  • Target Oriented Multiattribute Group Decision Making Approach and
           Application in Hydroelectric Project Evaluation

    • Abstract: Publication date: 2012Source: Systems Engineering Procedia, Volume 5Author(s): Wenjie Bi, Lei ZhangAbstractWe consider a group decision problem which decision maker is target oriented and value of alternatives’ attributes is random variable. According to different type of targets, we propose a corresponding aggregating approach of group preference based on maximizing target expected utility. First, we translate the uncertainty of attributes’ value and decision makers’ targets into target oriented expected utility. Second, we obtain the preference of each decision maker by the utility function. Then, a linear approach is used to aggregate experts’ preference into a group target expected utility. After that, rank of alternatives is determined by their utility. Finally, an example shows the feasibility and effectiveness of the proposed approach.

Simulation results show that under node tariff mode, the Chinese electricity market, as a whole, is running well and node price performs well in promoting transmission congestion management, guiding transmission expansion and selecting power and load location.
       
  • Agent-based Simulation of Online Trading

This research tries to explore the underlying relationship between reputation engineering system and cooperation level by employing ‘Agent Based Simulation Modeling’ approach. It attempts to establish a trust based reputation system and analyze its effect on the sustainability of mutual cooperation between online traders by taking into account key factors such as level of gullibility of online traders and the weight of influence given to their past behavior. The simulation result reveals the correlation between the Smoothing Constant and the Probability of Imitation. The maximum permissible probability of imitation to maintain full cooperation decreases with the increase in the smoothing constant. The mean trader profit decreases as the smoothing constant increases.

Whereas,the possible defect that bypass cost caused by hub or intermedia seem unvoided. This paper employs a novel optimal hub-and-spoke network based decision approach which unite “bypass cost” and “congestion effect” effectively,presents a algorithm in time effect compared with tradional algorithm, sets up a computational work which performed on a personal computer with data for postal operations in Sydney,Australia and draw a conclusion that the approach presented in this paper are much better in time than traditional way.
       
  • An Assessment of the Quality of Environmental Information Disclosure of
           Corporation in China

As a result, many firms in China are voluntarily increasing the extent of their environmental disclosure in their annual report. Corporate environmental disclosure does have potential economic significance considering the scarcity of alternative information sources. The study focuses on listed firms in heavily pollution industries in China, where environmental concerns are especially acute. Results show that the disclosure content is limited and incomplete, the disclosure pattern is single, and the utility is low.
       
  • The Growth Evaluation Model of Manufacturing SMEs and Application from
           System Engineering Perspective

This paper, based on the improvement of existing enterprise growth evaluation method, establishes the evaluation model of manufacturing SMEs growth and verifies its validity. Empirical result from the growth study of 385 manufacturing SMEs listed in China indicates: (1) Quality of staff and capital availability contribute positively to the enterprise growth; (2) Enterprises with industrial advantages show comparatively high capability to grow; (3) Enterprises with regional development advantages grow faster.

           Industry Based on AHP

Then, it analyzes the weight of each evaluation index on the basis of the AHP model, and evaluates the current situation of the peasant-workers with fuzzy comprehensive evaluation method. Through the analysis, we can grasp the key indexes affecting the management of the peasant-workers in construction industry. Finally, the article proposes several incentive measures about the management of the peasant-workers in aspects of salary, security and enterprise culture for the purpose of strengthening the management of the peasant-workers with limited resources.

  • Empirical Research on China's SMEs Technology Innovation Engineering
           Strategy

By model design, pre-test and pilot test, reliability test and validity test, factor analysis can effectively reveal the correlation among innovation planning, innovation implementation, innovation platform and innovation performance. For illustration, 245 questionnaires return from 11 provinces and autonomous regions, and the returns ratio is 70%, which satisfy the requirement that the questionnaire returns-ratio is not lower than 20% in the data investigation. The empirical results show that model fitting work well, and have high convergence validity. The research conclusions provide a realistic theory reference for SMEs-related technology innovation engineering in China.

