It shapes public opinions about government, both at administrative and political level. More importantly, the success or failure of local government determines whether millions of poor and marginalised people live in decent conditions, have a dignified life, and are able to enjoy a happy and secure family life.

  • What is the road to Financial Competence' : in and around IMFO
    • Abstract: Vol 13 Issue 2 Publication: 2012 Page: 26-27 : IMFO would firstly like to honor the municipalities who received an unqualified audit report with no matters of emphasis raised (i.e. a "clean" audit report). We are featuring the municipalities recorded below and giving the municipalities an opportunity to share their opinion on the road to financial competence. This is to share and encourage other municipalities to improve in order to get or maintain an unqualified audit opinion - and hopefully even achieve a "clean" audit report.

  • Presidency supports our long-standing belief that wholesale clean administration in government is an achievable goal
    • Abstract: Vol 13 Issue 2 Publication: 2012 Page: 20-21 : I recently had the great honour of being invited to address the special national conference of the South African Local Government Association (SALGA), the umbrella body that represents, promotes and protects the interests of all the country's municipalities. My address on the day dealt with how our municipalities are faring in the drive towards wholesale clean administration and accountability in the public sector. It was extremely pleasing, and to a great extent reassuring, that both President Jacob Zuma, who spoke at the opening day of the conference, and Deputy President Kgalema Motlanthe, who took to the podium just before me, had spent considerable time addressing the issues we had highlighted in our local government audit outcomes report in July this year.

  • Urban Local Bodies in India - service level benchmarking
    • Abstract: Author: Bhattacharyya, Sidhakam Bandyopadhyay, Gautam Vol 13 Issue 2 Publication: 2012 Page: 12-14 : Urban Local Bodies are recognised as third tier Government after the 74th Constitutional Amendment, 1992. The Ministry of Urban Development (MoUD), Government of India, has highlighted two major challenges currently being faced by the urban sector - (a) population and (ii) delivery of services. The urban population of the country is projected to increase from 28 per cent of the total population to about 38 per cent by 2026. Urban growth will account for two-thirds of the projected population increase. The current state of supply of core services in the urban areas is below norms. Only 70 per cent of urban households have access to piped water, only 74 per cent of urban households have access to latrines, only 23 per cent of sewage is treated; only 30 per cent of solid waste generated is treated prior to disposal. In addition to core services, other responsibilities like roads and citizen facilities also require investment.

Vol 13 Issue 2 Publication: 2012 Page: 7 : Vendors who are registered for e-filing of their VAT201-returns can, according to The Step-by-Step Guide for Completion of the Value-Added Tax Vendor Declaration Form on e-Filing, issued in August 2011, submit their returns on the last business day of the month in which it must be submitted, instead of the 25th day or first working day before the 25th day if the 25th day is a Saturday, Sunday or public holiday.

  • Grappling with GRAP' Some of the challenges for 2012 and beyond
    • Abstract: Author: Engelmohr, Ian Ducharme, George Vol 13 Issue 2 Publication: 2012 Page: 8-11 : The ASB recently issued a communication "Are you ready to implement the new standards of GRAP'", challenging preparers of GRAP Annual Financial Statements to consider the impact of a number of new standards and accounting issues on the 2012 reporting period and beyond. There are also, however, a number of accounting issues and aspects contained in the GRAP standards and ASB directives that some South African Public Sector entities appear to have been struggling with for a number of years. This article aims to discuss the "new" GRAP implementation challenges and to provide some ideas on how these challenges may be met. The text that follows has mainly been sourced from documents and communications issued by the ASB with a few additional comments by the authors.

I do trust that all municipalities have made the necessary submission to National Treasury by 7 September 2012 as provided for in MFMA Circular 60. Have you "bought time" for the final completion of the required training for staff members affected by Regulation 493 published on 15 June 2007 in Government gazette 29967 covering Minimum Competency Levels' If there are new posts that have to be filled with people who do not have the Minimum Competency Training Levels, you could apply for a departure from the requirements or for the non-compliance to be condoned in terms of section 170 of the MFMA - as long as a clear plan for achieving the minimum competence level can be shown and the necessary quarterly progress reports are submitted to National Treasury.

On the 16th of November 2012 the CEO received a letter from SAQA informing him that the SAQA Board approved the recognition of the Institute of Municipal Finance Officers (IMFO) as a Professional Body for the purposes of the NQF Act 67 of 2008. A special ceremony will be held where the official certificate of recognition and registration will be handed to IMFO. We trust that the recognition and registration of the designations will be of great benefit to Local Government sector as a whole. We hope that the NQF will contribute to skills development and professional service delivery in our country.
