  • Respect, trust, care and interconnectedness

      Abstract: This open themed issue of Etikk i praksis compiles five diverse papers that overlap at key conceptual intersections around trust, care and responsibilities across national boundaries. Our globalized social environments have become more and more complex, and the information needed to understand society and our moral responsibilities have grown ever more challenging. The ‘fake news’ buzzword, used by various societal actors to cast doubt on political rivals, is shaking the trust needed to be confident about institutional sources of information. The caring attitude that serves to cement social groups and communities seems to be weakening in certain contexts, resulting in individual acts of unimaginable violence that shock us to the core. On the other hand, we are inspired when the same caring attitude mobilizes groups and individuals to reach across national boundaries and aid those who are suffering. In sorting through the generalizations and attempts to categorize the many highly complex social phenomena that occur in our interconnected global realities, we apply careful analysis of both facts and values that facilitate ethical reflection, helping us to make ethical decisions.

  • Political control and journalist protests in Spanish public media in
           electoral campaigns: A decade of conflict

      Abstract: For thirteen consecutive years, Catalan public broadcasting journalists have protested against the so-called coverage quotas established by Spanish electoral regulations. According to those regulations, during election campaigns, broadcasters are required to use a calculated number related to the proportion of votes cast in the previous election to determine the amount of broadcast time they allot to each party. Journalists have repeatedly and publicly complained about the quotas, while simultaneously explaining the effects of the quotas to the audience and not crediting authorship of this news. This paper undertakes an in-depth analysis of the case and its historical roots from different angles: the protests, the journalists’ professional roles, the political parties’ strategies, the roles of the regulatory boards and the initiatives taken by some professional organizations and institutions. The theoretical framework focuses on the mistrust between the political class and journalists in the context of a mediatized conflict with ethical implications. The methodology includes extensive document examination, news content analysis and interviews. The results indicate that the Spanish political class has deemed the performance of the Catalan public broadcaster as tending to equate political information with electoral spots controlled by parties. The consequence of this has been an enduring conflict between politicians and Catalan journalists that distances citizens from both of them.   • Midas’ gift means death: Tax dodging is the biggest obstacle for
           global justice

      Abstract: Tax havens and tax secrecy have risen to the top of the global policy agenda and may constitute the most important impediment for reducing inequalities. Moreover, complex corporate structures allow charging for services undertaken in various countries through one low-tax country. Transferring profits to low-tax jurisdictions will significantly reduce a multinational corporation’s overall tax burden. Individuals are assisted in opening shell corporations that officially own bank accounts where the real owner (beneficial owner) is not revealed. Reducing this practice of tax dodging (which encompasses both legal tax avoidance and illegal tax evasion) has proven to be difficult, despite substantial efforts by several international organizations and states over the last decade. It is too easy to be removed from the list of tax havens; mere membership in OECD’s Global Forum on Transparency and Exchange of Information for Tax Purposes qualifies. Tax dodgers add to global inequalities and severely weaken states’ capacity to undertake their task of creating a solid tax base, embedded in the principle that all actors are taxed according to the income generated in each country.   • After the Millennium Development Goals. Remarks on the ethical assessment
           of global poverty reduction success

      Abstract: The Millennium Development Goals were effective from 2000 to 2015. Statistics show that most of the goals were met, and particularly success in the goal of reducing extreme poverty (MDG1) gained wide recognition. Despite the strong ethical language related to poverty reduction, there has been little analysis of the ethical significance of the MDG achievements. Since statistical and ethical definitions and representations of poverty never completely overlap, conclusions concerning ethical progress are not directly available from the statistics. This article shows how this ethical significance can be analysed and what kinds of controversies and uncertainties relate to the issue. As part of this analysis, utilitarian issues, population ethics, and the social aspect of poverty are discussed. Keywords: poverty, Millennium Development Goals, statistics, ethics, poverty line

  • «Å bli til i det å bli sett». Om sammenvevingen av det etiske og det
           estetiske i Trondheims minnepark for 22. juli-ofrene

      Abstract: Artikkelen er en fenomenologisk og hermeneutisk betraktning av Trondheims minnepark for 22. juli-ofrene. Bakgrunnen ligger i et etisk moment av hermeneutisk selvkritikk, som utspilte seg i storsamfunnets reaksjoner på terroren, og som parken må sees i lys av. Artikkelen tar utgangspunkt i at flere av diktene som er slipt inn i minneparkens hvite betong, tematiserer behovet for mellommenneskelig anerkjennelse. Ved hjelp av kunstteoretikeren Bourriaud og filosofene Fichte og Hegel synliggjøres det hvordan dette temaet – mellommenneskelig anerkjennelse – kan sies å være integrert i parkens helhetlige estetikk. Siste del drøfter ved hjelp av Gadamer hvordan anerkjennelse også er relevant for aktiviteten med å gå omkring og lese diktene i parken. Til sammen belyser artikkelen hvordan minneparken utgjør en sammenveving av det etiske og det estetiske, og hvordan ordet minne her har to betydninger. Med parken minnes vi ofrene for terroren i betydningen kollektiv hukommelse, eller in memoriam. Samtidig blir vi påminnet vår evne til å være i relasjon med andre mennesker, og til å vokse i relasjonelt samspill. On the connection between ethics and aesthetics in Trondheim's Memorial Park for the July 22 victims This article presents a phenomenological and hermeneutical consideration of Trondheim's Memorial Park for the July 22 victims. The background evolves in an ethical and hermeneutical form of self-criticism, which emerged in Norway in the public reactions to the terror. The article observes the fact that several of the poems embedded in the white concrete of the Memorial Park promote the need for interpersonal recognition. Through considering ideas of Bourriaud, Fichte, and Hegel, the author demonstrates how this very theme of interpersonal recognition is integrated into the park's overall aesthetics. The author considers how recognition is also relevant to the activity of reading the poems in the park through evoking Gadamer's philosophical hermeneutics. In sum, the article demonstrates how the Memorial Park constitutes a joining of the ethical and aesthetic dimensions and how the word memorial [Norwegian: minne] here gains two meanings. In the park we remember the victims of the terror in the sense of collective memory, or in memoriam. At the same time, we are reminded of our ability to be in relationship with other people and to grow in relational interaction.   • Soldiers and ‘respect’ in complex conflicts: an Afghan case

      Abstract: This paper discusses the meaning of ‘respect’ in complex conflicts and aims to be a contribution to thinking about ethics in war along with the Just War tradition. The point of departure is the increased focus on soldiers as moral decision-makers in war, illustrated by the introduction of core values in the Norwegian Armed Forces. ‘Respect’ is one of these core values. However, it is not clear how we should understand ‘respect’ in this kind of context. I use a case where a group of Norwegian soldiers in the International Security Assistance Force (ISAF) sought the cooperation of a group of mujahedeen to solve the military mission of establishing security. As confidence between the parties grew, the soldiers became horrified witnesses to a practice of bacha bazi, where a young boy is dressed up for entertainment and sexually abused. My discussion of different perspectives of ‘respect’ in this specific context shows the importance of acknowledging the multitude of moral stakes in a moral decision-process instead of closing the eyes for a moral problem.
