  • The Idea of Accountable Office in Ancient Greece and Beyond
    • Authors: Melissa Lane
      Pages: 19 - 40
Abstract: While leaders in many times and places from ancient Greece to today have been called to account, it has been claimed that leaders in ancient Athens were called to account more than any other group in history. This paper surveys the distinctive ways in which Athenian accountability procedures gave the democratic people as a whole a meaningful voice in defining, revealing, and judging the misuse of office, and in holding every single official regularly and personally accountable for their use of their powers. By then assessing a drastic case of unaccountability in a certain moment of Athenian history – the rule of the Thirty in 404–403 BCE – and how accountability was ultimately imposed on them, the paper concludes with thoughts about what might deepen and restore trust in the accountability of public officials today.

  • Substances, Agents and Processes
    • Authors: Helen Steward
      Pages: 41 - 61
Abstract: This paper defends a substance-based metaphysics for organisms against three arguments for thinking that we should replace a substantial understanding of living things with a processual one, which are offered by Dan Nicholson and John Dupré in their edited collection, Everything Flows: Towards a Processual Philosophy of Biology (Oxford: Oxford University Press, 2018). Dupré and Nicholson consider three main empirical motivations for the adoption of a process ontology in biology. These motivations are alleged to stem from facts concerning (i) metabolism; (ii) the life cycles of organisms; and (iii) ecological interdependence. The paper discusses each of the three arguments in turn and concludes that none gives us any compelling reason to abandon the metaphysics of things. At best, they are arguments against a kind of caricature substance metaphysics that ought never to have been in the running in any case. Then, at the end of the paper, it is suggested that there may be more positive arguments for insisting on retaining things in our metaphysics, arguments which, perhaps ironically (given the opposed standpoint of Everything Flows) get their main impetus from the phenomenon of life.

  • Power, Predistribution, and Social Justice
    • Authors: Martin O'Neill
      Pages: 63 - 91
Abstract: The idea of predistribution has the potential to offer a valuable and distinctive approach to political philosophers, political scientists, and economists, in thinking about social justice and the creation of more egalitarian economies. It is also an idea that has drawn the interest of politicians of the left and centre-left, promising an alternative to traditional forms of social democracy. But the idea of predistribution is not well understood, and stands in need of elucidation. This article explores ways of drawing the conceptual and normative distinction between predistribution and redistribution, examining those general categories when considering the roles of public services and fiscal transfers, and looking at the ways in which government policies can empower and disempower different individuals and groups within the economy. This article argues that the most initially plausible and common-sensical ways of drawing the distinction between predistributive and redistributive public policies collapse when put under analytical pressure. It concludes that the distinction between predistribution and redistribution is best seen in terms of the aims or effects of policies rather than a deeper division of policy types, and argues that, once seen in those terms, predistribution is a central concern of social justice.

  • Enquiry and the Value of Knowledge
    • Authors: Barney Walker
      Pages: 93 - 112
Abstract: In this paper I challenge the orthodox view of the significance of Platonic value problems. According to this view, such problems are among the central questions of epistemology, and answering them is essential for justifying the status of epistemology as a major branch of philosophical enquiry. I challenge this view by identifying an assumption on which Platonic value problems are based – the value assumption – and considering how this assumption might be resisted. After articulating a line of thought that supports the assumption, I highlight one way of undermining it, which is to deny that we desire knowledge and not just (e.g.) true belief because we prefer knowledge to true belief. I then consider an attempt to undermine the value assumption in this way, inspired by Bernard Williams. I contend that Williams's argument fails, but also that seeing why it fails is instructive for future attempts to resist the value assumption.

    • Authors: Kristján Kristjánsson
      Pages: 113 - 137
Abstract: An adequate moral theory must – or so many philosophers have argued – be compatible with the attitudes and practical requirements of deep friendship. Bernard Williams suggested that the decision procedure required by both deontology and consequentialism inserts a fetishising filter between the natural moral motivation of any normal person to prioritise friends and the decision to act on it. But this injects ‘one thought too many’ into the moral reaction mechanism. It is standardly assumed that virtue ethics is somehow immune to this objection. The present article explores this assumption and finds it wanting in various respects. Virtue ethics filters friendship through phronesis and thus inserts an extra thought into the mechanism in question. To escape Williams's curse, the only way is to argue that the extra thought required by virtue ethics is not ‘one thought too many’. The article closes with an attempt to show that, contra deontology, the friendship motivation in virtue ethics is derived from the moral virtue, not the intellectual filter, and, contra consequentialism, phronesis does not require the maximisation of value. The presumed advantage of virtue ethics must lie in the content of its filter rather than the filter's non-existence.