He gives hierarchical Bayesian estimation of estate probability and guess that the E-Bayesian estimation asymptotic equal to hierarchical Bayesian estimation of estate probability at 2006. In this paper we give the proof of that the limits of E-Bayesian estimation and hierarchical Bayesian estimation for estate probability are both zero and the hierarchical Bayesian estimation of estate probability which has no observation data is less than that of E-Bayesian estimation, and guess that the hierarchical Bayesian estimation of estate probability which has observation data is also less than that of E-Bayesian estimation.

ERP project performance evaluation is a holistic concept, which involves multiple aspects and needs to combine the qualitative and quantitative analysis. To assess the ERP implementation performance of Power Company, this paper firstly established a comprehensive evaluation index system. Secondly, the engineering evaluation model of ERP implementation performance was proposed based on gray triangle whiten function. Then, this paper described the ERP project implementation performance evaluation process. Finally, through the empirical analysis, the practicability and effectiveness of the proposed method was verified.

According to the limitations of the original algorithm presented, chaotic local weighted linear forecast algorithm based on the angle cosine is proposed, which replaces Euclidean distance by cosine in the measurement of the similarity between phase points. In the process of parameters identification in the linear fitting, replace the Euclidean distance by the module and angle of vector as the optimal object. This algorithm overcomes the disadvantages of chaotic local prediction algorithm based on the Euclidean distance, and has obtained good effect in power load forecasting which is sensitive to the climate.

Research found that enterprise working capital turnover ability has positive effect on product market competition performance while enterprise working capital liquidity has a negatively relationship with market competition performance. Linear regression based on dynamic panel data, examined the impact of working capital on competitive performance. But according to the regression equation to predict the competitive effects of working capital, exists larger error, because the actual impact of working capital on competitive performance may be nonlinear. So we use BP neural network model to predict the competition performance, and the results indicate the overall prediction effect is good.

Secondly, the evaluating indicators are specified by introducing the salvable degree concept, the salvable degrees of the affected areas which lie on the impact degrees of relief demands in the corresponding affected areas are analyzed and evaluated by the extension technique, and then a two-objective optimization model with the urgent relief demand time-varying fill rate maximization and the urgent relief distribution time-varying window minimization is developed in order to distribute urgent relief to the identified affected area sets. Finally, a numerical example demonstrates our conclusions.

The paper analyzes the developing process of social network driven by conflict. Because the abundant participants share the expensive protest cost, the opinion leaders or sponsors organize the social network in the vulnerable group to maintain their legitimate rights and interests. The theoretical research shows that the protest strategy is feasible as soon as the social network reaches the minimal numbers. The CHAM strike event in 2010 provides an excellent case to explain the three-phase developing process of mass contingency events and the hiberarchy social network driven by the conflict. Lastly, it makes the simulation analysis about the social network of the CHAM strike under the Netlogo platform, where the simulating result is in accordance with the theoretical analysis.

First of all, we built a model to calculate the number of victims arriving in hospital with Monte Carlo Simulation engineering method, and then simulated this model to generate the victims-flow arriving in hospital and made chi-square test to find out that these data distribution follow Poisson distribution approximately. Secondly, we built another model to calculate the medical treatment capability based on the generated data from the first simulation. As a result, we can get the capability and main factors influencing it. The parameters in these models and procedures can be adjusted depending on specific scenarios, so that they can be integrated in decision support systems of relevant engineering areas and play an auxiliary role for decision-makers in an emergency management.

Secondly, Analytic Hierarchy Process is applied to determine each index's weight reasonably. Thirdly, fuzzy mathematical method is used to conduct the evaluation of single factor and the overall comprehensive evaluation respectively. Finally, for engineering practices, the method is used in a certain coal mine, and a set of appraise data is obtained, results shows that the quantitative method is help to select safety employers and reduce human-initiated mining accidents.

By adopting and improving QSIM (qualitative simulation method), the inner action mechanism is studied and the conclusion is that the responsibility and authority definition, the coordination ability of decision-makers and information transmission efficiency are the most important factors for the efficiency of collaborative allocation. The measures set forth in this paper are for the reference of relevant decision-makers and we hope it can be helpful for their decision making.
       
