  • Mapping the Presence of Indira Gandhi National Open University in the
           Northeast Region of India

      Abstract: The North East Region of the country is unique due to its socio-cultural features, geopolitical factors, and abundant untapped natural resources.  However, despite being endowed with such uniqueness, the region remains underdeveloped, backward and alienated from the mainland. Since its inception, Indira Gandhi National Open University registered its presence in the North East Region with the establishment of a Regional Centre in Shillong (Meghalaya) in 1988, Ever since, IGNOU strives to foster educational development of the region through its academic offerings.  As on date nine Regional Centres have been established in the eight states of the NER, catering to the educational needs and aspirations of the deprived segments of the population. Learner support is provided through a network of around 200 active learner support centers under the nine Regional Centres. The paper presents an overview of IGNOU’s interventions to extend its outreach in the NER, beginning with the North-East Project to the current activities through the dedicated unit, Educational Development of North East Region Unit, under Regional Services Division of the University. The paper also discusses the policy measures adopted and implemented to further strengthen the efforts for expansion of higher education as per mandate of IGNOU and Government of India. The prospects, possibilities through the use ICTs and digitalization initiatives for enhancing outreach in the region are also discussed.

  • A Learning Analytics Approach to Identify Factors Influencing Enrolment in
           Open and Distance Learning in India

      Abstract: Knowing insights as to why learners from diverse social and demographic profile choose to enroll in distance education can be a useful tool for Open and Distance Learning (ODL) Institutions to understand the requirements of their target segment, help in fine-tuning service offerings for attracting potential students and finally retaining them throughout the course duration. Conducted in the Indian context and deploying a learning analytics approach using primary data, this study attempts to identify the dominating factors that can potentially affect the enrollment of students of diverse socio-demographic profile to distance education. The study finds that significant differences in perceptions exist across various demographic and social segments towards various factors influencing enrollment in ODL system such as affordable course fees, nearness of study centre, personal satisfaction etc. The study concludes that depending upon their social and demographic profile, ODL learners are likely to have highly diverse motivations to join distance courses and thus they cannot be considered as a homogenous group.

  • Education of Deaf Learners through Open Schooling System in India

      Abstract: The main challenges for education of disabled learners are identifying and serving these learners in India and raising the quality of education for them. While inclusion of children with disabilities into mainstream education has been challenging due to various policy constraints and gaps in implementation, the paper discusses how National Institute of Open Schooling (NIOS), India has designed various educational programmes to achieve the three important principles of education policy viz., access, equity and quality. Apart from it’s in-built flexibilities offered by NIOS, wherein learners are provided with due flexibilities and opportunities to learn at their own pace and place to every group of learners through use of Media and ICT support both in academic and evaluation system, NIOS has also developed mechanism of providing learning material in Indian Sign Language at secondary level(10th class) and orienting parents and learners through Indian Sign language dictionary. The paper also raises the debate of importance of advocacy and collaboration with various deaf enabled organisation to promote the education of deaf and hard-of-hearing learners in the country.

  • Critical Factors Which Impact on Students’ Satisfaction: A Study of
           e-learning Institutes of Pakistan

      Abstract: E-learning is the rising phenomenon of delivering education to far off areas through the use of internet technology. This study was carried out on e-learning institutes of Pakistan to find out the influence of critical factors has on students’ satisfaction. This research conducted by utilizing thirteen predictor variables under six dimensions (students’, teachers,’ technology, design, environmental and course) and their effect on criterion variable (Perceived e-learner satisfaction) — the data collected through a self-administered questionnaire. An aggregate of 250 questionnaires distributed among the students of e-learning institutes of Pakistan. The internal reliability of collected data checked through Cronbach alpha, and multiple regression analysis was utilized to test the hypotheses. The findings confirm that critical factors do influence on learners’ satisfaction in e-learning institutes of Pakistan as the outcomes of the research demonstrate that eleven out of thirteen predictor variables had a significant impact on the criterion variable perceived e-learner satisfaction. The discoveries of current research would help the e-learning institutes of Pakistan in improving the standard of education and in launching new associated programs because, at the moment, they are offering minimal degree programs in the e-learning environment.

