      Abstract: Abstract: The existence of civil servants in the era of reform and the implementation of regional autonomy has a very strategic position, as smoothly or not, good or bad governance and public services, is dependent upon its competence. Increased competence of civil servants depend how leadership style a leader in influencing the behavior of the people they lead to foster mutual understanding, awareness and wholeheartedly in the work, so that all of the organizational goals can be achieved effectively and efficiently. This study aims to determine the effect of leadership style, structural training and organizational commitment to competence. The samples are 57 alumnus participants Diklatpim Level IV in 2012 to 2013 in the government environment of Pemalang. The methods of collecting data using are questionnaire and the methods analyzing data are using multiple linear regression. The results of multiple statistical regression correlation coefficient between leadership style and competence is 0,711. it means that competence is closely linked with leadership styles applied. The changes in leadership style will affect the increasing or decreasing in competence. The coefficient of correlation between structural training and competence is 0.708. Keywords: leadership style, structural training, organizational commitment and competence. Abstrak: Keberadaan Pegawai Negeri Sipil (PNS) di era reformasi dan penyelenggaraan otonomi daerah sekarang ini memiliki posisi yang sangat strategis, karena lancar tidaknya, baik buruknya penyelenggaraan pemerintahan dan pelayanan publik, sangat tergantung kepada kompetensi yang dimilikinya. Peningkatan kompetensi PNS sangat tergantung bagaimana gaya kepemimpinan seorang pemimpin dalam mempengaruhi perilaku orang-orang yang dipimpinnya dengan menumbuhkan saling pengertian, kesadaran dan sepenuh hati dalam bekerja, sehingga tujuan organisasi secara keseluruhan dapat tercapai dengan efektif dan efisien. Penelitian ini bertujuan untuk mengetahui pengaruh gaya kepemimpinan, diklat struktural dan komitmen organisasi terhadap kompetensi. Sampel penelitian sebanyak 57 orang alumni peserta Diklatpim Tingkat IV tahun 2012 sampai dengan tahun 2013 di lingkungan Pemerintah Kabupaten Pemalang. Metode pengumpulan data menggunakan metode kuesioner dan metode analisis data menggunakan regresi linier berganda. Hasil Uji statistik diperoleh koefisien korelasi antara gaya kepemimpinan dan kompetensi sebesar 0,711. Hal ini berarti kompetensi berhubungan erat dengan gaya kepemimpinan yang diterapkan. Perubahan gaya kepemimpinan akan berpengaruh terhadap peningkatan atau penurunan kompetensi. Koefisien korelasi antara diklat struktural dan kompetensi sebesar 0,708.

      Abstract: Supervision is part of school-based management. Academic supervision conducted by school principals on teaching staff is very important to know the shortcomings and advantages of teaching staff in teaching. Several academic supervision techniques can be used in the implementation of supervision. This study aims to determine the implementation of the principal’s academic supervision techniques for teaching staff to deal with the digital era. This study uses a qualitative approach. Data collection techniques used are observation, interviews and documentation. This research was conducted in SD Negeri 02 Jetis, Jaten sub-district, Karanganyar district. The results of this study were principals using the academic supervision techniques of classroom visits, where the principal observed directly the classroom learning activities. Then the principal uses personal meeting techniques while providing guidance to educators. The competence of principals is needed in carrying out supervision techniques of educators because supervision techniques are very diverse and can be implemented in accordance with the conditions in each school.

      Abstract: Abstract: This study aims to determine the factors of motivation and influence on the loyalty of OSIS members in SMAN Malang city. This study used a quantitative approach with a correlational multivariate design. The results showed that: (1) motivation factors are physiological, security, social, appreciation, and self-actualization; (2) loyalty factors of membership and duties; (3) physiological needs in the high category, high security needs in categories, high social needs in categories, the need for awards in the medium category, and self-actualization needs in the high category, (4) membership in the moderate category, and tasks in the high category; (5) there is influence of motivation to loyalty; simultaneously there is the influence of motivation factors on membership factors, partially motivation factors that affect the membership factor is the need for appreciation and self-actualization needs, simultaneously there is the influence of factors of motivation on the task factor, partially motivation factors that affect the task factor are social needs, reward needs, and self-actualization needs. Keywords: motivation, OSIS members Loyality Abstrak: Penelitian ini bertujuan untuk mengetahui faktor-faktor motivasi dan pengaruhnya terhadap loyalitas anggota OSIS di SMAN se-kota Malang. Penelitian ini menggunakan pendekatan kuantitatif dengan desain correlational multivariate. Hasil penelitian menunjukkan bahwa: (1) faktor-faktor motivasi yaitu kebutuhan fisiologis, keamanan, sosial, penghargaan, dan aktualisasi diri; (2) faktor-faktor loyalitas yaitu keanggotaan dan tugas; (3) kebutuhan fisiologis dalam kategori tinggi, kebutuhan keamanan dalam kategori tinggi, kebutuhan sosial dalam kategori tinggi, kebutuhan penghargaan dalam kategori sedang, dan kebutuhan aktualisasi diri dalam kategori tinggi, (4) keanggotaan dalam kategori sedang, dan tugas dalam kategori tinggi; (5) terdapat pengaruh motivasi terhadap loyalitas; secara simultan terdapat pengaruh faktor-faktor motivasi terhadap faktor keanggotaan, secara parsial faktor motivasi yang berpengaruh terhadap faktor keanggotaan adalah kebutuhan penghargaan dan kebutuhan aktualisasi diri, secara simultan terdapat pengaruh faktor-faktor motivasi terhadap faktor tugas, secara parsial faktor motivasi yang berpengaruh terhadap faktor tugas adalah kebutuhan sosial, kebutuhan penghargaan, dan kebutuhan aktualisasi diri.