  • The Empirical Analysis Model on Critical Success Factors for Emergency
           Management Engineering Information System

Based on Delone and McLean's IS success model, we constructed the scale for evaluating Emergency Management Engineering Information System (EMEIS) success. We also examined impacts of five critical success factors (i.e. internal organization management, quality of product and technology of suppliers, external technical environment, the external policy environment, and coordination and supportive ability of information center) on EMEIS. It was found that these five critical success factors are significantly related. It was also found from Pearson correlation coefficients that all but external policy environment are statistically related with EMEIS. It is found that the model was statistically significant. Since the correlation among independent variables, it was found that internal organization management, external policy environment are final significant variables. Finally, some managerial implications of our findings are proposed in order to improve the EMEIS inner government departments in China.

In contrast with the traditional algorithm, the improved algorithm is added with a new operator to update its crucial parameters. The new operator is to find out the potential semantic relations behind the history information based on the ontology technology. Particle swarm optimization can be applied to many engineering fields, taking Traveling Salesman Problem (TSP) as example. Our experiments show accuracy of the improved particle swarm algorithm that is superior to that obtained by the other classical versions, and better than the results achieved by the compared algorithms, besides, this improved algorithm can also improve the searching efficiency.

In order to protect city from intentional threats, the urban defense engineering has become an important part of urban planning and construction. Based on that, the security planning on urban infrastructure is required to be improved and corresponding security surveillance and early warning systems need to be enhanced. More importantly, the macro-level study of defense resource allocation should be given more considerations. In this study, a resource allocation model focusing on urban defense under the situation with intentional attacking is developed. In this resource allocation model, the rationality level of attackers, the interrelation among targets and other related problems under intentional attacks are all considered. Besides, this model is also validated by using an example, and in this example, the impact of several important parameters have been discussed. It is shown that the expected loss of the optimized resource allocation plan derived from this model is smaller than that of the population proportion-based allocation plan and average-based allocation plan. It also shows that the correlation coefficient of targets has a significant impact of the defense resource allocation. This model can provide the planners and decision makers of urban defense engineering with scientific basis for macroscopic decision making in responding to intentional threats.

  • An Approach of Information Processing for CBR in Emergency Management

Presently many researches dedicated to the application of case based reasoning (CBR) in emergency engineering. However, usually the ideal cases in emergency domain are not available and hard to obtain. The distance between raw information and cases lies in the middle of information processing and CBR application, making it difficult to design practical CBR systems. Alternatively, this paper proposed an approach of generating imperfect cases from raw information with information evaluation and ranking. First, the derivation of information was assessed. Moreover, to implement that strategy, the technique of natural language process is employed. The gathered information was labeled with keywords, and the keywords gained the weight according to the word frequency and the ontology. Finally, the case was represented by a set keywords with their weights. For many emergency domains, this strategy partly solved the above problem of insufficient cases, and supported the decision making to some extent.

It is one approach that can be used to construct a model with limited samples to provide better forecasting advantage for long-term problems. The forecasting performance of the improved GM(1,1) model has been confirmed using the China's energy database. And the results, compared with those from artificial neural network (ANN) and times series. According to the experimental results, our proposed new method obviously can improve the prediction accuracy of the original grey model.

We define such a road section as the critical road section for the repair of a transportation network (CRS for short), and give an algorithm for computing the CRS. Finally, an application of the CRS for a special network is shown. The problem discussed in this paper is of great significance to deal with the transportation management engineering.

A two-stage stochastic programming model is proposed to solve the region division problem. Finally, we propose a case study to highlight efficiency of the proposed solution strategy.
       
  • A Variation Coefficient Similarity Measure and Its Application in
           Emergency Group Decision-making

[11]. Then, we apply the variation coefficient similarity to the emergency group decision-making problems. Through the weighted similarity measures between each alternative and the ideal alternative, the ranking order of all the alternatives can be determined and the best one(s) can be easily identified as well. Finally, we give a practical example to evaluate the emergency management capability of major snow disaster in Hunan province of China. For comparison, the decision results of different similarity measures are also given, which show that our method have better similarity identification and the proposed method is applicable.

