  • ¿Perdió el Área Metropolitana del Gran Santiago su atractivo': Sí,
           pero no. Un examen basado en datos y procedimientos novedosos para la
           estimación de la migración interna y sus efectos durante el periodo
           1977-2013

    • Abstract: La migración interna tiene efectos cuantitativos y cualitativos sobre el Área Metropolitana del Gran Santiago (AMGS). Estos efectos pueden influir sobre la evolución demográfica y socioeconómica del AMGS, evolución sobre la cual hay hipótesis académicas y posiciones políticas encontradas. Para estimar estos efectos, en este estudio se utilizan los últimos censos del país, salvo el de 2012, y las encuestas de Caracterización Socioeconómica Nacional (CASEN), así como nuevas metodologías. Los resultados muestran la paulatina pérdida de atractivo del AMGS, aunque al mismo tiempo revelan que esta tendencia tiene irregularidades y depende parcialmente de la definición geográfica del AMGS. Los resultados también evidencian que los efectos de la migración interna sobre la composición sociodemográfica del AMGS son favorables para el Área Metropolitana, porque la migración la rejuvenece y eleva su nivel educativo, lo que contribuye a reforzar la posición dominante de la ciudad dentro del sistema de ciudades.Internal migration has quantitative and qualitative effects on the Metropolitan Area of Greater Santiago (MAGS). These effects can influence the demographic and socio-economic development of MAGS, of which academic hypotheses and political arguments have been found. To estimate these effects, the authors used the latest censuses-with the exception of year 2012-and CASEN (Socio-economic Characterization) surveys, as well as new methodologies. The results show a gradual loss of attractiveness of MAGS, although they also reveal that this trend has irregularities and partially depends on the geographic definition of the MAGS. The results also show that the effects of internal migration on the socio-demographic composition of MAGS are beneficial for the metropolis because it rejuvenates and increases the educational level of the population, which contributes to strengthen the dominant position of MAGS within the network of cities.
       
  • Crisis y empleo en las ciudades españolas

    • Abstract: Este artículo se propone analizar los desiguales efectos que la crisis está generando en el empleo de las ciudades españolas y los cambios territoriales de ello derivados. Tras un primer epígrafe introductorio, se dedica el siguiente al análisis de la evolución experimentada por el empleo en el periodo previo a la crisis y desde que se iniciara esta. A continuación se considera el comportamiento evolutivo de los grandes sectores de actividad, diferenciando dos etapas, la comprendida entre los años 2006-2009 y la que transcurre entre 2009-2012. Se centra después la atención en el sector de la construcción, corresponsable de la crisis, y en aquellas actividades de servicios que están siendo más duramente afectadas por las políticas de austeridad. Por último, se analizan las tasas de empleo urbanas relacionándolas con las del conjunto de España y se propone una clasificación de las ciudades, terminando con algunas conclusiones y reflexiones generales.This paper discusses the uneven impacts that the crisis is generating in the employment in Spanish cities and the consequential territorial effects. After an initial introductory section, the article focuses on the analysis of the evolution of employment in thepre-crisis period, since it began. Then the study analyzes the evolutionary behavior of the main activity sectors, differentiating two stages between the years 2006-2009 and 2009-2012. Afterwards, the focus is placed on the construction sector-which is partly responsible for the crisis-and on those service activities that have been hit the hardest by the country’s austerity policies. Lastly, urban employment rates are analyzed relating them to those of all Spain and a classification of cities is proposed, along with final conclusions and reflections.
       
  • Organización territorial y funcional de la metrópoli de
           Buenos Aires

