas las materializadas en megaproyectos comerciales. En este trabajo se aborda el proceso de expansión de los centros comerciales desde tres vertientes: primero, como parte del despliegue de los circuitos de capital colocados en grandes proyectos inmobiliarios de la ciudad; segundo, como resultado de la expansión de nuevas escalas y formas de consumo, promovidas por corporativos locales y globales de distribución minorista; finalmente, como dispositivos que articulan nuevas formas de producción y reestructuración del espacio urbano, especialmente a partir de las subcentralidades que promueven.ABSTRACT The shopping mall is one of the major landmarks in contemporary cities. Its rapid expansion and diffusion suggests the reconsideration of new forms of building and spatial organization of places oriented to the distribution and consumption of goods and services. Mexico City has registered since the nineties an unprecedented boom in attracting investment in various segments of real estate, one of which is the retail megaprojects. This paper analyzes the process of expansion of shopping centers from three aspects. First, as part of the deployment of circuits of capital placed in large real estate projects in the city; second, as the result of the expansion of new forms and scales of consumption promoted by local and global corporations of retail distribution. Finally, as devices that articulate new forms of production of urban space, especially from the sub-centers they promote.
       
  • La producción social del espacio público en manifestaciones
           conmemorativas, Santiago de Chile, 1990-2010

    • Abstract: RESUMEN Desde el año 2011, en Chile se han venido desarrollando manifestaciones políticas caracterizadas por un uso intensivo del espacio público. Estas intervenciones tienen diversos antecedentes, entre los cuales se encuentran las acciones conmemorativas que diversos movimientos sociales han realizado desde el regreso a la democracia. En el presente artículo nos proponemos analizar estas manifestaciones en términos de identificar cómo participan de la producción social del espacio público. Siguiendo una metodología cualitativa, los resultados obtenidos dan cuenta de la historia y características de cada conmemoración, del espacio público como espacio en pugna, de la importancia de tomarse y ganarse los espacios públicos, y de cómo los cuerpos de los manifestantes se constituyen en ciudadanos y orgullosos. Estos resultados dan cuenta de la vigencia del espacio público como espacio político de manifestación ciudadana y de la contribución de estas manifestaciones al fortalecimiento y democratización de ese espacio.ABSTRACT Since 2011, political demonstrations have taken place in Chile and have been characterized by an intensive use of public space. These demonstrations have different backgrounds, among which are the commemorative events that various social movements have been developing since the return to democracy. In this article we propose to analyze these events in terms of identifying how they participate in the social production of public space. Following a qualitative methodology, the results realize the history and characteristics of each commemoration, the public space as a space in conflict, the importance of the attainment of public spaces, and how the bodies of protesters assume the position of citizens and pride. These results show the effectiveness of public space as a political space for citizen expression and the contribution of these demonstrations to its strengthening and democratization.
       
  • Financeirização do território e novos nexos entre pobreza e consumo na
           metrópole de São Paulo

    • Abstract: RESUMO A financeirização tornou-se um dos componentes mais dinâmicos do capitalismo contemporâneo, implicando transformações expressivas na circulação global da riqueza, mas também na organização dos territórios nacionais e na vida cotidiana das populações urbanas. Os novos nexos financeiros existentes entre a urbanização brasileira e a vida dos agentes econômicos atingem parcelas cada vez maiores da população pobre, assim como áreas menos valorizadas e/ou periféricas dos tecidos urbanos. No Brasil, esta financeirização conforma uma situação paradoxal, na qual a expansão do consumo e da financeirização entre as camadas de baixa renda se combina à ampliação da pobreza. Através de uma ampla revisão bibliográfica, pesquisa documental e de campo, identificamos como se dão os dinamismos desta nova pobreza que se configura na metrópole de São Paulo, atentando especificamente às transformações das práticas de consumo entre a população de baixa renda assim como à nova topologia de grandes redes comerciais e de serviços.ABSTRACT Financialization became one of the most dynamic components of contemporary capitalism, involving significant changes in the global circulation of wealth, but also in the organization of national territories and the daily life of urban populations. New financial links between the Brazilian urbanization and life of economic agents reach ever- larger portions of poor people, as well as less valued and/or peripheral areas of the urban context. In Brazil, financialization conforms a paradoxical situation in which the expansion of consumption and financialization between the layers of low income combines to the expansion of poverty. Through an extensive literature review, and also documental and field research, we identify how to understand the dynamics of this new poverty that is configured in the metropolis of São Paulo, with special consideration to changes in consumer practices among the low-income population as well as the new topology of networks from large commercial and services companies.
       
