  • The circular economy: from waste to resource stewardship, part I
    • Abstract: This paper, the first of two, outlines the origins and interpretations of the circular economy. The paper will argue that what started as a theoretical construct is gradually becoming an idea accepted by businesses and some policy makers as conveying an important aspiration for the future, namely to keep resources in economic use for as long as possible. This represents an important shift; it is a departure from much of the business and policy debate up until the past decade, which has focused on managing wastes rather than preserving resources and value through waste prevention, and moving towards a richer understanding of resource stocks, flows and efficiencies. Most importantly, the paper will argue that a more circular economy should be as much a goal of economic policy as of environment policy, and that all players should be pressing home this point with policy makers.
       
  • Resource-efficient conception of waste electrical and electronic equipment
           collection groups
    • Abstract: Critical metals are in great demand by the electrical and electronics industry, so waste electrical and eletronic equipment represents a significant source of secondary raw materials. Owing to low recycling rates and the concomitant supply risks associated with critical metals, the closure of the material cycles is highly relevant to the German economy. Losses of these metals occur from collection until their material recovery, along the entire disposal chain of waste electrical and electronic equipment. This paper develops planning criteria for the design of collection groups to achieve higher recovery amounts of such metals. The aim is to clarify what amounts of metals exist, both product-specific and on the market, how the dismantling of the products is constructed and how collection groups can be arranged with planning criteria oriented towards resource conservation. The analysis is a snapshot using the example of indium and selected products. A procedure is presented and findings identified which are transferable to various critical metals and to waste electrical and electronic equipment. The results show that grouping of products according to resource amounts and the dismantling effort enables forward-looking and resource-efficient planning of the treatment of every single collection group.
       
  • Evaluation of zero waste places projects 2009–2010 in England
    • Abstract: To help drive the required behaviour change for increased sustainable practice, the government in England launched a ‘zero waste places’ initiative to develop innovative and exemplary practice. By inviting places to bid for zero waste places status, the successful applicants were then expected to become exemplars of good environmental practice on all waste issues. These zero waste places pilots commenced in October 2009 with the selection of seven distinct locations based upon an application by a partnership. Defra funding was £77 500 and the mean was £11 071. The overall evaluation suggests that the local authorities and their project partners rose to the challenge of zero waste, meeting or even exceeding their objectives (achieving a mean of 71% of aims and planned actions, across all projects) and achieved high value for money in terms of government-funded initiatives. Post-completion of pilot projects, the zero waste places initiative requires a total review to make use of the experience gained. At the present time the future of zero waste places is uncertain. There is no clear lead from Defra as to future developments.
       
  • Environmental (waste) compliance control systems for UK SMEs
    • Abstract: While the ‘environment’ is often perceived as a heavily regulated area of business, in reality, directly regulated businesses represent a small proportion of the business community. This study aimed to evaluate and outline potential improvements to compliance controls for small and medium-sized enterprises (SMEs), particularly those involved in the waste sector. In total, 44 SMEs in England were interviewed/audited between April and September 2008. Using a UK-based system as a case-in-point, the Environment Agency's (EA) operational risk appraisal (Opra)/compliance assessment report (CAR) system was analysed. Environmental compliance performance indicators and an initial assessment methodology for SMEs were developed. The study showed: compliance with permitting legislation was poor in many areas; regulatory authorities are either unable/failing to implement their enforcement policies or are unable/failing to identify non-compliances due to the infrequency or limited nature of their inspections; improvements are needed to the EA Opra/CAR system since control measures are not fully taken into account when calculating risk. Recommendations to improve SME compliance controls include using internationally applicable general and specific compliance and non-compliance performance indicators, redesigning the Opra system, and using an initial assessment methodology based on understanding the hazardousness of SME categories, compliance levels and operator competency.