    • Abstract: Utilizando datos relacionales, de movilidad obligada, en combinación con indicadores de concentración y densidad de población y empleo, en este artículo se examina la reestructuración territorial en la metrópoli de Buenos Aires desde un enfoque funcional. Se muestra que el crecimiento metropolitano sigue pautas tanto de dispersión como de policentrismo, que se manifiestan en distintas partes de la metrópoli. Los subcentros de empleo presentan capacidad para estructurar el funcionamiento metropolitano y ejercer distinto grado de influencia en los respectivos corredores. Con todo, la ciudad central ejerce un papel estructurante principalmente respecto a los flujos laborales en ocupaciones cualificadas y de mayor formación, que provienen sobre todo de los corredores Norte y Noroeste. La complejidad de estos procesos debe ser considerada en la formulación de políticas públicas tendientes a atenuar los impactos no deseados de la dispersión, conforme se consolidan los subcentros de empleo como articuladores de la dinámica metropolitana.This article examines the territorial restructuring of the metropolis of Buenos Aires from a functional approach, using commuting relational data along with indicators of concentration and density of population and employment. It is observed that metropolitan growth follows patterns of dispersion and polycentricism, which appear in various areas of the metropolis. The sub centers of employment have the ability to structure the metropolitan operation and exercise different degrees of influence in the respective corridors. How-ever, the central city plays a structuring role mainly in relation to the labor flows in higher skilled and trained occupations, which come mainly from the North and Northwestern corridors. The complexity of these processes must be considered in the formulation of public policies designed to mitigate the unwanted impacts of the dispersion, while the sub centers of employment are consolidated to articulate metropolitan dynamics.
       
  • A influência do território no comportamento do mercado de trabalho:
           notas sobre a experiência brasileira

    • Abstract: Os indicadores do mercado de trabalho brasileiro melhoraram na década de 2000. A taxa de desemprego diminuiu e o nível de formalização cresceu em praticamente todo o território brasileiro. No entanto, algumas heranças espaciais foram reforçadas e novos espaços foram desenvolvidos, o que significa que o perfil de subdesenvolvimento do mercado de trabalho brasileiro não se alterou. O trabalho apresenta uma discussão sobre a relação entre a especialização econômica espacial e do comportamento do mercado de trabalho. Suportado pela literatura e análise empírica, o documento mostra como o mercado de trabalho pode ser influenciado pelas características do território. Com base na experiência do Estado de São Paulo, o trabalho mostra evidências de que a especialização econômica espacial pode reduzir as oportunidades de emprego e os desempregados podem estar escondidos sob a sombra inatividade.The Brazilian labor market indicators have improved in the decade of 2000s. The unemployment rate declined and the formalization level rose in nearly all of the Brazilian territory. However, some spatial inheritances were reinforced and new spaces were developed, which means the underdeveloped profile of the Brazilian labor market did not change. The paper presents a discussion about the relation between the spatial economic specialization and the labor market behavior. Supported by literature and empirical analysis, the paper shows how territorial features can influence the labor market. Based on the São Paulo State experience the work shows evidence that the spatial economic specialization can reduce job opportunities and unemployed population could be hidden under the inactivity shadow.
       
  • Um procedimento baseado na acessibilidade para a concepção de Planos
           Estratégicos de Mobilidade Urbana: o caso do Brasil

    • Abstract: A elaboração de um plano de mobilidade urbana comprometido com a sustentabilidade vem sendo defendida em todo o mundo, sendo que a sua formulação representa um desafio conceitual e prático. No Brasil, apesar de ser uma exigência legal, apenas uma parcela irrisória das cidades a atende. Dentre os motivos se alegam dificuldades quanto ao uso das metodologias tradicionais. Nesse contexto, intenciona-se desenvolver um procedimento que estabeleça as bases para a definição de estratégias associadas à acessibilidade com vistas a promoção de uma mobilidade sustentável. A concepção deste procedimento pretende contribuir para superar restrições tipicamente observadas nas abordagens convencionais, destacando o conceito de acessibilidade por seu potencial de articulação entre transportes e uso do solo. Procura ser aplicável às especificidades de metrópoles brasileiras. Espera-se assim colaborar para que o Plano de Mobilidade cumpra com a sua missão e seja um instrumento de transformação sintonizado com o interesse público.The formulation of urban mobility plans committed to sustainability has been advocated throughout the world, but this task presents conceptual and practical challenges. In Brazil, although this is a legal requirement, only a small fraction of cities have developed such plans. Among the excuses given is the difficulty of using the traditional methods. In this context, we describe aprocedure that establishes the basesfor definition of strategies associated with accessibility, with the aim of promoting sustainable mobility. The conception of this procedure aims to help overcome the restrictions typically observed in conventional approaches, with the accessibility concept standing out for its potential for articulation between transportation systems and land use patterns. We have tailored this procedure to the specific features of large Brazilian metropolitan regions. Our aim is to help mobility planning accomplish its mission and to serve as an instrument for transformation in line with the public interest.
       