  • Regulación y mercado de suelo en España. Presupuestos para el
           debate

    • Abstract: RESUMEN En España, el aumento de los precios del suelo ha sido objeto de especial atención por estudiosos, legisladores y agentes económicos. Una de las respuestas a ello ha sido, desde la política estatal de suelo, el aumento de la oferta, a partir de la premisa de que ello contribuiría a bajar los precios. La citada estrategia no produjo los resultados esperados. Sin embargo, en los últimos años se ha pretendido reactivarla. En el presente trabajo se procede a realizar un análisis de las principales características del mercado de suelo, su interdependencia con la planificación urbanística y con el Derecho. De esta manera, se explican las causas de su fracaso y se pone de manifiesto el error que implicaría asumir sus premisas nuevamente.ABSTRACT Experts, policy makers and economic agents have focused on the study of the rise of land prices in Spain. One of the solutions proposed by land use public policy was to increase supply, based on the premise that by increasing it, prices would decrease. This strategy did not produce the expected results. Nevertheless, in recent years there have been efforts to bring this approach back. This paper analyzes the main features of the land market, its interdependence with urban planning and law. In this way, the causes of failure are exposed, as a way of ensuring the same mistakes are not repeated.
       
  • Ciudades intermedias y gobiernos locales: desfases escalares en la Región
           de La Araucanía, Chile

    • Abstract: RESUMEN Las ciudades intermedias se caracterizan por una gran cantidad de interacciones con su territorio circundante y con otras ciudades, lo que implica un desafío para sus gobiernos locales. El presente trabajo aborda estos desafíos desde los procesos de intermediación y en las distintas escalas que generan las prácticas espaciales. La metodología empleada es mixta, con el trabajo estructurado a partir del enfoque cualitativo de metodologías móviles, complementado con un análisis de conmutaciones intercomunales. Los resultados dan cuenta de que en los principales nodos de intermediación de la región, los gobiernos locales enfrentan importantes desafíos derivados de los procesos mismos de intermediación, específicamente en materia de vialidad y crecimiento urbano, a la vez que subestiman la relevancia de las dinámicas interculturales en el territorio. Se concluye que abordar estos elementos es fundamental para comprender los procesos escalares que enfrentan los gobiernos locales, para así poder planificar en dirección a la sustentabilidad local.ABSTRACT Local governments of intermediate cities face significant challenges regarding their interactions with surrounding areas, as well as with other cities. The present article deals with such challenges, based on two conceptual frameworks: intermediation processes, and scale. The methodological focus utilizes a qualitative approach, based on mobile methodologies, complemented by a quantitative commuting assessment. The results show that local governments from the main intermediation nodes in the Region of La Araucanía face problems related with intermediation process, specifically regarding urban sprawl and roadways. Furthermore, local governments underestimate indigenous dynamics within and between cities, which is a key element in the region. The results allow us to conclude that scalar gaps represent a key problem for local governments of intermediate cities, which must be resolved in order to improve planning processes and enhance the local sustainability of such cities.
       
  • ¿Lo rural en lo urbano' Localidades periurbanas en la Zona
           Metropolitana del Valle de México

    • Abstract: RESUMEN La diversidad socioterritorial de las localidades periurbanas menores de 2.500 habitantes en la Zona Metropolitana del Valle de México evidencia la heterogeneidad de la relación entre la metrópoli y su entorno en procesos altamente complejos. A través de un estudio geoestadístico y de análisis espacial, se presenta el resultado de la interacción de tres categorías que caracterizan el espacio periurbano de la Zona Metropolitana del Valle de México: lo demográfico, el uso del suelo y lo agropecuario, que en conjunto muestran la diversidad socioterritorial de los pequeños asentamientos de la orilla de la metrópoli. Principalmente se cuestiona el uso de la categoría “rural” para definir el territorio periurbano bajo una visión homogénea.ABSTRACT The socioterritorial diversity of peri-urban villages under 2.500 inhabitants in the Metropolitan Area of Mexico City, show the heterogeneity of the relationship between the metropolis and its countryside in highly complex processes. Through a statistical study and geo-spatial analysis, this paper presents the results of the interaction of three categories that characterize the peri-urban space: The population, land use and agricultural practices. Together they make evident the socioterritorial diversity of small villages from the edge of the metropolis. Mainly, this paper questions the use of the “rural” category to define the peri-urban territory under a homogeneous view.
       
  • Urbanização reflexa: a emergência de arranjos urbanos intermediários
           no Brasil pós-1990

    • Abstract: RESUMO O artigo discute o papel que as cidades intermediárias cumprem na hierarquia urbana brasileira, visando ao entendimento das novas determinações urbanas e regionais em países subdesenvolvidos. Após os anos de 1990, o modo como se deu a articulação entre o urbano, o rural e o regional alterou o padrão de urbanização brasileiro. Todavia, os investimentos em infraestrutura logística e a os processos técnicos de modernização econômica penetram nos espaços de expansão da fronteira agroexportadora e intensificam o ritmo de urbanização em áreas não metropolitanas, impulsionando a urbanização reflexa.ABSTRACT This article analyzes the role of intermediate sized cities among the other urban scales in Brazil. These scales modify the urban hierarchies in underdeveloped nations. After the 1990s, the form of coordination between urban, rural and regional changed the pattern of Brazilian urbanization. However, investments in logistics infrastructure and the technical processes of economic modernization, penetrated in the expansion areas of the agro-export frontier and intensified the pace of urbanization in non-metropolitan areas, making way for reflex urbanization.
       
