  • The new B(ack to) E(ngineering) E(thics) Code
    • Authors: Errol Kerst
Abstract: In recent times ethics has become a significanttopic in the engineering world.SAICE has, through the president’schair, started a campaign of highlightingethics at every meeting held at SAICEHouse. At each meeting a nominatedattendee has to say somethingabout ethics. It must be remembered that a Code ofEthics is not a Code of Conduct. Ethicsis almost something like good manners, something you need to have inculcated inyou from an early age. A Code of Ethicssets out values, and gives an organisationguidance on ethical values and principlesto follow. On the other hand, a Code ofConduct (or professional responsibility)is generally focused far more on rules andcompliance.

  • Cape Town – where we’ve been and where we want to go
    • Authors: Gisela Kaiser; Neil Macleod
Abstract: CAPE TOWN’S WATER HISTORY Cape Town’s recorded water historystarts in 1834, when the growing citywas served by 36 free-flowing fountains. The first reservoirs were constructed in1850, to make better use of spring andsurface water. Every time demand exceededsupply, more storage capacity wasconceived. Small dams were constructedon Table Mountain, but the additionalyields provided could not keep pacewith the demand. So the six large damsthat provide water to the Western CapeWater Supply System (WCWSS) wereconstructed between 1920 (Steenbras) and2006 (Berg River Dam). The dams have acombined yield of ~900 MCM/yr whichis reliant on winter rainfall. For nearly170 years, Cape Town and surrounds reliedon surface water as the source. Historicallyrainfall has been variable year on year, aswell as across the catchments. The supplysystem stretches from the Voëlvlei Dam inthe north to Theewaterskloof in the east.Typically, within a season, better rainfallis experienced in some areas than others.Theewaterskloof is the largest dam andcatchment, and usually takes two years tofill with average rainfall, while the balanceof the dams fills in a single season.

  • Fixing the leakage in infrastructure investment
    • Authors: Chris Campbell
Abstract: President Cyril Ramaphosa recently (on21 September) announced Government’seagerly awaited economic stimuluspackage aimed at driving economicgrowth. While Consulting EngineersSouth Africa (CESA) applauds this boldmove to kick-start our economy andcreate jobs with the limited public fundsthat are available, we believe that it iscritical that these funds are used responsiblyto gain true ‘value for money’.Over the past few years CESA hasembarked on a campaign of partnershipswith Government to assist and advise thepublic sector on how to maximise investmentin infrastructure and ensure thatthey have the correct capacity in place todesign and implement large-scale projectsthat will stand the test of time.

  • Extensions to the Madadeni Wastewater Treatment Works
    • Authors: Sydney Chauke; Sazi Shange, Sibusiso Ndlovu, Daan Veldtman Evan Cronjé
Abstract: The Madadeni Wastewater TreatmentWorks (WWTW), situated approximately10 km east of Newcastle, is being upgradedto a level where it will be able toaccommodate 100 000 persons. The worksserves all the reticulated houses, andaround 7 500 VIPs, hostels, industries andrelated users in the township. The projectfocuses on the upgrading of the WWTWto a flow capacity of 25 mega litres perday, with the inlet works upgraded, androuting to provide for a future capacityof 60 mega litres per day average dryweather flow. The Madadeni WWTW does nothave the capacity to remove grit andsuspended inorganic solids from the rawsewage influent sufficiently to protectdownstream equipment. The WWTWalso lacks the anaerobic and anoxic componentsto enable phosphate removal andde-nitrification, which are requirementsfor the effluent standard. An additionalclarifier will augment the clarificationcapacity, and the disinfection will beenlarged with the addition of a largerchlorine contact chamber.

  • Clearing environmental hurdles in marine infrastructure
    • Authors: Sue Reuther; Jessica du Toit
Abstract: The South African government’s OperationPhakisa – or ‘hurry up’ – initiative isdesigned to help fast-track the implementationof the National Development Plan, akey driver of change to address poverty, unemployment and inequality.SRK Consulting’s Cape Town officehas undertaken environmentalauthorisation and permitting processesfor various Operation Phakisa projects, and a few of the successes and challengesin implementing these projects arehighlighted below. An important aspect of OperationPhakisa is the Oceans Economy Lab,launched in 2014 to accelerate the processof unlocking the economic potential ofSouth Africa’s oceans. Government hopesthe Ocean Economy could contributeup to R177 billion to the country’s grossdomestic product (GDP) and create overone million jobs by 2033. It is thereforeviewed as a high priority.

  • Collective accountability needed to address waste reform and clean up
           South Africa
    • Authors: Kate Stubbs
Abstract: Initiatives such as Clean-up and Recycle SA Week are great measuresto raise awareness on the waste-to-landfill versus recyclingconundrum faced in the country. However, the message needs tobe far clearer – that government, corporate South Africa and individualcitizens all have a role to play – and strong focus shouldbe placed on driving collective accountability if we are to reducelandfilling and increase recycling of waste in the country.

  • Marine fenders – their role in the protection of marine structures
           and vessels
    • Authors: Francisco Elyseu
Abstract: MARINE BERTHING STRUCTURES Berthing structures offer support to vesselsthat visit a port for the transshipmentof cargo or passengers, to be resuppliedwith water and fuel, to do repair workwhile floating or to wait for a vacant placeat a quay. Berthing structures thereforehave three functions:
Providing a ship with a point of support and eventually the possibility of being tied to the structure.
Ensuring the connection between the ship and the land.
Retaining the soils at the edge of the water line in the case of quays.

  • Gender in civil engineering – building an equal future
    • Authors: Catherine Blersch; Alice Chang
Abstract: The editorial, “Out on a rib”, by SAICE’s former CEO, publishedin the July 2018 edition of Civil Engineering, sparked a strongreaction from both women and men who found the article to beinsensitive and offensive. For example, Salona Moodley wrote: “Ihave to state that when I read that article I was deeply disturbedby it and kept trying to make sense of the context in which itwas written, and the more I thought about it the angrier I became.”Lynne Pretorius echoed this: “I cannot but unequivocallystate my disappointment at the statements made in the CEO’sletter. These views, expressed in such a widely read magazine,I find inconceivable, have left me disturbed and cannot be leftunchallenged.” Prominent organisations such as WomEngexpressed similar outrage: “WomEng is deeply outraged withthe latest edition of the SAICE magazine and [the] commentsby [its] CEO … We find [these] comments derogatory, condescendingand patronising.”