According to our coal mine enterprises’ safe characteristics, this paper analyzed the risk factors of coal mining engineering and studied the safety problem of “human-machine-environment” system. The risk factors of coal mining engineering are divided to natural geological factors, personnel factors, equipment factors and management factors. Based on the fuzzy mathematics and these factors, the safety early warning model of coal mining engineering is constructed by using the fuzzy AHP method. Through the use of early warning model, we can find the risk sources and hidden danger of mining operations in time. Combined with a production mine, this early warning model is applied to the mining operations process. The results show that this early warning model is effective to prevent the accident.

The scheduling engineering in resource center can be divided into two stages: the normal stage and emergency stage. In the normal stage, orders come brokenly to the resource center in small number, and the order seldom has emergency requirement. In contrast, a large number of orders, which always have different emergency requirements, reach the resource center in a very short time. This paper analyzes the differences between the normal stage and emergency stage, and proposes the corresponding scheduling methods of two stages. In order to feed the different emergency requirements of orders, various weights are given to different orders. A polynomial algorithm is proposed to minimize the weighted makespan of emergency resource scheduling. Furthermore, a dynamic algorithm is designed to solve the dynamic emergency scheduling.

Thus, this is a complicated task of system engineering. In this paper, we build the system of China relief reserve at first. On this basis, the application of various methods of emergency relief reserve is analyzed through bargaining model in game theory. We conclude that the emergency supplies reserve strategy in the form of ex-ante government and enterprise co-reserve is superior to the strategy in the form of ex-post emergency procurement and emergency production with fund limitation and high social cost. The comparison embodies in three aspects including quantity requirements, quality requirements and structural requirements.

The simulation results were shown that the evacuation process would become much easier with the increase of exits and decrease of population. It was found that there was a linear relationship between number of population and time of evacuation. In the case study, the maximum allowable number of population was 2970. The evacuation efficiency of WN-1ST, FS2_1ST and DOOR7 was far better than FS_1ST and ES_1ST

In this paper, we use the values of flight parameters to construct the state-space of pilots’ operations. A flight is seen as a point in it. Basing on the distributions of normal flights and flights triggering an exceedance, risk analysis is carried out to divide this state-space into dangerous and safety regions. A multi-objective programming is established to analyze the safety risk in pilot's operations and we use Particle Swarm Optimization (PSO) to find the boundaries of regions-of-interest. The feasibility of this method is validated through experiments with real flight data.

Meanwhile they take the restraint of connection of flights and surplus flight time of IA flights (flights in the air) into account, which makes the model accord with practical situation. A case study is given which demonstrate the Effectiveness of the models. The models provide significant theoretical basis to airline flight rescheduling.

Besides, objective entropy weight was employed to determine weight of other criteria except quotation. Dynamics, objectivity and scientificity were realized in this model. Moreover, this model was applied to evaluate bid of an assets packet project for an assets management corporation. Scientific and satisfying results were obtained. The results showed that subjectivity and arbitrariness were avoided successfully.

Based on satisfaction function of resource, we consider both the amount and arriving time of resource arrived at each affected area. Because of the dynamic rescue process, the transportation scheme is multi-stage and we divide the emergency rescue period into three stages. Then a heuristic algorithm is proposed for the evaluation model. Computational results show both the model and algorithm are helpful when evaluating the ability of reserve resource system.

Considering the characters of a specific emergency domain, we propose a text classification based on emergency domain words and machine learning technique taking a System Engineering view. With CHI as evaluation function to select text features, the addition of emergency domain words, Maximum Entropy classifier and KNN classifier, we conduct a series of experiments on emergency event texts classification. The experiments show that, the introduction of emergency domain words will increase the average accuracy of maximum entropy classifier and KNN classifier by 4% to 5%. Particularly maximum entropy classifier can still get an average accuracy rate as 97.0% after the introduction of the emergency domain terms.