  • Autopistas, ciudadanía y democratización: la Costanera Norte y el Acceso
           Sur, Santiago de Chile (1997-2007)

    • Abstract: Después de cuarenta años de planificación centrada en el automóvil, en los países desarrollados la literatura muestra los extensos impactos que han tenido algunos movimientos ciudadanos contra las autopistas, tanto en los sistemas urbanos como en sus respectivos sistemas de planificación. Más recientemente se ha visto cómo estos modelos se propagan por el mundo, haciendo de la movilidad basada en el automóvil el paradigma central de la planificación, pese a mayoritarias opciones por el transporte público, la caminata y la bicicleta. En este estudio comparamos dos conflictos contra autopistas en la Región Metropolitana de Santiago, Chile. Identificamos una clara disposición ciudadana a luchar por aquellos derechos democráticos asociados a la emergencia de un nuevo urbanismo. Al mismo tiempo, se ve un Estado que, lejos de velar por la igualdad y los derechos de la ciudadanía, aprovecha las desventajas de algunas comunidades, imponiendo inversiones que empeoran sus condiciones de vida y sus posibilidades de integración, en algunos casos dramáticamente.After forty years of car-centered planning, developed countries have generated a convincing body of evidence that reveals the extensive impacts of citizen movements against highways, in terms of both urban and planning systems. More recently, we have seen these models expand worldwide, turning auto mobility into the dominant planning paradigm, despite majority modal shares for walking, cycling and public transit. In this study, we compare two such anti-highway revolts in metropolitan Santiago, Chile. We find citizens determined to defend their democratic rights, associated with the emergence of a new urbanism. At the same time, instead of guaranteeing equality and citizen rights, particularly to those most vulnerable, the government takes advantage of some communities, imposing investments that far from improving their integration, actually reduces it, sometimes dramatically.
       
  • Planejamento e metropolização do lazer marítimo em Fortaleza-Ceará,
           Nordeste do Brasil

    • Abstract: A ocupação do litoral metropolitano do Nordeste do Brasil é, na contem-poraneidade, dinamizada por atividades de lazer, dentre elas a vilegiaturas (via segundas residências) e o turismo. O planejamento destes espaços é entrecruzado entre as dimensões públicas e privadas, destacando-se o pensamento técnico-urbanístico na definição da lógica de produção do espaço. Este texto tem como objetivo principal entender os meandros do planejamento em uma região metropolitana no Nordeste, mais especificamente Fortaleza, no Estado do Ceará. Para tanto, foi testada metodologia quantitativa e qualitativa na obtenção e tratamento de informações e dados: entrevistas, consulta de documentos técnicos e trabalhos de campo. Após realização dos procedimentos e análises, concluiu-se que o planejamento técnico dos empreendedores e o posicionamento dos governos locais apontam para consolidação da fragmentação espacial do tecido urbano litorâneo. Situação articulada à promoção de modelos urbanísticos que valorizam o uso dos espaços privados em detrimento do espaço público.The occupation of the metropolitan coast in the Northeast of Brazil is nowadays dynamized by leisure activities, including summer vacations (through second dwelling) and tourism. The planning of these spaces pervades the public and private dimensions with emphasis on the technical-urbanistic thought which defines the space production logic. The present article aims to understand the meanders of this planning, more specifically in a northeast metropolitan region - Fortaleza, in the State of Ceará. In order to do so, both quantitative and qualitative methodologies were tested to obtain and process data and information: interviews, consultation of technical documents, and fieldwork. After performing the procedures and analyses, it has been concluded that the technical planning of entrepreneurs and the positioning of local governments point to the consolidation of spatial fragmentation in the coastal urban fabric. This situation articulates with the promotion of urbanistic models, which value the use of private spaces to the detriment of public space.
       