  • Authorship and Collaborative Research among scholars in Open and Distance
           Learning Institutions in Africa

      Abstract: This paper is based on a study that examined authorship and collaborative research among scholars in Open and Distance Learning (ODL) institutions with a focus on prospects for Africa. The study involved intensive documentary desk review of conference book of abstracts and conference proceedings to examine authorship and collaborative research. The study reviewed a total of 10 conference books of abstracts and proceedings organized or hosted by universities including ODL institutions in Africa. Descriptive statistics were used to summarise some thematic areas of interest. It is revealed in this paper that authorship in terms of co-authorship is high in some conferences but low in others in relation to collaborative research. Furthermore, authorship between two scholars was higher compared to three or more authors in collaborative research. This implies that co-authorship is trending in relation to collaborative research thus raising collaboration prospects for Africa. It is therefore recommended that ODL scholars should be encouraged to do more co-author publications from collaborative research in order to promote teamwork and comparative studies in knowledge production for socio-economic development relevant for Africa and beyond.

  • Impact of social networks on the educational training of the students in
           Mexico

      Abstract: The following research work aims to publicize the use and importance that the student gives to social networks during their school education. Likewise, the work was carried out using the simple random sampling type, and it is known that the size of the universe to be studied is made up of 200 students, belonging to the Preparatory Academic Unit 14, of the city of Tepic, Nayarit, Mexico. So, the formula for finite and known populations was applied, determining a sample size of 131 students. It should be noted that, for the collection of information, a survey structured by 8 closed-type variables was used. For the statistical process the Statistical Package for the Social Sciences –SPSS- version 19 program was used, where the variables were processed in frequency tables, and finally the information is presented with their respective graphs. Thus, social networks have greater influence within the social and educational interaction of students, being these as support tools, contributing significant changes within the classrooms and contributing to knowledge and ease of learning.

  • Perception of the ODL learners towards the use of mobile apps in learning
           in India

      Abstract: Information and Communication Technology (ICT) is being increasingly explored and used in enhancing the reach to learners in ODL who are physically separated from teachers. ICT has helped in their inclusion into the education system. One of the most handy tools for communicating and interacting among the open and distance education learners and teachers is mobile. Though efficacy of ICT has been established without doubt in managing educational administration, it is being rigorously explored in teaching and learning especially in area of mobile learning. In fact, mobiles can play a big role in anywhere and everywhere teaching and learning of open and distance education. Mobile applications called apps are flooding the education sector like app tsunami. This paper explores the use of mobile app for orienting the ODL learners about the basic concepts of open and distance learning. The mobile app was designed and developed using MIT App inventor. The mobile called Open and Distance Education (ODE) was sent to ninety (90) learners of Master of Arts in Distance Education (MADE) programme of 2015 and 2016 batches. Their feedback was sought on the design and the usefulness and perception of learners on the mobile application-ODE in understanding the basic concept of open and distance education through a questionnaire developed using Google Forms. The results reflected the positive perception of learners towards on the usefulness of mobile application for teaching and learning in Open and Distance Education Institutions. Most of learners supported the use of mobile app in ODL.

  • Community participation in open and distance learning systems in India

      Abstract: The Three Tier system of Panchayati Raj Institutions (PRIs) which was put in place with 73rd amendment in the constitution of India, is a major initiative for democratic decentralization. PRIs are acting successfully and gradually becoming more powerful and resourceful. Now most of the Panchayets, including block and village level, are having their own buildings with basic infrastructural facilities like internet and computers. They are the representative institutions of people at grassroots. The villages Panchayats also share a common concern to strengthen educational opportunities. With increasing role being played by Village Panchayats in rural developmental arena we feel that Open and Distance Learning Systems (ODL) support services operations should converge with them (Gargava 2017).
      Authors of this paper have been engaged in the promotion of Indira Gandhi national Open University (IGNOU)’s Programmes and Policies in the state of Madhya Pradesh for quite some time. It is in this context that authors have planned a new strategic intervention for the sensitization operations and delivery systems of IGNOU, India, and results have been encouraging. The paper describes the experiences of the authors while using some out of box strategies to sensitize the people through Panchayats. It helped the IGNOU Regional Centre to generate the participation in IGNOU’s academic programmes. Further, the delivery of academic services in the villages had positive impact on the participation of students in the counseling sessions and success rate of the students. This paper documents varied learning experiences in this experiment.