At the same time, the business style of procurement has also changed a lot. Under this circumstance, online reverse auction came into being. Based on the theoretical knowledge and practical status quo, this paper has studied some key issues, such as the applicable conditions and the basic process of multi-attribute reverse auction, especially focused on the mechanism of decision-making in the process of performing multi-attribute reverse auction. Again in this paper, AHP method has been employed to determine the weight of each attribute; moreover, based on the linear programming theory, a multi-attribute reverse auction model has been established. Finally, a calculation example has been conducted to demonstrate the utility and availability of the model.
       
  • A Simulation on Industrial Clusters’ Evolution: Implications and
           Constraints

As a result, its evolution has given rise to intensive discussions among scholars. Though the present views on its evolution are still in vast disagreement, this paper tries to clarify the inner nature of industrial clusters by arguing that the industrial cluster is a kind of inherently complex phenomenon with multi-agents with certain intelligence interacting each other locally. This paper points out that it is these local adaptive interactions among firms that underlie industrial cluster's movement and evolution. This paper simulates and verifies the evolution process and concludes that geographical proximity is the prerequisite for industrial cluster's evolution. However, there are some inner constraints, which imply that some coordination mechanisms, such as social bonding, governmental intervention are in some cases the indispensable factors that are critical for the successful evolution of an industrial cluster.

In order to solve this problem, the quantitative analysis methods are introduced here. The application of ABC analysis method can distinguish the minor-key factors from tremendous factors which influence the cost changes. And the complete decomposition of construction cost changes can decompose the main effects of the cost changes to define the key effects. Through applying these two methods, the construction cost can be controlled by mainly controlling the key factors and effects of the projects. Besides, project data of uncontrollable construction cost can be accumulated to provide objective and scientific suggestions on controlling cost. A completed small civil engineering is presented as an example.

Firstly, this paper has discussed its constituent elements and structural model by systematic engineering method; Secondly, this paper has revealed its self-organization characteristics by utilizing organization theory; Finally, this paper has established the dynamic engineering model of its organization evolution by using organizing theory. The innovative point of this paper is that based on the definition of resources gain and conformity competence, personnel training competence, educational reform and innovation competence, scientific research competence, social service competence and management innovation competence the university core competence construction engineering 6 strength engineering dimension structural model and its system dynamic engineering model have been constructed in order to discuss the evolving mechanism of university core competence construction engineering self-organization system.
       
  • Queuing Models to Improve Port Terminal Handling Service

Based on the one-dimensional model established by the former scholars which solves the minimal cost of service, this paper puts forward a two-dimensional model which can confirm the minimal cost of the two indexes the optimal handling service efficiency and facilities number at the same time. Using Delphi programming model, then solving the most excellent service programs. And through case studies can further demonstrate the new two-dimensional model is better than the old model to reduce the cost of handling. Providing more scientific and theoretical guidance to improve the efficiency of port terminal handling services and reduce the cost of handling.
       
  • on Reallocation of Failed Project Resource Based on Priority

Nowadays more than 90% of the projects exist in the multi-project environment, and re-allocation of failed project resources is referred to the sort-order problem. Based on the theory of Earned Value, the article integrates three indexes: schedule, cost and quality through the introduction of Benefit/Penalty function and utilized function value to measure the implementation status of the project. According to the special nature of failed project resources, “relevance” factor needs to be put into consideration. In the end, case analysis shows the method can work out sort problems of re-allocation effectively.

The results show that the applying of group decision-making model based on rough set to the group decision-making of large scale engineering emergency can greatly improve the decision efficiency, and provide basis for future engineering incidents.

  • A context-aware lighting control system for smart meeting rooms

Moreover, manual control needs several rounds of try to find a feasible solution, which delays the progress of meeting. And it's hard to find the suitable lightness for the most comfortable visual effect manually. A context-aware lighting control system is developed in this paper to overcome the shortcomings of the manual control. With the technology of context-awareness and Internet of Things (IoT), people and devices can be connected by seamless services. In this paper, the proposed system can sense the changes of contexts and adapt the light status appropriately. For that aim, an ontology-based context model and a rule-based reasoning approach are designed to detect and infer the context changes. Meanwhile, we also propose an allocation model to offer the optimal adjustment scheme of lighting when needed. This paper integrates the context-awareness and IoT techniques into Illuminating Engineering field, so as to extend its ability to provide automatic support to the changing tasks of human in the lit space.
       