  • Miradas innovadoras sobre la interfaz urbano-rural: el plan de Extensión
           de Ámsterdam, los planes del Condado de Londres y del Gran Londres, y
           el plan Dedos de Copenhague

    • Abstract: La expansión urbana se desarrolla a un ritmo y escala sin precedentes, convirtiéndose en un tema de alcance mundial con consecuencias sociales, ambientales y económicas. Actualmente, es difícil establecer un límite formal claro entre lo urbano y lo rural. Los territorios de interfaz urbano-rural (I-UR) tienen el valor de poder actuar como articuladores entre el sistema urbano y el rural. Como consecuencia de ello, en el presente trabajo se pretende establecer una estrategia para detectar cómo se planifica el espacio de I-UR. Para lograr este objetivo, se examinan planes urbanísticos que plantean una relación urbano-rural innovadora: el plan de Extensión de Ámsterdam, el plan del Condado de Londres y del Gran Londres, y el plan de Copenhague. El trabajo presenta una mirada topológica sobre estos documentos emblemáticos, en los cuales se observan tres tipos de soluciones: el establecimiento de un espacio de I-UR entramado, donde el suelo rural se diseña con la misma precisión que el urbano; un "cinturón verde" que establece un límite a lo urbano; y un sistema de "cuñas verdes" que penetran en la ciudad.The urban expansion develops in a rhythm and scale without precedents, becoming a topic of world scope with social, environmental and economic consequences. Currently it is difficult to establish a clear limit between urban and rural. The territories of urban rural interface (I-UR) have the value of being able to act as articulators between the rural and the urban system. As a result of this phenomenon, this article tries to establish a strategy to see how the I-UR space is planned. This is organized through the study of urban plans that raise an innovative urban-rural relation: The plan of expansion of Amsterdam, the County of London plan and the Greater London plan, and the Copenhagen plan. The work presents a topological look on these emblematic documents. In these plans, there are three types of solutions: The establishment of a space of I-UR framework where the rural soil is designed by the same precision as the urban one, a "green belt" that sets a limit to what is urban and a system of "green wedges" which penetrate into the city.
       
  • Los megaeventos: indicadores del archipiélago urbano mundial desde una
           perspectiva cultural basada en el consumo de eventos de ocio

    • Abstract: En la actualidad, las ciudades no compiten únicamente para atraer flujos económicos, sino también por formas particulares de capital cultural (símbolos, imágenes, experiencias) que enfaticen su identidad y su valor cosmopolita. En este sentido, los eventos y festivales culturales se han convertido no solo en una estrategia de citymarketing inigualable, sino que, además, pueden utilizarse como indicadores estadísticos para evaluar el archipiélago mundial de ciudades desde una perspectiva cultural contextualizada en la actual sociedad de ocio-consumo. Siguiendo una metodología cuantitativa que incluye varios análisis estadísticos, los resultados corroboran dos hechos significativos: por un lado, la necesidad de estudiar el sistema urbano mundial desde una perspectiva multidimensional, más allá de criterios económicos; por otro, lo importante de detenerse no solo en las denominadas ciudades globales, identificadas ampliamente en la literatura científica, sino también en aquellas secundarias que, gracias a los acontecimientos vinculados al ocio y la cultura, se posicionan en el escenario global.In the present, cities do not only compete to attract economic flows, but also particular forms of cultural capital (symbols, images, experiences) that emphasize the identity and cosmopolitan value of these. Events and cultural festivals that are often unique city-marketing strategies can also be used as indicators in statistical analyses to assess the global urban system from the cultural perspective that is contextualized in today’s consumer society. Following a quantitative methodology that includes various statistical analyses, the results confirm two important facts: on the one hand, the need to study the global urban system from a multidimensional perspective, beyond economic criteria; on the other hand, the need to observe not only the so-called global cities, widely identified in the scientific literature, but also in those secondary cities that are positioned on the global stage through these events.
       
  • Una red de incertidumbre en la planificación de megaproyectos urbanos: el
           caso de la ciudad satélite de Alerce, Chile