  • A study of factors associated with online training on performance and
           satisfaction of academic counsellors

      Abstract: The main objective of the study is to identify a set of factors with regard to online training environment that may lead to increased performance and satisfaction for online trainees. Around 722 academic counselors who will join the Academic counselors training programme (ACT-Online) of IGNOU and around 20 instructors/evaluators involved in the training programme will form the sample of the study. Two scales (Grasha & Reichmann’s Student Learning Styles Scale, Attitude Towards E-learning Scale) and three questionnaires were used (i) to study the perception of the participants and their level of satisfaction, (ii) to assess the performance of the participants before the training, (iii) to assess the performance of the participants after the training will be used for the study. All the questionnaires and scales will be administered online. The instructors/evaluators will be interviewed by the researcher in face-to-face situation. Both qualitative and quantitative analyses methods (Mean, SD, ANOVA, Correlation Matrix, Principle Component Factor analyses etc.) will be used. The data will be analysed using SPSS. The findings of the study would help the university to find out the effectiveness of the online training and also to improve the quality of ongoing and future online training programmes. The researchers in ODL, teachers, administrators, policy makers and others who want to deliver training programmes through online mode would also be benefited from the findings of this study.

  • Quality assurance in distance learning teacher preparation institute in
           Nigeria

      Abstract: In Nigeria, Open and Distance Education has grown over the decades as yarning of desired individuals for education increases. This has resulted into a paradigm shift from face-to face mode of instruction to where individuals can learn at their convenience outside the conventional system of education. However, the quality of the programme has become source of concern. There are diverse opinion that teachers trained through distance education are of low quality compared to their counterparts trained through the conventional mode. To erase the wrong perception, there is need for approach of assuring quality in teacher preparation through Open and Distance Learning Institute. To this effect, this paper examines the various quality assurance policies, systems and procedure put in place for ensuring quality in Distance Learning Institute, University of Lagos. The investigation further measures perceptions of one hundred and seventy-three participants of how quality have been sustained overtime under six main headings and challenges facing them. Results, however, gave rise to recommendations for decision regarding improved quality distance education with special focus on the teacher education programmes of the Distance Learning Institute University of Lagos, Nigeria.

  • Factors inhibiting teachers’ embracing elearning in secondary
           education: a literature review

      Abstract: Twenty-first century has witnessed the rise of eLearning and in this second decade it is more frequently used as a replacement term for all forms of learning. Numerous studies have been done and continue to be undertaken to study the factors influencing eLearning in education. This study adopted a mixed-method approach and employed a critical meta-analysis design to explore the factors inhibiting teachers embracing of eLearning in education. A total of 17 studies from across the globe with focus on inhibiting factors were analysed. The key inhibiting factors reviewed were categorised into teacher-level, school-level and system-level inhibitors. Furthermore, the impact of the inhibiting factors on eLearning implementation is explored and some relevant strategies for promotion of eLearning are discussed. The review recommends that teacher-level inhibiting factors feature prominently and there is a need for further research on these factors to find out the greater impact on student achievement and engagement.

  • Efficacy of new media based video lectures in open and distance education
           system of India

      Abstract: New Media based learning materials are gaining popularity among teachers and students nowadays. The present investigation was intended to explore the efficacy of new media-based video lectures in Open and Distance Education system of India. For this investigation a sample of 300 students was drawn from three Indian Open Universities viz., Indira Gandhi National Open University New Delhi, Vardhman Mahaveer Open University, Rajasthan and Uttarakhand Open University, Uttarakhand. The 100 students were selected randomly from each University. This research was focused on student's opinions about effectiveness of Video lectures which were watched on New Media Platforms either during their course of study or otherwise. In order to know the effectiveness of video lectures, a questionnaire consisting of 16 items were used. The questionnaire was designed to get responses about the duration of video lectures, their presentation format, the language used, and the mode of delivery of lectures. Data revealed that video lectures of short duration were more popular. Further the format containing the Presenter with PowerPoint presentation, integrated with Animations and Graphics format was more popular among respondents. As far as language was concerned, both English and Hindi were preferred equally by respondents. The mode of delivery of video lectures which was preferred was online and New Media (web) based. TV broadcasting was least preferred by respondents. The above findings indicated that an effective video lecture with duration of less than 15 minutes including Presenter with PowerPoint presentation integrated with Animations and Graphics format either in Hindi or English were more effective delivered through New Media (web) based platform.