  • ¿Cuánto cuesta la densificación' La relación entre la densidad y
           el costo de proveer servicios urbanos básicos en Brasil, Chile, Ecuador y
           México

    • Abstract: RESUMEN La relación entre el gasto municipal per cápita en servicios urbanos básicos y la densidad de población urbana no es lineal, y alcanza niveles de gastos óptimos en densidades cercanas a 9.000 habitantes por kilómetro cuadrado. El 85% de los municipios de Brasil, Chile, Ecuador y México están por debajo de este nivel ideal de densidad. Estos hallazgos indican que las políticas que promueven la urbanización y densificación de las ciudades intermedias pueden tener importantes beneficios respecto a la reducción de los gastos municipales.ABSTRACT The relationship between per capita municipal spending on basic urban services and urban population density is not a linear one. The optimal density level that minimizes spending in urban services is close to 9,000 inhabitants per square kilometer. In Brazil, Chile, Ecuador and Mexico, 85% of the municipalities find themselves below the ideal density level. The findings of this article suggest that policies that promote urbanization and densification of intermediate cities can have significant benefits in reducing municipal expenditures.
       
  • La arquitectura ordinaria del siglo xx como patrimonio cultural: tres
           barrios de promoción oficial de Madrid

    • Abstract: RESUMEN La incipiente construcción de la legitimidad de los barrios de vivienda pública de la segunda mitad del siglo xx como patrimonio ordinario de calidad requiere el desarrollo de medidas para su protección y rehabilitación. Estos barrios son innovadores arquitectónica y urbanísticamente, al tiempo que están sometidos a procesos de destrucción por la presión inmobiliaria ligada a su centralidad, y de degradación por las reformas individuales e incluso por políticas insuficientes o inadecuadas de rehabilitación estrictamente funcional. Se expone la evolución del concepto de “patrimonio ordinario” aplicado a los conjuntos de vivienda social, y cómo esta noción aparece recogida en las normativas y prácticas europeas y nacionales. El propósito es considerar la situación de los barrios de promoción oficial de Madrid como objeto patrimonializable a través del estudio de tres barrios representativos del Madrid de los años 1940, 1960 y 1980, del que se extraen conclusiones generalizables a otros barrios de promoción oficial.ABSTRACT The construction of the legitimacy of social housing neighborhoods built in the second half of the 20th century as ordinary and qualitative heritage, calls for measures for their safeguard and renewal. These neighborhoods are innovative both from an architectural and an urban perspective; however, they are also submitted to real estate speculation processes due to their central location, to degradation processes derived from inhabitants’ interventions, or even insufficient or inadequate functional renewal. The evolution of the concept of heritage regarding social housing neighborhoods is explained, as well as its adjustment to national-level and European regulations and practices. Lastly, the situation of Madrid's social housing neighborhoods as heritage is analyzed through the study of three case studies that are typical for the public housing built in the 1940's, 1950's and 1980's, from which general conclusions regarding Madrid's social housing neighborhoods can be extracted.
       
  • Logros y deficiencias a veinte años del Programa de Recuperación Urbana
           Ribera Norte del río Biobío, Concepción, Chile

    • Abstract: RESUMEN Pasados veinte años de desarrollo del Programa de Recuperación Urbana Ribera Norte, uno de los proyectos de renovación urbana pioneros en Chile, este artículo hace una revisión de sus inicios, su modelo de gestión y proyecto urbano, evaluando los resultados alcanzados hasta hoy en mérito de sus objetivos originales, detallando y cuantificando los logros conseguidos en las tres dimensiones del programa: social, urbanística e inmobiliaria. Como resultado se validan aquellos elementos de la propuesta que han logrado una transformación del sector basados en la inversión pública en viviendas, parques, vialidad y edificaciones públicas; pero también se detectan insuficiencias y un debilitamiento del programa, que ha impedido un desarrollo equilibrado del área y posterga una integración definitiva con el resto de la ciudad.ABSTRACT The Ribera Norte (North Riverbank) Urban Recovery Program (PRURN) in the city of Concepción is one of the major urban renewal projects promoted by the Chilean government in the 1990s and is still underway to this date. Its importance lies in its large intervention area and the complexity of a highly marginal sector, a few blocks away from the city center. This article gives a synthesis of its development and evaluates the results achieved in relation to the programs objectives, twenty years after the program's inception. The methodology consists of a chronological analysis that reviews the proposed objectives, management model and achievements of the program's three dimensions: social, urban, and real estate. As a result, those public policy tools that have been effective in solving complex urban problems are validated; and these are the same problems that continue to generate conflicts in most Latin American cities.
