  • SOCIAL CONFLICT AND SOCIAL INNOVATION
    • Authors: NGAI KUEN ALVIN KWOK
      Pages: 3 - 25
Abstract: The Hong Kong Journal of Social Work, Volume 51, Issue 01n02, Page 3-25, Summer & Winter 2017.
While the spot light in recent years is focusing on the merits of social enterprises and their contributions to social innovation, this paper tries to look from a different angle on social innovation — on the relationship between social conflict and social innovation. From the perspective of social change, social conflict will inevitably bring about change even though forces of resistance to change may also exist at the same time. No matter such change is on the positive or negative side, and no matter how significant or immaterial it is, social change is manifested in the form of new social practices, norms, new values, or even new culture. Starting from an attempt on conceptualization of social innovation, this paper argues that social conflict can bring forth social innovation, provided that the former meets essential criteria and conditions. It urges for an enabling environment that will foster social conflicts into social innovations. It further argues that a cultural turn may be the keystone for such a change to occur.

  • INNOVATIONS IN FINANCIAL INCLUSION OF THE URBAN POOR: A MODEL OF RAHAT
           CREDIT COOPERATIVE SOCIETY, INDIA

Most of the Asian countries face challenge of poverty which is linked with unemployment. Lack of assets and income make poor unable to invest for self employment or for knowledge /skill development leading to employment. Access to financial services may help people to come out of poverty through variety of ways like availing credit, insurance and saving facilities. In India, in spite of several initiatives for financial inclusion, field level data shows that by merely opening bank account the access to credit may not be there and financial inclusion in true sense may not happen. The microfinance movement had regional success in India. There are almost 35% urban poor in India indicating the need of innovations in financial services for them. “Rahat Urban Credit Cooperative Society” was a initiative in 2008 of few persons belonging to Islam religion and believing on the teachings of Quran that the interest should not be taken. Though inspired by a particular religion the services are extended to all community groups. In today’s context when different religions are discussed for using the religious values/teachings negatively, Rahat will be a unique example how religious teachings can be utilized positively for society’s benefits. Since 2011, besides usual financial products, it gives interest free and collateral free loans for urban poor for self employment and for consumption purposes. The case study focuses on understanding the community based business model and its impact on urban poor in terms of their financial needs by analyzing the financial performance. The study explores how 98% recovery rate for loans is there and how depositors are attracted for interest free product. It also tries to understand the use of social capital in provision of financial services for urban poor having inability to give collateral. “Rahat” means relief. The present paper l brings out a Rahat model of financial services and inclusion of urban poor and try to understand how it has brought the relief in urban poor lives.

  • GENDERED BoP HYGIENE MARKETS IN RURAL INDIA: A CASE STUDY OF SOCIAL
           ENTREPRENEURSHIP AND SOCIAL INNOVATION
    • Authors: SUKHPAL SINGH
      Pages: 51 - 72
Abstract: The Hong Kong Journal of Social Work, Volume 51, Issue 01n02, Page 51-72, Summer & Winter 2017.
Water scarcity and non-existent or poor sanitation have special implications for the poor in a rural context of a developing country such as India, especially in the case of women due to their personal hygiene needs. The penetration of sanitary napkins is very low in Indian villages for reasons such as the high cost of branded napkins, availability, and cultural barriers. Over 88% of rural women use unhygienic alternatives during menstruation, with 77% using a piece of old cloth and many others nothing at all. These practices lead to a deterioration in health of the mother as well as the child and, sometimes, the death of the mother. Furthermore, a large proportion of girls in India do not go to school during their menstruation period, for an average of 4–5 days every month, and at least 23% of girls drop out of school when they start menstruating. Adult women cut down on their productive day-to-day activities. Menstruating lower-income women also have to follow certain social exclusion norms and treat it as a purely private matter as it is considered a social taboo. The access to personal reproductive hygiene products and services thus becomes indispensable in terms of addressing hygiene and sanitation needs. Furthermore, this is more of a developmental/social venture rather than just pure rural marketing. This paper examines the issue from a social enterprise and social innovation perspective in order to understand the issues involved in changing the situation. It examines the case of a social venture in India (Goonj) which has attempted to deal with this market in terms of its approach, product design, market creation, performance, issues faced, and impact made. The paper attempts to infer lessons for making social entrepreneurship and social innovations work in developing country health and hygiene contexts in the form of a Bottom of Pyramid (BoP) market solution.

