  • The Relation between Pre-planning, Commissioning and Enhanced Project
           Performance

      Abstract: Pre-planning of construction projects is important for the performance of cost, time, and quality. However, recent research finds that quality related to final testing, adjustment, and balancing of HVAC systems are often overlooked due to deadline pressure. Consequently, this results in poor energy performance and dissatisfied end-users. The purpose of this study is to investigate the relationship between pre-planning, commissioning, and project performance. A publicly funded project with a compressed construction period was followed as a case study. During the case study, passive observation, semi-constructed interviews, and questionnaires were applied. This study showed that by implementing commissioning, project pre-planning and organizational support is increased. Moreover, the commissioning process creates awareness and fosters proactivity between the project participants, thus complications are discovered and handled earlier. By improved pre-planning and organizational support, and increasing proactivity, the project’s cost, time and quality performance is improved. This underlines the importance of prioritizing pre-planning. Moreover, increased energy and technical demands increase project complexity which makes project success even more dependent on the quality of the plans.

  • Project Selection and Transparency Factors in Housing Public-Private
           Partnerships in Nigeria

      Abstract: The application of Public-Private Partners (PPPs) in housing provisioning is on the increase across the world. However, there is a paucity of empirical studies on the specific factors considered at the initiation, and measures taken to ensure transparency at the procurement stages, of PPP housing projects. This study examined project selection factors and transparency measures in PPP housing projects using data sourced from oral interviews with 27 experts in nine PPP housing schemes in Nigeria. Results of the content analysis revealed that the top two selection factors considered by both the public and private sector operators of PPP housing projects in Nigeria are the availability of land and viability of the funding arrangements. Whereas the public-sector partners also consider the availability of competent private sector to deliver the projects, the private developers are concerned with the location of proposed projects. It was also found that the two key measures taken to ensure transparency at the procurement stage of the projects are transparent and competitive bidding and open advertisements of tender opportunities. These imply that before embarking on PPP housing projects, operators should ensure that there is available land in good locations, sound funding arrangements, and measures for achieving transparency in the schemes.

  • Assessment of Designers’ Perception of Post Conflict Housing Schemes for
           Internally Displaced Persons

      Abstract: With millions of internally displaced persons (IDPs) around the world, there is need to implement durable housing solutions post-conflict, that involves sustainable integration and sustainable reintegration using long term shelter programmes in the rural and urban areas. The study aims to assess designers’ assessment of post conflict housing schemes (PCHS) for internally displaced persons. Using a cross-sectional survey, the study utilized a questionnaire instrument distributed to one hundred (100) design professionals that have cognate field experience in the design, construction and management of post-conflict housing schemes. Statistical tools of bar chart, principal component analysis, categorical regression and one-way analysis of variance by SPSS v.21 was utilized. The study revealed that designers considered features such as external design and services, socio-cultural and space and maintenance features in the design of PCHS. Generalized factors considered in the selection of these features include demands of the household, choice/selection of building materials and population of IDPs. The study revealed that the failure of PCHS could be because of politics/partisanship, lack of international assistance/aid, need to make profit and non-involvement of IDPs in the rebuilding process, while the success of the scheme could be engendered by adequate participation of IDPs, effective monitoring mechanisms and increased government and non-governmental organizations’ (NGOs) participation. In conclusion, the study developed a framework for the design of PCHS for IDPs. The study recommended that professional designers should objectively consider the contributions and characteristics of IDPs in the design of PCHS. In addition, international bodies should increase pressure on government to increase commitment in re-settling IDPs. NGOs should not relent in their efforts.

  • A Simulation-Based Scheduling Methodology for Construction Projects
           Considering the Potential Impacts of Delay Risks

      Abstract: This paper tackles the problem of scheduling construction projects considering the influence of delay risks. In the actual body of knowledge, several methods have been proposed to handle this problem, starting from the Project Evaluation and Review Technique to advanced simulation models. However, this investigation proposes a novel integration of one methodology with some approaches already existing in the literature related to Monte Carlo Simulation scheduling techniques as seen from the perspective of a practitioner. The research began with a literature review of both schedule risks and Monte Carlo based scheduling models for construction projects. Based on this, the methodology was designed with the constant participation of experts in the construction industry. As result of this, a comprehensive and practical methodology was constructed. Therefore, a new mathematical structure for the simulation model within the methodology was formulated in which a new concept for each risk defined as “potential impact” was used. Moreover, the simulation model is based on the judgment of experts and methods of the known literature such as the explicit model of the occurrence probability of the risks and the activity-risk factor matrix. Then, to validate the tool, the proposed methodology was applied using the information of an already constructed construction project of a public university of Colombia. The obtained results were a confidence-based forecast of the end date of the project and a quantitative importance measure of the modelled risks. These results were compared against the real history of the project since it was found an excellent performance of the proposed methodology. To sum up, the research process described above supports the validity of the proposed methodology.