      Abstract: Abstract: Teacher and educational institutions as an institution that produces of quality educational graduate, the development of lecturer competence is necessary because of the profession needs. The purpose of this study was to analyze the process of pedagogic lecturer competence developing management. This research used qualitative approach by using  interviews, observation and documentation. The results of this research  are (1) environment analysis of the two universities have strengths, weaknesses, opportunities, and threats, (2)the activities in the strategy construction made formulation team, doing construction of Strategic Planning and socialization of it, (3) the activities carried out in the form of planning;  each study program made an annual work program based on the vision and mission of the faculty that implicated in  the budget program planning, (4) The activities in the implementation such as training, seminars, workshops, postgraduate program for lecturers, (5) in controlling  activities undertaken in those aspects; learning process, research, and lecturer community service and improving the academic position of lecturers within a certain  period, but still found lecturer who teach do not suitable with the her/his qualifications, and  (6)  the activities in evaluating step include evaluation of faculty performance and evaluation of learning  although still found some lecturers who are not productive in research and community service.  Keywords: management, pedagogic lecturer competence, higher education Abstrak: Tujuan penelitian ini adalah mengetahui dan menganalisis  kegiatan pada aspek; (1) analisis lingkungan; (2)  perumusan strategi, (3) perencanaan; (4) implementasi; (5) pengawasaan; dan (6) penilaian. Metode penelitian ini melalui  pendekatan kualitatif dengan menggunakan teknik  wawancara, observasi, dan studi dokumentasi. Kesimpulan hasil penelitian ini adalah (1) dari hasil analisa lingkungan kedua perguruan tinggi memiliki kekuatan, kelemahan, peluang, dan tantangan yang beraneka ragam, (2) kegiatan yang dilakukaan dalam perumusan strategi yaitu pembentukan tim perumus Rensta, melakukan perumusan, dan sosialisasi, (3) kegiatan yang dilakukan dalam perencanaan berupa; pembuatan program kerja tahunan prodi yang didasarkan pada visi dan misi fakultas dituangkan dalam rencana anggaran belanja prodi. (4) Kegiatan dalam implementasi berupa pelatihan, seminar, workshop, serta program studi lanjut bagi dosen, (5) kegiatan pengawasan yang dilakukan berupa monitoring pembelajaran, penelitian namun masih ditemukan dosen yang mengajar tidak sesuai dengan kualifikasi bidang ilmu nya, dan (6)  kegiatan yang dilakukan dalam penilaian berupa evaluasi kinerja dan evaluasi pembelajaran yang menunjukkan hasil sesuai dengan kriteria yang diharapkan meskipun masih ditemukan dosen yang tidak produktif dalam penelitian dan pengabdian masyarakat.

      Abstract: Abstract: the purpose of this study is so that students can build their own knowledge, be critical, seek clarity, and make that knowledge meaningful. The formulation of the problem in this study is whether there is an increase in Civic Education (PKn) learning achievement through Cooperative learning type Two Stay Two Stray class V students of SD Negeri Brumbun, Wungu District, Madiun in the academic year 2017/2018. The approach used in this study is a quantitative approach, with a type of action research. In this study researchers collaborated with other teachers. Referring to the action hypothesis proposed in this class action research was obtained in the first cycle the results of the average learning achievement was 70.91 (66.67%), in the second cycle experienced an increase of 86.06 (93.94%), then it can be concluded that: there is an increase in Civic Education (PKn) learning achievement through cooperative learning type Two Stay Two Stray class V students of SD Negeri Brumbun, Wungu District, Madiun in the academic year 2017/2018. Abstrak: tujuan penelitian ini adalah agar siswa dapat membangun sendiri pengetahuannya, bersikap kritis, mencari kejelasan, dan membuat pengetahuan tersebut bermakna. Rumusan masalah dalam penelitian ini adalah adakah peningkatan prestasi belajar Pendidikan Kewarganegaraan (PKn) melalui pembelajaran Kooperatif tipe Two Stay Two Stray siswa kelas V SD Negeri Brumbun Kecamatan Wungu Kabupaten Madiun tahun pelajaran 2017/2018. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kuantitatif, dengan jenis penelitian tindakan. Dalam penelitian ini peneliti berkolaborasi dengan guru lain. Mengacu pada hipotesis tindakan yang diajukan dalam penelitian tindakan kelas ini didapatkan pada siklus I hasil rata-rata prestasi belajar sebesar 70,91 (66,67%), pada siklus II mengalami peningkatan yaitu sebesar 86,06 (93,94%), maka dapat disimpulkan bahwa: ada peningkatan prestasi belajar Pendidikan Kewarganegaraan (PKn) melalui pembelajaran Kooperatif  tipe Two Stay Two Stray siswa kelas V SD Negeri Brumbun Kecamatan Wungu Kabupaten Madiun tahun pelajaran 2017/2018 sehingga nilai ulangan/hasil belajar siswa dapat meningkat daripada sebelumnya.