  • Technology Feasibility Evaluation of Grid-connected Distributed Generation
           Based on Cloud Model

The analytic hierarchy process was introduced based on cloud model. Compared to the traditional analytic hierarchy process, this method calculated both the fuzziness and randomness of evaluation language. The results are more objective, which is in favour of developing grid-connected distributed generation.
       
  • Agent-based Simulation Model of Single Point Inventory System

Using AnyLogic software, the single point inventory system simulation model is built based on Agent method in this paper. Through comparing the two continuous replenishment strategies, the (R, S) and (Q, R) strategies, the simulation results show that (R, S) strategy is better than (Q, R) strategy. Then the optimal inventory policy to minimize inventory cost with a certain service level is analyzed by the optimization experiment.
       
  • System Dynamics Modeling-based Study of Contingent Sourcing under Supply
           Disruptions

The retailer's total profits are also compared under these two circumstances of supply disruptions to help the decision-makers better understanding the backup purchasing strategy. The supply chain studied only involves one retailer and two independent suppliers that are referred to as major supplier and backup supplier. The paper contributes to the literature by providing a better understanding of the impacts of supply disruptions on the system performance and by shedding insights into the value of a backup supply.

           inspection errors

An inspector may make two types of errors while screening the received lot and an imperfect screening process (Raouf et al., 1983) is adopted. The fraction of defectives in the ordered lot is assumed to be a fuzzy number. A fuzzy EOQ model is formulated to describe this inventory engineering problem and optimal solutions are obtained. The effect of fuzziness of fraction of defectives on optimal solutions is illustrated by a numerical example.
       
  • Research on the Comprehensive Evaluation of Business Intelligence System
           Based on BP Neural Network

The evaluation index system of BIS is structured, and the Analytical Hierarchy Process (AHP) technique is used to confirm the index weights, and the fuzzy TOPSIS is selected to determine the synthetically scores of different companies’ BIS. Then how to use BP neural network to evaluate BIS is discussed. The simulation results finally verify the scientific and effectiveness of this method. The study will provide a more scientific and reliable basis for systems engineering decision analysis.

           Project-Chain based on Entropy Risk Element

Risk management in engineering project-chain is more difficult than in single engineering. Based on the resource sharing relationship between projects, the risks transferring fluctuation to the final goal are defined as risk elements, and the quantitative mathematical expressions of risk elements are also given. Based on the analogy with work breakdown structure (WBS), the model of risk breakdown structure is proposed. By using moment function to calculate the value characteristics, the final risk degree of project-chain is calculated. Finally, the model is applied in a funds allocation case.

Based on that it was combined and applied with the research method of Ising and Potts model, we abstractly and initially illustrated all kinds of agglomeration economy phenomena in the complex networks economy space, with economy force and economy growth momentum of general nonlinear economy control systems engineering. Certainly we had to used the research methods of Steiner minimum weighted networks researching in the abstracted paths of complex economy networks, demonstrating agglomeration economy groups united and split, and firstly found out the relation between economy force and economy growth momentum applied to reveal the situation of agglomeration economy.
       
  • Decision Making Model Based on QFD Method for Power Utility Service
           Improvement

    • Abstract: Publication date: 2012Source: Systems Engineering Procedia, Volume 4Author(s): LI Na, SUN Xiaofei, WEI Yang, ZENG MingAbstractAiming at improving power supply service quality to meet customer's satisfaction, this paper suggested an applicable model used to identifying service items, by employing QFD concept and recent research on power supply quality appraisal. Combining existing research result of perception theory with classification of power supply service, a house of quality (HOQ) was built to realize requirement transition from customers’ demand to service requirements. Then, an empirical analysis was made, using investigated result of Evaluation of Power Supply Enterprises’ Service of State Grid Corporation of China in 2007. In the end, results show that this method is useful for identification of service items which needed to be improved on the first priority, and is consequently helpful for management decision making.