    • Abstract: Se propone el concepto de "red de incertidumbre" para comprender problemas en la planificación de megaproyectos urbanos en el marco de una sociedad del riesgo. Esta red se configura por la suma e interrelación de los efectos no previstos por las "certezas de la planificación" y, en este sentido, es lo que se forma escapando al punto ciego de expertos que piensan que sus supuestos son certezas. Nutriéndose de los enfoques de la gubernamentalidad, la performatividad y las controversias científicas, aquí se sostiene que, ante una planificación simplificadora, se ofrecen como resistencia una gubernamentalidad heterogénea, un rebasamiento de los enmarcamientos y una serie de pugnas entre legos y expertos. Una ilustración de esto se presenta a través de un estudio de caso en planificación urbana de megaproyectos: la ciudad satélite de Alerce en la X Región de Chile.This paper proposes the concept of a "network of uncertainty" to analyze problems in planning urban megaprojects within the context of a risk society. This network is composed of the sum and interrelation of the unintended consequences of "planning certainties" and forms within the blind spots of experts who believe their assumptions are certainties. Informed by theories of governmentality, performativity and scientific controversies, we hold that in the face of simplistic planning, resistance has taken form as heterogeneous governmentality, an overflowing of frames and a series of conflicts between nonprofessional and experts. We assess this phenomenon through a case study in Urban Megaprojects planning: The Alerce Satellite City in Chile’s Tenth Region.
       
  • Arruinamento e regeneração do espaço edifìcado na metrópole do
           século XXI: o caso de Lisboa

    • Abstract: Ruínas e espaços abandonados são presenças ubíquas nas cidades contemporâneas. Talvez por serem considerados elementos indesejados e anómalos, são um tema pouco tratado nos estudos urbanos. Neste artigo, trabalha-se em vista a uma teoria da ruína urbana moderna. Tomando por referência o caso da área metropolitana de Lisboa (Portugal), sustenta-se que os abandonos e arruinamentos são parte integrante da mutabilidade das formas urbanas imposta pelo progresso e que a aceleração do tempo na modernidade, ao radicalizar o obsolescimento dos objetos, intensifica esses processos. Abandonos e arruinamentos tendem a ser mais súbitos e aleatórios, irrompendo no tecido urbano de forma caótica e fractal, tanto em espaços centrais como nas periferias. Demonstra-se, por fim, que as políticas de regeneração urbana estão a favorecer o reinvestimento nas áreas centrais, embora de forma seletiva, e que se assiste a uma tendência recente de periferização dos arruinamentos.Ruins and derelict spaces are ubiquitous presences in contemporary cities. Probably because they are seen as undesirable and anomalous elements, scarce attention has been paid to them in urban studies. A theory of modern urban ruin is attempted in this paper. Using the Lisboan metropolitan area (Portugal) as case study, it is argued that dereliction and ruinification arepart of the mutability of urban forms imposed by progress. The acceleration of time in modernity, by making the obsolescence of objects easier and faster, intensifies those processes. Dereliction and ruinification tend to occur more suddenly and randomly, breaking into the urban space in a chaotic and fractal geography, which reaches both central and peripheral areas. Finally, it is demonstrated that urban regeneration policies are favoring reinvestment in central areas, albeit selectively, and that a trend of ruins shifting to periphery is under way.

    • Abstract: O amplo debate sobre as mudanças nos padrões de intervenção e organização territorial do Estado quanto às regiões metropolitanas, a partir do final dos anos 1970, tem enfocado os países do Atlântico Norte. A pesquisa visa explicitar algumas especificidades quanto às metrópoles brasileiras, com apoio na teoria regulacionista e nos estudos urbanos críticos sobre o Brasil. Argumenta-se que, para o caso dos países periféricos esta transição tem sido permeada de continuidades, sobretudo quanto ao modo seletivo de intervenção do Estado no território. Esta análise contempla um estudo de caso sobre a Região Metropolitana de Curitiba, com foco na sua trajetória de planejamento urbano, desde os anos 1960 até hoje. Apesar de Curitiba ser conhecida internacionalmente por sua expertise em planejamento (frequentemente tida como um modelo), evidencia-se que a cidade não tem logrado romper com a dinâmica de urbanização marcada por profundas disparidades socioespaciais.The broad debate on transitions in the pattern of territorial intervention and organization of the State, from the late 1970s, has focused on countries in the Northern Atlantic region. The research aims to highlight some specificities about the brazilian metropolis, with support in the regulationist theory and critical urban studies about Brazil. It is argued that, in the case of peripheral countries this transition has been permeated by continuities, especially as to selectively state intervention in the territory. This analysis includes a case study of the Metropolitan Region of Curitiba, focusing on its urban planning trajectory, from the 1960s until today. Although Curitiba is internationally known for its planning experience (often taken as a model), it is evident that the city has not succeeded in breaking the dynamics of urbanization marked by deep socio-spatial disparities.