  • SHARED VALUE STRATEGY: A SUSTAINABLE STAKEHOLDER APPROACH TO
           SOCIO-ECONOMIC DEVELOPMENT
    • Authors: SHELEN WAI HAN HO
      Pages: 73 - 91
Abstract: The Hong Kong Journal of Social Work, Volume 51, Issue 01n02, Page 73-91, Summer & Winter 2017.
“In recent years, business increasingly has been viewed as a major cause of social, environmental and economic problems”. Shared value gurus Porter and Kramer (2011) argue that a big part of the problem lies with business being trapped in an outdated approach to value creation. They propose that the solution lies in the establishment of practices that enhance the competitiveness of a business while simultaneously advancing the economic and social conditions in the communities in which it operates. They popularize the concept of creating shared value (CSV) which has received enormous attention among management scholars and sophisticated business leaders. Yet, to date, the work on shared value has been largely conceptual and few empirical study has focused on how the concept can be implemented in practice. This paper integrates scholarly literatures and the author’s decades of business experiences to study strategic initiatives that would bring about high shared value for enterprise and society in practice. An extensive empirical study at various project sites is initiated to prove relevancy of CSV theory in a real world context with the aim to contribute to the knowledge-base of shared value strategy. The paper discusses implementation plans for two of these project sites where an interventional tool from tactical urbanism movement is the shared value initiative. This paper also presents the rationale and the key elements for the strategic construct.

  • SOCIAL RETURN ON INVESTMENT FOR COMMUNITY-BASED ENTERPRISE IN SURABAYA
           CITY
    • Authors: ALUISIUS HERY PRATONO, SUYANTO, DEDDY MARCIANO, CHRISTIAN ZURBRÜGG
      Pages: 93 - 114
Abstract: The Hong Kong Journal of Social Work, Volume 51, Issue 01n02, Page 93-114, Summer & Winter 2017.
This study aims to examine the social impact of a community-based enterprise model in Surabaya City. The analysis focuses on grass-root communities and highlights some technical challenges in order to develop a meta-theory with the intention of examining the underlying assumptions of the social return on investment. The social impact analysis is based on a social return on investment (SROI) approach, which involves community participation through focus group discussions. To avoid complexity, this study focuses on one year’s activities, which attributed monetary values to the social impact. It is argued in this study that the green and clean activities provide a return of 1.23 on the investment. This result demonstrates how the community-based social enterprise is feasible in achieving appropriate support. First, this study focuses on the community perspective during the observed time. The communities may experience different levels of capability and resources that contribute to the achievement of the programme. Secondly, there is a lack of literature that could provide financial analysis and there is no common accepted method for measuring the value of the social benefits. Beyond the SROI computation, this study highlights some technical challenges and misconceptions involved in measuring the social return on investment (SROI). Although there is considerable information available about the conceptual framework of SROI, there is great variability in how SROI is applied across interventions. This makes robust and consistent comparisons across social ventures difficult, while rendering the validity of SROI measures vulnerable to being contested.

  • SOCIAL ENTERPRISE AS A MECHANISM OF YOUTH EMPOWERMENT
    • Authors: YANTO CHANDRA, SHANG LIANG
      Pages: 115 - 144
Abstract: The Hong Kong Journal of Social Work, Volume 51, Issue 01n02, Page 115-144, Summer & Winter 2017.
Empowerment is one of the most important social value creation activities performed by social enterprises (SEs). Despite the burgeoning research on SEs, there is limited research on the meaning and aspects of empowerment from the SE perspective, or the so-called SE-as-Empowerment research. In light of this research gap, we employed the Gioia’s methodology and data triangulation to analyze a renowned Hong Kong’s SE that focuses on youth empowerment. This study contributes to the SE-as-Empowerment literature by revealing five types of empowerment — building social awareness, meaningful participation, social connections, building entrepreneurial skills, and power sharing between youths and adults — which can be broadly categorized into social-capacity empowerment and entrepreneurial-capacity empowerment. This study makes novel contributions to the SE-as-Empowerment literature by proposing new concepts including multi-directional (internally and externally oriented) aspect of empowerment, the pluralistic notion of agency, and power sharing between youths and adults as important elements of youth empowerment in SE. Finally, we discuss the implications of this study for the SE practitioners, educators, and policy makers and propose avenues for future research.

  • EDUCATING SOCIAL ENTREPRENEURSHIP: INSIGHTS FROM THE HIGHER EDUCATION
           COURSES IN HONG KONG
    • Authors: KIN YUEN RAYMOND TAM
      Pages: 145 - 164
Abstract: The Hong Kong Journal of Social Work, Volume 51, Issue 01n02, Page 145-164, Summer & Winter 2017.
The purpose of this article is to uncover the trend of developing education courses for social entrepreneurship in higher education institutions in Hong Kong. The author had searched the syllabi or course descriptions across the websites of the higher education institutions in Hong Kong with the keywords of entrepreneurship, social entrepreneurship and social innovation. It was found that most of the social entrepreneurship courses offered were one-off single subject for undergraduate students, General Education courses, and minor courses, with only a few courses targeting postgraduates. It was also found that curricular differences among the courses offered by various schools or faculties were not that obvious. To understand this, the author had undertaken an analysis of the schools where these courses resided, course objectives, course content, and teaching and learning strategies among these various social entrepreneurship courses. Discussion of these has given insights to arguing for the need of multidisciplinary collaborations among social entrepreneurship educators.
