      In the current climate of accountability and calls for school improvement, principals are dealing with unceasing demands to implement new educational reforms. Yet do school leaders feel equipped to implement these mandates' This study investigated the perceptions of experienced elementary principals on whether they felt prepared to be effective change agents. Findings showed that principals felt they had received very little professional development on how to be a leader of change. Instead, their professional learning as change agents occurred through on the job experience and networking with trusted colleagues. This resulted in knowledge gaps in principals’ understanding of the change process. School leaders bear the responsibility of implementing change, yet principals suggest that reforms would see increased success if they were a shared responsibility with district leaders. Insights from experienced principals may help guide improved professional learning practices to provide educational leaders with the necessary skills to lead effective school improvement.

  • Using the balanced scorecard as a performance management tool in higher
           education

      This article presents a critical review of the relevant literature on managerialism and performance management in higher education. Afterwards, it features an inductive research that involved semi-structured interview sessions with academic members of staff. The interpretative study relied on the balanced scorecard’s (BSC) approach as it appraised the participants’ opinions and perceptions on their higher education institution’s (HEI) customer, internal, organizational capacity and financial perspectives. The findings have revealed the strengths and weaknesses of using the BSC’s financial and non-financial measures to assess the institutional performance and the productivity of individual employees. In sum, this research reported that ongoing performance conversations with academic employees will help HEI leaders to identify their institutions’ value-creating activities. This contribution implies that HEI leaders can utilize the BSC’s comprehensive framework as a plausible, performance management tool to regularly evaluate whether their institution is (i) delivering inclusive, student-centred, quality education; (ii) publishing high-impact research; (iii) engaging with internal and external stakeholders; and (iv) improving its financial results, among other positive outcomes.

  • A study on factors affecting school principals’ competencies in
           Vietnam’s mountainous provinces

      Given principals’ central role in school performance, this study seeks to explore factors that influence school principal competency. The study employed a quantitative research approach. A survey questionnaire was administered to 290 principals across six northwestern mountainous provinces in Vietnam. The questionnaire considered eight areas of principal competency, including self-development and the development of others; school organization and operation; staff development; instructional programme management; education quality assurance management; management of financial resources; engagement with families, community and government; and the school’s strategic planning. Analyses of variance and correlation (Pearson’s r) techniques were used, and the findings demonstrate that principals’ competencies were statistically affected by both internal factors (gender, experience, health, family and IT skills) and external factors (school location, school demographics and school facilities). However, the study found no correlation between principals’ academic qualifications and their competencies.

      Systems thinking can be explained as the ability to see the whole beyond its parts and to see the parts in the context of the whole. As a holistic management approach, systems thinking enables managers to cope with increasing complexity and change. Given the inherent complexity of school organizations within dynamic educational environments, systems thinking can significantly benefit the realm of school leadership. Despite its potential contribution, the available knowledge on systems thinking in school leadership is meagre. This article seeks to identify possible avenues for research regarding systems thinking in school leadership, suggesting aspects of this leadership approach that are worthy of further academic exploration.

  • School principals’ perceptions on the diversification of school
           financing sources: A study using Delphi method

      The study aims to identify the perceptions of the principals of public schools in Kuwait regarding the importance of diversifying the sources of school financing, the actual measures taken to increase the sources of school financing and the obstacles in the way of increasing the sources of school financing. The study uses the futures studies’ methodology through implementing Delphi method to achieve the objectives of the study. The implementation of Delphi technique is conducted in four consecutive rounds on a sample of experts in the study area consisting of 25 distinguished school principals in the educational areas, during the second semester of the academic year 2017/2018. The study concluded a number of results, the most important of which are: (1) school principals are convinced of the need to diversify school financing sources and increase its sources in light of the high prices and limited budget granted by the government for this purpose; (2) there are specific measures for increasing the support for school financing, the most important of which is to urge parents and society institutions to donate to schools in order to help fill the budget shortfall; (3) there are obstacles which face the attempts to increase the sources of school financing which are legal, regulatory and community partnership-based obstacles. The study came up with several recommendations that would contribute to diversifying school financing sources.

  • Non-Peruvian teacher attrition in Lima’s international school sector:
           Power, agency and identity

      This research is an enquiry into non-Peruvian teacher turnover in Lima’s international school sector. The findings are based on interviews conducted in November 2017 with educators employed in this field. Drawing its theoretical basis from phenomenology, the investigation adopts a case-study methodology. Through the lenses of power and agency, interview analysis focuses on schools’ leadership policies and styles together with teachers’ ideas regarding their own identities and professional status. In terms of teachers’ experiences, agency and school administrations, the findings testify to a wide variety of conditions in this sector. The outcomes support claims made within existing published research for the interdependency of teacher agency, professional identity and organisational structures. While highlighting the link between teacher agency and job satisfaction, this research supports the view that leadership is a major factor influencing teacher turnover rates.

  • Outstanding leadership in primary education: Perceptions of school leaders

      The nature of leadership and management in a school are key to achieving high-quality education for all pupils. Leadership theories and empirical research have sought to identify characteristics of leaders, aspects of the context in which they work and their relationships with others to identify features of successful school leadership. This article reports on findings from a study into outstanding leadership in primary education using Q-methodology. The perceptions of head teachers, deputy head teachers, governors and academics with personal experience of leadership in English primary schools were gathered using Q-sort and analysed with PQ software. Overall, the analysis identified very strong agreement over six statements from a Q-set of 23 statements of outstanding leadership. There were subtle differences between urban and rural school settings.

  • Leadership and higher education fundraising: Perspectives from Malaysia

      Funds raised from philanthropic giving have become a key element in the long-term finances of higher education institutions around the world, presenting leaders, primarily principals, with a range of novel challenges that have not, hitherto, been key drivers of leadership. This article explores the problem by reporting on qualitative research that looked at how fundraising is carried out in the Malaysian higher education system, which has recently experienced profound changes to its financial landscape. Data were generated by semi-structured interviews with fundraisers from a range of higher education settings. It was found that for fundraising efforts to succeed, they must be spearheaded by an active principal who adopts the stance of transformational leader towards potential donors, forming a long-term relationship based on a shared vision. He or she is likely to be supported by a fundraising team that will be more transactional in approach and style.

  • Leading change for survival: The rural flexi-school approach

      This article seeks to present the perspectives of three school leaders in one rural primary school in the English East Midlands, who, when faced with closure due to a falling student numbers, decided to offer and operate a flexi-schooling model of educational provision. We aim to find out, through a theoretical model of systems school leadership, how the school leadership team addressed this issue. Findings suggest that the principles of systems leadership, operating through an open systems model, have facilitated the journey towards flexi-schooling and ensured the survival and growth of the school. The learning community created with parents and the personalisation of the curriculum for learners reflects an innovative curriculum design and in part solves the problems which led to the initial decision taken by parents to home-educate. Focusing on ways to secure healthy student numbers, school leaders developed a partnership with a multi-academy trust, yet they still face challenges in formally recording student numbers when their attendance is only part of the week.