  • Organizational Culture: Case of the Finnish Construction Industry

      Abstract: Academic literature has long recognized the correlation between a company’s organizational culture and its quality performance. The Finnish construction industry is still a highly human powered industry, and thus, organizational culture is seen to have a significant effect on an organization’s efficiency as well. The aim of this study is to examine and determine organizational cultural profiles of organizations in the Finnish construction industry as they are currently perceived and preferred by professionals themselves. In all, 121 professionals working in organizations in the Finnish construction industry were surveyed using the Organizational Culture Assessment Instrument (OCAI). The reliability of characteristics was tested by calculating Cronbach alpha reliability coefficients, and the found differences between the response characteristics were analysed in-depth with paired and independent t-test analyses. The findings show that, on average, construction industry organizations in Finland currently operate with a mixture of clan and hierarchy cultures. Thus, the current organizational culture stresses the point of view of internal focus and integration. However, the organizations desired to emphasize more flexibility and discretion toward individuals. The novelty value of this paper is presenting existing and preferred culture profiles in the Finnish construction industry. These found profiles have the potential to improve management of organizations, which results in better efficiency of the industry through better performance of organizations in the construction industry.

  • Relational Contracting Conceptual Model for Public Sector Construction
           Organisations: An Indian Context

      Abstract: Adoption of relational contracting in public sector construction organisations is more difficult than in private sector organisations due to the inherent rigidity of public sector. Therefore, implementation of the relational contracting processes should be treated as an organisational change management process in public sector organisations. The purpose of this paper is to develop a relational contracting conceptual model (RCMM) by integrating success factors for positive change management in public sector organisations. A qualitative research methodology comprising two rounds of expert interviews was used. The first round of interviews was conducted to gauge the present level of relational contracting in public sector construction organisations. The second round of interviews was conducted to validate the relational contracting conceptual model by integrating success factors of change management in public sector organisations. The relational contracting model highlighted the importance of a need to develop a vision for partnering, stakeholder analysis and consensus building among them, empowerment of operational level employees and their participation in plan execution, time bound review meetings of top management on site to show commitment, resolution of disputes and fast decision making along with publication of the performance reports. The paper presents a critical insight on relational processes of public sector construction organisations in India in the context of organisational change management model which has not been the focus in majority of the previous research studies.

      Abstract: Prices of construction resources keep on fluctuating due to unstable economic situations that have been experienced over the years. Clients knowledge of their financial commitments toward their intended project remains the basis for their final decision. The use of construction tender price index provides a realistic estimate at the early stage of the project. Tender price index (TPI) is influenced by various economic factors, hence there are several statistical techniques that have been employed in forecasting. Some of these include regression, time series, vector error correction among others. However, in recent times the integrated modelling approach is gaining popularity due to its ability to give powerful predictive accuracy. Thus, in line with this assumption, the aim of this study is to apply autoregressive integrated moving average with exogenous variables (ARIMAX) in modelling TPI. The results showed that ARIMAX model has a better predictive ability than the use of the single approach. The study further confirms the earlier position of previous research of the need to use the integrated model technique in forecasting TPI. This model will assist practitioners to forecast the future values of tender price index. Although the study focuses on the Ghanaian economy, the findings can be broadly applicable to other developing countries which share similar economic characteristics.

  • Occupational Health and Safety Risk Levels of Building Construction Trades
           in Nigeria

      Abstract: This study assessed the occupational health and safety risk-level of common building construction trades in Nigeria. It also identified the sources, frequency and magnitude of risks inherent in the activities of various building construction trades. Being site-based survey research, it made use of a structured questionnaire administered to the selected building construction workers of different trades in Anambra State, Nigeria. The collected data were subjected to quantitative risk analysis using mean value method and risk prioritisation number. The study found that masonry, carpentry (including formwork and roofing), and iron bending and steel fixing are common building trades associated with high risks; whereas electrical fitting and installation, painting, tiling, and plumbing are medium risk building trades. It also found that the rate of occurrence and magnitude of impact of different safety risk factors differ across the building trades, which could be attributed to the differences in activities and modes of operation in different building trades. On this premise, the study suggested a multi-risk management and control approach for construction managers on building construction sites since the frequency of risk occurrence and the magnitude of risk severity differ across trades. It further called for institutional and legislative re-strengthening of extant labour laws in Nigeria.

  • Investigating the Relationships between Safety Climate and Safety
           Performance Indicators in Retrofitting Works

      Abstract: Retrofitting works has become increasingly important in the construction industry, as it plays an effective role in providing solutions to maintain, upgrade or change the functions to the existing or aged buildings. Very often, safety issues of retrofitting works are underestimated because there may be unreported accidents in small projects and there is no separate classification of accident statistics for the retrofitting works within the construction industry. As safety climate is widely regarded as a contributing factor to safety performance, the aim of this research was to examine the relationship between safety climate and safety performance in retrofitting works context. The safety climate questionnaire NOSACQ-50 has been employed to measure safety climate in retrofitting works. Field patrols were undertaken to distribute the safety questionnaires to the local worksites that undertake retrofits in Brisbane, Queensland, Australia. 264 valid questionnaires were collected. SEM was employed to examine the existence and strength of the relationship between safety climate and safety performance. PLS-SEM was utilised to estimate the parameters of the structural model. The model has exposed a positive relationship between safety climate and safety performance in retrofitting context. This research was the first to examine the relationship between the second order latent variables. A positive relationship (0.60 with 36 percent of explained variance) was found between safety climate and safety performance.
